Crime / 3 Teenage Boys Arrested For Allegedly Gang-raping And Drowning 13-year-old Girl by Afangideh1(m): 9:59pm On Aug 19, 2020
Three teenage boys have been arrested by men of the Katsina state police command for allegedly gang-raping and drowning a 13-year-old girl to death in a pond in the state on August 14.



Spokesperson of the state police command, SP Gambo Isah, who paraded the boys before newsmen, said the suspects were aged between 15 and 16.



“On Friday 14th 2020 around 3:45pm, based on the tip off, the command succeeded in arresting the trio.

All from Danmusa town, they allegedly conspired, attacked and gang raped a 13-year-old girl from Dutsen-Dadi village in Danmusa Local Government Area in their farmland on August 14, 2020.

The suspects are Mubarak Lawan 16, Anas Ibrahim, 15 and Aliyu Mika, 15; all from Danmusa local government,” he said


He added that after raping the victim, they threw her into a nearby pond, as a result of which, she drowned.



Isah said the victim’s body was later discovered and taken to Danmusa Hospital, where she was confirmed dead.



He said the suspects have all confessed to committing the crime. read more

Undergraduates in Kwara state on Wednesday August 19, staged a protest to demand for the reopening of higher institutions in the state.




Higher institutions of learning in Nigeria have been shut down since March as part of measures to contain the spread of Coronavirus in the country.



The protesting undergraduates marched to the front of the government house in Ilorin. They argued that if airports, markets, and churches can be reopened, their schools should also be reopened.



They carried placards with different inscriptions such as ''Adamu Save Our Education', Re-open Polytechnic Now'.

The Kogi state government has repatriated 78 beggars to five northern states in the country.



Speaking to newsmen, Kogi State Commissioner for Women Affairs and Social Development, Hajiya Fatima Kabir Buba said the beggars were evacuated from different parts of Lokoja metropolis, including Old Market, Zango, Ganaja Village, and Obasanjo Square and repatriated to Katsina , Kaduna, Kano , Bauchi, and Zamfara states.



Buba disclosed that the evacuation was not done to discriminate against them, but to rid streets of the state capital of beggars.



He said;



“The state government made adequate arrangements to ensure that they are transported to their respective location with utmost respect and dignity. Before the government transported them back to their home states and local governments of origin with six buses, we took them first to the ministry’s rehabilitation centre, fed them and provided all the basic needs that will enable them start normal life like every other citizen of the country.

“This government is committed to cater for every citizen even though you are not from Kogi State. This action of ours should not be misconstrued. The government under the leadership of Alhaji Yahaya Bello remains committed to providing for the less-privileged without any form of dis crimination in the state." read more

The third episode of Africa Magic’s Love Come Back was very aww-inducing. The episode features Success who was trying to get back her ex, Emmanuel months after she broke up with him.



Success met Emmanuel in the University of Benin where they were both students at the time. She was in her second year of study while he was in his final year. They dated for two years and were crazily in love with each other for the most part of those two years.



Things began to change after Success loaned Emmanuel her house rent to start up a business. Cute right? They both agreed that he was to pay back in 5 months, but that didn’t happen. According to her, she started having doubts about his commitment to her and their relationship because they weren’t talking as much as they used to - even though she admits that this could also be because she nagged a lot. That, coupled with the fact that he didn’t pay back the money she loaned him after the agreed 5 months, drove her to break up with him in front of his friends while calling him out on his debt.



It’s been a couple of months since that break-up and Success is still very much in love with Emmanuel. Her friend, Cynthia encouraged her to go on Love Come Back and try to win him back. After consultations with the show’s host Ibrahim Suleiman and the rest of the Love Come Back team, operation win back Emmanuel’s love officially kicked off.



The Love Come Back team got Emmanuel to come out under the guise of a documentary being shot by famous filmmaker, Tosin Igho. He was told the documentary was centered on graduates of the University of Benin and he was very pleased to do it. Midway into the shoot, Ibrahim led him to a skating rink specifically put together for the purpose of getting him and Success back together.



