All one needs to do to understand the meaning of incompetence is to look at the waffling Jonathan Administration.”Touting President Goodluck Jonathan’s impressive academic qualifications is also very cheap, as they have notproven to be an asset in the way and manner the President has steered the affairs of his Administration, especiallyhis articulation of his government’s policies and the projection of its ability. In any case, while a Doctorate Degreein any field is something to be celebrated, it is not a pre-requisite for being a good leader,” it said.ACN said the incompetence and cluelessness of the Jonahan Administration have resulted in the country being boggeddown by monumental corruption, unprecedented level of insecurity, policy flip-flops, absence of governance and downright lies that have estranged the citizens and erased their trust in government.”No Administration in our recent history has been more a hotbed of corruption than the Jonathan Administration, whetherit is the fuel subsidy scam or the police pension scam, just to mention two.Even when a feeble attempt is made to prosecutethose behind the scams, the majesty of the law is rubbished by incompetent prosecution that ensures that convicted personsget only a slap on the wrist. Under the Jonathan Administration, the more money you steal, the less punishment you receive!”Profligacy has also been the order of the day. If this government is not building a 2.2 billion naira banquet hall, it is spending 4 billion naira on the office building of the African First Ladies Peace Mission.The funds being wasted on thesewhite elephant projects would have been better spent on creating jobs for our youths, millions of whom are roaming thestreets daily in search of what to do to make ends meet,” the party said.On the road contracts awarded by the Jonathan Administration, it said the joke is on Okupe who, in saner climes, cannot be speaking for any government that is worth its salt.”There is nothing new about awarding contracts for road rehabilitation. What the public expect from Okupe is how many of the roads have been completed or are nearing completion. The contracts for most of the roads which Okupe listed in his statement have been awarded severally by previous PDP regimes, with nothing to show.Even Okupe has collected huge funds for road contracts that he later abandoned! How then can such contracts be celebrated, when all they do is put money in the pockets of party cronies?How can such a man like Okupe speak for any serious government, when he should have been dutifully prosecuted? Little wonderthe citizens have no trust in the Jonathan Administration?” ACN queried.The party said one area in which the Jonathan Administration’s incompetence is most glaring is the provision of security. While a security crisis of the scale perpetrated by Boko Haram may be unprecedented in our country, equally unfathomable is the government’s inability to rise to the occasion, to such an extent that even the President admits that his administration has been infiltrated by Boko Haram members! Of course, there is also unprecedented cases of kidnapping and armed robbery, all of which have overwhelmed the clueless government.”Overall, a government that lies to its citizens by either saying it had been hailed for its anti-corruption effort by Transparency International when that is not the case, or giving an exaggerated amount of electricity that has been generated cannot get much respect from the people.A government that sends conflicting signals to foreign investors, in particular over whether or not the power contract awarded to Canadian firm Manitoba has been cancelled, cannot and should not be trusted.”The Jonathan Administration should address the issue of trust, chase away those among its officials who lack credibility because of their past deeds and begin to take governance very seriously. Did the Senate express any anger at the FCT officials, who made this illegal entry in its budget? Was it enough to rant about the illegality?Anyone who knows the Senate would wonder why the sudden display of efforts at saving public funds. What the Senate considered scandalous was the sum, N4 billion, not the act, the fact that some people tried to foist the illegality.It may, perhaps, not be out of place if the Senate allocates funds to the project, a personal enterprise of the President�fs wife. Since its argument was that the FCT proposal was too much, it might allocate N2 billion. It must be spelt out that the issue is the illegality of the allocation, not how much was allocated.FCT�fs infrastructure is decaying. Neighbouring villages do not have basic amenities, yet all that FCT officials are thinking about is illegal appropriation of N4 billion, more money than the Federal Government allocated to each of its brand new universities as take-off fund. This petition if true started with a few disgruntled fellows here on nairaland. I wonder what's the motive of the so called petitioners. They want to create the impression of dis containment which does not exist in the Army. Some incompetent Generals don't want to go back to their villages and look for something to do with their lives rather than conniving politicians to create false impressions to gullible Nigerians. Though this will not have any effects or whatsoever. My advice to the mischief planners is to leave our army alone, the present chief is doing a very good job. He is the best thing that happened to the army in recent times. |

