PoliticsNigeria To Exit Recession This Year – Imf by alphonsojaybaz(op): 6:43am On Aug 03, 2017
NIGERIA TO EXIT RECESSION THIS YEAR – IMF
source : http://www.eyesoflagos.com/2017/08/nigeria-to-exit-recession-this-year-imf.html

The International Monetary Fund (IMF) yesterday affirmed that Nigeria’s economy will be out of recession this year, growing by 0.8 per cent but it said the growth will not be enough to address its challenges of unemployment and poverty.
It would be recalled that IMF team led by Amine Mati had visited Nigeria last July over recent economic and financial developments, update macroeconomic projections, and review reform implementation. They noted that the near- term risks to Nigeria’s recovery remained elevated and that the growth would not be sufficient to reduce unemployment and poverty.
The Fund in a statement following a staff visit noted that that near-term risks to Nigeria’s recovery remained elevated, saying, “The economic backdrop remains challenging, despite some signs of relief in the first half of 2017.”
According to the information gathered by Eyes Of Lagos, IMF’s Senior Resident representative and Mission Chief for Nigeria, Mr Amine Mati, in his statement yesterday said despite the uptick in economic indices in the first half of the year, “near-term vulnerabilities and risks to economic recovery and macroeconomic and financial stability remain elevated.
“Concerns about delays in policy implementation, a reversal of favorable external market conditions, possible shortfalls in agricultural and oil production, additional fiscal pressures, continued market segmentation in a foreign exchange market that remains dependent on central bank interventions, and banking system fragilities represent the main risks to the outlook.”
The IMF representative explained that “preliminary data for the first half of the year indicate significant revenue shortfalls, with the interest-payments to revenue ratio remaining high at 40 percent as at end of June and projected to increase further under current policies.
“High domestic bond yields and tight liquidity continue to crowd out private sector credit. Given Nigeria’s low growth environment and the banking system’s exposure to the oil and gas sector, non-performing loans increased from 6 percent in 2015 to 15 percent in March 2017.”
Noting the impact the Economic Recovery Growth Plan of the federal government is to have on the economy, he stated the need to act on an appropriate and coherent set of policies to enhance an economic recovery remains urgent.
“This includes implementing immediately specific priorities that will help achieve the goals of the ERGP. In the near term, a stronger push for front-loaded fiscal consolidation through a sustainable increase in non-oil revenues would be needed to create space for infrastructure spending, social protection, and private sector credit.
“This should be simultaneously accompanied by a monetary policy that avoids direct financing of the government and is kept sufficiently tight, a unified and market-based exchange rate, and rapid implementation of structural reforms. Pursuing these policies would help reduce macroeconomic vulnerabilities and create an environment for a diversified private-sector led economy.

NIGERIAN TROOPS NEUTRALISE EIGHT BOMBERS IN ONE WEEK
source : http://www.eyesoflagos.com/2017/07/nigerian-troops-neutralise-eight.html

Troops of Operation Lafiya Dole have neutralised about eight suspected female suicide bombers in the last one week, Deputy Director, Army Public Relations, Lt.-Col. Kingsley Samuel said yesterday.

In a statement, Col. Samuel said the bombers were unleashed by remnants of desperate Boko Haram terrorists trying to cause mayhem in the region.

The statement reads: “Troops of Operation Lafiya Dole, in the past few days, intensified efforts towards checkmating suicide bombings in Borno State.

“The troops succeeded in foiling suicide bomb attacks by neutralising not less than eight female bombers who were unleashed by remnants of desperate insurgents.”

Col. Samuel said one of the suspects was neutralised last Sunday by troops of 251 Battalion, 7 Division Garrison, while trying to infiltrate the Dalori Internally Displaced Persons (IDPs) camp.

“The bomber, who was sighted by vigilant sentries, refused several warnings to halt when challenged. Subsequently, she was neutralised, which detonated her explosive vest, killing only her.

“The blast, however, left a hole on the camp’s fence,” he added.

The spokesman said troops were maintaining strict vigilance in the state to forestall any breach of security.

According to him, on July 16, two suspected female suicide bombers trying to infiltrate military locations at Mammanti village, about 10.15pm, were neutralised.

“One suspected female suicide bomber, who attempted to infiltrate a location between Cimari and No-Man’s-Land, was neutralised about 2am on July 17.

“On July 18, about 10pm, vigilant troops neutralised a suspected suicide bomber who was attempting to infiltrate a location at Dala village, along Maiduguri/Damboa road.

“On July 22, troops neutralised three female suicide bombers in Kawuri, Konduga Local Government of Borno State,” he added.

Col. Samuel attributed the successes to active collaboration with other security agencies.

“The successes were made possible with the active collaboration of the police, Department of State Services (DSS), the Civilian Joint Task Force (CJTF), vigilantes and other security agencies.

PoliticsOsinbajo Seeks End To Executive-legislature Brawl by alphonsojaybaz(op): 5:43am On Jul 26, 2017
OSINBAJO SEEKS END TO EXECUTIVE-LEGISLATURE BRAWL

source : http://www.eyesoflagos.com/2017/07/osinbajo-seeks-end-to-executive.html

Acting President Yemi Osinbajo yesterday urged leaders of both the executive and legislative arms of government to avoid unnecessary bickering in governance.

According to him, electorates are usually deprived of the dividends of democracy wherever executive/legislature conflict persists.

