Niger Delta Gets 86% Of Fg Projects - N760bn For Jonathan’s Zone ,zero For North

The Niger Delta region is home to at least 86 per cent of projects approved by the Federal Executive Council between March and August, amounting to over N760 billion out of N883 billion contracts awarded during the period, according to documents published by the Bureau for Public Procurement.



The bureau last week published a ‘List of Contracts Approved for Award by the Federal Executive Council (FEC) from March to August 2011.’


A review of the documents by Daily Trust revealed that contracts valued at N760 billion are located in the Niger Delta, home of President Goodluck Jonathan, while projects specifically located in the other parts of the country amount to about N52 billion.

The rest of the contracts worth about N70 billion, including e-passport contracts and purchase of ambulances for NEMA, are not with specific locations.

Details of the contracts showed that the Ministry of Niger Delta has 28 projects awarded at the cost of N408 billion.

Also, all the N333 billion contracts under the Ministry of Power are spread across the Niger Delta region; while the Niger Delta Development Commission has 10 contracts for infrastructural development in the oil region, totalling N23.7 billion.

But the entire North, minus the FCT, has projects worth only N16.4 billion, as follows: Northwest N15 billion and Northeast N1.4 billion. There is no project specifically located in any of the six states of the North Central.

Four projects worth N12 billion were approved to be sited in the Southwest.

For the Niger Delta, the documents showed that FEC approved the augmentation of the contracts for the East-West Road project, sections I, II-I and II-II under the Ministry of Niger Delta costing nearly N246 billion.

These include Warri-Kaiama road in Delta State, reviewed from N64 billion to N112 billion; Port Harcourt-Ahoada-Kaiama in Rivers State reviewed from N29.9 billion to N48.97 billion; and Ahoada-Kaiama in Rivers and Bayelsa states, reviewed from N44.88 billion to N84.760 billion.

There are also contracts for the dualisation of the 99km East-West Road section III (Port Harcourt Eleme Junction-Eket) in Rivers/Akwa Ibom states and dualisation of 55km East –West Road, section IV (Eket- Oron)  in Akwa Ibom state at the cost of about N67 billion and N37.5 billion respectively.

Also under the Niger Delta ministry, contracts were awarded for 12 infrastructural development projects in nine states of the region at the sum of N27.56 billion; as well as six other contracts for infrastructural development in six states of the region at the cost of about N21 billion.

The only contract approved under the Ministry of Water Resources at the cost of N4.52 billion was for the rehabilitation and expansion of Ogbia Central Water Supply Scheme in Bayelsa State.

FEC also approved a contract for the completion of Otuoke Hospital in Bayelsa at the cost of N2.8 billion.

For the North, there are contracts for the construction of Jalingo-Kuna-Lau Road in Taraba state and the reinstatement of washout and completion of the rehabilitation of Sokoto-Ilella road awarded at the cost of N1.43 billion and N2.256 billion respectively, under the Ministry of Works.

Also located in the North is the contract for the construction of the new terminal building at Malam Aminu Kano International Airport, Kano at the cost of N12 billion.

Within the FCT, there is contract for the provision of engineering infrastructure to Maitama Extension District, Abuja, at the cost of N23.65 billion; and contracts under Aviation ministry for airside terminal building rehabilitation works at the Nnamdi Azikiwe International Airport, Abuja, and direct procurement of automatic and modern flight inspection system and ancillary equipment at N9.5 billion and USD2.7 million respectively.

Contracts with no specific location include purchase of 23 ambulances at the rate of N29 million each totalling N667 million under the National Emergency Management Agency (NEMA); N391 million information technology service contract under the Galaxy Backbone; and N14.8 billion contract for the production and maintenance of e-passport booklets and services under the Ministry of Interior. Agriculture ministry also got approval for the procurement of assorted commodities totalling N5.83 billion.

In all, 12 ministries, departments and agencies (MDAs) through which the contracts were awarded are Niger Delta Affairs, Power, Aviation, Water Resources, Agriculture, Works, Interior, FCT, NDDC, NEMA, Millennium Development Goals (MDGs) and Galaxy Backbone.

ABUJA—Crisis is brewing in the House of Representatives over the sale of the official residence of the Speaker to the immediate past occupant of the office, Dimeji Bankole for a N45 million.

It was learnt that there is a move to let out the same house to the current Speaker of the House of Representatives, Rt. Hon. Aminu Tambuwa at a scandalous N40 million per annum.

Vanguard gathered that at the last Executive Session of the House of Representatives, members expressed outrage that the official residence of the speaker which they described as a ‘national monument’ would be sold off even when the monetization policy of the government does not capture such houses.

But the Chairman of the House Committee on Media, Hon. Zakari Mohammed told Vanguard that a decision on whether the House would be retrieved from the former speaker or not has not been taken because the ‘issue has not been officially brought before the house of Representatives’.

Sources at the executive session told Vanguard that already, steps are being taken by the House leadership with the backing of its members to reverse the sale and refund the money to Hon. Bankole.

