The Edo command of the Nigeria Security and Civil Defence Corps (NSCDC), has deployed 3,400 personnel to ensure peaceful celebration of Christmas and New Year in the state. Dr Benito Eze, the state commandant of the NSCDC made the disclosure while addressing officers and men of the command on Saturday in Benin. He said that the corps would work in synergy with other security agencies to maintain law and order. He said that 400 armed personnel, traffic management as well as disaster management units had been mobilised to be on ground during the yuletide. He added that government assets would be manned for 24 hours during the Christmas and New Year celebration. “We are taking these measures to protect motorists on transit along the corridors of the South-South, South-East, South-West and the North and ensure peaceful celebration. “Edo is a strategic state to the economy of Nigeria and enough reason to ensure law and order especially the traffic situation in congested areas of the state. “While we will be working in synergy with the Federal Road Safety Corps in the area of traffic control, we are also working with the police to maintain security. “We have dedicated telephone numbers for emergency response,” Eze said, and urged members of the public to be vigilant. Hundreds of Kenyan girls are preparing to spend Christmas in schools, rather than with their families, fearing that their parents will force them to undergo female genital mutilation (FGM). Schools that should have closed more than a month ago for the holidays are staying open for the girls, while others are staying in churches in north-western Pokot County.Alice Jebet, 14, says there are financial, as well as cultural reasons, why so many parents support the practice: "My parents force us to undergo FGM because they want dowry. When girls are circumcised, their parents have already arranged for them to be married off. "When they finish the initiation, their parents introduce them to their husband, whose family gives them cows as dowry," she tells the BBC. Despite the introduction of stiff penalties for offenders after FGM was made illegal in 2011, the practice continues in many parts of Kenya. Girls are most at risk during the December holidays, traditionally a time for initiation rites for both boys and girls. James Onanefe Ibori, former Delta state governor who was released from a UK prison today is still facing two obstacles before he can return to Nigeria. He must face a deportation hearing and then also pay £18 million to the UK government as the “proceeds of crime.”The unresolved issues almost elongated Ibori’s incarceration, until a high court judge gave an order he should be released and that attempts to detain him were “quite extraordinary.” Ordering Ibori to be immediately freed from prison, Mrs Justice May said: “You don’t hold someone just because it is convenient to do so and without plans to deport them.” A Home Office application that Ibori be electronically tagged and subjected to strict curfew conditions was also rejected. The judge accepted arguments that the home secretary was attempting to misuse her immigration and deportation powers. Ibori, a former London store cashier, was jailed for fraud totalling nearly £50 million in April 2012. He evaded capture in Nigeria after a mob of supporters attacked police but was arrested in Dubai in 2010 and extradited to the UK, where he was prosecuted based on evidence from the Metropolitan Police. On Wednesday, the Home Office’s barrister said the government was concerned that Ibori might “frustrate confiscation proceedings” and wanted him kept in jail or subjected to strict controls on his movement. But it emerged in court that the Crown Prosecution Service (CPS), which is pursuing the confiscation proceedings, was “neutral” about Ibori’s release and possible deportation. Ian MacDonald, QC, representing Ibori, said: “The Secretary of State has taken it upon herself. There is no objection from (the CPS) for release. “This is extraordinary”, Mrs Justice May said. They (the CPS) don’t care. “Why doesn’t the Secretary of State just send him back?” she asked. “He wants to go. She wants him to go.” The conviction of James Ibori followed a government anti-corruption campaign led by the Department for International Development (DfID) 10 years ago. In court on Wednesday, Ibori’s barrister, Ivan Krolic, explained how another defendant in the fraud case had appealed against conviction on the grounds that “police officers in the investigations had been corrupt.” “The Court of Appeal rejected that after counsel for the Crown indicated that there was nothing to support the allegation”, Mr Krolic explained. Ordering Ibori’s release, Justice May said: “The Secretary of State appears to have taken it upon herself that Ibori does remain in this country, in apparent contradiction of the order served earlier this year to deport him. “The position of the Secretary of State, as very candidly set out by Birdling (representing the home secretary), is that she accepts that there is an argument that she has no power to detain him. “I have decided that the balance of convenience falls heavily in favour of his immediate release. I am not prepared to impose conditions involving tagging or curfews.” The judge said the matter of Ibori’s deportation should be heard before the end of January. Fareeda, the two- years- old daughter of a slain broadcaster, who was abducted by gunmen in Ikorodu area of Lagos State, has been released. Sources told the News Agency of Nigeria (NAN) that the abductors released the little girl and a friend of her mother on Monday evening at Ikorodu.They were released after the husband of the deceased broadcaster parted with an undisclosed ransom. NAN learnt that the two-year-old girl has reunited with her father and other family members. It was