But the Speaker of the House of Representatives, Yakubu Dogara, quickly laid the blame on the executive, saying that arm of government has refused to reciprocate the gesture of cooperation extended by the National Assembly to ensure smooth running of government for the delivery of dividends of democracy to the Nigerian people.

In his own view, Senate President Bukola Saraki observed that there is a deep rooted distrust and misconception about functions and contributions of the legislature to national development.

“We recognise that there is wide spread public distrust of public institutions. We also recognize that there is a lot of public misconception and misperception about the functions and contributions of the legislature to development”, Saraki said.

The three leaders made their views known in Abuja during the opening ceremony of the 16th Commonwealth Speakers and Presiding Officers, Africa Region conference (CSPOC).

Osinbajo noted that, while the largest numbers of the poor and deprived people in the world are from the African continent as a result of conflicts, corruption and weak institutions, there is consensus that this is afallout of failure of leadership in the continent.

Pointing out that leadership in governance should be worthy of emulation, he said, “While we speak of our legislative halls as hallowed chambers, our courts as temples of justice, and the executive villas as corridors of power, all suggestive of grand but isolated institutions, the reality for the majority of our peoples is the misery of the slums and the indignities of powerlessness.

“So, while we describe ourselves as Excellencies, distinguished and honorable, the vast majority of our people would in their most polite moments say that they see neither excellence nor much honour in their own lives”.

The acting president enjoined political elite in Africa to see position of leadership bestowed on them by the electorate as a short lease given to them and must be used to the benefit of the people.

He continued: “The leadership positions we occupy is a short lease that providence and the electorate have given us to shape the present and determine the future of millions and the generations that will be born to them. It would be foolish indeed to think that it is an occasion for self-aggrandizement or the pursuit of selfish interests.

“The responsibility that privilege and power place upon us is to do our utmost to change the current bleak narratives and projections for our nation and the world. It is therefore my submission that the burden that the privilege of leadership places upon us is that our tenured positions in the executive and legislature must not be wasted on conflicts and division. The problems are too grave; the lives and livelihoods of millions depend on our cooperation. We cannot afford to fail”.

In his welcome address, Dogara regretted that the legislature does not enjoy necessary cooperation from the Executive arm of government.

He said, “The legislature as the first institution of democracy must sacrifice more in this endeavour even if the gesture is not often returned by the executive”.

Dogara who also doubles as the chairman, Africa Region of Commonwealth Speakers of Parliament and Presiding Officer’s noted that Africa does not need strong men but strong institutions.

His words: “We have been told that Africa does not need Strong men but strong Institutions. Unfortunately, Africa has been home to strong men who paradoxically relished in building weak institutions or insidiously undermine strong ones where they exist in order to keep them stronger.

“Even though in most presidential systems of government, personnel and functions are separated, yet it is true to say that government departments or arms of government in modern times have overlapping functions and responsibilities, and must therefore work together as one government serving the people’s needs and aspirations”.

The executive and legislature have been at loggerheads, with both arms of government alleging infringement on their constitutional responsibilities.

Shortly after signing the 2017 budget, the acting president had observed that it was wrong for the legislature to introduce new projects into an appropriation bill sent to it by the executive.

In response to this, the National Assembly said it will not serve as a rubber stamp to the executive arm.

Also, the Senate headed for a showdown with the executive when it restated its advisory to the presidency on removal the acting chairman of the Economic and Financial Crimes Commission (EFCC), Mr. Ibrahim Magu.

The presidency had twice sent Magu’s name to the Senate for confirmation as the substantive chairman of the commission, a request which the Red Chamber declined, following a report by the Department of State Service (DSS which indicted Magu.

On July 4, the Senate had showed the yellow card to Acting President Yemi Osinbajo, warning that any further move to refuse to strictly adhere to legislative decisions of the National Assembly in particular and the 1999 constitution (as amended) in general will be interpreted to mean crossing the red line.

The Red Chamber also resolved during plenary to suspend further confirmation of nominees from the presidency until the executive implement senate resolutions in the past concerning all issues relating to confirmation in line with provisions of the constitution and laws of the Federation.

Irked by the alleged comment credited to the Acting President that the Senate does not have legislative powers to confirm certain nominees of the executive, the upper chamber equally asked him to withdraw same immediately.

The senate resolutions were subsequent to a letter from the Acting President requesting for the confirmation of Mr. Lanre Gbajabiamila as the chairman of National Lottery Commission, which it out-rightly rejected.

The Senators were also peeved by the continuous retention of Ibrahim Magu in office as Chairman of the EFCC by the presidency against his rejection by the senate while at the same time, expecting them to confirm other nominees forwarded for approval.

Senate President, Dr. Bukola Saraki, who read the Acting President’s letter on Gbajabiamila during plenary, said, “This is an issue that we have to once and for all address. We cannot pass laws and see that the laws are not being obeyed”.

Also, on Thursday, the Senate came out plainly to confirm that it was still maintaining status quo ante bellum on the issue of Magu and other federal appointees.

It revealed this when Senator Eyinaya Abaribe (Abia South) at the plenary on Thursday attempted to draw the attention of his colleagues to media report to the effect that the Senate appeared to have soft pedaled with its resolve on July 4 this year to suspend consideration of requests for confirmation of nominees from the presidency.

