Considering that Yar'Adua's Govt considered it an illegality, it is possible to assume no more funding was released from May 2007 after the initial $250m funding from OBJ until it was revoked. The second segment was awarded in July 2012. That means, it was completed in a year. Considering there is no information available to show when Yar'Adua re-awarded the contract and considering that work started in 2006 but was frustrated by unavailibility funding from Adua's govt, I think it is immoral to give much credit to Yar'adua. Some Credit should go to OBJ for starting the project but much of the credit should go to GEJ for ensuring continuity and speedy completion.
