Foreign AffairsEnd Of An Era: Ban Ki Moon Bows Out by AjayiWrites(op): 9:17am On Dec 31, 2016
UN Secretary-General Ban Ki-moon bade goodbye to staff and Permanent Representatives at UN Headquarters in New York on Friday, being his last official working day as the UN scribe.

Ban, whose 10-year tenure comes to an end on Dec. 31, was full of appreciation for the opportunity to serve.
The outgoing two-term UN Scribe was also full of praise for the UN staff for their hard work and was thankful to those who had gathered to wish him well.

“Thank you, thank you, thank you,” the outgoing secretary-general, who assumed office on Jan. 1, 2007, said continuously, as he waved to his well-wishers, some of whom were close to tears.

“I thank all of you the staff and the delegations for your hard work and leadership for humanity.

“I have been motivated by this commitment and I am proud to call you my colleagues,” the two-term scribe, whose tenure has been described by many as “eventful”, said.

He re-emphasised that sustainable development, climate change, gender empowerment and youth, among other issues, had been at the top of his agenda in his 10-year tenure.

“It has been a privilege to serve the world’s people.

“And it has been an honour to serve with you and all our partners, including Member States, civil society, and many more,” he stressed.

The eighth UN scribe urged the enthusiastic gathering to “keep believing and working hard” to achieve the noble goals of the UN and to be a “voice for the voiceless”.

Ban’s last day in office will be the culmination of a decade of service at the helm of the UN, during which he sought to mobilise world leaders around a set of new global challenges, his office said.

“The challenges ranged from climate change and economic upheaval to pandemics and increasing pressures involving food, energy and water.

“In addition, he has sought to be a bridge-builder, to give voice to the world’s poorest and most vulnerable people, and to strengthen the 193-member global organisation itself.”

For his last day in office on Dec. 31, Ban would serve as a special guest on Saturday at the annual New Year’s Eve celebration in Times Square, according to his office.

He would join New York City Mayor Bill de Blasio to push the Waterford crystal button and lead the 60 seconds countdown to the New Year.

Approximately two million revelers are expected to fill the fabled Square, joined by over 198 million Americans and more than one billion television viewers worldwide.

The revelers would ring in the New Year watching the historic Times Square New Year’s Eve Ball Drop, according to the event organisers.

Ban began his first term as Secretary-General on Jan. 1, 2007, and was unanimously re-elected by the General Assembly to a second term on June 21, 2011.

He will be succeeded on Jan. 1, 2017 by António Guterres, of Portugal, who was formally appointed by the UN General Assembly on Oct. 13, 2016.

The Academic Staff Union of Universities (ASUU), has petitioned the Economic and Financial Crimes Commission (EFCC), alleging more than N2 billion fraud against the management of the University of Ilorin(UNILORIN).

The petition was jointly signed by the Ibadan Zone Chairmen of ASUU, Dr Ade Adejumo, and the University of Ibadan chairman, Dr Deji Omole.

Other signatories are: Dr Biodun Olaniran of Ladoke Akintola University of Technology, Dr Dauda Adeshina, Kwara State University, and Dr Kayode Afolayan of the University of Ilorin.

ASUU, in the petition, said the former Vice Chancellor of the university, Prof. Ishaq Oloyede, now the registrar of Joint Admissions and Matriculation Board and the incumbent Abdulganiyu Ambali, were involved in a fraud totalling more than N2 billion.

ASUU described the University of Ilorin management as one of the most corrupt in any higher institution.

According to the petition, the institution has been operating under the pretext of keeping stable academic calendar to silence whistle blowers while perpetrating enormous fraud.

The allegations listed in the petition included pension fraud, unremitted deductions, extortion from students, contract inflation and kick-backs; as well as unlawful payments to ex-principal officers of the university.

Adejumo urged the EFCC to investigate the “monumental fraud perpetrated by the past and present administrations of the university.’’

