President Muhammadu Buhari has charged the Nigerian army to intensify its efforts and work closely with other security agencies to develop new strategies to eradicate insurgency and address other current security challenges. Buhari gave the charge in Owerri on Monday when he declared open the 2016 Chief of Army Staff Conference. According to the president, the new strategies should be major focus of the conference. He emphasised that the conference would only worth the while if the deliberations that emanated from it “will enhance stability in all parts of the country currently witnessing insecurity’’. “I assure you that I will diligently study the report and recommendations resulting from the conference and implement those recommendations that practicable and implementable,’’ the president said. Represented by the Secretary to the Government of the Federation, Mr Babachir Lawal, Buhari noted that the quest for security and development of the country had remained a serious national concern. The president acknowledged the sacrifices so far made by “gallant officers and soldiers of the Nigerian army in protecting the sovereignty and territorial integrity of this great country’’. “These efforts have led to the dislodgement of insurgents from areas hitherto viewed as their strongholds. “It has also led to the rescue of abducted persons, relocation of internally displaced persons to their abandoned communities and gradual return to normalcy in the North East. “The effort has almost stabilised the security situation in the Niger Delta and other parts of Nigeria. “The spectacular achievement of the security agencies in the fight to defeat terrorism, insurgency and militancy in Nigeria reinforce my earlier position that these threats would soon be a thing of the past.’’ http://www.dailytrust.com.ng/news/general/buhari-tells-army-to-develop-new-strategy-to-tackle-insurgency/174629.html#uxtTAmusiQs2xmCC.99

The National Chairman of the All Progressives Congress (APC), Chief John Odigie-Oyegun has defended the borrowing plans of the President Muhammadu Buhari-led administration, saying borrowing is inevitable in view of the current economic realities in the country. Odigie-Oyegun said Nigeria must borrow to invest in infrastructure and grow the economy. The APC National Chairman spoke on Sunday night after receiving a lifetime achievement award presented to him by the Warri Choral Society during a classical music concert the Society held in his honour at the Muson Center in Lagos. Odigie-Oyegun assured that the borrowings will not be used to pay salaries. “If you read the newspapers, you hear the President being advised to pump money into the economy. So the question is where is the money coming from? Simple! It has to come from somewhere including borrowing — both internal and external. To get this country going again, you have to pay contractors. Some contractors have not been paid for 4, 5, 6, 10 years. “So long as the borrowing is done not to pay salaries which the President Buhari administration will not do, but invested to create opportunities, solve our problems of power and things like that. To allow people to have money to consume, to buy goods, to pay for services so that factories can produce. So it is that cycle. We must kick-start the economy and to kick-start it will need money, lots of money.” The APC National Chairman told journalists after the concert. Odigie-Oyegun said the ongoing fight against corruption was necessary for the country to make progress. “That is a task (anti-corruption) that must be accomplished because it is at the bottom of all the ills of this country. When you are corrupt, you are immoral, when you are corrupt, you don’t have ethics, when you are corrupt, you lose the distinction between right and wrong. When you are corrupt, even life does not mean anything to you. So, we must get it under serious control for this nation to have hope of making any progress.” He said. Odigie-Oyegun who was accompanied by his wife, Victoria, said the timing of the concert came at perfect time for him in view of the gradual de-escalation of the political atmosphere in the country. “I have had the esteem pleasure of being associated with the Warri Choral Society. I got to know that they deliver the kind of music that relaxes me, that transports me that comforts me. The date of this event cannot have been chosen more fortuitously. It is absolutely perfect, given the chain of events that have been reported in the newspapers almost on a daily basis. There has been a gradual de-escalation of the political atmosphere and I think this event is just capping it.” He said after receiving the lifetime achievement award. Edo state governor, Mr Godwin Obaseki in his remarks at the concert said Odigie-Oyegun has changed the face of politics in the country. He thanked the founder of the Warri Choral Society, Mr. Joe Ayomike for his contributions to classical music in Nigeria. “I am so jealous that Warri has a choral society of this international quality. I see it as a challenge that in Benin we will have to develop one. But we must support our brothers and sisters from Delta state. Tonight we celebrate our National Chairman who we are very proud of. A man who has by the divine intervention of God changed the face of politics in our country. Let me also use this opportunity to thank Mr. Joe Ayonmike for what he has done for classical music in our country.” Obaseki stated. Dignitaries at the concert included the Edo state governor, Godwin Obaseki and his wife, Betsy; former Governor of Ogun State, Olusegun Osoba; former governor of Ekiti State, Otunba Niyi Adebayo; former Speaker of the House