THE election of Honourable Aminu Waziri Tambuwal, who represents Kebbe and Tambuwal Federal Constituency of Sokoto State as the Speaker of the House of Representatives on Monday signals the exclusion of the South-West geopolitical zone from the top four positions in the land since the return of democracy in 1999.

Though the Peoples Democratic Party (PDP), which performed poorly in the South-West in the April general election, had attempted to boost the confidence of the people of the zone by allotting the nation's number four seat to its members from the area, agitation by members of the House, who insisted on preserving the status quo in the chamber, prevailed on Monday.

The agitation saw to the election the deputy chief whip of the immediate past House as the speaker.

Tambuwal emerged the House Speaker, after polling 252 votes to defeat Honourable Mulikat Adeola-Akande from Oyo State in the South-West, who polled 90 votes.

Even when it appeared unlikely that the PDP's zoning arrangement would favour the emergence of a speaker from the North-West, Tambuwal had continued his campaigns tour of states and heightened the tempo of his contacts with political leaders and other stakeholders.

He went on tour of all geopolitical zones, meeting with the newly-elected members and their godfathers and spreading the gospel of independence of the legislature.

The immediate past House, headed by Honourable Dimeji Bankole, had helped Tambuwal set the stage for his election and emboldened his campaigns when it amended its rules to ensure the usage of open secret balloting on the floor.

Notwithstanding the declaration on the floor by the Clerk to the National Assembly, Alhaji Salisu Maikasuwa, that members' votes could not remain as secret as they would want it for record purposes in the chamber, they still went ahead to defy the PDP.

With Tambuwal's emergence, the power configuration at the federal level is now skewed heavily against the South-West and the North-East.

While the PDP had calculated that each of the six geopolitical zones in the country would get feel of the topmost echelons of government, through the sharing equation, the decision of members to vote Tambuwal and upset the voting arrangement had ensured that the North-West and the South-East are the main beneficiaries of federal appointments.

The South-South had claimed the presidency through Dr Goodluck Jonathan, while Vice-President Namadi Sambo had emerged the number two man.

The position of Senate president was allotted to the North-Central; speaker was meant to come from the South-West, while it was intended that the North-East would produce the deputy speaker and the national chairman of the PDP.

The South-East had earlier been assigned the position of Deputy Senate President and the Secretary to the Government of the Federation (SGF).

Last week, President Jonathan announced Senator Anyim Pius Anyim as the new SGF.

But with Monday's election in the chamber of the House, North-West now has two top positions; the vice-president and the speaker.

The South-East already has three top positions at the topmost hierarchy of the Nigerian government, including the deputy Senate president, the SGF and the deputy speaker.

Although questions could be raised whether the configuration has not offended Section 14 (3) of the 1999 Constitution, which provides for the Principles of Federal Character and the need to avoid the perpetuation of a zone of a people in government, the reality of the power set up in the House is that the South-West will not be represented.

Both the South-West and North-East are left in the cold, with none of the two zones represented in the top seven positions.

It has been observed that while the PDP had limited options for the position of speaker in the South-West, its choice, which was backed by the party leaders, would have eventually emerged if the Action Congress of Nigeria (ACN), which won majority of the seats in the zone, had agreed to vote for a candidate from the zone.

As the speakership election got underway, the ACN decided to rate party affiliation far ahead of regional interests.

In fact, leaders of that party were of the view that the South-West should be denied the speakership slot, so as to stop the PDP from having a rallying point in the zone.

It means that the zone has gone back to the situation it was in the National Assembly in 1999, when it produced only one PDP member.

As it is, since the South-West failed to clinch the number four post, it may have lost a cotton edge representative who could take its cases directly to the topmost hierarchy of power.

Now that the precedence has been set, the zone can only work on its liabilities in the power equation in the future election.

Else, it would continue to go farther from the centre of power gravity in the nation, while other zones amass a heap of top governmental positions.

ABEOKUTA - DISASTER was Monday averted in Abeokuta, the Ogun State capital when some explosives said to have been made into a bomb was discovered at the State House of Assembly, venue of the inauguration of the 7th Legislative Assembly.

The programme was already underway during which, Mr. Suraju Adekanmbi from Egbado North II Constituency had emerged as Speaker before the bomb was discovered by one of the bomb disposal unit seconded to the house.

The development was however hushed up to prevent a stampede in the house as one of the experts who detonated it said that the explosive was enough to bring down the entire House of Assembly Complex.

Vanguard learnt that the explosive was discovered when members of the Bomb Disposal Squad were "sweeping" the House for the second time after the programme had started as it was found under the staircase to the Gallery, just before the entrance of the toilet throwing the few people who were aware into shock.

Governor Ibikunle Amosun in a swift reaction through his Senior Special Assistant on Media Communication said that he found such a "development not only condemnable but it also depicts the height of desperation and wickedness by some agents of violence still prowling the state.

"He believes such a development is alien to the state and vows that the administration will not allow agents of violence to peddle their trade in the state.