Grumbling so therefore is an old tradition in the Army. But when you voice out or act it then becomes an offence. So far so good no group officers or men as far as we know have voiced or acted the way this publication on nairaland is portraying. And mind you guys once you are retired you can grumble but you won't have commanding power because officers and men would cease to be under you. And like the disgruntled fellows are likely retired and discharged. Also your God sons and fathers in the Army may not necessarily be your tribesmen. |
Joey82: u seem not to understand what is brewing.I want to believe that you are not informed well enough on how the army command structure works otherwise the issue of loyality would not come up, are you saying the genarals will stop taking orders from the chief or the soldier will not take orders from his guard commander. There is still discipline in our Army irrespective of the 'military politics' for trust (something more than loyality). The chief as a leader puts his trusted collegues in sensitive positions and their tribes does not influence such positions. Some of us are privilaged to know reasons for such appointments and basically its not ethnicity. |

Politicians and ethnic bigots should leave our army alone. The so called mutineering plans does not exist in the army I know. The present Chief is one blessed fellow and has continued to act so in his leadership, most officers and men can attest that the army is better in terms of welfare, professionalism and less political. The write up just shows fairness in the promotions and postings in the army presently, the former practices is what would have led to mutiny as promotions and postings were for only God sons. These days you have to work for it. Meanwhile the writer did not give details of all promotions and postings, he chose just to show the Ibo officers alone but if its in terms of numbers and juicy posting, the northerners and the westners still carry the day. |

You actually want the war against terrorism be reserved still next time...This cease fire apart from trying to achieve real peace will help the relevant agencies to gather intelligence and identify the real BH assuming there is a breakdown of the truce. War though is no good when there is an opportunity for peace. The US in some cases are in constant negotiation with Alqaeda and Taliban in Afghanistan to achieve their aim and strategic interest. So is the truce to the interest of Nigeria and our security forces? The answer is a big YES. |

Peace needs a chance and as such the cease fire on the round table should be adhered to even if we can defeat boko haram. This saves time, then men and equipment. Likewise it is also good for the image and economy of our great nation. |

Some of us that knew Daba from military school to ACA till date can attest that he was gentleman, a devouted muslim and a team leader. For anyone to come to this forum and talk about our military, I will advice the person to first enlist into the Nigerian military. In terms of basic military training, you can only compare Nigeria with Ukraine, Pakistan and India. That I score Nigeria 90%. In terms of equipment, we are just like any third world country as we use less precise hardware but what we have is still very effective. In terms of discipline, we can be scored 90% even above the western armies. Though a far cry from what was obtainable in the earlier days of our army. The whole world is failing in terms of discipline because of 'foolish' freedom. That's why its legal for American and western forces to be allowed to have sex with animals when on foreign mission and nobody terms that indiscipline. The only bad thing killing our army is politics and politicians infiltration, even religion has not been able to divide our army like it has done to our civil society. |
The Biafra war has ended long ago but the war of deceit is still on. An average igbo man believes the Biafran war was for self defence while the rest of Nigeria apart from the present south south knew it was an oil/economic war. The people of the present day south south were deceived into believing that they were been freed from domination of the Igbos. The simple truth is that the war was prosecuted out of greed to starve people of their resources and use it to develop other parts of Nigeria excluding the owners of the resources. Look at Lagos and Abuja in Nigeria today then Porthacourt or Calabar, it is evident that the deceit is still on. For the Igbos they realised very late that it was all about oil otherwise the war would have not ended the way it did. |