“Members were shocked when the speaker who does not have an official residence since he was elected informed the House that he intend to rent the official residence from its present occupant for N40million. It is scandalous that a house that was bought for N45million would be rented out at that amount. We must retrieve the House from the former speaker” one source at the meeting told Vanguard.

It was gathered that at the tail end of the sixth Assembly, the official residences of the President of the Senate and the Deputy; the Speaker and his Deputy were sold to their occupants at prices that were considered to be way below the prevailing market prices for such houses.

It could not be confirmed whether the president of the senate and the deputy president of the senate also paid for their houses as the former speaker did.

A member of the House who spoke with Vanguard on condition of anonymity expressed shock that the houses of the presiding officers of the National Assembly could be sold to their occupants.

“How can we sell the official residence of the presiding officers of the national assembly? These are like national monuments and they are not captured in the monetization policy of the federal government. If the official residence of the speaker and the senate president are sold to their occupants, then the official residence of the president and the Chief Justice of Nigeria should also be sold to their occupants too. The sale of these houses is a monumental fraud and we must reverse it. It cannot fly”, the member who does not want his name in print told Vanguard.

It was gathered that apart from buying the speaker’s official residence, the Speaker also purchased his residence which was allocated to him as a member of the House of Representatives before he was elected speaker.

When contacted, the chairman of the House Committee on Media, Hon. Zakari Mohammed said the House has not taken a decision on whether it would pursue the retrieval of the house from the former speaker.

“The house has not taken a decision on that. For the house to take a decision, a member has to bring the issue up at plenary and a position taken on it. For now, the House has not taken a position on it. When the house takes a position, then we will know what to do”, he said.

We need to totally overhaul and revamp our judiciary- the last beacon of hope for the common man so that it can effectively and efficiently deliver justice to the people. So that it can deal with the myriad of financial scandals, lootings and improprieties perpetrated by unscrupulous and criminal minded politicians and their ilk. What completely vexes me is this over used and misrepresented catch phrase: ‘Zero tolerance for corruption'. What have you put in place to be able to effect that? It is akin to a country declaring zero tolerance for robbery without having a police force to enforce the law. How can a man declare zero tolerance for poverty and hunger and then lie on the beach all day long sleeping. Almost all our past and current leaders in various branches of government are billionaires, yet they've all declared zero tolerance for corruption with a straight face. One famously declared zero tolerance for unexplained wealth as if there is any explanation for his own stupendous wealth. Meanwhile there are no indices put in place to effect it. I am not talking about the number of EFCC arrests, but the conclusion and execution of justice; the most important deterrent in ensuring that the people are un-desirous of committing a crime. Not when you arrest someone and share his loot, or you give him a two-year sentence and he gets away with billions. Give even a reasonable, God-fearing man a billion and he will follow you to Kiri-Kiri for two years, while his children are at school in England. The system must change. We need to have a system that works not zero tolerance. Americans don't have zero tolerance but their system works, which effectively translates to zero tolerance. We are not necessarily more criminal minded than they are but because their system works, you do the crime, you do the time- no matter who you are. If they didn't have such a system in place, they very well might be as corrupt as we are, if not more. However, they made a choice not to be like we have become so they built a credible system over the years through thick and thin, through civil war and world war, through struggle and prosperity. What a great country.

We might even excuse the atrocities committed by several military governments but; ‘DEMOCRACY'?! I don't want to talk about governors caught with millions of dollars at our airports. Forget the actors for now. Talk about the structure. Any system that allows this demonic level of odious mendaciousness ought to be scrapped. It ought to be changed. The system can no longer sustain this level of kleptomanic madness. Not to mention the outrageous cost of governance. If we don't change it willingly and in a planned fashion, it will change itself unnaturally. If you don't believe ask Mubarak, Saleh and Ghadaffi.

So, can our current leadership give our great nation the selfless service of biting the bullet and doing what is right even if it entails the ultimate sacrifice? Please do not delude yourself that doing the right thing does not involve sacrifice, and I do not mean the type our leaders are used to such as sacrificing other people's children on Satan's alter in order to obtain political power such as exemplified by the Okija debacle.

We need a man who is single minded and fearless enough to take the bull by the horn and wrestle it to the ground. He has to be bold enough to this, he has to be selfless enough to do this and he has to be foolish enough to do this. But posterity will reward him and his family forever. A man called Mikail Gorbachev came to power in the Soviet Union and changed the system forever. He was elected Chairman of the Politburo, the highest decision making organ in the Union of the Soviet Socialist Republics (USSR). He was young (early fifties), dynamic, and charismatic and had ascended to arguably the most powerful position on earth. However, this man, even before he took over the helm of affairs had his own agenda. He knew his country was going to the dogs and was determined to ebb the tide. It was clear to him that his country could no longer compete with the United States militarily simply because while the might of the US economy could easily underwrite and sustain its massive defense spending, the USSR on the other hand, was diverting valuable and scarce resources much needed in other sectors of their economy to military spending. The situation had become so bad in the Soviet Union that basic infrastructure had begun to deteriorate badly, standard of living plummeted and the situation threatened to implode. The consequences would have been chaotic, possibly degenerating into rebellion and civil war in a country with thousands of nuclear warheads. Gorbachev forestalled it all by going for a FUNDAMENTAL CHANGE IN STRUCTURE, including the most difficult part, reviewing and amending their ideology. Massive reforms were carried out. A season of transparency, openness and accountability held sway. Glasnost and Perestroika were the order of the day. The mighty Soviet Union was split into independent states called the Commonwealth of Independent States (CIS). Autocratic concentration of power was gone for good. The Bolshevik revolution had ground to a halt for all time.

