According to the Chairman of the Rivers chapter of All Farmers Association of Nigeria (AFAN), Mr. Roland Brown, the Federal Government plans to distribute 200 rice milling machines to rice farmers. He applauded the Federal Government and noted that it would significantly boost rice production in the Country. He told the News Agency of Nigeria (NAN) in Port Harcourt on Tuesday that the policy is a welcome development. He added, "the distribution should be even without any a political considerations: there should be at least one rice milling machine in every senatorial district of the country; we can start with one mill per senatorial zone for now." He, however, urged the Rivers Government to equally assist farmers, especially rice farmers in the state, by procuring milling machines in order to boost rice production. "At present, there are no functional rice milling machines in Rivers," he said. Petroleum Tanker Drivers, PTD, which is a branch of Nigeria Union of Petroleum and Natural Gas Workers, NUPENG, have directed members to begin nationwide indefinite strike yesterday, and shut all loading depots and fuel terminals until further notice. The strike is due to the non-renewal of their Collective Bargaining Agreement, CBA, that expired three years ago, deplorable conditions of nation’s high ways, alleged harassment by security, especially Nigeria Security and Civil Defence Corps, NSCDC, and plans by Capital Oil Plc to declare 2000 members redundant due to its unresolved issue with Petroleum Products Marketing Company, PPMC. The National Chairman of PTD, Mr. Salimon Oladiti, told Vanguard, yesterday, that there was no going back on the strike as it was decided by the organs of the union. According to him, the strike will be total as loading depots and fuel terminals nationwide will be shut down. He said: “There is no going back. The strike is definitely going ahead as planned and it will be total because all loading depots and fuel terminals will be shut down. We have fully mobilized and sensitized all members.” Vanguard, however, gathered that there had been frantic efforts by government agencies and officials in the last 24 hours to abort the strike because of its socio-economic implications on the nation and the citizens. The Ibadan branch of the Academic Staff Union Of Universities (ASUU) on Monday called on the National Assembly to intervene in the education sector crisis to prevent another strike in the education sector. This was made in a statement available to newsmen, by Dr Ade Adejumo, the ASUU Chairman in the Ibadan zone, which comprises of the state and federal Universities in Oyo, Kwara and Osun. According to the union, the call for the intervention became necessary due to what it termed “unfortunate trend of decreasing salary to public universities”. The ASUU boss said that the academic staff at LAUTECH, Ogbomosho, may also be forced to resume their suspended strike action. Adejumo said that the union would not hesitate to resume its suspended action even in the midst of the ongoing examination in the institution. “This is against the backdrop of the demonstrated lack of commitment by Oyo and Osun states to fund LAUTECH since December, 2015.” While citing the example of the University of Ibadan, Adejumo said that the premier university had in the last two months, experienced a shortfall in salaries as a result of incomplete subvention. Adejumo explained the need for the state governments within Ibadan zone to live up to the responsibility of funding their universities, and he also called on the Federal Government to probe the allegations of fraud against the present and past administrations at the University of Ilorin. He said, “The recent revelations of monumental fraud and mind bugging nepotistic manipulations in the University of Ilorin vindicate our petitions to the Federal Government. “The Federal Government is hereby called upon to show more than a passing interest in probing the activities of the past and present administrations of the university. “This is very important given the present government’s avowed zero-tolerance for corruption. From Reuters: A pilot and four American passengers were killed on Tuesday when a small plane crashed into the roof of a shopping mall few minutes after taking off from an airfield outside Melbourne, Australia's second-largest city, police said. Victoria state police assistant commissioner, Stephen Leane, told reporters in Melbourne that, it was a twin-turboprop Beechcraft King air plane, and it suffered an engine failure and crashed into the mall near the end of the runway at Essendon Airport. Witnesses told Autralian associated press that the plane exploded on impact. According to World Health Organization, in 2015, roughly 212 million malaria cases occurred, and there was an estimated 429,000 malaria deaths. A new study by researchers at the University of Maryland School of Medicine has found that an experimental malaria vaccine protected adults from infection for more than a year. This research was in a report published on the 15th February, 2017, in Journal Nature, (Sterile protection against human malaria by chemo attenuated PfSPZ vaccine), investigators from the University of Tübingen reported all nine subjects (100%) immunized with three doses of Sanaria® PfSPZ-CVac malaria vaccine in a recently completed clinical trial were protected against Plasmodium falciparum malaria when exposed to the disease 10 weeks after last vaccine dose. The Clinical team was led by Professor Peter Kremsner, MD, Director of the Institute of Tropical Medicine at the University. Kirsten E. Lyke, a researcher at the University of Maryland school of medicine and her colleagues, working with Scientists at the Vaccine Research Center, National Institute of Allergy and Infectious Diseases (NIAID), and U.S. National