NOT fewer than 1,260 policemen from the six South West states of the country recently transferred to Northern states, especially the North East, where Boko Haram insurgency was rampant, have complained bitterly against what they termed ‘lopsided transfer that attracts no incentives. According to a signal by AIG Abdul Bude from Force Headquarters, Abuja, dated December 24, 2016 with reference No CB 4770/FS/FHQ/ABJ/Vol. 5/232, the affected policemen have been mandated to assemble in Kaduna on January 4, 2017. Though, they said as security agents, their primary duty is to protect lives and property, they are not comfortable with the way the transfer which dates back to 1997 is being handled. An impeccable source told Vanguard that the transfer carried out in 1997, 2003 and 2015 had recorded heavy casualties among the policemen from the South West due to inadequate facilities. They are principally unhappy because they are allegedly not treated equally with their Northern counterparts. One of the affected policemen who spoke on condition of anonymity for fear of victimisation said their northern colleagues who are equally transferred at the same time are treated as sacred cows because despite disobeying the police authorities, by shunning the transfer, still get to collect their salaries. According to one of them: ‘’Lives of several policemen from the South West that were transferred in the past had been wasted by the insurgents.’’ Other grievances of the aggrieved policemen include non-provision of vehicles to convey them to their new stations; non-provision of accommodation and other welfare packages, language barrier and non-familiarity with the northern terrain. He said; “Since they started the transfer, lives of several policemen of South West extraction have been wasted because when they transfer them, the authority would not provide necessary facilities such as money, accommodation which make them prone to attacks by the insurgents. “We are not happy at all. This transfer was earlier stopped by the National Assembly and a powerful politician from the South West in 2015. It is the same policemen that are being transferred now. The Federal Government has allocated over N69.96 billion to the power sector in the 2017 budget proposal. The agencies under the Ministry of Power, to which have been allocated the amount, include the National Rural Electricity Agency, NREA; National Electricity Regulatory Commission, NERC; National Electricity Management Services Agency, NEMSA; National Power Training Institute, NAPTI; National Electricity Liability Management Limited, NELMCO; Transmission Company of Nigeria (TCN) and National Bulk Electricity Trading, NBET. The breakdown of the proposed 2017 Federal Government budget showed that the Transmission Company of Nigeria, TCN, got the lion share of N40.2 billion, followed by the National Rural Electricity Agency with N16.137 billion. NERC was allocated N2 billion; NEMSA, N2.837 billion; NAPTI, N2.465 billion; NELMCO, N2. 718 billion and NBET, N3,595 billion. Of this figure, while a total of N15.307 of NREA’s allocation goes for capital projects, N830.454 million will be for recurrent. Overhead was allocated N 92. 027 million, while N 738. 427 million was earmarked for personnel. TCN’s entire allocation of N40.2 billion would go into capital projects. However, no budgetary provisions for personnel and overhead were made, ostensibly as the company is expected to get paid by consumers. NAPTI’s N2.55 billion allocation consists of N1.5 billion for capital projects; N822.055 million for personnel; and N133.180 million for overhead. NEMSA’s personnel budget for the coming year stood at N1.129 billion; overhead, 207.241 million; and capital, N1.5 billion. Out of NELMCO’s N2. 718 billion budget, N2.5 billion was allocated to capital; personnel, N168. 065 million; while overhead got N50.573 million. The construction of a 215 MW LPFO/Gas Plant was earmarked N5 billion. The location of the project was, however, not indicated in the budget, as presented to the National Assembly. The Zungeru 700 MW project in Niger State was allocated N1.360 billion.The provision of infrastructure for the same plant was allocated a separate N373.6 million; while the 3,050 MW Mambilla Hydropower project will receive N950 million. The Nigerian Army yesterday said it had recovered Abubakar Shekau’s Qur’an and flag in Camp Zero, the Boko Haram Headquarters in Sambisa forest. Tukur Burutai, for onward presentation to Mr President. “We have also made a lot of arrests. Our troops in Damboa arrested about 15 Boko Haram members. We also arrested one Musa from Potiskum on Christmas day which was Dec.25. “On Dec. 26 our troops also intercepted two Boko Haram suspects in Maiduguri. “We, therefore, warn residents of the state to be wary of people coming to hide in and around their houses. “We are also warning residents to report any suspected Boko Haram members hiding in their houses to relevant security agencies. Any failure to do that would be tantamount to supporting and sympathising with the sect’s activities,” Irabor said. The Army said it arrested about 1,240 suspected Boko Haram terrorists during a mop-up operation by troops inside the Sambisa forest. Maj.