China as we know it today, is technologically superior to Russia and every other country on the globe.

This is not even supposed to be a debate, but if it ever is, only the US can be argued to be at par with China technologically, but available data puts China ahead.

Acceptably, Russia has made military technological advancements and a chunk of that has been due to the Ukraine impasse since 2022. But even arguing that Russia militarily supercedes China, is a vague assertion that currently cannot be confidently substantiated because China has not been involved in any major military conflicts in recent times. So we don't know what they possess or not, especially as Beijing is known to be very tight-lipped on their military capabilities.

We can debate on other sundry issues, but if you make the mistake of putting Russia ahead of China in technological advancements for any reason, crowd fit gather you beat!

Technology is not one single ladder where one country stands at the top of everything. Different countries lead in different sectors. Russia is not "less advanced" in some blanket sense. China is ahead in many commercial and industrial areas, especially large-scale manufacturing, batteries, 5G equipment, high-speed rail, and parts of AI deployment. That part is true. But being ahead in those sectors does not mean China has already surpassed Russia and the US in all strategic technologies. In military aviation engines, submarine quieting, certain nuclear weapons expertise, and some advanced propulsion fields, China has spent years trying to close gaps with both Russia and the US. Even now, in some of those areas, Russia and the US still have more mature experience, deeper design history, and more battle-tested or field-tested systems. Make we talk true: experience matters in technology too, especially for defense and aerospace assets.

The US also remains ahead of both countries in several critical areas such as top-end semiconductor design, advanced chip tooling, elite research ecosystems, stealth aviation maturity, and some software and computing foundations. Russia, despite economic and industrial limits, still punches far above its weight in a few hard-tech sectors where China is not clearly ahead. So the honest argument is not "China is behind generally" or "Russia is better at everything." The honest argument is that China is powerful, yes, but still behind Russia and the US in some specific high-end technological domains. A nation that has attain the status China currently enjoys in both economic, social and military terms, has no excuse to be bullied by other peer or near peer powers.
