It was restraint when he was stopped on Lagos-Ibadan expressway. Go and watch the video again. The arresting officers were clearly outnumbered and would not risk open gun duel risking the lives of people using the same express at that time.

It was also restraint when the igangan incident happened and he was stopped from going into the forest to kill any Fulani on sight. If he was arrested there and then a way would most likely start. Any open minded person can see this.