"The governor has however directed that the relevant security agencies to investigate the discovery and unmask those behind it and bring them to book".

Meanwhile Mr. Suraju Adekanbi emerged as Speaker while Mr. Tola Banjo from Ijebu-Ode defeated Mrs. Adijat Motunrayo Oladapo by 15 votes to 10 to clinch the Deputy Speakership position. Israel Olujobi Jolaoso emerged Majority Leader while Samuel Solarin became Chief Whip.

Governor Amosun in his inauguration address said that he "intend to vigorously uphold and strengthen the principle of separation of powers needed for the checks and balances of our young but growing democracy"

He therefore challenged members of the House on the task ahead saying "firstly, we must start to rebuild the people's confidence in their Government, and the people who make up Government at all levels. That cannot be done in a climate of rancor and chaos.

"Never in the history of this country has an arm of government been under lock and key for almost one year. Its capacity to perform its statutory functions was totally hindered. I am referring of course to the illegal closure of the Ogun State House of Assembly.

"It is not enough to recount what happened but, for us to take full advantage of it by learning from the immediate and remote causes of that situation, and its resultant consequences, economic, infrastructural and socio-political effects on our State and the people> It is therefore imperative that we do not allow a recurrence of that situation"

Tinubu would simply sell your votes again to non-Yoruba in 2015. Of course Yoruba will not rule Nigeria until Igbos have. There are more Igbos than Yoruba in Nigeria; so if you wish, don't vote for us we do not vote for you; you need us to win, we need you to win. Everybody's eyes are now open. With support from SS, Igbos shall go the distance. Our support for GEJ is not just for GEJ; it was strategic thinking aimed at the SS in the future. If you do not support us, we do not support you and at the end of the day, the North takes the cake from both of us. Who loses?

Amechi (Rivers), Enugu, Jigawa, Akwa Ibom etc are all PDP; Obi is APGA, and they are performing without using megaphones to blast their performance. Was Tinubu ferried to Abuja after the election and others were not so ferried? GEJ used his jet to win Yoruba votes before the election. That means just a simple flight on a presidential plane gets your vote-thats too cheap. You fail to follow GEJ's strategy: Gej did not need to fly APGA because APGA had already adopted him as their flag bearer. He only needs to use any means possible, including a flight to Abuja, to win over your votes and that is exactly what he did. Now let us see him fly Tinubu again to Abuja. Get my logic, olodo rabata. The last time I checked, not just Tinubu (ACN), but heads of APGA, ANPP, LP and may be CPC were invited/flown to Abuja. Tinubu is only one among others flying presidential jet for GEJ's own political strategy.

ABUJA— EMBATTLED former Speaker of the House of Representatives, Mr. Dimeji Bankole, who was arrested, Sunday, by operatives of the Economic and Financial Crimes Commission, EFCC, opened up, yesterday.

Vanguard learnt that he has started mentioning names after being grilled for more than 12 hours by the anti-graft agency over alleged financial impropriety in the House of Representatives during his tenure which ended last week.

The former speaker was said to have refused to cooperate with the commission for more than twelve hours between Sunday evening and yesterday morning when he was requested to write a statement on what he knew about the allegations against him. But when he was brought out from his cell yesterday morning and he saw that the anti-graft agency meant business, he became sober and started to tell his story.

Meanwhile, Vanguard learnt that the agency was yesterday trying to secure a remand order that would enable it to keep Bankole in custody for a week while he is being interrogated. It had earlier got an order from a magistrate court in the Federal Capital Territory to carry out a search on all his known property.

Intensive search on property

A highly placed source at the EFCC said: “This morning our operatives undertook an intensive search of all property known to belong to the former speaker in Abuja. The warrant also covers his other property in Lagos and Abeokuta, in Ogun State.”

Although he didn’t state where the property were located in the various cities in the country, but one of these would be the mansion on No. 8 Richard Clapperton Street, in Asokoro, where the former speaker was arrested by EFCC operatives the previous night.

The source added that the search by the EFCC was to unearth documents and files that would help the Commission in its efforts to prosecute Bankole for numerous financial and economic misappropriations during his tenure as Speaker of the House of Representatives.

He added: “It’s a normal investigative procedure performed for such a high profile investigation by the Commission, and our officers took away from his house some documents and files that we believe will enable us to build a credible case against the suspect when we finally charge him to court.”

The commission has also seized his travel documents to prevent him from jetting out of the country.
Meanwhile, Bankole is said to be undergoing “thorough grilling” at the hands of EFCC interrogators who are trying to establish his role in alleged numerous financial misconduct while he served as the number four citizen.

Response to text messages

EFCC’s Head of Media and Publicity, Mr. Femi Babafemi, confirmed in text message response to questions posed by our correspondent that the former speaker was undergoing interrogations at one of the cells at the Commission’s headquarters.

