Actually blue lightening means hyper fast like from Mac 5 and above to past light speed because according to a source (one YouTube channel like that) Barry would get fast enough for blue lightening as well. I just saw episode 16, trajectory. Wells daughter, Tess, has left central city for good; Zoom is actually Jay. He's actually dying so that's why he has a blue blur.

The contradictions between zoom being Jay can simply be eased by saying, as a speedster, you can be in two places at the same time.

So that's why Zoom needs Barry's speed cos he's dying.
