“I write to request for your kind consideration and approval of the distinguished members of the Senate of the Federal Republic to appoint Fifteen (15) Advisers as prescribed in Section 151 (2-3) of the Constitution of the Federal Republic of Nigeria (as amended).”
Senate congratulates Buhari, Osinbajo
Meanwhile, the Senate has congratulated President Buhari and the Vice-President, Prof. Yemi Osinbajo for their inauguration, saying the Red Chamber will identify with their administration for the interest of the citizenry.
Commenting on the motion sponsored by the Senate Leader, Victor Ndoma-Egba and co-sponsored by other Senators, Senate President Mark also commended Nigerians for accepting the outcome of the general elections that ushered new leadership.
Mark said: “If the followers didn’t accept (the results of the elections) the story would have been different today. For the first time in the history of this country, we discovered that the Presidential election is not before any tribunal.
“I think that is a milestone in our democratic process and we must acknowledge that it is a mark of statesmanship and a demonstration of the acceptance of the will of the people because election is not done by just one individual, election is done by all of us who are members of the various constituencies.
“It is not just enough to congratulate President Buhari, I think we should also congratulate the former president, Dr Goodluck Jonathan, who willingly conceded defeat and followed the announcement with a telephone call to President Buhari and also appealed to his members to accept that as the verdict from the people.
“But sometimes the followers go overboard either out of excitement or whatever reasons. I also ran into a group of hooligans when I was coming to the stadium and they damaged my windscreen.
“That certainly was not an act that was approved by anybody. I think with time we will improve and learn to understand that power can move from one political party to the other.”
On some of the Senators that have emerged as governors in their various states, Senator Mark said that instead of looking at the development as progress, in his view it was even going backward.
Backward movement
According to him, “For our colleagues who have gone to become governor, my position is different. I think going from the Senate to becoming a governor is not a movement forward but a movement backward.
“Well, if you decide to move backward to sacrifice to work for your people, then we should also congratulate them. But I think from the Senate we should look upwards, but in spite of that, some of our colleagues have gone to the states to assist in bringing development to their states, so I congratulate them also.”
Senator Ita Enang said that the change in leadership from a ruling party to the opposition party was an indication that democracy has been consolidated in the country and that the people have confidence in the legislature.
Buhari to head Ministry of Petroleum
Meanwhile, according to one of Buhari’s long-standing associates who spoke on condition of anomymity, Nigeria’s oil sector is so dirty that nobody’s hands are clean enough to do the “surgical changes” needed. Another political associate said: “He will do it. It would be stupid to give that position to anyone else.”
According to the first source, Buhari has still not settled on his cabinet and has laughed off media speculation about figures he will appoint. Joking with friends as he read out a newspaper article that mentioned possible names: “They have picked my ministers for me. Have I even told you who I want?”
“It’s going to be a lean government, I doubt he’ll have 42 ministries like Jonathan but he must have at least 36 (for the number of states) as prescribed by the constitution, though it does not specify whether they have to be senior or junior,” an adviser in the ruling APC party told Reuters.
The new administration had not yet gone through reports on Jonathan’s handover notes on policy, the adviser said.
“There is a huge body of proposals being bandied around the place,” the advisor said, adding that Buhari plans to let the N60 billion a year amnesty programme end in December as scheduled to save money and it is unclear what he will fund in its place.
He has also made it clear that he wants to revamp Nigeria’s refining sector, which declined while the country became dependent on imports for fuel.
“He’s emotionally attached to the refineries because he built some of them. He wants them to start functioning again,” the APC source said.

Nigeria’s President, Goodluck Jonathan, on Thursday said neither he nor any governor in the country can claim the credit for winning the war against Ebola.
Rivers and Lagos are the two Nigerian states hit by the Ebola outbreak.
The federal government said the two states are now free of the deadly virus.
According to Mr. Jonathan, the government could not have succeeded in ridding the country of Ebola virus without the cooperation of the Nigerian masses.
The President said these at the Presidential Villa, Abuja, during the launch of Elumelu Nigeria Empowerment Fund, ENEF, to support victims of terrorism in the country’s North-east zone.
He used the occasion to thank Nigerians for buying into the Ebola campaign, saying that no government could have performed magic to rid the county of the deadly virus without the peoples’ support.
Mr. Jonathan, however, commended Nigerians for following the health guidelines set out by government, some of which was a departure from the norm.
He said, “When government said we must be mindful of gatherings, of handshakes and that we should not move corpse unnecessarily,” Nigerians heeded the advice.
He noted that even churches that he thought would resist the directive by still using a single cup to serve the Holy Communion to its members suspended the practice during the Ebola war.