Consequently, Abaribe said if the Senate leadership has shifted its ground in order to confirm the RECs nominees, it should also consider the nominee from his state on the Board of the Niger Delta Development Commission (NDDC) which was put on hold as a result of Senate’s resolution.

But Senate President Bukola Saraki who presided over plenary dismissed the media reports that the Senate had made a U-turn by confirming the nominees.

He said Senate’s stance does not affect appointments explicitly stated in Sections 153 (f) and 171 of the 1999 constitution that requires Senate confirmations. These appointments include Ministerial, ambassadorial, Justices of the courts, Police Service Commission and RECs.

His words: “The resolution does not affect confirmation expressly stated in the 1999 Constitution (as amended). What is in contention are the confirmation of appointments into all establishments created by acts of parliament. This includes: Economic and Financial Crimes Commission (EFCC), National Lottery Regulatory Commission, Niger Delta Development Commission (NDDC) among others.

“I want to reassure you that we have not moved away from this resolution. We don’t have the powers – just as presiding officers to move away from it; we must come back to you (legislators). Please disregard what you have seen in the newspapers and be guided that we presiding officers respect the law and respect our colleagues”.

Acting President Swears In Ministers Today

Meanwhile, Acting President Yemi Osinbajo is expected to swear in the two newly appointed ministers from Gombe and Kogi States before the commencement of the weekly Federal Executive Council (FEC) meeting today.

Speaking on this yesterday, presidential spokesman, Femi Adesina, who declined to give a specific date for the swearing in said it would be done soon.

“I like the word soon that you used because that is the real position. The ministers will be sworn in soon, sooner than you think it will happen”, Adesina said.

But findings by our correspondent revealed, however, that the event has been scheduled for today.
EYES OF LAGOS gathered that the two ministers were asked to come to Abuja for their swearing in today.

NIGERIA LOSING N8TRN ANNUALLY FROM GOLD ALONE – RMAFC
source : http://www.eyesoflagos.com/2017/07/nigeria-losing-n8trn-annually-from-gold.html

Acting chairman of the Revenue Mobilisation and Fiscal Commission, Shettima Umar Abba-Gana has said it is estimated that Nigeria is losing about N8trillion annually from gold alone.
The acting chairman also revealed that the solid mineral sector never contributed anything to the federation account until recently with the intervention of the commission in that regard”
Mallam Abba Gana stated this in his good will message at the two day Workshop on Promoting Transparency, Fiscal Accountability and National Development in Nigeria’s Extractive Industry Governance organised by Global Rights, Civil Society Legislative Advocacy (CISLAC) and the Nigeria Extractive Industry Transparency Initiative (NEITI), which held in Abuja from Tuesday, July 24-25 2017.
According to him, “The RMAFC ensured that a special account was opened at the CBN for proceeds from the Solid Mineral sector, however the money collected (12.6billion) prior to the 2016 monitoring exercise of the Commission was a far cry in terms of the real potential of the sector.”
Stating the findings of the commission, Abba Gana said “In the course of the exercise, the commission discovered that on paper, over 7,000 mining licenses were said to have been issued nationwide, however, barely 10% of this figure was found to be active, resulting in huge revenue losses to the federation.
He further noted that the process of obtaining mining licenses was found to be too cumbersome and as such informal miners found it difficult to legitimize their operations.
“The regulatory agencies in the sector are grossly ill equipped, understaffed, poorly motivated and financially constrained to effectively undertake routine and holistic monitoring of the sector,” he said.
He added that another major challenge observed in the sector was the issue of multiple taxation and conflicting roles of relevant government agencies, he added that mining companies were subjected to multiple taxation from the ministry of Mines and steel Development, Environment and agencies like the National Inland Waterways Agency (NIWA), state ministries of works and respective local governments.
Mallam Shettima urged that to promote transparency in the sector, “ it is my candid opinion, based on the findings of the commission that the mines inspectorate department which is responsible for monitoring of exploration activities should be upgraded, process of licensing should be reviewed to make it easier for prospective miners to obtain, proper auditing off how licenses were awarded, while dormant and unused licenses should be revoked and reissued to other interested miners.
The acting chairman further revealed that experts analysis on the viability of the mining sector has estimated that Nigeria can generate approximately N500billion naira annually from royalty, taxes and other fees.
He said “It is estimated that the country can generate approximately N500billion annually from royalty, taxes and fees. This is an addition to other revenues expected from mining minerals(Gold, Coal, Iron ore, Lead/Zinc, barites)etc scattered across the states of the federation.”

BENEFITS OF HEALTHY FOOD AND EFFECTS OF JUNK FOODS
source : http://www.eyesoflagos.com/2017/07/benefits-of-healthy-food-and-effects-of.html

Food is fuel for your body. It has a direct impact on how you feel as well as on your overall health.

It is saddening that in developing countries we care less about what we eat. Even when we show little concern (in the name of I want to show that I have small change) what we resort to is junks, which has lesser benefit and more harm for our body. Most times we do think eating good food cost much but when we consider it relatively to eating junks, it is inexpensive and eating junks take much out of us and offer less to our body.

The benefits of good food are

More Energy
The availability of energy for the human body is highly dependent on the intake of energy giving foods such as carbohydrates and fats and oils.

High Mental Ability
Omega-3 and Omega-6 fatty acids which are present in foods such as fish, nuts, seeds and avocados is essential for high mental ability.