of Representatives, Rt. Hon. Patricia Etteh; Senator Domingo Obende; Senator Ovie Omo-Agege; Group Captain John Obakpolo; Captain Hosa Okunbo; Chief (Mrs.) Nike Akande, President of the Lagos Chamber of Commerce; Senior Special Assistant on Foreign Affairs and the Diaspora, Abike Dabiri-Erewa and her husband, Segun; Mr. Umana Okon Umana, Managing Director of Oil & Gas Free Zone Authority; Olorogun Otega Emerhor; former Lagos State Commissioner for Health, Dr. Leke Pitan; Grace Egbagbe amongst others. Emma Eneukwu, National Vice Chairman (South-East); Alhaji Bala Mohammed Gwagwarwa, National Treasurer; Dr. Muiz Banire, SAN, National Legal Adviser; Chief (Dr.) George Moghalu, National Auditor; Sen. Malam Nasir el-Rufai is the governor of Kaduna State. In this interview with journalists in Kaduna, he speaks on his stewardship so far, especially the free feeding programme, the increase in revenue and budget implementation. Excerpts: You submitted the 2017 appropriation bill to the State House of Assembly. Can you give a breakdown of the implementation of this year’s budget? Our budget implementation has been satisfactory. I will not say it is very impressive by our standard. But if we compare it to what has been done before, this administration has done very well. As at October 2016, we had about 50 per cent budget implementation with the following breakdown: 85 per cent of personnel cost has been drawn; 77 per cent of overhead cost has been drawn; and 32 per cent of capital expenditure has been drawn. So, the overall in percentages, amounts to about 50 per cent implementation. In specific terms, as at October this year, we have spent about N29 billion on capital projects compared to N27.5 billion in 2013 for the entire year; N17 billion in 2014 for the entire year; and N27.6 billion in 2015 for the entire year. So, we have already spent more in the first 10 months of this year than the previous three years, two and a half of which were under the PDP government. The bulk of this spending was on emergency education intervention, water supply, road construction and health care. We are spending money in areas that we think add value to the society and create jobs. We have seen a drastic reduction in recurrent expenditure, though we have employed more than 5,000 people in the public service since we came in. As you recall, we employed 2,550 into Kaduna State Traffic Enforcement and Environmental Law Enforcement Agency (KASTELEA) and we also employed over 2,250 science teachers in our secondary schools. Yet, our personal expenditure has been going down. As at October this year, our recurrent expenditure clocked N43.4 billion. In 2013, the PDP government spent N56 billion on recurrent expenditure. So, we are much lower. They spent N66.7 billion in 2014 and N64 billion in 2015. But so far, we have spent only N43.4 billion with only two months of the year to go. Of course, you cannot spend money without income. You recall that for the first time in the history of the state, we hit monthly internally generated revenue of N1.6 billion in July this year and this has remained more or less around this level up till today. We are moving away from reliance on federation account, to more on self-sustenance based on what we have. By the end of the year, we hope to achieve 50 per cent capital budget implementation and 65 per cent total budget implementation. Why did you stop free feeding in schools? Part of the packages of the reforms that we introduced in education includes not only the free basic education for nine years, but the primary school feeding programme. It was costing us N1.1 billion a month and we believe in it. We felt that even if you make education free, if a child cannot get pocket money to eat while in school, the parents may decide it is better to withdraw him or her from school. But we didn't want that. This is why we introduced this programme. For the 1.8 million children in schools in Kaduna, this is what we were spending. We were encouraged to start the programme because the office of the Vice President, under the Social Investment Programme, promised to subsidise 60 per cent of the cost of the programme. So, we started spending our money in the expectation of being reimbursed. We have spent, nearly N8 billion on this programme this year and the office of the Vice President is supposed to pay us back in the region of N6 billion to N7 billion. Since we made education free, the enrolment in class one was huge. We have not been paid this money. The amount we earmarked for the programme in the 2016 budget has been exhausted. So, we cannot continue with the programme. We are expecting the reimbursement from the office of the vice president. We have been assured over and over that we would be reimbursed. But we didn't think that we had the resources to continue without that reimbursement. We had exhausted what we budgeted for it. We will do well in education generally. I cannot prove it because it takes time before any investment in education matures. But I can give you some statistics to show that we are doing well. The Independent National Electoral Commission (INEC) has called on Civil Society Organisations (CSOs) monitoring electoral processes in the country to watch the conducts of politicians who are critical to the success of elections at all levels. INEC’s national commissioner in-charge of operations, Hajiya Amina Zakari Biu, gave the advice at the review meeting of the Youth Initiative for Advocacy Growth and Advancement (YIAGA), one of the groups that monitored the just concluded election in Ondo State. Hajiya Zakari decried the activities of some politicians before, during and