In March 2006, the Nigerian Communications Commission (NCC) formally introduced the Unified Access Service Licence (UASL). The UASL covers a range of services, including:

Fixed telephony whether wired or wireless;
Digital mobile services;
International gateway services;
National long distance services; and
Regional long distance services.
The NCC has indicated that Fixed Wireless Access (FWA) and Private Network Links (PWL) licensees are permitted to provide mobile services in the UASL regime, subject to the frequency assignment and geographical limitations contained in the original licences. Digital Mobile licensees are permitted to provide fixed and data services. All Unified Access Service licensees are able to provide ISP services, Value-added services, and Payphone services. The NCC has also clarified that international gateway services may be provided for the licensee itself or for third parties.

The UASL licence term is 10 years with an option for renewal for the same term.

Unified Access Service operations have been opened to competition, subject to the availability of spectrum resources.

The UASL is subject to a broad variety of terms and conditions. (See the sample UASL, a link to which is set out below). Of particular interest are the following terms and conditions (some of which apply specifically to existing licensees that have migrated to the UASL licensing regime):

Service area: The service areas for existing licensees migrating to the UASL regime are the same as the service area in the original licence issued to the migrating licensee.
Network rollout requirements: The UASL is not subject to specific network rollout obligations. The NCC opted to address universal access issues in a separate universal access regulation.
Numbering resources: The UASL entitles the licensee to obtain numbering resources from the NCC, including resources with a unique code number that serves as a routing designator to all calls terminating on the licensee’s network, where applicable. However, licensees are required to conform to the numbering plan approved by the NCC and any directions given by the NCC in relation to the numbering plan, including directions related to number portability.
Interconnection: The Nigerian Communications Act, 2003 imposes an obligation to interconnect. Therefore, there are no interconnection obligations contained in the terms and conditions of the UASL.
Radio spectrum: Matters relating to the use of the radio spectrum are addressed separately from the UASL.
Quality of Service: Licensees are required to adhere to the quality of service standard prescribed by the NCC.

Though this is not why I started this post but let me indulge you once again. Glo, trial service SINCE 2011? They must be crazy to be in trial for over 3 years. And what cable are you talking about? By the way, have you ever heard of UNIFIED LICENSE? I believe they have the license to offer the service.
No GSM company has the license to operate 4G LTE in Nigeria until they have been invited to bid in 2015. A unified license has nothing to do with provision of 4G LTE services.

http://www.thisdaylive.com/articles/ncc-to-auction-another-spectrum-licence/187652/

A Unified Licence is an authorization that allows the licensee to provide a basket of services under a single license. For example, under a Unified License, the licensee may be allowed to provide Mobile and Fixed telephony services, National Long Distance, Gateway services under one license, it can be Regional or National Services.

GLO since 2011 http://www.vanguardngr.com/2011/01/glo-launches-4g-lte-network/

I can only speculate on why they have decided not to sell to consumers.
Simple,they don't have licenses by NCC to offer the service. The links you shared shows trial service in preparation for the auction of the 4G spectrum license and bids would be welcome by 2015.

As for Glo,their cable has been inactive since the day it was launched.

This is getting serious.

Btw, is it ok to assume no known nairalander has a copy of this book.
I do have a copy. You can read the interview granted by him here.

http://thenationonlineng.net/new/obasanjo-was-a-blundering-general-alabi-isama/

The war ended in 1970. This is 2013, how come it took you this long to write this book?

First of all, I didn’t know I had what it takes to write a book. And secondly, I did not really want to write the book. As soon as I left the military in 1977, I went to the United States where I lived for 35 years. I came home for my 70th birthday, General Alani Akinrinade (rtd) was there and we got talking about the war and I said well this (Olusegun) Obasanjo’s book My Command; he said if you read it, you will have stomach trouble. It is not worth reading. I said well let me just read the book, he brought me two copies. And with those two copies, I tell you even till today when I read it, I get sick. First of all, the pictures in the book are wrong. Then the maps in the book are also wrong. He drew the map of places he didn’t know and had never been, he didn’t ask questions. If he had asked questions, he would have learnt. He didn’t do that. Luckily for me, because I was renovating my mother’s house in Ilorin, I saw a big box and I opened the box thinking my mother left me some money. I opened the box to find my old uniforms, my cane, and plenty of war pictures. She didn’t arrange the pictures, she just poured them into a bed sheet, you know how these old women tie things, and she poured them into the bed sheet, tied the bed sheet, put it in a box and covered that box with a cello tape. Except for two pictures, everything else is still crisp clear.

Will check it out.. Now I hv some detail about his book. U see he achieved his aim.
The book was published last year and the details painted Obasanjo in a bad light. Obasanjo claimed the glory of the 3MCD under Col. Benjamin Adekunle and evidence was provided.

The book is a master piece and is more detailed about the Biafran war than General Obasanjo's "My Command" . I suggest you get a copy.

https://itunes.apple.com/us/book/the-tragedy-of-victory/id732797884?mt=11

The Tragedy of Victory: On-the-Spot Account of the Nigeria-Biafra War in the Atlantic Theatre is a chronological narrative of the war that lasted from July 6, 1967 to January 15, 1970. With about 500 photographs and maps and facts, told with accuracy, the well-organised and efficient Third Marine Commandos, earlier commanded by Col. Benjamin Adekunle (with Lt. Col. G. Alabi-Isama, as the Chief of Staff) had already controlled the Atlantic coast from Bonny to Calabar before Col. Olusegun Obasanjo's arrival as the new commander . This most revealing book is in three parts. The first part is an account of the author's early life and his first encounter with the army. Under the watchful eyes of a mother who gave the best in moral education to a son of promise, Alabi-Isama's life got shaped by a pre-destined career where the cap really fitted. The second part is about the real combat. It outlines, in detail, the strategies and tactics the commandos employed during the historic 480km trek from Calabar to Port Harcourt and narrates the hostile climate, terrain environment, health and survival hazards they had to surmount on the 30-day march. The think-tank, the mapping out of operations and disciplined control of men and materials by Alabi-Isama, the chief of staff, as well as the officers of 3 Marine Commando Division of the Nigerian army, sustained the Nigerian side of the conflict. This section concludes with the final successful push by the commandos into Uli-Ihiala, Biafra's 'centre of gravity,' a move that ended the war following the surrender of Biafra. The third part is an expose on Obasanjo's book, My Command. The author contests Obasanjo's claims about the war as being inconsistent with the truth and maintains that it is a tragedy that the real fighters of the war for the unity of Nigeria had not been acknowledged to date. Rather, they wallow in poverty and are discredited by their military leaders who assumed political offices with all the accompanying largesse.

The book is a rich manual, a repository of invaluable information, a document that gives a precise and veritable first-person account of the Nigerian civil war, in the Atlantic theatre. It is a must for every serving and retired member of the armed forces to own. Other Nigerians and international bodies will find it particularly useful in reconstructing the events of Nigeria's civil war.