When Success, who had been waiting for him in the skating rink with a mask on, took off her mask, a shocked Emmanuel let out a scream. They hugged afterwards and made up promising to communicate more going forward as a lot of their misunderstandings in the past were as a result of a lack of communication.

Cristina Samuel, a 48-year-old "village farmer" who has always dreamed of being a nurse, but couldn't due to an early marriage, has joined those currently taking WAEC so she can fulfill her dream.



The mum-of-three sponsors her children to school through money she makes from farming. Her first son is currently a 200-level medical student whose education is sponsored with proceeds from her farming.



She finally decided to go back to school and began saving towards her education. She then quit her farming job to allow her study and is now sitting for the WAEC examination with her "daughter's agemates".



Cristina's niece shared the news to Instagram alongside a photo of her aunt in her school uniform. She added that her aunt was afraid to make the move but she did it afraid.

The Ilorin zonal office of the Economic and Financial Crimes Commission (EFCC) has secured the conviction of one Kolade Emmanuel Balogun, who was charged to court for offences bordering on internet fraud.







The charge against the suspect read;







“That you, KOLADE BALOGUN (a.k.a Willam Davis, alias Behemoth) sometime in March 2020 or thereabout at Ilorin, Kwara State within the jurisdiction of this Honourable Court attempted to commit an offence of cheating by impersonation, pretending and representing yourself to be a white man called Willam Davis, alias Behemoth to an unsuspected white woman on dating site called SeekingArrangement as it is contained in your Gmail account: Willamdavis@gmail.com and thereby committed an offence contrary to and punishable under Section 95 of the Penal Code Law of Northern Nigeria.”





Balogun was found guilty of the charges against him after being arraigned before Justice Sikiru Oyinloye of Kwara State High Court sitting in Ilorin.







The Judge who sentenced the convict on Thursday August 13 after he pleaded guilty to the charge against him, said he should pay a fine of N50,000 and control traffic at a junction behind the Kwara State Ministry of Physical Planning for three months commencing from August 17 to October 17, 2020.

Travel / One Crushed To Death In Fatal Accident In Anambra (photos) by Afangideh1(m): 3:44pm On Aug 14, 2020
One person was crushed to death in a fatal motor accident along Nanka-Agulu road, Anambra state on Friday August 14.


The accident which occurred around 6.30am in between the two bridges at Agulu Lake, involved a Mack Trailer with registration number RUM646XA. The driver reportedly lost control of the vehicle following excessive speeding.


Spokesperson of the state police command, Haruna Mohammed, who confirmed the incident to newsmen, said



At about 5:30am today, a Mack Truck with REG number RUM 646 XA driven by yet to be identified person and laden with Diesel, lost control while trying to negotiate a sharp bend near Agulu lake bridge and crashed inside the bush. As a result, the diesel spilled on the ground and the truck conductor (name yet unknown) whose body was dismembered following the accident, died on the spot .



Police operatives led by DPO Neni Division SP Asadu Uche and other Sister Security Agencies quickly mobilised to the scene and cordoned off the Area to prevent any catastrophe. Fire Service was equally on ground to prevent fire outbreak.



Meanwhile, the victim was taken to ST Joseph Hospital where he was certified dead by a medical doctor and corpse deposited at the mortuary for preservation.



Consequently,obstruction was cleared to enable free flow of traffic in the area and investigation is ongoing to ascertain circumstances surrounding the incident.''

The Governor of Ogun State, Dapo Abiodun, has approved the reopening of worship centres in the state.







Churches, Mosques and other places of worship in the state have been closed since March this year as part of measures to contain the spread of Coronavirus in the state.


In a statement released on Friday August 14, the governor said he took the decision after thorough deliberation, consideration and resolution with stakeholders. He also disclosed that the decision to lift the weekend's lockdown was due to the opening of worship centres for activities.



