The executives of the wg government must not inform politicians, they must be universally voted by ward, for a mandate of four years and two terms non renewable.
Wg functions is to carry out the constituency projects, borehole, taken care of old age, security, routes, electrification, sanitation etc

The totality of money stolen is people's money, the capital projects expenditure;
The recurrent expenditure is never available for looting, otherwise it's increase yearly in our national budget, the money needed to run political office, and public civil servants.
Budget padding on constituency projects, Abandoned already awarded contracts, ghost workers payment etc were all stolen from capital expenditure.
Why it is hard to win anti-corruption war is because, people didn't directly concern or involve in the money recovered from the looted fund.
people believe, it was the politicians that looted the money, it's the same politicians, that recovered the money, it is the same politicians that will decided on the looted money recovered and at last the money recovered will be return to the same politicians to re-manage!
That is where people lost confident about the war against corruption and not fully support or involved in it's fight.


The whistle blower is one of the successful policy of this administration; It's because of 12 to 25% over of the money recovered to those who blow whistle that lead to the recovered money .

Now to totally eradicated corruption in Nigeria government must adopted a policy that will return the recovered looted money to the owner(the people) directly for manage, with out any intermediary of the politicians.

The only way to do this is to Create WARD GOVERNMENT (WG) and this government executives be voted to the office by the people of each ward in Nigeria and mustn't involved any politician (an independent candidate) to carry out the ward constituency projects.

The Presidential Enabling Business Environment Council (PEBEC) has today, October 3, 2017, begun a 60-day National Action Plan (NAP 2.0) to drive reforms aimed at “making Nigeria a progressively easier place to do business”.

This was confirmed in a statement signed by PEBEC Secretary/SSA Industry, Trade & Investment (OVP), Dr Jumoke Oduwole.
SECOND NATIONAL ACTION PLAN ON EASE OF DOING BUSINESS COMMENCES OCTOBER 3

“As Nigeria climbs two steps in the World Economic Forum Global Competitiveness Index”

As part of this Administration’s medium-term Economic Growth & Recovery Plan (EGRP) to build a globally competitive economy, His Excellency, the Vice President, Professor Yemi Osinbajo, SAN GCON, on Tuesday, the September 26, 2017, presided over an expanded meeting of the Presidential Enabling Business Environment Council (PEBEC) at the State House, Abuja, which approved a second 60-day National Action Plan (NAP 2.0).

NAP 2.0 will run from 3rd October to 1st December 2017, and is expected to further reduce the challenges faced by SMEs when, getting credit, paying taxes, or moving goods across the country, amongst others, by removing critical bottlenecks and bureaucratic constraints to doing business in Nigeria. The reforms will also improve the country’s ranking in the World Bank’s Ease of Doing Business Index 2019.

The issue here is not poverty index but output and productivity of states, and internal revenue generation statistics show that every other region is more productive than SE states by far, except the boko haram ravaged NE.

All over social media, print media , TV and radio restructuring is the new word in town, 1963 constitution etc. The politicians and the elite seem to have found a new word to keep deceiving us to mask our real problems and buy more time.
Very unfortunate the common man is buying into this latest scam. Even if every region controls its resources does it stop corruption, inflation of contracts, looting and briberyhuh. Take a look at the SS the militants, elders and governors have looted the whole 13% derivation with nothing to show for it in the creeks and rural areas. Or is it lagos where Tinubu grew the IGR after his problem with OBJ. But Tinubu had to set up alpha beta to collect IGR for LASG when we have Lagos internal revenue board.
My people i pray sense fall on us to see though this latest gimmick. Only the elite and leaders would enjoy it.

you make a good point here when you mention the high cost of governance in Nigeria
but I disagree with what many people especially politicians beleive on this because it has become a deceit political slogan.
since 1999 every government come with their own fashion of reducing the cost of governance to avail, the problem persist .
do you know why? even those who were not in ruling class cry marginalization talkless of those in helm of power.
And it's show clearly in our annual budget where the recurrent expenditure is 70%; while the Capital expenditure is 30%!
means 70% of Nigeria incomes goes to 30% of our population, while only 30% of our income goes to 70% of Nigeria population
if you ask me the solution to this I will tell you.