Strong Immune System
A strong immune system is important, not only for staying free of disease. A balanced diet will help build the immune system and reduce risk of contacting disease.

Attractive Physique
Foods that are high in fiber, such as fruits and vegetables will make you consume fewer calories but more nutrients, which cuts your body's fat storage opportunities and make you to be in great shape.

Most junks contain high amount of finely processed salt which increases secretion of enzymes that enhance your cravings for these foods. Not all that glitters is gold, that can also be said of junks as they pose some of the following harmful effects to consumer's body.

Risk of Type 2 diabetes
Junk food is high in refined sugar which exerts stress on your metabolism. Since junk food lacks fibre content, its consumption directly results in a spike in sugar levels and increases risk of type 2 diabetes.

Digestive problems
Fatty junks lead to digestive problems such as Irritable Bowel Syndrome (IBS) because it is deep fried. Lack of fibre in them hampers digestion, increasing problems like constipation and hemorrhoids.

Fatigue and Weakness
Although it makes you feel full and satisfied, it fails to provide you with instant energy, making you feel weak and tired after a while.

Teenage Depression
A lot of hormonal changes occur in teenagers, which leads to mood swings and behavioural changes. Junk foods lack essential nutrients and increase likelihood of teenage depression by 58%.

Affects the brain function
A study published in the journal Brain, Behavior, and Immunity shows that one week of eating junk food is enough to trigger memory impairment in rats. It'll have similar effects in man.

Risk of heart disease
Junk food items are loaded with saturated fats and trans fats that directly increase triglyceride and bad cholesterol (LDL) levels in the blood, contributing to plaque formation and heart disease.

Risk of liver and kidney diseases
High amount of bad fats and sodium from salt disrupts the sodium-potassium balance of the body and causes hypertension. Junk food consumption over a period of time can have similar harmful effect on the liver as alcohol consumptions does.

Increased risk of cancer
Lack of fibre is the main reason why junk food consumption is linked to an increased risk of cancers of the digestive system.

Also take note that junk foods are addictive because refined sugar causes the pancreas to secrete more amount of insulin in order to prevent a drastic spike in your blood sugar levels. Because junk food lacks sufficient levels of good carbohydrates and proteins, the levels of blood sugar drop suddenly after you eat. This makes you feel irritable and further increases you craving for more junk food.

N4.7BN PARIS CLUB REFUND: FAYOSE PLANNING TO BRAINWASH EKITI PEOPLE
source : http://www.eyesoflagos.com/2017/07/n47bn-paris-club-refund-fayose-planning.html

The All Progressives Congress (APC) in Ekiti State has accused Governor Ayodele Fayose of planning to brainwash Ekiti people with “ultimate goal to, as usual, divert the Paris Club refund of N4.7billion for selfish motives.”

The APC said Fayose’s planned meeting with workers and other stakeholders over the recently released N4.7bn to the state government was to feed them with lies so he could corner the money into his private account.
In a statement by the Publicity Secretary, Taiwo Olatunbosun, the party said that Ekiti people were no longer deceived by the governor’s antics in always calling workers and other stakeholders to meetings to brainwash them on the state’s financial matters, stressing that such practice ws a worn-out tactic to “fraudulently deny workers their salaries and con Ekiti people for selfish motives.”
He said: “Governor Fayose believes that he is wiser than all Ekiti people put together, which he recklessly celebrates in his contemptuous cliché as ‘Ekiti people are stupid’.
“The governor started his latest trick when he called Labour leaders to a meeting last month that Paris Club refund coming to the state would be N4.7billion just to create the impression that he is running a transparent administration.
“We are aware that after collecting the money, he has started calling another round of meetings brainwashing workers that N4.7b Paris Club refund will not be enough to pay one month salary barely a month after he confessed that the actual Ekiti monthly wage bill is N1.7 billion and several months after he consistently lied that the state’s wage bill was N2.6 billion.”
But Fayose’s Chief Press Secretary, Mr Idowu Adelusi, described the allegation by the APC as mischief taken too far.
The CPS said the statement, credited to the Publicity Secretary, Olatubosun, clearly showed that the APC was made up of touts, mischief makers and educated illiterates.

However, the APC warned that Ekiti people would no longer tolerate “brazen lies to wickedly short-change the people.”

LECTURERS OF FCE GOMBE EMBARKED ON STRIKE, DEMAND SACKING OF PROVOST, BURSAR
source : http://www.eyesoflagos.com/2017/07/lecturers-of-fce-gombe-embarked-on.html