“After thorough deliberation, consideration and resolution, we decided to reopen the worship centres with effect from Friday 14th August, 2020 as indicated in my last address. This decision was made in line with an agreement reached by the committee set up to develop guidelines for reopening of the religious centres.



The Committee includes the leadership of the Christian Association of Nigeria (CAN); the League of Imams and Alfas and Government representatives.



I am delighted to note that reports reaching us indicate varying but encouraging level of preparedness by the Worship Centres.



Therefore, today, Friday, 14th August is hereby confirmed for the commencement of operations of the Worship Centres, subject to the guidelines.''





The statement further reads



''It is of great importance that all stakeholders fully comply with the agreed guidelines, so that, together, we can further flatten the curve of this pandemic. For the purpose of emphasis, let me restate some of the elements of the guidelines which are as follows:



i. All congregants must wear their face masks appropriately (that is, No facemask, No entry);

ii. Adequate provision of running water;

iii. Worship centres should be adequately cleaned and decontaminated before and after services;

iv. Household bleach solution / equivalent should be adequately prepared for disinfectations;

v. There should be adequate provision and supervision of multiple Veronica Buckets for handwashing (fully automated handwashing machines are preferable);

vi. There should be provision of alcohol-based sanitiser which must be used before and after service;

vii. Worship centres should provide adequate toilet facilities with water;

viii. Muslims are advised to perform ablution at home and go to Mosque with their personal praying mats;

ix. Qualified Medical Practitioners or trained personnels should check the temperature of worshippers with infrared thermometer before allowing them to enter worship centres;

x. There should be adequate medical support for sick persons;

xi. All services on Friday/Sunday and other week days must adhere strictly to COVID-19 Guidelines;

xii. There should be pre-designated standing position/sitting positions to ensure not less than 2 meter spacing;

xiii. The duration of religious services should not be more than one and a half hours. In addition, same duration of one and a half hours must be observed as intervals, where there are multiple services;

xiv. The use of Air-conditioners should be discouraged while worship centres should be well ventilated with the use of fans;

xv. There should not be any handshakes/hugs by worshippers;

xvi. Proper awareness of the susceptibility of the aged and people with signs of ill-health should be adequately created among worshippers at all times;

xvii. Constant sensitisation of COVID-19 and its dangers should be included in sermon and goodwill messages;

xviii. Provision of isolation rooms is mandatory in all worship centres or facilities;

xix. Religious services and events should be recorded with digital camera for record purposes;

xx. Worship Centres and facilities with more than 200 worshippers in a given service must seek further clearance with the State Government;

xxi. At all times, there should be effective Entry and Exit Management Procedures in each of the Worship centres,



xxii. Administration of Holy Communion should be devoid of sharing of any item and must follow COVID-19 protocols.



We are therefore appealing to our people, particularly our religious leaders to ensure that they adhere strictly to the protocols as have been agreed upon. We all agreed on these protocols to open the worship centres for many reasons.''

The National Broadcasting Commission (NBC) has slammed a N5 million fine on Nigeria Info 99.3 over an interview with Obadiah Mailafia, former deputy governor of the Central Bank of Nigeria (CBN).

During the interview which was conducted on Monday August 10, Mailafia alleged that repentant bandits told him and other stakeholders in the Southern Kaduna that a governor in one of the Northern states is a leader of the insurgency group, Boko Haram.



“Some of us also have our intelligence networks. I have met with some of the bandits; we have met with some of their high commanders – one or two who have repented – they have sat down with us not once, not twice.



They told us that one of the northern governors is the commander of Boko Haram in Nigeria. Boko Haram and the bandits are one and the same. They have a sophisticated network. During this lockdown their planes were moving up and down as if there was no lockdown.'' he said during the interview





Following the controversy the interview generated, Mailafia was invited by men of the Department of State Services (DSS) and grilled for over six hours on Wednesday, August 12.