after elections, saying such conducts could to a large extent determine the credibility of election results. She said it might be difficult to get the peaceful atmosphere experienced during Ondo poll in Rivers State mainly because of the conducts of the politicians in that area. The National Commissioner assured that the electoral body would continue to partner with all the stakeholders to further improve electoral process in the country. Earlier, YIAGA’s Executive Director, Samson Itodo, had commended the electoral body for what he called an improved electoral process in the country, saying the group’s preliminary report on Ondo poll indicates that the election reflects the wishes of the people of the state. He said the little hitches observed by his group were not enough to discredit the poll as there was improvement in both logistic, card readers’ functionality, conducts of the security and INEC personnel, timely distribution of election materials, among others. Other stakeholders that spoke at the meeting called for welfare of the security personnel monitoring elections, saying their conduct can also determine the outcome of the poll. Aba in Abia State prides itself as the “Japan of Africa”, and a creativity hub in Nigeria. The appellation came through the dexterity and ingenuity of its artisans which have endeared it to investors within and outside the country. Made in Aba products are fast capturing the world market and shoes are no exemption. Indeed, the shoe section of Ariaria International Market in Aba reveals the ingenuity and the enterprising spirit of the people. This section comprises the Bakassi Zone, Shoe Plaza, Power Line and Imo Avenue. The section is populated with artisans who churn out shoes of different kinds and is estimated to house over 70, 000 shoemakers besides the apprentices under their tutelage. Various levels of production, marketing and transportation of the products are involved in shoe-making. While the artisans are busy producing, traders from within and outside Nigeria are picking products of their choice while transporters are evacuating them for onward movement to their respective destinations. Also, dealers on raw materials such as leather, shoe soles, gum, fibre and other accessories make good sales. Women are also compete for patronage at various stages of production. Interestingly too, the trade is no longer a business for school dropouts and semi- illiterates as graduates are now actively engaged in it. Little wonder, new innovations are being introduced to the trade. The chairman Power line Shoe Manufacturers Association of Nigeria (POSMAN), Comrade Joseph Nmeri, told Daily Trust on Saturday that they are impressed with the decision of the Nigerian Army to purchase 50,000 pairs of boots from Aba. He said it is a feat which would encourage local manufacturers. Nmeri added that shoes produced in Aba can last up to three years because of their quality. However, despite the assurance on quality, shoe manufacturers in Ariaria still find it difficult to label their products “Made in Nigeria.” According to Nmeri, from the early 80’s, manufacturers were labelling products ‘Made in Aba’ and traders were coming from various parts of Africa to place orders. There was no challenge then but sales issues began when Nigeria signed a bilateral trade agreement with China. He said the Chinese flooded the markets with their shoes. “To be able to sell our products, we were compelled by the attitude of Nigerians to label our products “Made-in-China” because our customers believed that Chinese shoes were superior. Also the Chairman, Aba North Industrial Market (Shoe Plaza division), Christian Okoro, said the order by the Nigerian Army was the beginning of good things for the country and products made in Aba, as it can handle demands from even outside the country. He pointed out that Aba-made products are exported to Dubai, United Arab Emirates and Italy, where they are given more touches and imported back to Nigeria and marketed as foreign shoes. Three major factors, according to him, are responsible for this practice. They include craze for foreign goods, lack of interest in locally made products and the absence of modern machines and equipment for perfect finishing on the products. Okoro said if provided the needed materials and enabling environment, foreign shoes would be no match to those produced in Aba, adding that most of the artisans would be proud to label their products “Made-in-Aba”. He identified their major challenges as high cost of raw materials, importation of inferior materials, especially gum and chemicals and the unwillingness of leather producers in Kano to sell genuine items. Other daunting challenges, according to him, include unstable power supply, absence of modern equipment and machines, poor access roads and lack of funds. He called for government intervention, especially in the provision of modern machines which he said, would make their products compete favourably in the international market. He also appealed to the federal government for financial assistance to artisans. He said a loan of N1billion could change the stories of the over 70,000 shoe makers in the market. This will enable them acquire modern shoe-threading machines among others, he added. An artisan, Elder Kenneth Nwachukwu, who specialises in military and paramilitary shoes and belts, said he needed some funds to acquire the right machines that would enable him manufacture with better finishing. He said: “Already, we have orders from contractors for the Civil Defence, Police, Navy and National Youth Service Corps. We produce some of the shoes and the contractors buy them at