Babafemi said: “He is still being interrogated, while we have got a warrant to search his property.” He, however, refused to comment on when Bankole could possibly be charged to court to face legal action for his alleged role in financial misconduct in the House of Representatives.

The EFCC arrested the former speaker at his residence in Asokoro, Abuja, in a raid which lasted for more than four hours, Sunday, bringing to an end weeks of hide and seek between the two.

Bankole had adamantly shunned invitations by the Commission to come in and answer questions regarding some financial impropriety including a N10 billion loan secured by the former speaker using his office as a speaker of the House of Representatives. An attempt to arrest him last Friday was thwarted by his well-armed security details who had confronted the EFCC officers, leading to a stand-off which lasted through the weekend.

The anti-graft agency is investigating the speaker’s role in some alleged financial transactions executed by the House, which included the alleged use of the House’s accounts as collateral to secure a private loan.

The former speaker is also being investigated for allegedly taking a loan of N10 billion for the House without any resolution of the House supporting the said loan, as well as N2.3 million contract scam and alleged misappropriation of over N9 billion from the 2008/2009 budget allocation to the House as well as the purchase of NET building in Lagos for N4 billion.

Meanwhile mixed reactions yesterday trailed Bankole’s arrest by the EFCC.

While some Nigerians urged the commission to arrest and investigate other lawmakers, others described the arrest as a charade.

Human Rights lawyer, Mr. Bamidele Aturu, said the EFCC should ensure thorough investigation of the matter including all members of the out-gone Sixth House.

His words: “The arrest should not stop with the former Speaker, every member of the National Assembly in the last dispensation should be investigated and those found culpable must be brought to book.”

Embarrassment to the nation

Aturu described Bankole’s arrest as “embarrassing to the nation, morally indefensible and legally untenable” because “Bankole occupied a moral position in Nigeria. He was morally and legally bound to submit himself to the EFCC for questioning rather than trying to resist it.”

He commended the EFCC for showing that nobody was above the law in Nigeria.

Chairman of the National Action Council, NAC, Dr. Olapade Agoro, urged EFCC “to ensure that a good job was made of Bankole’s arrest” because “the conduct of the Speaker prior to the arrest was a disgrace to the youths of Nigeria.”

He said: “It becomes more saddening that a young man who earns over N100 million per quarter should have his name tainted in any form of financial allegations. Even the allegations against Mrs. Patricia Etteh, who was disgraced out of office as Speaker was a child’s play, compared to the current allegations emanating from the House.”

Agoro said that EFCC must pursue and arrest other members of the House, including the Senate in the last dispensation, to logical conclusions, adding: “The final arrest of Bankole is highly encouraging because it at least put paid to the belief and wrong assumption in some quarters that some Nigerians are above the law.”

Proof of innocence

The Conference of Nigerian Political Parties, CNPP, on its part, said the arrest should not end as a mere fanfare.

The South West Secretary of the CNPP, Mr Austin Nnorom, told NAN that justice must be seen to have been carried out by EFCC on the allegations. He said: “If the former Speaker is to be acquitted of the allegations, Nigerians must be shown proof of his innocence and vice_versa.”

However, the Coalition of Oodua Self_Determination Groups, COOSEG, said the EFCC was playing on the emotion of Nigerians with the arrest.

COOSEG Director of Strategy, Razaq Oladosu said: “The commission was quoted in the media to have set up two committees on Sunday that would investigate the Speaker after giving impressions to Nigerians that investigations had been concluded. The former speaker or anyone else, would be a fool not to have tied up loose ends because there was adequate time since the EFCC started harping on the arrest to cover any such tracks.”

Oladosu said that a sincere war on corruption must start with a change in the leadership of the EFCC that had “indicted more persons on the pages of newspapers than in actuality.”

Oyo State governor, Senator Abiola Ajimobi, has said his administration will soon unveil a blueprint  that will remove the robe of filth and rubbles on the state and ensure sustainable environment.

Ajimobi made this known in a speech to mark the 2011 World Environmental Day tagged Forests: In Your Service  held at Agodi Gardens, Ibadan, on Sunday.

The governor said the plan, which would be carried out in accordance with the objectives of the Millennium Development Goals (MDGs), would contain an integrated strategy to address the challenges of refuse disposal, urban degradation, public transportation, tourism and security of lives and property.

He lamented that rather than use the forest as a resource for projection and protection of mankind, nature had been imperiled through uncontrolled exploitation of the forest in illegal tree felling, unauthorised game hunting and bush burning.

“Our state has, over the years, acquired an undeserved notoriety and type as comprising a people who care less about their environment.

Ibadan, our state capital, whose indescribable aesthetics arrested the legendary poet, John Pepper Clark and pushed him to pen the poetry of its beauty, has relapsed into becoming a city that is denigrated as occupying the first position among cities of filth and rubbles. This is unacceptable to this administration,” he said.

He implored the people of the state to prioritise the sanitation of their houses and neighbourhood, adding that the resultant effect would make the state book an enviable position in environmental cleanliness.