In a statement released on Thursday, August 13, the NBC accused the radio station of providing its platform for Obadiah to “promote unverifiable and inciting views that could encourage or incite to crime and lead to public disorder”. The commission added that Mailafia’s claims were devoid of facts and in contravention of seven provisions of the recently amended broadcasting code.







The statement reads



“The National Broadcasting Commission has noted with grave concern, the unprofessional conduct of Nigeria Info 99.3FM, Lagos, in the handling of the Programme, “Morning Cross Fire”, aired on August 10, 2020, between 8.30am and 9.00am.



The station provided its platform for the guest, Dr. Mailafia Obadiah, to promote unverifiable and inciting views that could encourage or incite to crime and lead to public disorder.



Dr. Mailafia Obadia’s comments on the “Southern Kaduna Crisis”, were devoid of facts and by broadcasting same to the public, Nigeria Info 99.3FM, is in violation of the following sections of the Nigeria Broadcasting Code:



3.1.1 No broadcast shall encourage or incite to crime, lead to public disorder or hate, be repugnant to public feelings or contain offensive reference to any person or organization, alive or dead or generally be disrespectful to human dignity;



3.1.2 Broadcasting shall promote human dignity, therefore, hate speech is prohibited;



“3.3.1 (a) The broadcaster shall ensure that any information given in a programme, in whatever form, is accurate;



3.3.3.1(b) The Broadcaster shall ensure that all sides to any issue of public

interest are equitably presented for fairness and balance;



3.11.1(a) The broadcaster shall ensure that language or scene likely to encourage or incite to crime, or lead to disorder, is not broadcast;



3.11.1(b) No programme contains anything which amounts to subversion of constituted authority or compromises the unity or corporate existence of Nigeria as a sovereign state;



5.4.1(f) The Broadcaster shall not transmit divisive materials that may threaten or compromise the indivisibility and indissolubility of Nigeria as a sovereign state.



Consequent on these provisions and in line with the amendment of the 6thedition of the Nigeria Broadcasting Code, Nigeria Info 99.3FM Lagos, has been fined the sum of N5,000,000.00 (Five Million Naira), only.



This is expected to serve as a deterrent to all other broadcast stations in Nigeria who are quick to provide platform for subversive rhetoric and the expositions of spurious and unverifiable claims, to desist from such.

The Ooni of Ife, Oba Adeyeye Ogunwusi, has criticized the ongoing reality TV show, Big Brother Naija, and has called for the replacement of the show, saying it misrepresents the goodness and integrity of Nigerian youths.


The monarch said this while interacting with youths in his palace as part of the celebration of International Youth Day, on Wednesday, August 12.

“Nigerian youths are fond of accusing and abusing our leaders. Stop abusing them and contribute your own quota. Let’s wear our thinking caps and begin to act like the real future leaders that we are.



In the last general election, the total number of vote cast was around 27 million while over 170 million people voted during the 2019 Big Brother Naija reality show. This is a practical reality of who Nigerian youths are and where our priorities lie as Nigerians.



The funny side in all of these is that we still go to bed, have a good sleep and wake up with the hope to meet a Nigeria we didn’t create. Nigerians Youths! Nigerians Youths!! Nigerians Youths!!!



Unfortunately, every time I talk about this kind of attitude, everyone just laugh and move on. What kind of nation are we building?

Men of the Niger state police command have arrested a transporter, Abubakar Adamu, after 375 rounds of live ammunition, and seven AK47 magazines were allegedly found in his vehicle.


The spokesperson of the state police command, Abiodun Wasiu, who disclosed this to newsmen, said Abubakar was intercepted in Suleja while driving a red Civic Honda car loaded with the ammunition. He told the police that he was part of a robbery and kidnap syndicate and that his role was transporting the group’s weapons after which he would be paid N150, 000.


