The difficult patch that Nigeria, the largest economy in Africa, is going through does not seem to be abating. According to a new Nielsen report which provides a ranking of business prospects for leading markets in sub-Saharan Africa, Nigeria is no longer the top investor destination on the continent. In its place, Cote d’Ivoire has risen to the top of the rankings.

Although that status could now be affected following a recent attack by Al Qaeda in the Islamic Mahgreb (AQIM).

Having been ranked as the top investor destination at the start of 2015, Nigeria has now fallen to fourth on the rankings. The ominous slide fits the narrative of Nigeria’s slowing economic growth amid a global slump in commodity prices.

President Muhammadu Buhari on Thursday said under his leadership, Nigerians must produce what they eat.

He said the nation did not have what he called unlimited resources to continue the importation of food items that could be produced locally.

The President spoke while granting audience to the new Bulgarian Ambassador to Nigeria, Mr. Vesselin Delcher, who was at the Presidential Villa, Abuja, to present his letters of credence.
According to a statement by his Special Adviser on Media and Publicity, Mr. Femi Adesina, the President told his guest that his administration would vigorously implement policies that would revive Nigeria’s agricultural sector and reposition it as the mainstay of the nation’s economy.

He added that his administration would evolve and implement policies that would help Nigeria become self-sufficient in food production because continued importation of food could expose the country to more external shocks.

The President noted that the unbridled importation of food also contributed to the depletion of the country’s foreign reserves and deprived citizens of job opportunities.

He said, “We must produce what we eat. We don’t have unlimited resources to continue the importation of food items that can be produced locally.

“Fortunately, some Nigerians have shown foresight by building factories that process agricultural products within the country.

“They have created a value chain that boosts employment, protects our foreign reserves and safeguards the economy from external shocks.

“We will do all that we can to encourage others to join in the effort to achieve national self-sufficiency in food production.”

The Independent Corrupt Practices and other Related Offences Commission has begun a probe into the activities of directors and senior officials of the Subsidy Reinvestment and Empowerment Programme.

It was learnt that the ICPC had frozen the accounts of some of the officials while some vehicles had been seized from them.

SURE-P was set up by the government of former President Goodluck Jonathan in February 2012 after nationwide protests followed the hike in the prices of petroleum products.
he programme was scrapped by President Muhammadu Buhari in November last year.

The SURE-P was mandated to convert saved fuel subsidy money to jobs, roads and other people-oriented programmes but became political during the build-up to the 2015 elections.

A source in the ICPC told our correspondent on Wednesday that the probe started after the commission received information that huge funds were embezzled by the officials.

The source added, “We have frozen the bank accounts of some of the officials while we have started seizing some vehicles from them. Our plan is to seize about 200. Presently, we have seized about 30.”

Our correspondent, who visited the ICPC on Wednesday, counted about 34 vehicles parked on the premises of the commission.

Some of the vehicles included Sport Utility Vehicles, Hilux vans, salon cars and ambulances.

Our correspondent learnt that the probe was in connection with a N3bn fraud allegedly involving the Federal Ministry of Finance and the SURE-P Graduate Internship Scheme.

The money, it was learnt, was meant for the payment of the participants.

It was gathered that the money was meant to pay the allowances of 17,500 participants for eight months, which never got to them.

The SURE-P GIS is a component of the SURE-P domiciled in the Federal Ministry of Finance.

The immediate past Permanent Secretary of the Ministry of Finance, Mrs. Anastasia Nwobiala, is already in court over the Nigeria Immigration recruitment scam, which led to the death of about 20 graduate applicants.

Also, about N4.9bn was said to have been extorted from 51,000 applicants, recruited as Federal Task Force officers for the protection of the SURE-P/Federal Road Maintenance Agency projects during the build-up to the last elections.

The aggrieved employees, in a petition, said they were forced to purchase the FTF forms, which were supposed to be free at the rate N30,000 each despite their impoverished situation, only to be employed, used and abandoned.

The petition reads in part, “We wish to cry out and seek for your urgent help over the fraudulent extortion from us and dehumanisation of our lives under the SURE-P/FERMA employment programme, named Federal Task Force by the above-listed names and other officers (Directors) on the following pretences and tricks.

“We were recruited and employed for the past three years without any training allowances; no salary and other allowances were paid to us.

“We were mandated to pay for the Presidency SURE-P/FERMA Task Force forms.

“We bought the forms with inscription ‘NOT FOR SALE’ boldly written on it at an average amount of N30,000 each.”

Some of the task force commanders have since fled the country.

A former Chairman of SURE-P, Christopher Kolade, had said last year that he resigned his position in 2013 because its operations were becoming tainted with corruption and politics, thereby losing its credibility.

He said some officials of the administration of former President Goodluck Jonathan were practising “something that was lower than the transparency” expected of an interventionist agency like SURE-P.