They said the former vice chancellor, in 2011, doubled the amount of pension being deducted from staff under the pretext that the previous deductions were lower than prescribed in law.

“For the avoidance of doubt, the legal minimum prescribed by Pension Act at the time was 7.5 per cent of emoluments and staff were paying even above this minimum.

“By way of comparison, in federal universities such as University of Lagos and Obafemi Awolowo University, Ile-Ife, the sum of N20, 124. 62 is deducted from each professor as pension contribution per month.

“However, in the University of Ilorin, the sum of N40, 206. 42 is deducted monthly for the same pension contribution contrary to law’’, it stated.

The petitioners also alleged a fraud of N1.5billion jointly perpetrated by the immediate past vice chancellor and the incumbent on fraudulent and unremitted deductions from staff salaries.

“Our preliminary investigations revealed that billions of naira have been extorted from population of about 35,000 students including Sandwich students over the past years.

The union, therefore, called on the EFCC to do a diligent and thorough investigation of the allegations, adding that if such was done, the anti-corruption agency would discover a can of worms.

A copy of the petition was stamped by the EFCC as received. It was dated 29th December, 2016.

The recently seized rice by Nigerian authorities was not made of plastic, the National Agency for Food and Drug Administration and Control (NAFDAC) said on Thursday.

However, the agency said laboratory tests showed that the rice was contaminated with micro organisms.

The Acting Director General, NAFDAC, Yetunde Oni, said this at a news conference in conjuction with the Nigeria Customs Service (NCS) in Abuja.

Oni said the seized rice was unsatisfactory and therefore unwholesome for human consumption, stressing that the consignment would be destroyed upon handover by the NCS.

She explained that the product branded ”Best Tomato”, was in 25kg bag, without NAFDAC number, batch number, date markings and details of the manufacturer.

She said that `floating’ was negative, sedimentation was positive, cooking was normal, odour was normal, colour was off-white and E-coli was within specification.

She said lead and cadmium were not detected, pre-ashing was normal, ash, moisture and mould were within specification but coli form was above maximum limits.

Oni called on the public to report suspicious cases about all NAFDAC regulated products to any of the offices across the nation for prompt regulatory action.

She also said that the following numbers could be contacted for enquiries: 08013630600, 09094262773 and 08033112282.

The Comptroller-General, NCS, Col. Hameed Ali, said irrespective of the outcome of the laboratory analysis, customs would remain vigilant and alive to its responsibilities.

Ali, who was represented by the Deputy Comptroller-General, Tariff and Trade, Umar Iya, said NCS was guided by intelligence reports.

”Intelligence reports indicate that several metric tonnes of expired and dangerous rice are still lying in wait in warehouses in neighbouring countries and the target of the products is the Nigerian market”, he said.

Ali said that the NCS would intensify patrols to ensure that such economic saboteurs do not succeed.

He urged warehouse owners and transporters across the country not to accept such smuggled products in their facilities or vehicles respectively.

He warned that both the smuggled products and means of conveyance were liable to seizure.

Foreign AffairsObama Expels Russian Diplomats by AjayiWrites(op): 10:08pm On Dec 29, 2016
U.S. President Barack Obama has ordered the expulsion of 35 Russian diplomats including shutting down of two Russian compounds in the U.S. in a number of actions announced on Thursday as reprisal for Russia’s meddling in US election.

Obama’s speech obtained by correspondent of the News Agency of Nigeria (NAN) in New York, stated that the actions were “in response to Russia’s malicious cyber activity and harassment.

“Today, I have ordered a number of actions in response to the Russian government’s aggressive harassment of U.S. officials and cyber operations aimed at U.S. election.

“These actions follow repeated private and public warnings that we have issued to the Russian government, and are a necessary and appropriate response to efforts to harm U.S. interests in violation of established international norms of behaviour.

“The U.S State Department is also shutting down two Russian compounds, in Maryland and New York, used by Russian personnel for intelligence-related purposes, and is declaring ‘persona non grata’ on 35 Russian intelligence operatives.