So many mixed reports on the people of Bakassi. Since Bakassi has been ceded to Cameroun, why are the people there being moved to Nigeria? Is it s crime for Efiks (or whatever they are) to be in Nigeria and Cameroun? There are millions of Yoruba in Benin and Togo, who are not Nigerians, and there are millions of Hausas in Niger, Cameroun and Chad who are not Nigerians. There are Kanuris in Nigeria and Chad, and there are Fulanis all over West Africa. So, why are the people of Bakassi being removed to Nigeria? This is the part of the agreement that puzzles me. I think the Bakassi deal is not "ceding" but "gift" of land. Nigerian government is 'dashing' Cameroun land that has oil, and the people must be removed. By FINTAN IBEGWAM THE Federal government yesterday sealed Nigeria’s hope of recovering the Bakassi Peninsula, by saying that the government will not appeal the International Court of Justice, (ICJ) judgment of 2002 ceding the Peninsula to Cameroon. The Minister of Justice in a long statement released last night said that after consultation with experts, the government decided not to pursue the review of the case stating that it will be more damaging to the country diplomatically if she failed in her quest. Adoke’s release entitled, statement of Bakassi stated that: It will be recalled that on 10th October 2002, the International Court of Justice (ICJ) delivered judgment in Land and Maritime Boundary between Cameroon and Nigeria, which covers about 2000 kilometres extending from Lake Chad to the Sea. It will also be recalled that before the judgment was delivered, President Olusegun Obasanjo, GCFR of Nigeria and President Paul Biya of the Republic of Cameroon gave their respective undertaking to the international community to abide by the judgment of the Court. The commitment and undertakings given by both Heads of Government were confirmed by the establishment of the Cameroon-Nigeria Mixed Commission (CNMC) pursuant to the Joint Communiqué adopted at a Summit Meeting on 15 November 2002 in Geneva. The CNMC is composed of the representatives of Cameroon, Nigeria and the United Nations and is chaired by the Special Representative of the United Nations Secretary General for West Africa. The CNMC has held 29 Sessions since its inception and has peacefully, amicably and successfully: (a) Brought Cameroon and Nigeria back to negotiation table; (b) Supervised the handing over of 33 ceded villages to Cameroon and 1 to Nigeria in December, 2003 and received 3 settlements and territory in Adamawa and Borno States Sectors from Cameroon in 2004; (c) Initiated the Enugu-Abakiliki-Mamfe- Mutengene Road project as part of the confidence building measures between the two countries; (d) Supervised peaceful withdrawal of Civil Administration, Military and Police Forces and transfer of authority in the Bakassi Peninsula by Nigeria to Cameroon in 2008 in line with the modalities contained in the Greentree Agreement signed by Cameroon and Nigeria in 2006 which the United Nations, Germany, USA, France, UK and Northern Ireland witnessed; and (e) Commenced the emplacement of boundary beacons/pillars along the land boundary and initiated final mapping of the whole stretch of the boundary. It is instructive to note that about 1800 kilometres of the boundary have so far been assessed for Pillar Emplacement leaving only about 220 km to complete the assessment of the entire boundary. The Greentree Agreement was also signed by H. E. Paul Biya, and President President Olusegun Obasanjo GCFR, on 12 June, 2006, in Long Island, Greentree, New York, USA; reaffirming their willingness to peacefully implement the judgment of the ICJ. The Agreement contains the modalities for withdrawal and transfer of authority in the Bakassi Peninsula by Nigeria to Cameroon in pursuance of the ICJ Judgment. The Follow-Up Committee comprising representatives of Nigeria and Cameroon was established to monitor the implementation of the Agreement and settle any dispute regarding the interpretation and implementation of the Agreement. Nigeria handed over the Bakassi Peninsula to Cameroon in 2008. The Statute of the International Court of Justice provides that the Judgment of the Court is final and without appeal. However, following the Resolutions of both Houses of the National Assembly calling on the Executive to take steps to apply for a review of the judgment, His Excellency, President Goodluck Ebele Jonathan, GCFR called a Stakeholders meeting comprising the leadership of the National Assembly, the Governors of Akwa-Ibom and Cross River States, the Members of the National Assembly from both States, the Secretary to the Government of the Federation, the Honourable Attorney General of the Federation and Minister of Justice, the Honourable Minister of Foreign Affairs and Director General, National Boundary Commission to review the situation. The Stakeholders Meeting after due deliberations constituted a Committee comprising of the Secretary to the Government of the Federation, the Attorney General of the Federation, the Honourable Minister of Foreign Affairs, Director General, National Boundary Commission and Members of the National Assembly namely: Senator Victor Ndoma Egba, SAN, CON, Hon. Dr. Ali Ahmed and Hon Nnena Ukaje to examine all the issues in contention and available options for Nigeria including, but not limited to the application for review of the ICJ Judgment, appropriate political and diplomatic solutions. Although the judgment of the ICJ is final and not subject to appeal, the ICJ Statute provides for circumstances under which its judgment can be reviewed. The relevant provisions are: (a) Article 61 (1) which provides that the Court can review its judgment upon the discovery of some fact of such a nature as to be a decisive factor, which fact was, when the judgment was given, unknown to the court and also to the party claiming revision, always provided that such ignorance was due not to negligence; (b) Article 