Lagos is not just VI and Ikoyi

He is upgrading the slums one at a time. The govt is short of funds to upgrade them all at once because it has to spend money on other areas such as health, salaries, schools etc.

I do admit that the highbrow areas have gotten the most attention, but it'll shift to other areas soon.
