Before 2011, this Irete, Umuguma, Naze, and other rural areas near Owerri were rural villages, but Orlu was then a large urban settlement with more than 10 banks and other urban infrastructures in Orlu.
Two governors from Orlu senatorial zone laden with bile reduced Orlu to the same level of other rural LGAs. Nearly all the urban infrastructures in Orlu are today in ruins.
It's a shame to Imo state that some of its people cheer the state governors who keep Owerri alone as the only modern city in Imo state.

You started to talk about dams not constructed on streams. A dam is any construction on a running stream or river to get a larger pool of water on the spot for irrigation or public water supply system.
