– There is a ploy to remove Chief Oyegun as the chairman of APC allegedly by Tinubu – The secretary to the federal government who is loyal to the APC chieftain has denied the report The plot to remove Chief John Odigie-Oyegun as chairman of the All Progressives Congress is thickening as there are reports he will be named as an ambassador soon. Vanguard reports that some insiders in the party are accusing the Secretary to the Government of the Federation, Babachir Lawal of working with the Asiwaju Bola Tinubu camp to remove the chairman. READ ALSO: I’m the one in charge at the moment – Buhari Lawal is reportedly urging President Muhammadu Buhari to remove Oyegun and replace him with someone else. He has however denied the allegation insisting it was the president’s duty to appoint ambassadors. “I do not know anything about the chairman’s ambassadorial as such are made by the president. Did you see his name on the list read out on the floor of the Senate.” The plot to remove Oyegun has been criticised by those loyal to him as an attempt to hijack power before 2015. It will be recalled that a few weeks ago, Tinubu through his media aide called for the resignation of Oyegun over anti-party conduct. The former governor of Lagos state allegedly accused Oyegun of sabotaging the will of democracy in Ondo state by sending the name of Rotimi Akeredolu to the Independent National Electoral Commission (INEC) against the decision of the appeal panel that demanded for a fresh governorship primary election in the party for the forthcoming governorship election in the state. In the communique, Tinubu reportedly alleged that Oyegun’s subversion of the will of the people proved that he must have been under the influence of a powerful and sinister arm at work. The Senate on Thursday blamed its rejection of President Muhammadu Buhari’s $29.960 billion external loan bid on the incompetence of presidential aides tasked with preparing the proposal. This position was given by the Senate spokesperson, Aliyu Abdullahi, when he featured on a Channels TV breakfast programme, Sunrise, on Thursday. The president, last week Tuesday, forwarded a request to the National Assembly to approve an external borrowing plan of $29.960 billion to execute key infrastructural projects across the country between 2016 and 2018. Mr. Buhari said the external loan, the biggest in Nigeria’s history, will fund targeted projects cutting across all sectors with special emphasis on infrastructure, agriculture, health, education, water supply, growth and employment generation. Other sectors, he said, are poverty reduction through social safety net programmes and governance and financial management reforms, among others. But a week after the request was submitted, the Senate on Tuesday threw out the loan request without debate. The Senate Leader, Ali Ndume, later revealed that the president’s letter had no detailed information about the loan bid, even though the letter made reference to an “attached” breakdown in its first paragraph. This was admitted by the Presidency through Mr. Buhari’s assistant on the Senate, Ita Enang, who said the government would work with relevant agencies to collate the needed information. Speaking on the development Thursday morning, the Senate spokesperson, Mr. Abdullahi, said people entrusted with key responsibilities within the Presidency must do their work. He noted that there was a line in the letter that read “attached”, but lamented “nothing is attached”. He blamed the anomaly on officials who were responsible for helping the President on matters of communication. “This is the reality unfortunately. We have to rethink position given to certain persons and people who are not competent should step aside. “What is the Chief of Staff doing? What is the SGF doing? “We have said it that some people are working to set the president against the legislature,” said Mr. Abdullahi. Defending the Senate’s action, the spokesperson said since the president’s letter was not supported by detailed information, the lawmakers had nothing to work with. Mr. Abdullahi however said “if all these things are addressed, the Senate is more than desirous” to consider the loan authorisation request. As at June, Nigeria’s debt profile is N16.29 trillion, representing $61.7 billion at N283/$1 exchange rate, according to the Debt Management Office. In the 2016 budget, N1.48 trillion is meant for debt servicing, far higher than the country’s N221.7 billion budget for health and the N369.6 billion for education. The proposed 2016-2018 borrowing (rolling) plan of $29.960 billion is made up of proposed projects and programmes loan of $11.274 billion, special national infrastructure projects $10.686 billion, Euro bonds of $4.5 billion and Federal Government budget support of $3.5 billion. http://www.premiumtimesng.com/news/headlines/214410-30-billion-loan-senate-accuses-buharis-aides-incompetence.html

Governors elected under the platform of the All Progressives Congress (APC) moved to address the grievances in the party which are threatening its cohesion. There have been calls on the party’s National Chairman Chief Odigie-Oyegun, whose tenure expires in 2018, to resign for his purported inability to resolve the crisis rocking the party. Chairman of the Progressives Governors Forum (PGF) and Imo State Governor Rochas Okorocha, who met with the Odigie-Oyegun-led APC National Working Committee (NWC) yesterday, said the party leadership needs to make some amendments to enable the party forge ahead. Okorocha also met with the Senate President Bukola Saraki and House of Representatives Speaker Yakubu Dogara where he said President Muhammadu Buhari would soon meet the APC leaders to address the problems in the party. The APC has moved from one crisis to another since it took over as ruling party from the Peoples Democratic Party (PDP) in May last year. The crisis started with the emergence of Saraki and Dogara against the wish of the party. Some chieftains of the party have accused Oyegun of not exerting his influence on how the country is being run. Recently, the party’s National Leader, Asiwaju Bola Ahmed Tinubu, asked Oyegun to resign, accusing him of working against democratic fair play in the handling of APC governorship primary in Ondo State, which produced Rotimi Akeredolu as