“During interrogation, the suspect confessed to being a member of a robbery and kidnap syndicate, with responsibility to transport arms and ammunition for the syndicate,” Abiodun said............ Continue reading..... .

The driver and owner of the vehicle that killed Nigeria’s first female combat helicopter pilot, Flying Officer Tolulope Arotile in a crash at the Nigerian Air Force Base in Kaduna, have been arraigned before a Magistrate Court in the state.


Nehmiah Adejo and David Adejo pleaded not guilty after being arraigned on four count charges of causing death by dangerous driving, driving without due care and attention, driving without drivers licence and driving without authorisation of the owner, and one count charged of negligent conduct while causing danger to person and property.


Chief Magistrate Emmanuel Benjamin who presided over the case, granted the defendants bail of N1 million each after hearing arguments from their counsels and Prosecutor DSP Martins Leo.

A woman in India has been arrested after her husband killed himself over claims she failed to have sex with him during their marriage

Geeta Parmar, 32, a resident of Maninagar in Gujarat, was recently arrested on suspicion of 'abetment to suicide' following a complaint filed by her late husband's mother-in-law.



Muli Parmar, 55, claims that Geeta did not have sex with her husband, Surndrasinh, during the 22 months of their married life together.

The deceased's mother said the lack of sex left her son in 'mental stress' as their relationship failed. She also disclosed that she discovered they were sleeping in separate beds when she paid the couple a visit.

Surndrasinh revealed to his mother that he and Geeta did not have 'physical relations', the police report said.



Muli alleged that Geeta had 'taken a vow' that she would not engage in intercourse with her husband during their marriage.

'Once I had gone inside my son’s room and found that he and my daughter-in-law were sleeping on different beds,' Muli alleged in her first information report.



'When I asked my son about this, he told me that they did not have physical relations as Geeta had taken a vow that she would not sleep with her husband.'

Governor Aminu Masari has banned non-government organisations (NGOs) from going into any of the internally-displaced persons (IDPs) camps in Katsina state





The Katsina state Governor who noted that the state government has the capacity to take care of the displaced persons while speaking at the army special super camp IV, Faskari, on Monday August 10, said he instituted the ban so displaced persons can return to their homes because their continued stay at the camps creates opportunities for bandit attacks.







Masari said;







“We will not allow these NGOs under whatever guise into our IDPs camps.



“We know that the fight against bandits and banditry is not over, but we can handle our displaced persons adequately because we have sufficient food, clothing, shelter, and security for them while we strengthen efforts in restoring security for them to return to their respective homes.



“We want the IDPs to return to their homes as soon as possible because leaving them at the camp is what is giving opening for those wanting to prolong banditry.”





Governor Masari further disclosed that they are looking for ways of recreating the local security council to address the challenges of banditry.







He added;







“As a government, there are certain actions, which we need to take; actions that are non-kinetic, actions that are administrative, actions that will make us look back at laws governing our local communities.



“My own thinking is that the local government reforms of 1976, which has taken all authorities from local institutions and vesting it on nobody.



“As a government, we are going through the archives to see how we can recreate village security council and every Ward in Katsina state will have similar committee to recreate village security council.



“This village security council also can stray down to remote and smaller areas so that we can have those that can be held responsible.



“We believe also that future dialogue should be conducted in each and every village by these community council.



“I think it will help greatly because the military is working very hard to restore normalcy but after that, we need to maintain and sustain peace in the villages and communities.......................................

Health / 354 New Cases Of Covid-19 Recorded In Nigeria by Afangideh1(m): 7:15am On Aug 07, 2020
354 new cases of COVID-19 were recorded in Nigeria on Thursday, August 6.


A breakdown from the Nigeria Centre for Disease Control (NCDC) indicates that the FCT had the highest number of fresh cases – 78, and is followed by Lagos with 76.

Other states with confirmed cases of COVID-19 include Kaduna-23, Ebonyi–19; Oyo–18; Nasarawa–17; Rivers–17; Delta-6; Kwara–15; Akwa Ibom–13; Edo–12, Ogun-2, Plateau–11; Kano–9; Bauchi–6 ; Borno–6 and Ekiti -6.