The crisis at the Federal College of Education (Technical) Gombe, took a new turn this week as lecturers of the college under the auspices of Colleges of Education Academic Staff Union (COEASU), on Tuesday embarked on strike action calling for the sacking of the Provost Dr. Gimba Abbas and the Burser Mallam Nuhu Palladan.
Speaking to Journalists in Gombe, Eyes Of Lagos gathered yesterday, while delivering there notification letter to embarked on an indefinate strike action, the secretary of the Union, Dr. Abimbola Nurudeen Gbolahan, said that “the Union recommend the immediate removal from office, of the Provost and the Bursar due to mismanagement and incompetence in the leadership of the college.”
The secretary accused the Provost of allowing the Bursar to over-reach his authority and actively involved in operational management of the institution by executing contracts.
“The Union’s Congress unanimously passed vote of no confidence on the College Burser. The Union shall no longer work with him as a financial Adviser of the college. He should be removed from the office immediately, more so he is not qualified to hold the office of the College Burser.” He stated.
He further revealed that sometimes in 2012, a facts finding panel recommended the removal of the college Burser on account of incompetence but the Provost who is working in connivance with him refused to adhere to the decision of the investigative panel.
In a letter dated 07 June, 2017 addressed and delivered to the Provost, members of COEASU list a number of complaints against the Provost, notably, they expressed displeasure over the way and manner the management is handling matters that affect the Union, despite the Union efforts in exploring all avenues to ensure that there is peaceful and harmonious working relationship between her and the management.
The letter further gave the management a two week ultimatum to satisfy all her demands, which includes a letter of apology from the Provost to the Union for the “embarrassment, humiliation and harassment the Provost meted on the secretary of the Union.”
The Union also asked for the immediate restoration and payment of outstanding of Peculiar Academic Allowance, PPA and Conference Attendance Allowance, CCA among other issues.
COEASU in the letter signed by it’s chairman Hamza Adamu Soye and secretary Abimbola Nurudeen Gbolahan, warned that if the management refused to fulfill their recommendation they will be left with the option of embarking on strike.
In another letter dated 20 June 2017 Abbas and Nuhu were also accused by COEASU of violating and disregarding the plea made by the chairman of the college governing body that the balance of the PPA and CCA be paid.
In view of the development the College chapter of COEASU on Tuesday 11 July 2017 embarked on an indifinate strike action.
In a letter of notification which was also copied to the National Commission of Colleges of Education, NCCE, Security agencies and President COEASU, the Union said the strike action was reached at its Congress meeting on that fateful Tuesday over the endless plight of lecturers on the non-payments of the balance of CCA and PPA of 2016 /2017 session.
All efforts to speak with the college Provost proved abortive, when our Correspondent visited the office he told us that, “he was on his way to government house to meet with the Secretary to the State Government , (SSG).”

The National Vice Chairman of the All Progressives Congress (APC), North East zone, Mustapha Salihu, said on Wednesday the Peoples Democratic Party (PDP) would not pose any threat to the APC in 2019 despite the Supreme Court’s judgement that ended the protracted leadership crisis rocking the party.

Salihu, who spoke with journalists at the APC secretariat, also dismissed petitions against his nomination as the North East zonal chairman of the party, saying he had the full support of all stakeholders in the zone to represent them at the National Working Committee (NWC).

He said although the Supreme Court’s judgement affirmed Senator Ahmed Makarfi as National Chairman of the PDP, the ruling would not in any way restore the image of the party before Nigerians.

He said: “Makarfi, Ali Modu Sheriff or any other person being the PDP chairman is no threat us. What you should look at is this, look at the party as an institution. This is a party that institutionalized corruption in the country and dilapidated our structure. They caused insecurity. As long as that institution remains, we are not threatened by any person.”

On his emergence as APC National Vice Chairman, Salihu said “who is complaining? I have with here with me, the six state chairmen of the party in the zone. I also have the support of the governors and other stakeholders. So, who is doing the complaining?

“I am overseeing Adamawa, Borno, Yobe, Bauchi, Taraba and Gombe States for our great party, APC.”

Speaking to State House correspondents shortly before the commencement of the Federal Executive Council meeting, the acting president stated that he had an extensive discussion with the president on a wide range of issues for about an hour.
He, however, did not disclose the specific issues they discussed.
He said, “Well, first as you know I went to see him, I went to check up on him to find out how he was doing. I had, of course, been speaking with him on the phone and I thought it will be a good thing to go and see him and generally check up on how he was doing and also to brief him on developments back at home.
“So, we had a very good time. We had a very good conversation on wide ranging issues and he is in very good spirit, he is recuperating very quickly and he is doing very well”.
Asked to be specific on the state of health of President Buhari, Osinbajo replied: “Well, as I have said, he is in very high spirit; he is recuperating very well and we had very long conversation, we spoke for well over an hour and his humor is all there. He is doing well and he is recuperating fast”.
On when Buhari should be expected back in the country, the Acting President noted that it would not be proper to set a deadline, adding that the president would return earlier than expected.
He said, “I think very very shortly. Very shortly. I think we should really expect him back very shortly. Like I said he is recuperating very fast and he is doing very very well.
“Deadlines aren’t a very good thing but as I said he is recuperating fast; we are expecting him very shortly, much sooner than you will expect”.
On whether the report of the suspended SGF and NIA DG as well as the swearing-in of the two ministerial nominee earlier approved by the Senate were part of his conversation with Buhari, Osinbajo said they were not.
“No. We didn’t discuss swearing in or anything like that. We didn’t discuss when they will be sworn in”.
Asked when will they be sworn in, he replied: “Well, I’m not in a position to say exactly. I don’t have a date in mind but I’m sure very very soon we will do that.

