Building Universities doesn't mean majority of your region will be educated bcs it is just a money making venture .SW has Education orientations while SE only has Business orientation. Education orientation can produce moral and values to the society while Businesses orientation can only provide you wealth and wealth can not give you moral and values but educations in the societies.