cheap rates.” Lawrence Agochi, a 42 year- old father of five with 27 years experience in shoe making, identified lack of funds as his major setback. He said he could produce an average of 50 pairs of shoes a day, but could triple the quantity with improved equipment. He said he needed N2 million to upgrade his machines. Another shoe maker, Paul Madubike, who has been on the job for 15 years, said he was a fulfilled man. But like his colleagues, the 40 year-old identified irregular power supply and lack of modern equipment as his major challenges. According to him, with modern equipment he could produce 200 pairs of shoes a day to meet increasing demands from his customers. In the same vein, Mr. Ikechukwu Anaele, Paul Maduabuchi and Boniface Ejike all expressed satisfaction being shoe makers but also identified lack of facilities as major setbacks. They pleaded for government’s intervention to make progress. They want the government to also ensure that the needed facilities are provided at the proposed industrial cluster for shoes, garments, belts and bags workers at Umukalika in Obingwa council area before relocating the artisans to the new site. This will boost their morale, they said. The artisans expressed readiness to improve on the quality of their products to enjoy the much desired local and international patronage. Vice President Yemi Osinbajo says Nigeria's current challenge is to find a leadership which agrees that the nation is worth fighting for. Osinbajo's spokesman Laolu Akande, in a statement on Friday, quoted him as speaking in Abuja Thursday night at the investiture of the 2016 winners of the Nigerian National Order of Merit, Prof. Omowunmi Sadiq, an environmental scientist and Prof. Tanure Ojaide, a poet. “The challenge for us today is a challenge of finding a society where everyone, especially those of us who lead in every aspect of leadership, agrees that this country is worth fighting for, that this country can truly be great. And the evidence we've seen today is that this country can truly be great. So, may I just challenge us today that it is time to populate that new tribe," he said. The vice president also stated that placing quota system above merit is dangerous to the progress of any society. He said: "Placing quota before merit does not work. I'm yet to meet a Nigerian who needs medical surgery and insists that only his ethnic stock should perform it. The only question is whether the surgeon is the best available." According to him, a new tribe of men and women of all ethnicities and faiths committed to a nation run on high values of merit, integrity, hard work and justice is needed to build a new Nigeria. The suspended deputy national publicity secretary of All Progressives Congress (APC), Timi Frank, says Bolaji Abdullahi, who was named the party's spokesman on Thursday, may be charged for contempt of court if he tries to speak for the governing party. Frank, who addressed journalists in Abuja on the appointment of the former minister of sports, described the North-Central Congress, where his election was upheld via voice vote as a meeting of APC friends whose decision cannot stand the test of time. He said, "Another act of impunity has been executed once more by my party and the national chairman. Those people behind what took place know the truth. They know what they did will not stand the test of time. I can assure you, Oyegun cannot retire me from politics. He's my father. He'll go before me. "Bolaji Abdulahi is not yet the publicity of the APC. He is a nominee till the National Convention ratifies his position. I respect Bolaji so much. But we should not be desperate to occupy political position. "It is only the National Convention that can ratify his position as substantive National Publicity Secretary. I'll fight and resist my position because I'll not allow anyone to rubbish me. No meeting was held by any caucus of the party. "I read online that my chairman compromised his conscience. We have to investigate the allegation that Oyegun collected N10 million and Prado jeep to conduct the zonal convention. The President must direct security agencies to investigate this allegation against the National Chairman. "I want to appeal to the media not to take any statement yet from Bolaji Abdullahi because his position has not been ratify by National Convention. If he does, I'll charge him for contempt of court." Frank had been fighting to be recognised as the APC spokesman since Alhaji Lai Mohammed left the position over a year ago to become the Minister of Information. His wish was turned down when the party declared that the national chairman and national secretary should be speaking on behalf of the party pending the emergence of a new spokesman. He later sued the party and its national chairman for not recognising him as the acting spokesman in absence of national publicity secretary. President Muhammadu Buhari said before the coming of his administration corruption was turning into culture in the country. President Buhari said this at the Aso Rock Presidential Villa in Abuja yesterday while receiving the Letter of Credence of the United States Ambassador to Nigeria, Mr. William Stuart Symington. He said “The corruption we met at personal and institutional levels was unbelievable. Corruption was turning into a culture. After we came in, people started realising the truth.” The president said his administration remains determined to continue investigations and prosecution of corrupt persons in the country as ‘‘Nigeria will either kill corruption or corruption will kill Nigeria in the long run.’’ He said the target of reversing the culture of corruption in Nigeria had received support from the citizens, with many realising, from the ongoing investigations and prosecutions, the depth of damage done by previous administrations. Buhari said his administration was committed to realising the key priorities of securing the country, fighting corruption and salvaging the economy in spite of current challenges. He noted that the security situation in the northeast had improved significantly following support in training of the military and supply of hardware after the G-7 meeting in Germany in 2015. In his remarks, the U.S envoy said the interest in the well-being of Nigeria was of mutual benefit. “We do it not only for Nigeria, but for ourselves. We did it because it was right for us and right for our people,’’ he stated. He pledged to work hard to further strengthen the relationship between the U.S. and Nigeria, assuring that President-elect Donald Trump would also be interested in the well-being of Nigeria. President Buhari also received Letter of Credence from the Moroccan Ambassador Mr. Moha Ouali Tagma, assuring him of Nigeria’s willingness to improve bilateral relations between both countries. There is confusion among many of the 200,000 candidates selected for the Federal Government’s N-Power programme concerning their place of assignment as the scheme officially takes off today, Daily Trust’s findings show. The Presidency had about two weeks ago said that 200,000 graduates employed under the N-Power would resume work on December 1. “Between now and the end of the month, the states and the FCT would be engaged in deploying the graduates who would formally start working and earning their stipends on December 1, 2016,” the Senior Special Assistant to the Vice President on Media and Publicity, Laolu Akande, had said in a statement. On the complaints by many of the selected applicants that they were yet to receive letters of deployment, Akande told Daily Trust yesterday that states were responsible for the placement of participants. The vice president’s spokesman said that those selected would get their first salary in December. “Everything is set. The money is already available,” he said. “The states will deploy them to their places of primary assignments. It is not a permanent job. Rather, it is a two-year intervention programme for unemployed graduates. “All the states have keyed into the programme. The states are responsible for the deployment of the selected applicants. The states are already contacting them. The deployment started about a week ago. Some states are already doing this and others will follow suit. After the states have deployed them to their places of primary assignments, they (the selected applicants) will get letters on information about where they will work.” We don’t know our fate However, checks by Daily Trust last night revealed that many of the shortlisted participants were in the dark as to where and when they will be working. As at last night, checks by Daily Trust also showed that there are no liaison offices for the programme in most states. One of the successful applicants, who only gave his second name as Suleiman, said he and many of his colleagues were confused. “I was successful but nobody told me anything yet, either through letter confirming the placement or even a text message or phone call,” he said. Suleiman, who had been unemployed since graduating from the university 12 years ago, said his initial joy of making the shortlist of successful candidates was gradually fading because of the seeming uncertainty. Another successful candidate called Kyari said he was also confused. “They said our work starts tomorrow but I don’t know where to go and report. I was selected for the teaching component, but which school would I go? “I’m really getting agitated about the whole thing. I wish the federal government will get this thing right so that we would not get frustrated at the end of the day. “I don’t want free money, I want to be posted somewhere to work and earn the N30, 000 stipend, not to just sleep at home and go to the bank at the end of the month,” he said. “There is no communication about our deployment as at today (last night). We haven’t received a text message as promised,” one of the beneficiaries, Mohammed Lawal of Jos-North, Plateau State, said. In Kaduna State also, beneficiaries are yet to be posted to their various stations, our investigations have revealed. Some of the beneficiaries who spoke with our correspondents, said though their names appeared on the list of successful candidates from the state, there were no details about the posting. A top government official in Kaduna State, when contacted, said the state government had plans to engage the beneficiaries in future but that the details had to be worked out first by relevant ministries in the state. Samuel Aruwan, media aide to Governor Nasir El-Rufai could not be reached for comments as his line was not available at the time of filing this report. States differ in arrangements In Gombe State, the beneficiaries were still undergoing verification and screening yesterday ahead of their posting to their various places of work. Hajiya Maryam Isa Mele, the Special Adviser on Social Investment to Gombe State Governor Ibrahim Hassan Dankwambo, said the participants would be posted to teach in Primary and Junior Secondary Schools, Agricultural Extension Services and Primary Healthcare Centres. She said the beneficiaries would be posted to place of work close to their residence. However, Jigawa State N-Power Coordinator, Bala Chamo, said placement of beneficiaries had begun and the exercise was expected to be completed by Friday. In Kebbi State, a