gathered that the abductors had taken Fareeda and her mother’s friend to a deserted area and handed over transportation fare to the pregnant woman. NAN further gathered that the kidnappers got in touch with the father, who later gave them some money. ”The girl’s father was instructed to go and wait for them at a particular place but the gunmen dropped the girl and the woman at another place. ”The suspected kidnappers gave the woman some money for transportation to take the little girl home,” a source said. The Lagos State Command Police Public Relations Officer [PPRO], SP Dolapo Badmos confirmed the release of the little girl and her mother’s friend. Badmos said: “Yes I can confirm that they have been released, but I don’t have any information on when they were released.” Meanwhile, Kebbi State Police Command has commenced investigation the alleged kidnap and murder of a teenager, Zara’u Bello, in Kimba, Jega Local Government Area of the state. The Commissioner of Police, Mr Kabiru Ibrahim confirmed the commencement of the investigation. He said that some suspects had been arrested and the case transferred from Jega Divisional Office to the State Criminal Investigation Department (CID) for thorough investigation. Ibrahim said that some of the suspects were still at large. He gave the assurance that the command would do its possible best to bring the culprits to book. Meanwhile, the father of the 17-year-old teenager, Alhaji Bello Kimba, told NAN that the body of his daughter was discovered in the bush three days after her sudden disappearance last Wednesday. Another 140 Nigerians who voluntarily agreed to return to Nigeria from Libya where they have been stranded on Tuesday arrived the Murtala Muhammed Airport (MMA) Lagos, aboard a Libyan Airlines plane. One of the returnees described her experience in Libya as living in hell. Mrs Ifeoluwa Adeosun, an indigene of Owo in Ondo State, said she sold all her property to travel to Germany when her husband, Adeosun died.She however lamented that she suffered a lot while in Libya. She said she decided to go abroad in search of the means to take care of her children after the demise of her husband. She thanked IOM and Federal Government for her trip back to Nigeria, Adeosun appealed to the Federal Government to evacuate other Nigerians in Libya, adding that they are suffering there. Among the 140 returnees were 74 adult females, 52 adult males, one female child, two male children, three female infants, two male infants and six unaccompanied kids, out of which five are female and one male. Alhaji Muhammad Sani Sidi, Director General, National Emergency Management Agency (NEMA), said the International Organisation for Migration (IOM), facilitated their journey back into the country. Sidi, who was represented by Dr Onimode Bandele, Deputy Director, Search and Rescue, NEMA said: “What makes this special is that we have four minor accompanied among them. “We have to do proper training to see that these people are united with their families. “We have three medical cases on board and our doctors are aware of their cases and waiting to attend to them,” he said. The director general thanked the IOM that made it possible for the Nigerians to return home and the Nigeria government who mobilised different agencies for the exercise He advised the returnees to stop running away from the country, adding that they should stay to develop the country together with their compatriots. “My advice for you is to sit down at home, struggle and let’s develop our country. The country you are running to, their citizens developed it. If all of us run out of the country, who will develop it. “So let stay back, struggle, work hard and ensure that our country is a better place for us,” he said. Head of Lagos Office of IOM, Dr Nahashon Thuo, said most of the returnees were trying to cross to Europe without valid immigration papers. Thuo said they were arrested by Libyan Immigration. He, whoever, said the returnees indicated their interest to return to Nigeria, adding that they would be given 50 dollars each by the organisation. Several government agencies were on hand to receive the returnees. Personnel of the Nigerian Army will migrate to the Integrated Personnel Payroll Information System (IPPIS) platform from the first quarter of 2017. The Minister of Finance, Mrs Kemi Adeosun, announced this in a keynote address at a one-day seminar organised by the army on the IPPIS in Abuja on Tuesday. Represented by an official of the ministry, Alhaji Mohammed Dikwa, Adeosun said that as at November 2016, 400 Ministries, Departments and Agencies (MDAs) had been captured into the system. She said that the system had a wide range of benefits and that its objectives included a centralised payment of salaries and allowances. The others, Adeosun said, were to ensure convenience and prompt payment of remuneration, aid manpower planning and budgeting and ascertain the actual emolument of Federal Government personnel at anytime in point. According to her, the concept of IPPIS was designed out of the desire of government to facilitate storage, updating and retrieval of personnel records of public servants in order to enhance administrative processing of manpower planning and budget. She identified some of the challenges of the system to include difficulty in cleaning of data maintained by IPPIS as well as possibility of fake and ghost workers being enrolled into it. The minister also said that incomplete personnel records and security of personnel record archive in the system were some of the other challenges. She, however, said that to address those challenges the system was being fortified, upgraded and secured. Adeosun also said that “all MDAs on IPPIS have been directed to provide quarterly certification of their payroll on the platform’’ as part of efforts to address the challenges. The chief of Army Staff, Lt.