“Finally, the Department of Homeland Security and the Federal Bureau of Investigation are releasing declassified technical information on Russian civilian and military intelligence service cyber activity.

“This is to help network defenders in the U.S. and abroad to identify, detect, and disrupt Russia’s global campaign of malicious cyber activities.”

According to him, all Americans should be alarmed by Russia’s actions.

Obama added that “in October, my Administration publicised our assessment that Russia took actions intended to interfere with the U.S. election process.

“These data theft and disclosure activities could only have been directed by the highest levels of the Russian government.

“Moreover, our diplomats have experienced unacceptable level of harassment in Moscow by Russian security services and police over the last year. Such activities have consequences.”

He explained that he had issued an executive order that provided additional authority for responding to certain cyber activity aimed at interfering with or undermining America’s election processes and institutions, or those of its allies or partners.

“Using this new authority, I have sanctioned nine entities and individuals: the GRU and the FSB, two Russian intelligence services; four individual officers of the GRU; and three companies that provided material support to the GRU’s cyber operations.

“In addition, the Secretary of the Treasury is designating two Russian individuals for using cyber-enabled means to cause misappropriation of funds and personal identifying information.”

The U.S. president explained that “these actions are not the sum total of our response to Russia’s aggressive activities.

“We will continue to take actions at a time and place of our choosing, some of which will not be publicised.

“In addition to holding Russia accountable for what it has done, the United States and friends and allies around the world must work together to oppose Russia’s efforts to undermine established international norms of behaviour, and interfere with democratic governance.

“To that end, my Administration will be providing a report to Congress in the coming days about Russia’s efforts to interfere in our election, as well as malicious cyber activity related to our election cycle in previous elections.”

The Lagos State Government on Tuesday completed the removal of the Jakande and Chisco roundabouts in Ikate Elegushi axis of the state as part of effort to reduce travel time on the Lekki – Epe expressway,

Mr Anofi Elegushi, Acting Commissioner for transportation who briefed the newsmen after the opening of the modified Jakande junction, said Governor Akinwunmi Ambode’s administration was determined more than ever to make this Yuletide period stress free as far as traffic was concerned.

Elegushi said the third, fourth and eighth roundabouts would also be reconstructed to ease traffic congestion in the area and would be fully completed by January.

”This administration is determined to reduce the stress experienced by motorists and residents on this road.

”The roundabouts were replaced with traffic lights, expansion of the roads and provision of dedicated turning lanes as well as additional lay-bys.

”This will surely decongest traffic in this area, even for commercial vehicles, the travel time will reduce and they will have enough turnaround by earning more, ” he said.

Also speaking, the contractor for the project Mr Biodun Otunola said apart from taking away the roundabouts to reduce travel time, pedestrians were also a major factor.

”Movement has been made easy for both motorists and the pedestrians, ” he said.

The News Agency of Nigeria (NAN) reports that the Lagos State Government on Aug.17 announced that three roundabouts along the Lekki-Epe Expressway would be removed,

The planned removal of the three roundabouts on the Lekki-Epe Expressway include the 4th Roundabout (Elegushi); 5th Roundabout (Jakande) and the 8th Roundabout (VGC)

PoliticsI Am Not On The Run From UK - Jibrin by AjayiWrites(op): 11:27pm On Dec 27, 2016
The House of Representatives has said that the former Chairman, House Committee on Appropriations, Rep. Abdulmumin Jibrin fled United Kingdom (UK) to avoid being arrested by anti-graft agencies on his trail for alleged criminal activities.

‎Jibrin has promptly denied the allegation and said he returned to Nigeria on the invitation of one of the anti-graft agencies. He spent two months in the United Kingdom.Chairman of the House committee on Federal Capital Territory (FCT), Rep. Herman Hembe, however alleged that Jibrin was on the run because security agencies were after him in the UK.

The lawmaker who had a running battle with Jibrin since the budget padding allegations threatened that there will be “no hiding place for Jibrin”.