HOW UNILAG GENERATED N5M FROM WASTE
source : http://www.eyesoflagos.com/2017/07/how-unilag-generated-n5m-from-waste.html

One of Nigeria’s foremost institution of learning, the University of Lagos has revealed it made about N5 million from waste generated by the university community. The disclosure was made by Mrs Sade Nubi, Senior Environmental Engineer, UNILAG, during ongoing Africa Cleanup conference in Ghana.
According to Nubi, the school made the sum through its waste recycling initiative operative within the institution. The UNILAG string and recycling centre was established in 2015.
Nubi disclosed that the university generates about 32.2 tons of wastes monthly from its 97,000 population including visitors.
“We try to make sure that the school environment is clean, we make sure that we sensitise people to know that an we can create wealth from waste. For UNILAG, despite the initial challenges of funding and negative attitude towards the initiative, we still moved ahead beyond the challenge to push forward and achieve our goal.
“We have been able to recycle as much as 23 tons of waste every month. We have recycling companies as partners who come to buy our waste.
“We have been able to create income for the institution as well as employment,” she said.
She however advised other institutions in the country to key into the recycling project and add value to their community. “For other universities it is important for us not to just dump our waste at dump site or landfill, let’s put value to it by getting people to sort it and recycle.”
“We also carry out research work. We can now categorise our waste which includes more of plastic bottles. We have been able to raise between N4 and N5 million for the institution since the inception of the initiative and employ about 50 workers at the sorting centre in the institution,” she added.
Meanwhile, Nubi said UNILAG was ready to collaborate with other institutions on the recycling project, so as to generate funds, create employment and add value to the education sector.

Zahra Buhari’s attempt to get cosy with Nigerians on Twitter has led to a backlash concerning her dad, President Muhammadu Buhari’s whereabouts.

Zahra had tweeted via her Twitter handle: “Afternoon Nigeria;’ to which someone had responded: ‘Where is your father please? #asking on behalf of Nigerians.”

And Zahra responded: “He’s doing pretty good.”

Another respondent says: “Masha Allah. May Allah grant him good health…”

But someone was unimpressed, as he notes, angrily, “And I think it’s better not to greet us at this point especially not from Zahra.”

Someone however came to her defence: “For what reasons? She doesn’t have her own life to live just because she’s the daughter of the president? What nonsense!”

BusinessFct: Cesspool Called Karu Chicken Market by alphonsojaybaz(op): 9:30am On Jul 08, 2017
FCT: CESSPOOL CALLED KARU CHICKEN MARKET
source : http://www.eyesoflagos.com/2017/07/fct-cesspool-called-karu-chicken-market.html

the fear of consuming contaminated or expired imported frozen poultry products in the Federal Capital Territory, FCT has resulted in a huge appetite in the residents for live birds. The Karu Chicken Market environments in the FCT in which live birds are sold, slaughtered and pared for consumers stand out in filthiness.
Nazibi Ahmed operates a makeshift stand that cage different species of birds including chickens, at the popular Karu Market in Karu District, situated along the Abuja-Keffi Highway in the nation’s capital. The market is only a kilometers away from the upscale Asokoro District. Fondly called ‘Mango Tree’ by commercial motorcycles and tricycles operators, the market sprung from the newly developed Karu Ultra Modern Market.
The name ‘Mango Tree’ in the Karu Market extension is derived from gigantic mango tree that is a major landmark in the place for years on end. The area is usually full of parked cars and motorcycles, and crawls with hawkers, artisans, shoppers, customers and commuters.
Nazibi sits on a constructed wooden stool in front of his stand and would actively beckon on any person entering the market to buy chicken, either to be slaughtered thereon or taken away. A young man, he looks agile with a mien that depicts that he is civil and happy to do what he is doing.
Asides the chicken business which is the major commercial activity thriving in the place, a tea vendor commonly known as ‘Mai shai’ also operate a stand at the entry point. The middle-aged man prepares noodles, tea and bread, just as he sells mobile phone recharge cards and operates a commercial charging platform for mobile phone batteries.
“Oga, which type of chicken do you want to buy? I have very healthy chicken of different species. There is big and small; old layers and broilers. Anyone you point I will bring it out for you. It can be slaughtered here for you or you can take it home? My chicken is very cheap and you will enjoy it.
“Just point at any one you want. But if you don’t want the ones arranged down here, there are bigger ones at the upper partition of the cage, you can see they are very healthy. Nothing do them. I have sold many of them today and before you know, customers will come buy them all, after all, today is Sunday,” he spoke persuasively.
Nazibi would grab a chicken out of the very many placed in the cage, after the price must have being well negotiated and agreed upon. For him, doing the business is more lucrative than handling a gun to torment innocent people on the streets. As he goes to the market every day, he meets people of varied status, men and women, as well as the rich and poor.
According to him, he has been in the business for not more than five years, but the journey into the commercial activity, he said, has been somewhat tasking but very encouraging. “I am from Kano, it is not up to five years that I started this business. But I like it because it is fetching me money and it is better than taking to social vices,” he stated.
As early as 7am, Nazibi comes to the market and opens his stand for business. He separates the birds that are troublesome as he fetches poultry feed and pours into the pen. As he agrees on the price with a customer, he would quickly call one of the butchers and hand over the chicken to them for slaughtering. A chicken sells between N1500 and N4000 while the processing and carving go for N100.
Marshy and flowing with blood is the ground on which the birds are slaughtered; and malodorous due to stagnated fluid. There is an overly dirty small stony slaughter slab in which most the birds’ blood are spilled. Within the same environment, few meters away from the slaughter slab, is a big black soot-coated drum that is constantly set on a flaming fire, with a little boy fanning the firewood intermittently. No one bothers to renew the water in it in which all the slaughtered chickens are cooked momentarily for easy feather removal.
At one side, there is a big jar, containing water and perhaps liquid feather removal in which the slaughtered chicken is dipped before it is finally dropped into the drum of hot water. The environment is a hotbed and natural incubator for germs and bacterial, yet a popular meat factory, even as health workers don’t bother to show up to regulate the activities.
The more than a hundred makeshift kiosks situated around the big shade clearly speak of a booming business in the selling and slaughtering of live birds despite the nauseating environment. About 50 slaughtered chicken that were washed clean and arranged for paring into pieces were seen heaped on the wooden table, while the hurry with which the butchers carried out the activity implied no cumbersomeness and dexterity.
Along the line, those who had purchased a chicken will either sit or stand waiting for it
to be processed and delivered. There is customers wooden bench by the side of each kiosk, even as some operators keep plastic chairs for their customers to relax as they await the processing of their chicken.
As at 9.45am on Sunday July 2, when Eyes Of Lagos correspondent visited the poultry market in Karu, the area was already crowded with persons who came to buy live chickens. The place was filled up as people especially women, whose families were may be hosting gatherings, naming ceremonies and birthday anniversaries, bought the birds in large numbers.
Also, operators of local restaurants were met in the place as they were seen giving directives on how the meat should be pared into different sizes. The environment teems with all manners of ancillary service providers, including cart-pushing commercial water vendors who supply water in the jerry cans.
Our correspondent bought a chicken from one of the dealers at the rate of N1800 and waited as it was handed to the butchers for slaughter, and reports that the bird market teems with customers.
As one nursing mother, who obviously is popular among the bird dealers showed up, many of the dealers besieged her with patronizing greetings. She bought four birds and sat on the wooden bench to wait.
Asked while she bought the number of chicken, she said “I bought only four and not many. I prefer to buy many to let it be slaughtered in my presence before taking it home. I will later package it and put it in the refrigerator. This saves me the risk of buying imported frozen chicken from an unknown source, in which I am not sure of its wholesomeness.”
Many people interviewed stated that with the incessant impoundment of packaged frozen foods from smugglers by the officials of Nigerian Customs Service, so many reports of packaging fake meat is abound hence preference of the ‘point and kill.’
The Federal Ministry of Health stipulates that any meat being sold in the market must be endorsed by health workers before it would be displayed for public purchase and consumption; more so as the Nigerian Customs Service continues to constantly alert the public on contaminated and expired imported poultry products.
However, our correspondent’s visit to the in Karu poultry market showed that there was no health worker available in the place to disclose whether the birds being sold meet public health requirements.
A dealer in the place who spoke on condition of anonymity said “we buy the chicken from known poultry farms and we believe that the farms check the health status of the chicken because the farms are registered. But there is no health worker here, today.
One thing that remains a source of concern is whether or not the local poultry is certified and approved for public consumption, just as it has been established that their imported frozen counterpart are often unwholesome.