meeting is expected to hold for the state government to decide when and where the participants would be posted. The State Chairman of the National Youth Council of Nigeria, Comrade Aliyu Bunza told our correspondent on phone that “The State Government is liaising with the Federal Government on the modality of the programme and we would be having a meeting with government today (Thursday) to know when those who benefitted will be posted to their place of work.” In Kogi State, the government, through the Special Adviser to the Governor on Multilateral, Donor Agencies and Special Projects/Focal Person on Social Investment Program, Mr Adoga Ibrahim, said Governor Yahaya Bello would officially flag off the Programme today (Thursday) in Lokoja. He said the government was working in partnership with the State Universal Basic Education Board (SUBEB), Kogi State Agricultural Development Project (ADP) and Primary Health Care Development Agency to ensure smooth deployment of the beneficiaries to their various place of assignment. In Kano, most of the applicants interviewed told Daily Trust that although they were aware of today’s arrangement but were unsure of where and when they would be posted. When contacted, Rivers State Commissioner for Information, Dr Austin Tam George, said he had no information about the project. Lagos State Commissioner for Wealth Creation and Employment, Mr. Babatunde Durosinmi-Etti, told the Daily Trust, he had not been briefed and wouldn’t want to speculate on the programme. In Imo State, the Commissioner for Information, Youths and Public Utilities Engr. Obinna Nshirim, said that he was not sure if the state would start today as expected. He however said he would like to make inquiries on the issue. How N-Power will work The N-Power Programme, according to the Federal Government, is to reduce youth unemployment by providing “young graduates and non-graduates with the skills, tools and livelihood to enable them advance from unemployment to employment, entrepreneurship and innovation.” In this first batch, 150,000 of the graduates will teach, 30,000 will work in the agricultural sector and 20,000 in healthcare delivery. Beneficiaries of the scheme are to be paid N30, 000 monthly stipend. Contributions from Abdullateef Aliyu (Lagos), Andrew Agbese (Kaduna), Hir Joseph (Jos), Yusha’u A. Ibrahim (Kano), Haruna Gimba Yaya (Gombe), Aliyu Hamagam (Dutse), Itodo Daniel Sule (Lokoja), Victor Edozie (Port Hacourt), Ismail Adebayo (Birnin Kebbi) & Johnkennedy Uzoma (Owerri) Read more at http://www.dailytrust.com.ng/news/general/confusion-over-n-power-as-scheme-takes-off-today/174030.html#AhtWcZuyFYOoseEL.99

The Nigerian Communications Commission (NCC) has asked the big telecoms operators to suspend the planned increase in data tariffs scheduled to take effect from Thursday, December 1. A statement from NCC's Director of Public Affairs Tony Ojobo on Wednesday said the suspension was as a result of the concerns that visited the directive to introduce price floor for data segment of the telecommunications sector. "The decision to suspend this directive was taken after due consultation with industry stakeholders and the general complaints by consumers across the country. "The Commission has weighed all of this and consequently asked all operators to maintain the status quo until the conclusion of study to determine retail prices for broadband and data services in Nigeria", Ojobo said in the statement. Daily Trust reports that the Commission wrote to the Mobile Network Operators (MNOs) on November 1, 2016 on the determination of an interim price floor for data services after the stakeholders’ consultative meeting of October 19, 2016. The decision to have a price floor was primarily to promote a level playing field for all operators in the industry, encourage small operators and new entrants, NCC had said in the letter. The price floor in 2014 was N3.11k/MB but was removed in 2015. The price floor that was supposed to flag off on December 1, 2016 was N0.90k/MB. In taking that decision, the smaller operators were exempted from the new price regime, by virtue of their small market share. The decision on the price floor was taken in order to protect the consumers who are at the receiving end and save the smaller operators from predatory services that are likely to suffocate them and push them into extinction. NCC's spokesman said: "The price floor is not an increase in price but a regulatory safeguard put in place by the telecommunications regulator to check anti-competitive practices by dominant operators." The NCC statement has clarified the insinuation in some quarters that the regulator has fixed prices for data services. "This is not true because the NCC does not fix prices but provides regulatory guidelines to protect the consumers, deepen investments and safeguard the industry from imminent collapse. "Before the new suspended price floor of N0.90k/MB, the industry average for dominant operators including MTN Nigeria Communications Limited, EMTS Limited (Etisalat) and Airtel Nigeria Limited was N0.53k/MB. "Etisalat offered (N0.94k/MB), Airtel (N0.52k/MB), MTN (N0.45k/MB) and Globacom (N0.21k/MB). "The smaller operators/ new entrants charge the following: Smile Communications N0.84k/MB, Spectranet N0.58k/MB and NATCOM (NTEL) N0.72k/MB. "The NCC as a responsive agency of government takes into consideration the feelings of the consumers and so decided to suspend the new price floor", Ojobo said. President Muhammadu Buhari says the sophistication involved in the bombings of oil and gas installations in the Niger Delta indicates that those behind it are not ordinary Nigerians, but