the party’s candidate. Besides, the APC is yet to have a Board of Trustees (BoT), which is seen as a serious setback for a ruling party. While fielding questions from journalists after a closed door meeting, Okorocha said the talks focused on the need to restructure the party and ensure unity among its members. “We noticed that there is so much bitterness among the ranks and members of our party and there is a need for communication and dialogue because where there is no communication and dialogue, war is inevitable,” he said. “You may recall that it was the same National Working Committee (NWC) and these party leaders that saw us through during the last election. What that means is that these people were good enough. I want to assure them that no one will bully them out or hush them out. But there is need to make amendment which is natural with any human organisation. “So, the party will be restructured for the purpose of making it stronger and to move forward as a people and as a party,” Okorocha said. When asked to explain what he meant by party restructuring, he said: “No one is going to boot anybody out. Where there is need for amendment, we shall make amendment in order to save the party and move it forward. “In every human organization, it comes a time when they restructure. It could be to add more people, it could be to strengthen the party at all levels. And, of course, you know that these people are duly elected people, whose tenure will expire by 2018. So, where there is need for restructuring, restructure. “I have come to reassure them, because sometimes, when you have the fear or worry that you are not stable, you begin to react in a negative way. But if you know you are stable, you will put in your best,” he said. He said “I came here for a call for unity. The governors are willing to show leadership in this regard by making sure all the members of the NWC, the APC governors and National Assembly work together to ensure the unity of our party.” On party funding, he said the APC leadership intended to ensure that every member sponsored the party, saying “we want to make sure that every stakeholder will be part of it. It is not a question of whether the governors will sponsor the party or the President.” After the meeting, Okorocha also met with Senate President Bukola Saraki over the party’s crisis. He told newsmen that “Nigerians expect so much from us but yet we seem to be in crisis within ourselves. Not crisis made by the opposition parties but crisis created by ourselves for ourselves and which has kept us in total difficult position that we are not making the headway we need to make as a party. “One wonders then what went wrong. Where did we get it wrong? And after these troubles and after the much hope we have given to Nigerians, we still cannot work together as a party, as a family.” “So, I am here Mr. President of the Senate to call for unity among us and our party. And to sheath our sword in whatever form anger has gotten to us. “We noticed and we know that we are a party in majority at the National Assembly and we are a party with majority in the number of governors - state houses of assembly - but we notice there is no cordial relationship between the Governors, the Executive and the legislature,” he said. He said President Buhari has also agreed to address the leadership of the APC. “But before then, I think all the rough edges must be smoothened,” he said. Responding, Saraki said the APC National Assembly caucus would look into all the issues raised. After a closed door meeting with the House leadership led by Dogara, Okorocha said he had dialogued with the National Working Committee of the party, members in the Senate and House of Representatives and was certain that there would be light at the end of the tunnel. http://www.dailytrust.com.ng/news/general/apc-govs-meet-oyegun-saraki-over-party-crisis/169912.html#dmZspugkbu0O2jtj.99

A day after President Muhammadu Buhari met with leaders of the Niger Delta to resolve the crisis in the region, a major oil pipeline was sabotaged. No group has, however, claimed responsibility for the explosion at the oil field operated by the Nigerian Petroleum Development Company, NPDC, in Delta State. The attack breached a crude export line that was commissioned on Monday, PREMIUM TIMES learnt. An official said the explosion occurred at the line that transfers stored crude oil to vessels for onward export. The Joint Military Task Force, JTF, deployed to the Niger Delta confirmed the Wednesday explosion. Olaolu Daudu, spokesman of the JTF, code-named “Operation Delta Safe’’ said investigations had commenced. He said troops deployed to the area heard an explosion at the Bantan Flow Station run by NPDC, a subsidiary of Nigeria National Petroleum Corporation, NNPC. “Troops of Operation Delta Safe located at Sector 1, in Delta while on routine patrol heard an explosive sound caused by suspected economic saboteurs at Bantan Flow Station around Ekweregbene, Bantan general area. “The incident is however, being investigated and details will be made available as events unfold. “Also, troops of Forward Operation Base, deployed at Bonny in Rivers, while on anti – crude oil theft/ illegal bunkering patrol, discovered two illegal refinery sites along Ogbunku Creek,” he said. He further said the troops recovered three 40 horse power outboard engines and three pumping machines. Wednesday’s explosion may further affect Nigeria’s dwindling foreign earnings which have been blamed for the country’s current recession. Sabotage of oil and gas facilities led to an almost 50 per cent reduction of Nigeria’s crude exports and also worsened the electricity situation as gas powered plants could not receive gas. Wednesday’s explosion also comes barely 24 hours after the Niger Delta stakeholders met with President Muhammadu Buhari in Abuja. At the meeting, the Niger Delta leaders presented a 16-point demand to Mr. Buhari. The demands include rapid development of the region and inclusion of people from the region in ownership of oil blocs. The leaders at the meeting included traditional rulers, governors, ministers and top politicians from the oil producing region. http://www.premiumtimesng.com/news/headlines/214363-despite-buhari-niger-delta-leaders-meeting-militants-blow-major-pipeline.html
