Check the laws,or if you dont know book ask a lawyer how a federation system operates.
In a federation system like Nigeria each state has a right to proscribe its own laws and regulations.
Just like in America you see some states legalizing canabis and others don't.

Nigeria operates a federation system like America,where every state is independent,but can not secede from the unit.

Mr President it is not by appropriating 4oobillion naira,at the end of the day we will not see what the money was used for.
Nigerians are calling for transparency and real accounting systems/procedures in our Fiscal accounts.
All we hear is money being spent,but we do not even know how much is coming in-there is a massive gap between what is stated as being spent and the value we see on ground.