He had stated, “When I discovered that there were individuals in the system that were practising something that was lower than the transparency that we went in with, I raised the issues; and I discovered that political affiliations and things made this difficult.”

The former SURE-P boss cited an instance when the agency decided to employ 5,000 youths from every state of the federation.

According to him, when it commenced, he informed the Presidency that the arrangement it adopted was not acceptable but he was overruled.

When contacted, the spokesperson for the ICPC, Mrs. Rasheedat Okoduwa, said she could not comment on the matter.

The Muhammadu Buhari administration, through the Bank of Industry, on Thursday formally launched a N10 billion Youths Entrepreneurship Support (YES) project to empower youth with loans to start businesses.
Speaking at the launch of the project in Abuja, the Minister for Industry, Trade and Investment, Okechukwu Enelamah, said his ministry would partner all agencies of government to create new jobs.
He said more than 40 per cent of Nigerian graduates had no jobs and that an average of eight million Nigerians entered the job market annually.
The minister said that the ‘YES’ project of BoI was part of the Federal Government’s youth employment scheme, saying that about 36,000 jobs would be created annually through ‘YES’.
He appealed to prospective beneficiaries to repay the loans for the success and sustenance of the project.
Waheed Olagunju, the acting Managing Director of BoI, said that a participant under the scheme could access up to N10 million loan with single digit interest rate and repayable over three to five years.
He said that an applicant must present NYSC or higher education certificate as collateral to qualify for the loan with two external guarantors.


Mr. Olagunju said that the bank was partnering 11 consultants across the country for the first phase of the project.
Afolabi Imokhuede, a Special Assistant to the Vice President, said job creation was at the heart of the current administration.
He said that government intended to create 3.5 million jobs in the next three years, adding that the ‘YES’ project was one of the programmes.
Mr. Imokhuede advised participants to take the ‘YES’ seriously as online courses were now popular means of job creation world wide.
Nasir El-Rufai, the Governor ok Kaduna State, said that the state was partnering with BoI on job creation.
He said that the state had been able to take controlling shares in Peugeot Automobile Nigeria with the assistance of BoI.

A Nigerian man has been killed in India after a reported argument over who is the better player between Cristiano Ronaldo and Lionel Messi turned tragically violent.

According to Manish K Pathak in the Hindustan Times, 22-year-old Nwabu Chukwuma killed his friend and compatriot, Obinna Michael Durumchukwa, 34, after an evening celebrating Durumchukwa's birthday.

The report explained that "Durumchukwa flung a glass at Chukwuma" as they debated about the two La Liga stars, but the projectile missed and smashed against the wall.

Chukwuma then picked up a broken shard of glass and stabbed Durumchukwa in the throat, according to police inspector Kiran Kabadi.

The incident reportedly took place between 9:30 a.m. and 10 a.m. on Sunday, per NDTV Sports' Samiullah Khan.

The killer was reportedly arguing the merits of Real Madrid and Portugal star Ronaldo, while Durumchukwa favoured Barcelona and Argentina's Messi.

Per Khan, PI Kabadi from Tulinj police station in Nalasopara said, "We have arrested the accused for murder and are investigating whether the murder was actually the outcome of a minor argument."

Corruption lingers at the core of many of the world's underdeveloped nations.

Nigeria, the most populated country in Africa, is perceived to be the most corrupt among 60 countries evaluated, according to data from the 2016 Best Countries rankings. The rankings are a characterization of 60 countries based on a survey of more than 16,000 people from four regions.

In the survey, respondents answered how closely they related each of the 60 countries to the term "corrupt." Respondents were given no further specifications of the term, so interpretation of the word "corrupt" was left to survey respondents.

Elections in Nigeria face scrutiny, even though government accountability is seen as having improved. In 2015, President Maj. Gen. Muhammadu Buhari became the first opposition party candidate to win an election. As part of his presidential campaign, Buhari promised to crack down on corruption.

"When you fight corruption, it fights back," Nuhu Ribadu, the former chairman of Nigeria's Economic and Financial Crimes Commission, said in a TedX talk in Berlin.

Nigeria's former national security adviser, Sambo Dasuki, is scheduled to face trial on charges of fraud and money laundering, according to Bloomberg. It is the country's first high-profile corruption trial since Buhari took office.

In November, Nigerian President Muhammadu Buhari attributed this incident – and other alleged abuses of power – to the country's inability to defend itself from other threats, including Boko Haram, an extremist group that began its conquest in 2009 to create an Islamic state.

Russia, seen as the second-most powerful country in the world, is also seen as the sixth most corrupt.

Meanwhile, on the other side of the world, Colombia – a country synonymous with illegal drug kingpins like Pablo Escobar – gives Nigeria a run for its money as the second most corrupt country, based on perception.