He said “I understand that the suspended Hon. Abdulmumin Jibrin has fled back to Nigeria after report of his ownership of five foreign accounts in Backlays Bank and property located at No. 81, Cotswold Gardens, London, NW2, 1PE in London was published‎.

“I wish to remind Jibrin that there is no longer hiding place for criminals.

“He fled to UK after getting hint that anti-graft agencies in Nigeria were investigating him in order to avoid arrest and prosecution”

According to Hembe, ” having realised that even in the UK the National Crime Agency and the Financial Intelligence Unit have already profiled him and may soon open a case against him; he quietly sneaked back to Nigeria.

“His days of freedom are numbered and sooner rather than later he will face the full wrath of the law”, he said.

The News Agency of Nigeria (NAN) reports that Jibrin had last Nov. fled the country over an alleged attempt to assassinate him and kidnap his family because of his anti-corruption crusade against the leadership of the House of Representatives.

‎Jibrin was reported to have vowed not to return to the country until his safety was guaranteed.‎

NAN also reports that in Nov. the House passed a resolution mandating it’s committee on Ethics and Privileges to summon Jibrin to respond to allegations of ownership of foreign accounts.

The House also mandated the committee to summon him for poor representation and absenteeism levelled against him by a faction of the National Youth Council of Nigeria (NYCN) and some of his constituents.

Responding to the allegations of running away from UK, Jibrin in a statement explained that he was in the country at the behest of one of the anti-graft agencies.

He said “I returned to the country on the invitation of one of the anti graft agencies who needed additional information from me as they were finalising investigation and ready to arraign Hon. Hembe and few others.

“I visited the agency and provided what they required and signed to stand witness”

According to him, “Hon. Hembe is obviously aware of this fact and has been panicky and running helter-skelter including trying to get the Speaker to intervene and save him.

“I travelled peacefully from the Nnamdi Azikwe airport Abuja and landed at Heathrow Airport and same on my way back.

“I also enjoyed my stay in London and other part of Europe catching up with my vast international network, delivering lectures and granting interviews.

“I have responded to the lame allegations and my response are in the public glare,”Jibrin said.

PoliticsUS Billionaire Smith Sponsors Chibok Girls by AjayiWrites(op): 11:01pm On Dec 27, 2016
An African American billionaire, Robert Smith is sponsoring the education of 24 Chibok schoolgirls in American University, Yola in Adamawa State.

The identity of the good Samaritan was revealed today by Malam Garba Shehu, senior special assistant on the media to President Muhammadu Buhari at an interaction with media men in Abuja. The billionaire, Shehu also revealed is offering to take responsibility for the 21 girls freed in october and all the others who will hopefully be eventually set free.

Who is Robert Smith?

He is a 54 year-old businessman, who attended good American colleges such as Cornell and Columbia universities. At Cornell, he picked a bachelor of science in chemical engineering and an MBA at Columbia. He lives in Austin, Texas.

According to a short bio written on him by Forbes, he was the son of Ph.D holders and was bussed across town to his school in the early days of desegregation.

“He later convinced Bell Labs when he was in high school to give him an internship typically only available to college upperclassman by calling them weekly for five months.

“Smith quit Goldman Sachs to open his own private equity shop, Vista Equity Partners, in 2000.

The company is worth over $26 billion, according to wikipedia.

“Neuberger Berman bought a stake in the $16.9 billion (assets) Austin, Texas firm, best known for fixing up enterprise software outfits, in July 2015,” Forbes reported.

“That same month, Smith married 2010 Playboy Playmate of the Year Hope Dworaczyk in Italy

Forbes listed him as the 274th richest man in the United States as at 27 December, with a net worth of $2.5 billion. He is ranked 688th in the world. Some other reports put his net worth at $3billion.

He is a self-made man, who made his money in private equity investments.

And before then, he struggled early to get what he wanted.

According to his story, as a junior at Denver’s East High School in the 1970s, he showed a fascination for the geekiest subject there: Computer science.