-Gen. Irabor, who also disclosed this, said 413 of the suspects were adults; 323, female adults; 251, male children; and 253 female children. He said the suspects were apprehended during a mop-up operation against the sect members in the forest. “We are interrogating them to know whether they are Boko Haram members, because there is no way somebody that is not their member would live inside Sambisa forest. “We are still on the trail of the terrorists and I want to assure you that all escape routes have been blocked. Within this period, also, about 30 fleeing suspected Boko Haram members have surrendered to the Niger Multinational Troops on the shores of the lake Chad and we learnt that they were taken to Difa in Niger Republic. “The suspects include; 24 male and six females. “We would like to use this opportunity to encourage the terrorists to give up the fight because the window is still open,” the commander said. Meanwhile, Senator Ifeanyi Araraume has described the fall of Sambisa Forest to the hands of fighting Nigerian troops in the North East as a fulfillment of President Muhammadu Buhari’s electoral promise. He expressed optimism that the country’s ailing economy would bounce back fully in no distant time, following the defeat of Boko Haram and subsequent take over of Sambisa forest by the military. Araraume, now a chieftain of ruling All Progressives Congress, APC, described the liberation of Sambisa forest as a landmark achievement for Buhari’s administration, insisting that the development would propel economic recovery in the short run. The former lawmaker said in a statement yesterday: ‘“President Muhammadu Buhari has accomplished a major electoral promise to defeat Boko Haram and enforce national security.” Araraume, who is also commissioner at the National Communications Commission, said: “The take over of Sambisa forest is a symbolism of a new dawn in the security sector, which will now prepare ground for economic recovery. Enhanced security will create enabling ground for flourishing of economic activities. “Booming economic activities will result in new jobs and controlled inflation. Pain of recession will be gradually eased off and Nigerians will bountifully reap dividends of democracy. “I call on Nigerians to support the Federal Government as it now focuses on economic recovery after it has crippled and wiped out that devastating insurgency. INDICATIONS have emerged that the clamour for upward review of new national minimum wage by organized labour, may be long in coming, as there is no provision for it in the Federal Government budget proposal now before the National Assembly. Following the Federal Government ban of imported fruit juice into the country, the National Agencyfor Food and Drug Administration, NAFDAC, has begun mop-up of all imported fruit juices nationwide. Addressing journalists shortly after the raid which took place in various markets in Lagos by the enforcement team of NAFDAC, Deputy Director, Investigation & Enforcement Directorate, Mr. Francis Ononiwu decried the influx of imported fruit juices in the country, blaming it on the absence of the Agency’s staff at the ports. According to him, the Federal Government as a matter of urgency should reconsider bringing NAFDAC back to the ports in order to drastically reduce fake, counterfeit and imported banned products into the country. “We are all aware that most of these products come through the sea ports and NAFDAC is not on ground there, definitely, we cannot effectively stop the products from entering. That is a major challenge. If we are there the quantity will be much more reduced or eliminated. Federal government should reconsider taking NAFDAC back to the ports” Ononiwu explained that the mop –up exercise is ongoing nationwide, not only to meet the deadline for the exercise but also to create an enabling environment for local manufacturers of fruit juices in the country. “These imported products are not registered by NAFDAC; they are unwholesome and fake and have been banned by the Federal Government. We don’t expect to see imported fruit juices in our markets today because we have enough fruit juice manufactured and produced here. RAID: NAFDAC officials mopping up imported fruit juice from De Prince Supermarket, Agbada area of Lagos last week. We are also trying to protect our local industry as well as encouraged them to utilise our farm produces thereby boosting our economy.” Warning consumers against such products, he said since they were not produced under supervised Good Manufacturing Practice, they are harmful to the health of consumers. Ononiwu hinted that those arrested would be punished in line with the appropriate sanctions stipulated in the Agency’s regulations. Speaking during the exercise at Gbagada area of Lagos, Team Leader also from the Investigation and Enforcement Directorate, Mr. Carolly Ngobiri, said the exercise was in line with a circular of Dec. 19 from the Directorate, directing that an urgent visit to all markets and supermarkets in all states, be embarked upon, to mop-up these items. “We are here to carry out one of NAFDAC’s mandate; to make sure that that all foreign juices are removed from the market. We have given them a deadline from now to Dec. 31 to stop their sales and remove them from the shelves. “But in order to ensure that these are totally removed, we have started mopping up all the juices all over the country. “By Dec. 31, we do not want to see any imported juice in Nigeria. “At these places that we have gone to carry out our assignment, we have taken the items, documented them and invited the owners to come to our office for further interrogation. More than 50,000 people had to be evacuated from a city in south Germany on Christmas Day after a 1.8-ton World War II bomb was found there. The bomb was discovered last week in Augsburg, during construction work on an underground car park. An evacuation area more than a mile (1.5 kilometers) in radius was announced for December 25, including 32,000 households and around 54,000 inhabitants. Residents were told to be out of their homes by 10 a.m. at the latest, and evacuation centers were set up in local schools and gymnasiums.