Nigeria: Masterweb Team Scores Governor Obi High




Masterweb team was on the ground in Awka August 25 to 27 for celebrations marking the twentieth anniversary of the creation of Anambra State. Anambra was created on August 27, 1991 by the military government of General Ibrahim Babangida. Our team operating as independent observers travelled across the state on August 25 inspecting projects by Governor Obi’s administration. The team began their trip at 9.00 am ending at 7.00 pm when it was getting dark and did not completely cover all the targeted projects. Our team returned to Anambra on August 30 after the celebrations to visit remaining projects.

It took us this long to file a report on our assessment of Governor Obi’s performance which we are rating “excellent”, because we employed both visual, common sense and scientific methodology in arriving our rating. We visually saw the projects and not a third party describing them to us, used common sense to assess them and scientific methods to cross-check assumptions and conduct accurate analysis.

In our analysis we compared Anambra State under Governor Obi to other states in Nigeria and not in the United States nor anywhere-else in the developed world. Comparison of a Nigerian city or state to any place in the developed world can not be made until the federal government delivers on her responsibilities. The infrastructural and power supply situation in Nigeria is shameful, to say the least. These are constraints among others, in the ability of a non-corrupt efficient governor doing his best.

In our statistical comparative analysis, the performance of Governor Obi was above the mean (average) and significantly too. Using a confidence interval around the mean of 3 standard deviations, Obi's score was determined to be statistically significant. This ranked him one of the best governors in the country.

In the analysis we rated the projects by Obi’s administration assigning each project a number between 1 to 10 (10 for excellent), adding up the total and deriving the mean value. We came up with mean values for other states from figures from members of our team and reliable contributors, in a survey organized for that purpose. These were the numbers we used in our statistical analysis.

In the next couple of days we will commence the release of our inspection reports and photos. Our reports will be on few projects at a time, to enable readers devote more time and attention on each project.

Mobile policemen, Weekend,  stormed Ebute kekere street, Akesan near Obadore in Igando area of Lagos, sending shivers down the spines of the residents, as the police burst a gang of kidnappers whose hide-out was in the neighbourhood.

When the gate of the  said building was forced open, the policemen were reportedly greeted by sporadic shots from a middle-aged man. However, the Police succeeded in disarming him after shooting him on the leg.

It was gathered that, seven other  suspected kidnappers and occupants of the building jumped over the high fence and escaped.  The police rescued three men reportedly abducted from different areas of Lagos, where they were locked up in one of the rooms, blindfolded with their hands tied.

But to the amazement of all, when a search was conducted, a catchment of weapons  comprising  three rocket launchers and  three rockets, eight AK 47 magazines fully loaded with a total of 3,240 rounds of ammunition, four dynamites and assorted charms were found.

Nigeria: Masterweb Team Scores Governor Obi High




Masterweb team was on the ground in Awka August 25 to 27 for celebrations marking the twentieth anniversary of the creation of Anambra State. Anambra was created on August 27, 1991 by the military government of General Ibrahim Babangida. Our team operating as independent observers travelled across the state on August 25 inspecting projects by Governor Obi’s administration. The team began their trip at 9.00 am ending at 7.00 pm when it was getting dark and did not completely cover all the targeted projects. Our team returned to Anambra on August 30 after the celebrations to visit remaining projects.

It took us this long to file a report on our assessment of Governor Obi’s performance which we are rating “excellent”, because we employed both visual, common sense and scientific methodology in arriving our rating. We visually saw the projects and not a third party describing them to us, used common sense to assess them and scientific methods to cross-check assumptions and conduct accurate analysis.

In our analysis we compared Anambra State under Governor Obi to other states in Nigeria and not in the United States nor anywhere-else in the developed world. Comparison of a Nigerian city or state to any place in the developed world can not be made until the federal government delivers on her responsibilities. The infrastructural and power supply situation in Nigeria is shameful, to say the least. These are constraints among others, in the ability of a non-corrupt efficient governor doing his best.

In our statistical comparative analysis, the performance of Governor Obi was above the mean (average) and significantly too. Using a confidence interval around the mean of 3 standard deviations, Obi's score was determined to be statistically significant. This ranked him one of the best governors in the country.

In the analysis we rated the projects by Obi’s administration assigning each project a number between 1 to 10 (10 for excellent), adding up the total and deriving the mean value. We came up with mean values for other states from figures from members of our team and reliable contributors, in a survey organized for that purpose. These were the numbers we used in our statistical analysis.

In the next couple of days we will commence the release of our inspection reports and photos. Our reports will be on few projects at a time, to enable readers devote more time and attention on each project.