“The transistor held particular wonder for him. This small device, a crucial valve controlling the flow of electrons within a computer, had been invented at Bell Labs. Bell had a nearby office. Maybe he should work at Bell, too.

“After securing the number, Smith phoned and inquired about a summer internship. Yes, Bell did have one, he learned, but only college upperclassmen could apply. Smith had straight A’s in math and computer science. Would that count? No, Bell said, it would not. Undaunted by this initial rejection, Smith called back every day for two weeks—HR stopped answering after Day 2—and then cut back on how often he called …to every Monday for five months. Eventually, he was rewarded for his doggedness. After an MIT student didn’t show up in June, Bell called Smith. Could he come in for an interview?

“I ran my own race. I knew what I wanted, and my persistence paid off, and I came in and interviewed. They liked me, and I got the internship,” Smith said in a commencement address at American University in 2015.

“In fact, I worked there for the next four years during summer and winter breaks.”

After leaving Cornell, he worked at Kraft General Foods, where he earned two United States and two European patents.

He then attended Columbia Business School, where he graduated with honours. From 1994-2000, he joined Goldman Sachs in tech investment banking, first in New York and then in Silicon Valley.

“As Co-Head of Enterprise Systems and Storage, he executed and advised on over $50B in merger and acquisition activity with companies such as Apple, Microsoft, Texas Instruments, eBay and Yahoo. He was the first person at Goldman Sachs to focus solely on Tech M&A and foreign countries.

In 2000, he set up his own company, Vista Equity Partners.

According to a Wikipedia post, Vista has exclusively focused on the enterprise software, data and technology enabled solutions sectors. Among Vista’s portfolio companies are Misys, TIBCO, Solera, Active Network, Bullhorn, Omnitracs, and Newscyle.

In January 2015, based on its performance over the last 10 years, Vista Equity Partners was named the world’s Number One performing private equity firm, according to the HEC-Dow Jones annual ranking conducted by Professor Oliver Gottschalg.

Preqin, a consulting firm that tracks the industry, reported that Vista’s third fund returned $2.46 for every dollar invested, better than every other big fund raised between 2006 and 2010, the boom years for private equity.

In October 2014, Vista closed its Fund V at $5.8 billion, its largest fund to date.

As a successful African-American, Smith has been generous hearted.

In January this year, he announced a $50 million gift to his alma mater Cornell University, which renamed its school of chemical and bio-engineering after him. In June he was named chairman of Carnegie Hall.

In September, he donated $20million to the National Museum of African American History and Culture. His private gift, as reported by Washington Post was the second largest behind Opral Winfrey, the richest African-American, who gave $21 million.

Smith has received the Reginald F. Lewis Achievement Award, the Humanitarian of the Year Award from the Robert Toigo Foundation, and the Ripple of Hope Award from Robert F. Kennedy Human Rights.

Smith was also awarded an honorary Doctorate of International Affairs from American University’s School of International Service. He founded Project Realize– termed “Free Market Philanthropy”– in order to combine the best elements of the American free enterprise system with the core American ideals of giving back and lifting others up.

No wonder, he is willing to lift the Chibok schoolgirls out of their predicament and give them a dream education.

Two suspects attempting to smuggle cocaine have been arrested at the Murtala Mohammed International Airport.

One of them Hong Kong bound excreted 45 cocaine wraps, after the arrest.

A statement by spokesman of the National Drug Law Enforcement Agency (NDLEA), Mr Mitchell Ofoyeju, described the arrests.“Another suspect, who lives in Athens, Greece, was also apprehended in connection with unlawful possession of wraps of substances that tested positive to cocaine.

“The arrests were made at the MMIA, Lagos, during screening of passengers on an Ethiopian Airline flight to Hong Kong and Egypt Airline flight to Athens.

“Preliminary investigation suggests that the suspects had targeted the Christmas holiday to smuggle cocaine out of the country but drug law enforcement officials at the Lagos airport were able to uncover their plan.