Nigeria now has 45,244 confirmed cases of the viral disease. 32,430 patients have been discharged so far with 930 deaths recorded.

The Federal government has asked airlines to begin the process for the resumption of international flight

National coordinator of the presidential task force on COVID-19, Aliyu Sani, disclosed this at the daily press briefing of the task force today Thursday, August 6.







In his words



“The restrictions in the entertainment and education sector as well as other activities that attract mass gatherings such as operation of markets and worship centres, remain. Specific to air transportation, domestic operations have already resumed as well as the railways.



For international travel, we have made recommendations to the aviation industry to commence the process for opening international airports provided all existing international and local prevention guidelines on Covid-19 are in place.



We have modified the advice with regards to the arrival for flights. Passengers arriving at the airports for domestic flights are advised to arrive at least one and a half hours before their flights and three hours before international flights when it is restarted.



There might be requirements for additional infrastructure in some of the airports. What we want to do, and we have made it very clear at the PTF is, we want to reopen as soon as possible but in a safe manner that does not put at risk all the efforts we have made to control this pandemic. Hopefully, the airports would open in weeks, rather than months. That is what we are looking at” he said





Aliyu also announced that the 10pm to 4am nationwide curfew still remains. He also announced that daycares and primary schools remain closed and should only open for those in exiting classes that require to sit for their transiting examinations. He said gyms, bars and cinemas remain shut.



“For community activities as it relates to daycare and primary schools, all daycare and primary schools are to remain closed till further evaluation.



However, while primary schools must remain closed, registered pupils may proceed to take the National Common Entrance as soon as it is feasible, provided there is compliance with issued non-pharmaceutical guidelines. For secondary and tertiary institutions, these remain closed. However, we have made arrangements for exiting and graduating students in their final year of secondary school to partake in exams in line with guidelines issued by the Federal Ministry of Education.



However, schools must comply with the six (6) recommended steps and required measures issued by the Federal Ministry of Education and which is available online. There are no new changes to places of worship – our policy remains the same.



We continue to allow personalised services such as mechanics, artisans, hair salons etc. who own their own workshops or workstations, and can clearly adhere to non-pharmaceutical interventions.



“For hotel restaurants and eateries, hotels may continue to remain open but must observe all mandatory non-pharmaceutical interventions. Restaurants have to maintain the takeaway/ delivery system until further notice. Bars, gyms, cinemas and nightclubs remain closed until further evaluation.” he said



The PTF coordinator also disclosed that the management of the National Youth Service Corps NYSC has been told to start working towards resumption in the next phases of the eased lockdown. ..........

A naked man was knocked out by an angry driver after he blocked traffic by standing in the middle of the road.



The man was completely naked and stood with his arms crossed across his chest. Cars waited in front of him, unable to move past him.



When he wouldn't move away, the driver directly in front of him got out and approached him. The driver spoke to the naked man for a bit but when he didn't move, he made a fist and punched him in the face and the naked man collapsed.

A mild-drama played out at the Oshodi area of Lagos State when policemen attached to the Makinde Police Station went to arrest Pastor Nduka Anyanwu (28) of the Lord’s Chosen Charismatic Evangelical Church, Ogunoloko Parish, for allegedly impregnating two sisters, aged 13 and 17. The victims’ mother, Amaka Onyeji, rather than be happy over the arrest, fought the police and tried to stop them from taking the pastor away.

The father of the two girls, Christian Onyeji, was detained along with Anyanwu, for allegedly supporting the sexual violation of his two daughters. Amaka was caught in a video provided by the Advocates For Children and Vulnerable Persons Network (ACVPN), pushing and standing in the way of a policewoman who came with the police team to arrest Anyanwu. She was heard screaming: “Leave him! He’s going anywhere!”

