Go to their website, you will see something like complaints@cbn.com.ng or something similar, any department you write to will forward it to the right department.

Put everything in writing, with any necessary evidence you can get and send mail to cbn. Come back and tell us how it went, we will all learn from you.

If you have a wallet, then buy from those who have verified account

Try factory reset them by copying cbn whenever you have an issue with any non performing bank.