professionals. Buhari stated this at the Aso Rock Presidential Villa in Abuja yesterday shortly after he was decorated as the grand patron of the Nigerian Academy of Engineering (NAE). President Buhari specifically charged the NAE to appeal to its members not to deploy their skills for the destruction of the the infrastructure built over the years. He said: “If I will go in the negative side, how can an ordinary Nigerian go into the sea, 70 kilometres or more, go down two meters and blow up oil installations? That cannot be an ordinary Nigerian. So, I hope you will appeal to your colleagues to make sure that what we have built, they should regard it whether they are working with multi-nationals or the government.” Buhari, who disagreed that Nigerian engineers were under-utilised, said his government would utilise the talents and skills of local engineers to rebuild the nation’s ailing infrastructure. “If Nigerian engineers are denied their roles, it is not the fault of the profession, it is the fault of some individual governments. Other governments have done their best and found Nigerian engineers competent and cost effective. Nigerian engineers are very quick in up-taking and performing in the field,” he said. President Buhari also acknowledged that well-trained and highly experienced engineers contributed immensely to the nation’s infrastructural development. According to the president, both military and civilian administrations over the years depended on Nigerian engineers for designs and constructions across the country. “By insisting that we must be cost effective in building infrastructure, we will utilise Nigerian engineers. I respect them a lot, and I know it takes time to be trained as an engineer,’’ he said. He said local engineers contributed more than 90 percent to the design and realisation of two refineries, 2,500 km of pipelines and 20 depots in the country during his tenure as Minister of Petroleum in the mid-1970s. The president added that the success of the Petroleum Trust Fund (PTF) was largely hinged on the skills of local engineers. “Somehow, every time and anywhere I have served in this country, we found it cost effective to use Nigerian engineers, and we relied on their capacity to understudy, learn and deliver,” he stated. The president said individual political leaders should be blamed for the nation’s ailing infrastructure, not the engineers who, he noted, had always been willing to contribute to national development. “It will be wrong to fault Nigerian engineers for the failure of refineries. You should blame the political leadership. How can you build and not know how to maintain an asset,” he said. In her remarks, NAE President Joanna Maduka described science and technology as well as innovation as key drivers of growth across the globe. She lauded Buhari’s administration’s anti-corruption war, expressing optimism that it would turn around the fortunes of the economy. Maduka, while urging the Federal Government to explore and engage the multiple engineering talents in Nigeria for more purposeful results, said the government’s effort towards fixing the infrastructure was very crucial to the development of the country. “The physical indices of development of any country are engineering based like roads, railways, water supply, power, housing and other infrastructure. However, Nigerian engineers are under-utilised for the tasks and challenges of nation building. For the country to attain sustainable growth status, the Nigerian engineers need to be adequately engaged in planning, policy formulation, consultancy and construction as well as industrial processes of production and manufacturing. “Furthermore, the fact is that Nigeria is grossly under-engineered as there are insufficient engineering professionals taking the population per capita basis. For example, in China, between 2000 and 2013, all the nine members of the standing committee (Ministers) of the Politburo were trained engineers. Currently, about half of the cabinet ministers in Singapore are engineers and in China, 70 per cent of the cabinet are engineers”. Emma Morano, a woman from north-western Italy, whose life has spanned three centuries and 11 popes, and is recognised as the oldest person in the world, celebrated her 117th birthday on Tuesday. Morano started her day with an egg, biscuits and camomile, her doctor Carlo Bava told journalists. He described the super centenarian as happy, smiling and “very alert.” Carmen Pedretti, an official from the local municipality of Verbania, said the mayor was to visit Morano at her home in the village of Pallanza, by Lake Maggiore. The mayor “usually brings a cake,” Pedretti added. Morano received birthday wishes from President Sergio Mattarella, who hailed her “exceptional” achievement. Verbania authorities organised the staging of a musical and the presentation of a book about her for later in the day. The municipality said Morano had a tough life. She was the oldest of eight siblings and married an abusive husband from whom she “courageously” separated in 1938. Their only child died six months after his birth. “He would beat me every day; I would do nothing wrong, I would go to work, he worked very little and I would have to support him,” Morano told Italian website Fanpage. She added that she did not seek another partner after parting ways with her husband. Morano attributes her longevity to a diet based on eggs and meat. “My doctor told me to eat raw meat, preferably minced, so I can eat it,” she said. Super centenarians are people aged 110 or above. According to the Gerontology Research Group, a U.S. body that tracks super centenarians, 45 women and