NAIRA SUFFERS MARGINAL LOSS AGAINST DOLLAR DESPITE CBN’S INTERVENTION
source:http://www.eyesoflagos.com/2017/07/naira-suffers-marginal-loss-against.html

The Naira on Friday suffered marginal loss against the dollar at the parallel market in spite of CBN’s intervention at the foreign exchange market.
The News Agency of Nigeria (NAN) reports that the Naira lost one point to exchange at N366, weaker than N365 traded on Thursday, while the pound sterling and the Euro closed at N468 and N412, respectively.
At the Bureau De Change (BDC) window, the Naira was sold at N363 to the dollar, while the pound sterling and the Euro exchange d at N470 and N412, respectively.
Trading at the official interbank window saw the Naira closed at N306 to the dollar, while the pound sterling and the Euro traded at N396.10 and N348.50, respectively.
The Nigerian currency, however, appreciated at the investors’ window as it closed at N365.02.
Traders at the market expressed concern that in spite of the sustained intervention of the apex bank at the FOREX market, the Naira had hovered between N360 and N366 in the past two months.
Meanwhile, Prof. Sherrifdeen Tella, a Senior Economist at the Olabisi Onabanjo University, Ago-Iwoye, Ogun, said that the passing of the budget by the National Assembly had increased the
demand for imported goods.
Tella noted that the CBN flooded the FOREX market with liquidity at the onset when the demand for FOREX was low, compared to now.
The economist said that there was a limit to which the apex bank could intervene in order not to put pressures on the nation’s external reserve. (NAN)

GOD ALLOWED RECESSION TO BOOST NIGERIA’S AGRICULTURE — APC CHAIRMAN
source: http://www.eyesoflagos.com/2017/07/god-allowed-recession-to-boost-nigerias.html

The National Chairman of APC described the current recession in the country as the handiwork of God, acknowledging that the situation has forced government at all levels to invest in agriculture, adding that the nation will be one of the biggest exporters of farm produce in the next two years.

He stated this at the 61st Annual General Meeting of ADAN at the University of Benin, Benin City.

Meanwhile, Dean, Faculty of Agriculture, UNIBAB, Prof. Musibau Bamikole, has called for adequate funding, capacity building and effective research coordination to develop the agriculture sector in Nigeria.

He expressed regrets that government had neglected agriculture, “a viable alternative” to the dwindled price of crude oil globally. He said: “It is rather regrettable that agriculture that has been the mainstay of our economy before the discovery of crude oil has become a sleeping giant with the huge resources and potential yet to be harnessed.