61 (4) which stipulates that application for revision must be made at least within six months of the discovery of the new fact, and (c) Article 61(5), provides that no application for revision may be made after the lapse of ten years from the date of the judgment. The implication of the above provisions of the ICJ Statute is that a case for revision of the judgment of the court can only be successful if: (a) The application for revision is based on the discovery of a new fact; (b) The fact must have existed prior to the delivery of the judgment; (c) The newly discovered fact must be of a decisive nature; and (d) The party seeking revision (Nigeria) and the Court, must not have known of the fact at the time of the delivery of the judgment. The Committee proceeded to examine the case for revision against the requirements of Article 61 of the ICJ Statute and was constrained to observe from the oral presentations made to it by the proponents of the revision that the strict requirements of Article 61 could not be satisfied. This is because their presentation was unable to show that Nigeria has discovered a decisive fact that was unknown to her before the ICJ judgment, which is capable of swaying the Court to decide in its favour. This is more so as most of the issues canvassed in support of the case for a revision of the ICJ judgment had been canvassed and pronounced upon by the ICJ in its 2002 judgment. The Federal Government also retained a firm of international Legal Practitioners to advice on the merits and demerits of the case for revision. The firm after considering all the materials that were placed at its disposal against the requirements of Article 61 of the ICJ Statute came to the reasoned conclusion that “an application for a review is virtually bound to fail“ and that “a failed application will be diplomatically damaging to Nigeria”. In view of the foregoing, the Federal Government is of the informed view that with less than two days to the period when the revision will be statute barred (9th October, 2012), it would be impossible for Nigeria to satisfy the requirements of Articles 61(1) -(5) of the ICJ Statute. Government has therefore decided that it will not be in the national interest to apply for revision of the 2002 ICJ Judgment in respect of the Land and Maritime Boundary between Cameroon and Nigeria. Government is however concerned about the plight of Nigerians living in the Bakassi Peninsula and the allegations of human rights abuses being perpetrated against Nigerians in the Peninsula and is determined to engage Cameroon within the framework of the existing implementation mechanisms agreed to by Nigeria and Cameroon in order to protect the rights and livelihoods of Nigerians living in the Peninsula. Nigeria will also not relent in seeking appropriate remedies provided by international law such as the invocation of the compulsory jurisdiction of the ICJ; Petitioning the United Nations Human Rights Council and good offices of the United Nations Secretary General which has played pivotal role in ensuring the peaceful demarcation and delimitation of the boundary between the two countries and other confidence building measures and calls on the United Nations to continue to provide assistance to the affected populations. Finally the Federal Government wishes to assure all Nigerians especially the people living in the Bakassi Peninsula of its determination to explore all avenues necessary to protect their interests including but not limited to negotiations aimed at buying back the territory, if feasible, the convening of bilateral meeting of the Heads of State and Government to ensure protection and development of the affected population. In the meantime, we call on all well meaning Nigerians in the Bakassi peninsula to be law abiding and to allow the various initiatives being undertaken by the Federal Government to bear fruitful result |

I can see from this thread that ijaw the smallest ethnic group in the south south geopolitical zone are now claiming the fourth largest in Nigeria. Wonders shall never end. So ijaw now has more population than edo, effik, ibibio, urohbo,itsekiri,ikwere, ogoni etc. Is it because GEJ is the president ? If the court of appeal have ruled that the said people be reinstated then not doing so would make Rochas in contempt of court and due process for his removal (if that is the punishment) should proceed. Bringing Salami into this is of bad taste. If the court of law have said that Salami should be reinstated then he should but that does not seem to be the case here.The PDP is trying to destabilize the state that's what this is all about. Nothing more nothing less. Its just an issue of coming with equity with clean hands. Rochas is trying in imo state with all sincerity though far from being perfect because he is human but better than most PDP leaders. First of all the said election that brought the so called LGA chairmen was stopped by a court of competent jurisdiction but the then lawless pdp government ignored the court order and went ahead to do a kangaroo election appointing these set of criminals. They never won any elections in the first place because the people of imo state never voted them. PDP is just having a dose of their own pill and should please leave imo state alone. We want to take our destiny in our hands. |