two men have reached that age. The oldest person after Morano is Jamaican woman Violet Brown, who is set to turn 117 on March 10. The Sen. Ahmed Makarfi-led faction of the Peoples Democratic Party (PDP) says it has resolved to challenge the outcome of the Saturday Ondo State governorship election at the tribunal. The party in a statement signed by its National Publicity Secretary, Mr Dayo Adeyeye, said this in Abuja on Monday. Adeyeye said that the faction had instructed its candidate in the election, Mr Eyitayo Jegede, to be joined by the state chapter of the party for the legal battle. The faction which called for the total cancellation of the election results said, ‘’we vehemently reject the results of the Nov. 26 gubernatorial election in Ondo State. “The election and all actions leading to it fall short of laid down principles guiding conduct of elections in Nigeria.’’ Adeyeye recalled that PDP persistently called for the postponement of the election for at least two weeks to enable it campaign and prepare properly for the exercise. He said that the refusal of INEC to grant the postponement of the election, among others, left PDP with no time to campaign and sell its candidate as well as the party’s manifesto to the electorate. “Our persistent call for the postponement of the election, backed and supported by more than 20 other political parties, were all rejected by INEC.’’ The News Agency of Nigeria (NAN) recalls that Independent National Electoral Commission (INEC) declared Chief Rotimi Akeredolu of the All Progressives Party (APC) winner of the Saturday’s governorship election. Akeredolu polled 244, 842 votes to beat his closest rival, Eyitayo Jegede of the Peoples Democratic Party who scored 150, 380 votes. Chief Olusola Oke of Alliance for Democracy (AD), came third with 126, 889 votes. Adeyeye said that the outcome of the election, declared by Prof. Abdul-Ganiyu Ambali, the INEC Chief Returning Officer, was not the true reflection of the will of Ondo people. He, however, commended Jegede and the party for the “gallant performance at the poll, in spite the severe injuries inflicted on us before, during and after the election.” The faction called on PDP members and its teeming supporters nationwide and Ondo state in particular to remain calm and continue to work with the leadership of the party to move it forward. The Federal High Court, Ikoyi, Lagos on Monday heard a witness describe how foreign currency was moved from Justice Rita Ofili-Ajumogobia chambers and deposited into her account in Diamond Bank. Mr Ademola Oshodi was testifying at the ongoing trial of Ofili-Ajumogobia, a serving Justice of the Federal High Court, and a Senior Advocate of Nigeria (SAN), alongside Mr Godwin Obla. The duo, who are being tried by the Economic and Financial Crimes Commission (EFCC) for alleged corruption, have been jointly charged with two counts of perverting the course of justice. Obla, was charged with additional two-counts of offering gratification in the sum of N5million to Ofili-Ajumogobia, a public official while carrying out her duties as a judge. Ofili-Ajumogobia, however, faces a 26-count charge of unlawful enrichment, taking property by a public officer, corruption by a public officer, forgery and giving false information to an official of the EFCC. The accused persons both denied all the charges. The EFCC alleges that between 2012 and 2015 Ajumogobia received a total of 788,000 dollars from various sources into her Diamond Bank Account with number 0032091183. While being led in evidence by counsel to the EFCC, Mr Rotimi Oyedepo, Oshodi told the court that he met Ofili-Ajumogobia at her chambers at the Federal High Court when he opened an account for her with the bank. Oshodi, a Branch Manager with Diamond Bank Plc, is the account officer for Ofili-Ajumogobia. The banker alleged that he often visited the justice’s chambers and also her home whenever she needed his services to make such deposits which was mostly in dollars. “I used to meet the judge in her chambers and sometimes in her home, where I’d receive the foreign currency, which was U.S. dollars to deposit into her bank account. “I introduced one Abba Said, a Bureau de Change operative to her when there was a need to change the dollars to naira. “This mostly happens when she was not comfortable with a particular transaction. “There were instances where the deposits exceeded the maximum amount for an individual account, when such instances occur, I pay the maximum amount into her account. “I then deposit the remaining cash into my account which is paid into her account in subsequent days,” Oshodi told the packed courtroom. Counsel to Ofili-Ajumogobia, Mr Olawole Akoni (SAN), however, raised objections when EFCC attempted to tender his client’s account statements as evidence on the grounds that he had not reviewed the bank statements. “The first defendant has been in incarceration since Nov. 10. She needs adequate time and facility to defend herself. I humbly seek an adjournment,’’ Akoni said. Supporting his request for adjournment, lawyer to Obla , Mr Ifedayo Adedipe (SAN), also said the second defendant had been in incarceration since Nov. 8. “Given the circumstances in which we had our meetings, it was not even possible to prepare adequately for trial. “I will like to request for an adjournment so that we can make judicious use of the time to prepare adequately for trial,” Adedipe said. Justice Hakeem Oshodi in granting an adjournment said; “for the purpose of fair hearing, the court will accede to the request for adjournment of this trial. “The case is adjourned to Jan. 9, 2017 for continuation of trial,’’ Oshodi said.