However, her action did not stop the arrest of Anyanwu who was seen in the video, clutching a Holy Bible, looking pious and like a martyr. Fielding questions from the police, Anyanwu, claimed to be a deliverance minister, said that he was going to marry the 17-year-old girl. He said: “I will have the older girl, but the younger one’s pregnancy should be aborted.” Shockingly, the girls’ parents supported his decision to marry the elder sister and abort the foetus of the younger girl. According to the girls, Anyanwu, who attends the same church as their parents, started sleeping with them while they were in primary school.

They further explained that the violation started after their parents asked them to go for deliverance sessions on Anyanwu’s prompting. “The parents of the girls are aware that I was sleeping with them,” the pastor claimed. The ACVPN Secretary, Ebenezer Omejalile, said Anyanwu was detained along with the children’s father, who was an ardent supporter of the pastor’s action.

He added: “The two girls were kept at the Makinde Police Station Barracks till the following morning. They were unable to place them in a home due to time factor and documentation by the Investigating Police Officer (IPO), Corporal Mary. Yesterday, the pastor and his prospective self-acclaimed father-in-law were transferred to the Gender Unit, the State Criminal Investigations and Intelligence Department (SCIID), Panti, Yaba, for proper investigation and prosecution. “The OC Gender has been duly informed about this development.”

The West African Examinations Council (WAEC) has released the timetable for the 2020 West African Senior School Certificate Examination.

In a statement on Tuesday, WAEC’s spokesperson, Demianus Ojijeogu, said the examination would begin “from August 17, and through September 12, 2020.”

“The council hereby urges the candidates to abide by the rules and regulations guiding the conduct of the examination by shunning all acts of malpractice and obeying all COVID-19 protocols that have been put in place at the examination centres,” it added.

“We have sent the timetable to the schools and candidates also have their copy,” he said

This year’s WASSCE, earlier scheduled for April, was initially postponed indefinitely because of the COVID-19 pandemic.

Secondary school graduating students who live in the five English-speaking countries (Nigeria, Ghana, Sierra Leone, The Gambia, and Liberia) write the WASSCE.

The federal government has said universities in the country can resume classes once they have put the necessary COVID-19 guidelines in place.

The statement was made by, Suleiman Yusuf, the deputy executive secretary academics of the National Universities Commission (NUC), at a press conference in Abuja on Tuesday, August 4, Premium Times reported.

He said the commission is working with universities to discuss preparations that should be in place before reopening of the tertiary institutions.

Another official of the NUC, Abubakar Rasheed, who serves as the executive secretary of the commission stated that the agency is already collecting data from universities to assess their preparedness to resume academic activities.

He also disclosed that the NUC is trying to mediate with the Academic Staff Union of Universities’ (ASUU) to resolve the strike by university lecturers.

Clevloaded recalls that the Nigerians government closed its tertiary institutions along with lower schools in March due to the coronavirus outbreak.

A review of the sixth Broadcasting Code of the National Broadcasting Commission (NBC) which raised the fine for hate speech from N500,000 to N5 million, has been launched by the federal government.

Minister of Information and Culture, Lai Mohammed, who unveiled the document at an event in Lagos on Tuesday August 4, said the code was reviewed in line with the directive of the President for an inquiry into the regulatory role of the NBC in the wake of the 2019 general elections.

The minister who disclosed that the President approved many recommendations aimed at repositioning the NBC to better perform its regulatory role, added that Buhari has also ordered the probe of the conduct of the various broadcast stations before, during and after the polls.

He noted that the government’s intention was for the good of the country and further stressed the need to catalyse the growth of the local industry and create jobs for creative Nigerian youths.

REMARKS BY THE HON. MINISTER OF INFORMATION AND CULTURE, ALHAJI LAI MOHAMMED, AT THE UNVEILING OF THE REVIEWED BROADCASTING CODE IN LAGOS ON TUESDAY AUG. 4TH 2020

PROTOCOL

Let me formally welcome all of us to this unveiling of the new amendment to the 6th Edition of the Broadcasting Code.