Continuing, he said, “Nigerians became mindful. Friends stopped embracing themselves saying until we get out of Ebola.
“So it (Ebola campaign) had the buy-in of the populace and that is why we succeeded so fast otherwise we couldn’t have.
“There is no magic government could have used to solve that problem. No President or state governor will claim any credit. The credit should go to the ordinary Nigerians for the cooperation and their buy-in,” Mr. Jonathan said.
By his comment, the President appears to be reacting to remarks by top members of the All Progressives Congress, APC, including Governors Babatunde Fasola of Lagos State and Rotimi Amaechi of Rivers State, who have said the Federal Government did very little to contend the deadly virus and should therefore not claim credit for winning the war.
While speaking at the formal declaration of a former Head of State, Muhamadu Buhari, for the APC’s presidential ticket at the Eagle Square, Abuja, on Wednesday, Mr. Amaechi, said Nigeria’s flaunted success in the fight against Ebola is a fallacy.
He insisted that the Rivers State Government spent a whopping N1.4billion to stop the outbreak of the disease.
He faulted claims by Mr. Jonathan’s ruling Peoples Democratic Party, PDP, that the Federal Government successfully contained the outbreak.
He said, “I hear PDP and Mr. President claiming the glory of having fought Ebola. I asked one simple question: Rivers state government spent 1,406 billion to fight Ebola, the Federal Government brought N200m just last week. If we were waiting for that N200m, Ebola would have spread round Rivers State,” he said.
He said his colleague, Mr.Fashola, was also “fully in charge of the Ebola drive in his state”.
Further deriding the Federal Government, Mr. Amaechi said “Apart from announcing the number of patients, what did the Federal Government do for us? So, why did they politicise Ebola.”
Meanwhile, Mr. Jonathan said the Federal Government has made a donation of N250 million to the ENEF, saying that the government will continue ‎its sustained security operations to eliminate insurgency and restore law and order in the country.
Mr. Jonathan noted that the prolonged case of insurgency in the zone has led to the displacement of the population, destruction of infrastructure and the collapse of the economy in the area.
The rehabilitation of communities affected by the crisis, the President said, would require not only government’s intervention but also that of the private sector.

Reprieve came the way of erstwhile chairman of Peoples Democratic Party, PDP, Prince Vincent Ogbulafor, yesterday as an Abuja High Court in Maitama discharged and acquitted him from the 17-count criminal charge preferred against him by Independent Corrupt Practices and Other Related Offences Commission, ICPC.
In his judgment, Justice Ishaq Bello held that the anti-graft agency failed to establish its allegation that the former PDP boss, while in office as the Minister for Special Duties in 2001, used three fake companies ýto divert funds from the coffers of Federal Government to the tune of about N180 million.
However, the court relied on a confessional statement made before ICPC by the 2nd accused person in the matter, Mr. Emeka Ebilah, and sentenced him to five years imprisonment without an option of fine.
Ebilah, who was a member of the National Economic Intelligence Committee, NEIC, which was set up by the administration of former President Olusegun Obasanjo to verify debts owed local contractors, had confessed before ICPC that he supervised the illegal diversion of funds to the three bogus companies which he said was partly owned by the ex-PDP chairman.
While under interrogation, he confessed that Ogbulafor, through one Mr. Chris Nwoke, collected kickbacks of N2 million and N28 million from him to facilitate the release of funds to the said fake companies.
He further admitted that the fake companies, Henrichiko Nig Ltd, DHL Consultants and Chekwas Industries, used forged documents to collect N82.6 million, N11.5 million and N6.2 million, respectively, from Federal Governmentý for executing non-existent contracts.
Nevertheless, while on trial, the 2nd accused, Ebilah, denied the confessional statement, insisting that one Bassey Mohammed, an operative of ICPC, compelled him at gunpoint to indict Ogbulafor.
Though Ogbulafor who testified for himself, told the court that he was the one that nominated Ebilah into the NEIC, he, however, denied receiving any money from him as kickback.
Ogbulafor told the court that the 2nd accused person only gave him N2 million as a donation for his campaign activities, stressing that he had already resigned his ministerial position at that time.
In his judgment, Justice Bello held that there was no evidence indicating that Ogbulafor at any material time, had a relationship with any of the three companies involved in the fraud or acted as a director in any of them.
The judge also noted that the 1st accused was never a member of NEIC nor participated in the verification of contracts, “and there is no evidence whatsoever to prove that the 1st accused removed money whatsoever from any of the companies.”
He described the allegation that Ogbulafor collected kickbacks through one Mr. Nwoke as “hearsay evidence,” adding that ICPC failed to establish a link between the 1st accused and the charge.