You will agree that the giant is still sleeping and the situation should be rescued and we need a serious research revolution to transform the sector.” Meanwhile, Oyegun on his part, said: “I want to emphasise that the APC is totally committed to developing agriculture as the back- bone of the Nigerian economy.

A lot of ideas have been thrown out, there is no country on the planet that does not subsidize agriculture. So, we have been living in this fool’s paradise that government does not subsidize agriculture for its people.” “United States of America, which is the greatest economic power, guarantees and pays farmers to produce, even things that they don’t need.

“It is no longer a matter of choice that we must divert to agriculture. Agriculture is about 70 per cent of our growth and if we can generate even a three per cent growth, which marches the rate of our population growth, then you would have stabilized the whole vision.” So, we have come to that because the price of a barrel of oil has today dropped from $50 per barrel. Projections for the future are not very encouraging, most developing nations now concentrate on renewable energy, we have not gone beyond exporting crude.

“Today, agriculture has become the Cinderella and we are committed to making it an alternative source of income. I am happy that twice that I have been in this chambers, it has to do with agriculture. The chairman of the LOC made it quite clear that maybe God in his kindness has forced us into a situation where we now have to think, where we now have to reason and look back.

“It is no longer a matter of choice that we must divert to agriculture, in fact it is unforgivable that we behaved stupidly without vision for so long.

Agriculture is about 70 per cent of our growth and if we can generate even a three per cent growth, which marches the rate of our population growth, then you would have stabilized the whole vision. “But if you can make it four per cent, five per cent, you would have changed the living standard of the majority of Nigerians. Agriculture is a big business that we can profit from and we thank God for bringing us to this state” he stated.

The chairman of ADAN, Prof. F. M.D avid-Abraham, said that the awardees which includes the Vice Chancellor of UNIBEN, Prof.Faraday Orumwense, were carefully chosen due to their efforts in ensuring that agricultural policies are implemented at all levels.

FG TO PUBLISH NAMES OF CORRUPT OFFICIALS, AMOUNT RECOVERED

source: http://www.eyesoflagos.com/2017/07/fg-to-publish-names-of-corrupt.html

The Federal Government has said it would publish the names of high-ranking public officials from whom it recovered stolen public funds.

The Federal High Court on Wednesday ordered the government to publish the names.

Minister of Justice and Attorney-General of the Federation, Abubakar Malami, told State House correspondents, on Thursday, that the government is in agreement with the ruling and will carry out the order.

Justice Hadiza Shagari gave the order while delivering judgment in a suit filed against the Federal Government by a human rights advocacy group, Socio-Economic Rights and Accountability Project.

The Federal Government had last year, through the Ministry of Information and Culture, Alhaji Lai Mohammed, disclosed that it had recovered cash sums of N78,325,354,631.82, $185,119,584.61, £3,508,355.46 and €11, 250, among others, between May 29, 2015 and May 25, 2016.

The names of persons from whom the funds were recovered were, however, not made public.

SERAP had last year filed the suit, seeking a court order to compel the Federal Government to make the names public.

The group urged the court to determine whether by virtue of Section 4(a) of the Freedom of Information Act 2011, the Federal was not under an obligation to publish the looters’ names as it had requested.

In a judgment on Wednesday, Justice Shagari, upheld the group’s argument that “by virtue of the provisions of Section 4 (a) of the Freedom of Information Act 2011, the defendants are under a binding legal obligation to provide the plaintiff with up-to-date information” as regards the names of the high-ranking public officials from whom the funds were recovered as well as “the circumstances under which the stolen public funds were returned.”

SERAP had, in its suit marked FHC/CS/964/2016, contended thatby releasing the names of the looters, the Federal Government had nothing to lose.

“By virtue of Section 1(1) of the FOI Act 2011, the plaintiff is entitled, as of right, to request for or gain access to information which is in the custody or possession of any public official, agency or institution.”

EXTERNAL RESERVES RISE 16% IN H1 2017
source: http://www.eyesoflagos.com/2017/07/external-reserves-rise-16-in-h1-2017.html

Nigeria’s foreign exchange reserve in the first half of 2017 grew by 16 per cent despite the several interventions of the Central Bank of Nigeria (CBN) at the foreign exchange market standing at $30.271 billion as at June 29, 2017 according to latest data on the website of the apex bank.

The reserves which stood at $26.097 billion at the beginning of the year rose by $4.2 billion by the end of the first half of the year, a figure that shows a 14.8 percent improvement from a year ago, when they stood at $26.34 billion.

It was however down 0.36 percent from a month ago and 0.08 per cent lower compared to $30.297 billion which it closed the first quarter of the year. The reserves have risen slightly this year due to the rise in global oil prices.

So far the CBN has sold close to $6 billion at the foreign exchange market to meet wholesale and retail demand. It also sells foreign exchange to small businesses and issues forex for personal and business travel allowance as well as to bureau de change operators.

CBN director, Banking Supervision, Ahmed Abdulahi had assured that the nation’s reserves are adequate to sustain its interventions despite a recent decline in oil price. The price of oil, the major foreign exchange earner of the country has in recent times fallen, dropping to $47 per barrel.

Meanwhile the value of the naira remained stable at the parallel market selling at N368 to the dollar, a price it has kept for two weeks as the local currency weakened at the interbank market to N305.9 to the dollar. At the Investors and Exporters window, the naira traded at N366 to the dollar having firmed to N340 during trading on Friday last week.
