Have you ever considered the fact that he doesn't tell a lie? Hence he made it known that truly he has information but cannot disclose because of the bond/agreement he has with the informant.
Your word should be your bond.

I agree with Gbriels, Jarus shouldn't have come out and say he has a binding agreement with someone not to disclose something here.