“The total weight of cocaine seized from the suspects is 1.150kgs.

“One of them excreted 45 wraps of cocaine he ingested, weighing 935 grammes while the other excreted five wraps of cocaine weighing 215 grammes.

“Both suspects tested positive for narcotic ingestion and while under observation; they expelled wraps of cocaine which they had wanted to smuggle out of the country.

“The suspects are currently under investigation.

“The high expectations of both suspects making quick money this festive season from drug trafficking had been dashed by vigilant anti-narcotic officers,” the statement stated.

The statement also reported the Chairman of the agency, Mr Muhammad Abdallah, as saying that those wishing to get rich through drug trafficking would end up in prison.

“This is a warning to drug traffickers that the agency is determined to detect all hidden drugs and prosecute offenders.

“There are control measures in place to detect narcotics at all exit and entry points.

“We shall continue to improve on our strategies in line with our mission of providing a safe and healthy society for all.” Abdallah said.

The Chief of Army Staff, Lt.-Gen. Tukur Buratai, on Monday said Sambisa forest would serve as training ground for personnel of the Nigerian Army as from 2017.

Buratai said this in Damasak, Borno, while celebrating Christmas with troops of 145 Battalion after the road leading to the town was reopened by Gov. Kashim Shettima, three years after closure. He said troops were already conducting a mop up operation in the forest after the last strong hold of the Boko Haram terrorists was captured.

“We are also opening up roads to Sambisa and Alagarno forest. Sambisa forest is going to be one of our training grounds.

“I have already directed that we should conduct Nigerian Army small arms championship in that forest Next year.

“And we are going to use it also to test fire our fighting vehicles, other key equipment and weapons that requires testing whenever we want to induct new weapon and equipment into the Nigerian army inventory.

“It will afford us very good ground for basic tactics and indeed advance tactics, including but not limited to tactics at the Platoon, company, battalion, Brigade and even division levels.

“We are going to make it more robust to make sure that these criminals do not come back to that forest again.

Gov. Kashim Shettima of Borno on Sunday urged Christians to pray for the 1.5 million Internally Displaced Persons (IDPs)who have lost their homes and loved ones.

In his Christmas message to the people of the state, the governor also urged Christians to extend their hands of fellowship to the less privileged.“While citizens who are not directly affected by the insurgency are planning to enjoy the long Christmas holiday, they should make out time to think about the severe trauma faced by over 1.5 million sons and daughters of Borno State.

“They have been forced out of their communities to either become Internally Displaced Persons in camps, or live in strange places that include taking refuge outside Nigeria.

“I, on behalf of Borno State Government, felicitate with my Christian brothers and sisters in Borno State at Christmas and pray for a peaceful and joyful celebration,” he said.

According to him, the state government has been working in phases to restore infrastructures destroyed by insurgents for normalcy to return to communities affected by violence.

He therefore called on the people to support the government in overcoming the security challenges.

Also, Rev. Istifanus Koce of ECWA Goodnews Church Kuje on Sunday admonished Nigerians to ensure peaceful co-existence in the interest of national development.

Koce gave the charge in the Church to mark the last Sunday service and Christmas celebration in Kuje.

He enjoined all Nigerians to use the Christmas celebration to promote peace, unity and extend hands of friendship to the needy in order to improve on their living standard.

“This marks the last Sunday of the year and I want to encourage you all to show love to one another as Christ taught us.

“As we are all aware that Christmas celebration is about drawing closer to God, it is about service to God, it is about forgiveness and it is about showing love to one another.

“I urge Christians and other Nigerians to show love; that is what God expects us to do at all the time so as to promote peaceful co-existence among ourselves irrespective of our background.

“We must also shun negative tendencies at all times in order to inherit the kingdom of God as well as for peace to reign in our society,’’ he said.

Koce said that God who created human beings did not make a mistake but created them to show love, unity, peace and to tolerate one another.