This event couldn’t have come at a more expedient time after the various stakeholders in the industry have ventilated their views on this all-important document.

This is an amendment to an existing 6th edition of the Code, which was launched in Kano in July 2019.

Before the launch of the Code in Kano, there were wide stakeholder meetings and discussions on virtually all the provisions of the 5th edition, which was now reviewed as the 6th edition.

The amendments were necessitated by a Presidential directive, in the wake of the 2019 general elections, for an inquiry into the regulatory role of the National Broadcasting Commission (NBC) as well as the conduct of the various broadcast stations before, during and after the elections.

Following the inquiry, Mr President approved many recommendations that will reposition the NBC to perform its regulatory role better. Key among the recommendations is the need to amend the provisions in the Code and Act.

The amendments are mostly in the areas of political broadcasting, local content, coverage of emergencies, advertising, and anti-competitive behaviour.

Ladies and gentlemen, there are many desirable provisions in the new Broadcasting Code:

– The provisions on Exclusivity and Monopoly: This Antitrust provision will boost local content and local industry due to laws prohibiting exclusive use of rights by broadcasters who intend to create monopolies and hold the entire market to themselves.

It will encourage Open Access to premium content. I must explain that this provision is not new to Nigeria Broadcasting. Exclusivity was disallowed at a certain time in the history of our broadcasting.

I recall Multichoice sub-licensing EPL matches to other local operators in Nigeria. I recall HITV engaging several local operators on sub-licensing the EPL when they got the rights.

– Sub-licensing and Rights sharing creates opportunities for local operators to also gain traction and raise revenue for their services.

– The law prohibiting backlog of advertising debts will definitely promote sustainability for the station owners and producers of content.

– The law on registration of Web Broadcasting grants the country the opportunity to regulate negative foreign broadcasts that can harm us as a nation. Such harms could be in the area of security, protection for minors, protection of human dignity, economic fraud, privacy etc.

– The provisions on responsibility of broadcast stations to devote airtime to national emergencies: This provision obviously mandates terrestrial and Pay TV channels to make their services available to Nigerians at times of national emergencies – like the ongoing Covid-19 pandemic – for their education and enlightenment.

– The provision raising the fine for hate speech from 500,000 Naira to 5 million Naira.

Permit me to say that section 2h of the NBC Act specifically empowers the Commission to establish and disseminate a National Broadcasting Code and set standards with regard to the content and quality of materials for broadcast.

From the above, it is clear that it is a regulatory function to establish the Code. It is democratic when the regulator engages stakeholders to get their views.

This could be done in several ways, including questionnaires, conferences, face-to-face discussions, and focused group discussions.

Once the regulator has factored all the views, he takes a decision to codify provisions that best address the needs of the country. This is what NBC has done in this case.

What I have observed in the reactions to the last amendment are interests who believe that their singular business interest is superior to the national interest. Therefore, they have resorted to all kinds of blackmail, using hack writers.

Ladies and gentlemen, we remain unperturbed, because we are acting in the national interest. The Broadcasting Code is not a static document. As we often say, broadcasting is dynamic. Therefore, even the 6th Edition of the Code shall be reviewed at the appropriate time.

But, as it currently stands, the 6th edition and the amendments, which we are unveiling today, remain the regulations for broadcasting in Nigeria.

Our intention remains the good of the country. We need to catalyse the growth of the local industry. We need to create jobs for our teeming creative youths.

The opportunities must be created and we believe that effective regulatory interventions are a sure way of attaining this. That’s why we will not waver.

For those who still have misgivings about the amendment to the 6th Edition of the Code, we expect you to meet with the regulator and present your views.

As I said, there are opportunities for constant review of the Code, but please note that this latest amendment is signed, sealed and delivered, and we are committed to making it work for the good of the country.
