In western world, do Police carry guns in the public as being done here? Is Police the only security institution we have in this country? Has FGN licensed Police to kill her citizens? Subject: PRESS BRIEFING TEXT OF A PRESS BRIEFING BY JOHESU HELD ON THURSDAY MAY 17, 2018 AT AYUBA WABBA HOUSE, AREA ONE ABUJA It has become necessary to reach out to the Federal Government, consumers of health and all stakeholders with regards to the on-going nationwide strike of health workers. We wish to put on record that after attending a series of meetings with the Federal Government team under the auspices of the Federal Ministry of Labour and Employment, with the following Ministries/Agencies in attendance; Federal Ministry of Health, Office of Secretary to the Government of the Federation, Office of Head of Civil Service of the Federation, Federal Ministry of Finance, DSS and others on: a. Wednesday, 25th April, 2018 ii. Monday, 30th April, 2018 iii. Thursday, 3rd May, 2018 iv. Wednesday 9th May, 2018 v. Tuesday 15th May, 2018 vi. Wednesday 16th May, 2018 It has become imperative to summarise our observation as follows: 1. The Federal Ministry of Health as presently led by Prof. Isaac Adewole FAS has constituted itself as a major hindrance to fruitful deliberation as he has never disguised its intention to symbolise the propaganda machine of the NMA through his posturing at all our meetings, which necessitated JOHESU to take a position that the negotiation were structured to fail ab-initio. Prof. Isaac Adewole is on record to have insisted that the wage structure in the health sector must reckon with what was obtainable in the 1991 late Prof. Olukoye Ransome – Kuti’s dual salary system (MSS and HSS) which marked the beginning of persistent acrimony until it was corrected through the Harmonised Tertiary Institutions Salary Structure (HATISS) and HAPSS in 2003. 2. The duo of the Ministers of Labour and Health who are both members of the NMA have taken a position that parity must entail a basic salary differential in the emolument of health professionals and their doctor colleagues. On May 15, 2018, JOHESU came up with a comprehensive presentation to graphically showcase the realities of the various salary scales in the Health Sector from 1977 till date (please see appendix). Even when the reality on ground shows that a fresh doctor presently enters the public service on CONMESS 3 which is the equivalent of GL 13 with a take home monthly package of N313,000,00 per month, the closest in line who are health professionals enter public service on CONHESS 9 which is the equivalent of GL 10 with a package of N161,670.00 with a proposal to have an adjustment that takes him to a total emolument of N190,000.00, the two Ministers who are members of NMA have taken positions that these health professionals seek parity with doctors. In mathematical terms this is a significant 61% differential. At same CONMESS 3 which is an equivalent of CONHESS 11, in our adjusted CONHESS, a Medical Doctor on CONMESS 3 will earn N312,944.83 while other health professionals will earn N223,345.58. this is a difference of N89,599.22 which in mathematical terms translate into 40% differential. At peak levels on CONMESS 7, a consultant doctor takes home at least One Million naira, while other health professionals at the same peak level of CONHESS 15 are presently on N477,165 and seek for proposed adjustment which will take them to N697,000. This still gives a 43% differential. The above reflection is what obtains when health professionals on the peak of JOHESU ladder is compared to doctors. For administrators and graduate nurses who start on CONHESS 7 (GL , their present earnings are a meagre monthly entitlements of N89,000 and N118,000.For effect it will take any other average health professional or administrator a minimum of 15 year. |
It is said that a river that forgets its source must surely dry, so as a nation whose initial and advent of her source of revenue (Agriculture) shall pay dearly for it when overdependent on non Agricultural sources aren't functioning. Agriculture in Nigeria was our major source of income during the pre discovery of oil period but this God's given job was neglected which was characterized by discovery of oil boom in '70s. This mega rich source of income, however, dint only prompt the neglect of Agriculture but also killed the desire of agric enthusiasts as all focus was literarily shifted to oil discovery with its mega income by Nigerian govt not been mindful the effects of oil if dries up or the further income the mega rich Agriculture sector could generate to the nation's pulse. As oil price globally in few years dropped, and recently rose (a little bit), I think it is advisable for everybody interested in farming for both subsistence and economic benefits to take the bull by the horn as govt isn't ready to give needed attention to that sector which is still being hindered by their belief on oil. For me, I have ventured into it by starting with plantain as most people in our farm settlement area (Ago Owu/Alaguntan/Alipanu @Osunstate) being surrounded with only specialize in plantain and cocoa. OP got the write up from a member of their national body who is close to him/her and am pretty sure he/she must have brainwashed about the development very well. I personally don't need to go through the write up as some of the issues that constitute the bone of contention aren't new to me. OP, has CONMESS not been reviewed upwardly? Has skipping not been done in CONMESS? Etc. So, why NMA, who isn't an employer of labour to JOHESU going against her demands? In respect of CMD in teaching hospitals, could OP tell me briefly or in detail, who is rightly qualified to be CMD? Also, your colleagues that are collecting good pay in abroad, are you operating in the same environment? Are Nigerian footballers earning same pay with their counterparts in South Africa, Egypt, other good African countries, not to talk of European, Americans and Asian countries? |
It is quite unfortunate that most of you guys dint understand the nitty gritty of her interview. She rich man she was saying is synonymous to "ability of the man to take care of himself and her" while others follow. However, I expected her to mean the rich should have all luxuries of life. If you don't knw what or how to comment abt d post, go to our hospitals and ask abt evrtin being faced by health workers generally. I am an health worker. If this trend is not properly checked and worked on, it will be worse in 10 yeras' time as most of the foreign countries where those professionals ply their trade knw their worth. |
We have different cadres in govt works that are either poor or rich. Some are poor cos d pay pay isn't enough to cater for 3 basic needs again and they can't do biz while others are rich despite of poor salary but they are either corrupt in their respective places of work or doing extra biz outside job. However, some cadres can't do outside work bw 8am & 4pm cos of the nature of their job, and they can't absent as their services are sensitive to d smooth running of d organizations despite of poor or low salary. Should we say such staff should continue working till retirement age or period? The issue is, both govt works and personal biz are okay depending on the income and revenue respectively. But if ur salary is extremely poor to take care of ur needs, find something else to add to it. If ur work doesn't afford u d time to do so, and the personal biz u intend to do worth more than ur paid job after due consultations, pls quit d job and face reality. I have most seniors colleagues (they are lecturers and consultants) at work that their monthly salary are more than 500k, yet they do outside works and av investments. Without outside works, they wouldn't be able to do some basic and more pressing issues. I think both are okay but ur further findings shall help greatly in types of govt works, their salary pay, working conditions, personal biz, their demand locally & internationally, costs analysis; revenue and expenditure, associated govt economic and monetary policies and d likes.
