I remember how many awards student union bodies get to give thieving politicians when we were still in school- it was all part of their hustle. Even Buruji Kashamu was given one recently. The awards come with an "appreciation" from recipients who are mostly money bags. These guys aren't different- bunch of hustlers trying to con conmen (politicians) out of some of the monies they stole.