-Gen Tukur Buratai, who declared the seminar open, said that he had directed that immediate steps be taken to ensure the full migration of the Nigerian Army into the IPPIS. Buratai said that he did that in line with government directive. “The implementation of the IPPIS by the Nigerian army will present new challenges for the payment of troops’ salaries and allowances. “I, therefore, charge the finance corps to ensure that the nuances of the transition are well understood and its implementation seamless in order to continue to sustain the morale of the fighting troops “Seamless, regular and timely payment of salaries and allowances are essential ingredients for the sustenance of morale of the troops. “This is especially important toward the ongoing efforts to consolidate on the gains of the counter-insurgency operations in the North-Eastern part of Nigeria and indeed all other operations in the country. “Operation rescue final which is aimed at total eradication of the insurgents from our territory and rescue all persons still being held hostage is getting the much needed momentum in line with operational plans as directed,’’ the chief of army staff said. According to a Facebook user, He said a 2 year old was kidnapped inside a church in Imo State, the child was names Chinedu Felix.. Below is what he wrote about the incident.. A two(2) yr old boy Chijindu Felix was kidnapped at 1130am on Sunday 11th DEC. 2016 at Emmaculate Heart Parish Catholic Church Umuagwo Ohaji. Since one week now, the family is passing through pains n uncontrollable tears esp the Mother who keep lamenting "where is my son, Chijindu"?. Pls frnds pray for d recovery of this innocent child and anybody with vital info pls call 08037500413 or report to d nearby police station. NB. The pix is when he was one(1) yr and now he is two yrs. No processions will be allowed for now in Kaduna State. A statement from the Kaduna State Government yesterday said the ban on processions and unlawful assembly applies throughout the state, and called for the cooperation of all citizens to respect this restriction until it is formally lifted. A meeting of heads of security agencies in the state was convened to review the security situation in the state. Based on assessments of security reports, the meeting recommended that the Kaduna State Government should impose a temporary restriction on processions and act sternly against unlawful assembly. The government has endorsed the recommendation and has decided to restrict processions accordingly, said a statement signed by the governor's spokesperson Samuel Aruwan. "The decision was taken in the interest of the citizenry and to ensure law and order in the state. "Security agencies have been mandated to ensure compliance to the ban. Barely one month after the Minister of State for Petroleum, Dr. Ibe Kachikwu, negotiated a $15 billion crude-for-cash swap deal with India Government that would see the Indian government making an upfront payment to Nigeria for crude purchases, group of Indian crude oil refiners have indicated interest in increasing Nigerian crude oil imports from 9 million metric tonnes in 2016 (MMTPA) to 11 million metric tonnes in 2017. By the terms of the deal, which are yet to be agreed, the $15 billion would be repaid on the basis of firm term crude contracts over some years and in consideration for Indian public sector (PSU) companies collaborating in the refining sector. Other methods of repayment include: exploration and production activities on a government-to-government basis by Indian PSU companies, and long-term contracts for the supply of crude to Indian PSU companies from Nigeria. Successful bidders for Nigeria’s crude oil term lifting contracts for 2017 will emerge by the middle of this month. Indian refiners such as Indian Oil Corp (IOC), Bharat Petroleum Corp Ltd (BPCL) and Hindustan Petroleum Corp Ltd (HPCL) currently have crude oil lifting contracts for 2016 with the Nigerian National Petroleum Corporation (NNPC). Students in boarding secondary schools in Kaduna State will now each be fed at a cost of N300 per day. This follows approval by the Kaduna State Executive Council that the allocation per student be increased N180 to N300 per day. This will cost the government N2.25bn every school year to feed 27,501 students. The government took the decision to increase the feeding allocation after noting the hike in the prices of foodstuff across the country. A market survey conducted by the Kaduna State Bureau of Statistics between June and September 2016 revealed that there has been a 30% to 40% increase in the prices of food stuff. This is the second upward review of the feeding allocation this year. In January2016, the Kaduna State Government,in trying to improve the quality of meals given to students in the state boarding schools, had approved N60 per meal as against the N44 per meal that was budgeted in the past. This N60 per meal was piloted in six schools, whose feeding was outsourced to private caterers. Following the significant improvement in the quality of the meals, the scheme will now be applied to all the 31 boarding schools owned by the state government. This decision means that each student will be fed at N100 per meal, up from the previous N60. Professor Jonathan Nok, the Commissioner of Education, said that “the goal is to ensure that students get the adequate nutrition they need to boost their intellectual capability, stimulate healthy growth andensure they get a well-rounded education”. Feeding for students in the Junior Secondary Schools in Kaduna State is free, in line with the nine-year free education policy of the present administration. But the Senior Secondary Schools are not yet fully free. Parents and the State Government share the cost of feeding.