Institutes of Health (NIH) NIAID, conducted a clinical evaluation of the vaccine, which involved exposing a small number of willing healthy adults to the malaria-causing parasite Plasmodium falciparum (P. falciparum) in a controlled setting. The new vaccine known as Sanaria® PfSPZ-CVac malaria vaccine is composed of live, purified malaria parasites and an antimalarial drug. Volunteers in the clinical trial received three 0.5 mL injections of the vaccine by rapid direct venous inoculation. The nine subjects who received the highest dose of malaria parasites were protected against the injection of live malaria parasites, indicating that it has up to 100 percent effectiveness when assessed at 10 weeks after the last dose of vaccine. The parasite is transmitted to humans via the bite of infected mosquitoes. The PfSPZ Vaccine consists of live, but weakened, P. falciparum, specifically, the early developmental form of the parasite. Previous research had shown that the vaccine worked for three weeks after immunization. This study analyzed its longer term effects. The trial enrolled 101 healthy adults aged 18 to 45 years, who had never had malaria. Of these, 59 participants received the vaccine, while 32 participants were not vaccinated. Vaccine recipients were divided into groups to assess various variables, including dose, the number of immunizations, and route of administration. Participants were exposed to the bites of mosquitoes carrying the same P. falciparum strain from which the vaccine was derived. Scientists then took blood samples from participants to measure parasite levels for evidence of protection. The intravenous administration appears to provide better protection than intramuscular injection, both in the short and long term. Overall, the study found that the vaccine provided protection for up to a year in more than half (55 percent) of subjects. In those people, it appeared to provide sterile protection, meaning the subjects not only didn't get malaria, but also could not further transmit malaria. This current trial was funded by the German Center for Infection Research, with additional support from Sanaria. Sanaria receives research support and funding from NIAID, which supported vaccine manufacture for this trial, and multiple other institutions in the United States, Europe, and Africa, most of which participate in the International PfSPZ Consortium and will continue its fund-raising efforts to expand its research and clinical programs. Nigeria will benefit from this by saving over 300,000 lives lost to malaria yearly and over N480 billion spent on the treatment and control of the parasite annually. An effective vaccine would help to control malaria; vaccination campaigns could be conducted in severely affected areas to eliminate the pathogen. A fully loaded luxury passenger bus coming from the eastern part of the country early Friday plunged into the Majidun River near Mile 12, Ikorodu, Lagos State. Officials of the Lagos State Traffic Management Authority and Lagos State Emergency Management Agency (LASEMA) officials are presently at the scene. The Screening of prospective students for the Bilateral Education Agreement Scholarship Award (BEA) across the country has begun by the Federal Ministry of Education on Monday, 13th February, 2017. Malam Abdullahi Jibrin, the leader of the screening team for Northwest Zone of the Federal Scholarship Board, told journalists in Kaduna that the exercise, taking place in the six geopolitical zones of the country, would last until Friday, 17th February, 2017. Jibrin, who said that about 200 beneficiaries would be selected from each zone, based on the number of applicants and their performance at the interview. He explained that the scheme began about 30 years ago between Nigeria and some non-English speaking countries who exchange students for both undergraduate and postgraduate degrees. According to him, the countries award a full scholarship to the beneficiaries, adding participating countries only support the students with money for maintenance. “The countries include Russia, Hungary, Algeria, Morocco, Turkey, Serbia, Egypt, Ukraine, Romania, Cuba, China and Tunisia among others. “But only China, Russia and Turkey would accept the student for postgraduate this year.” He, however, disclosed that there was a low participation of students from the Northwest Zone over the years and urged students from the zone to tap from the opportunity. Also speaking, the Kaduna State Commissioner for Education Science and Technology, Prof. Andrew Nok, urged the student to do their best at the interview, adding that only the best would be selected. Nok, who was represented by the Director of Higher Education in the ministry, Mr. John Gora, noted that many students are not aware of the scheme in the state. The commissioner said that the state would carry out a massive awareness campaign to enlighten students about the scheme to increase the number of beneficiaries from the state. Meanwhile, the Executive Director of Kaduna State Scholarship Board, Hajiya Jummai Dikko, said the scholarship covers all courses in sciences, social sciences, environmental sciences, the arts and the humanities, both for undergraduate and postgraduate. Dikko however said that only China, Russia and Turkey would accept candidates for postgraduate studies this year. “The criteria for undergraduate is five distinctions in Mathematics and English language and any other three relevant subjects in WAEC obtain from 2015 or 2016 and the candidate must be from 18 to 20 years. “For postgraduate students, applicants must have a first class or second class upper division and the age limit of 35 for masters and 40 for Ph.D., “she said. Flight operations to the London and Johannesburg routes have been suspended by Arik. This announcement was made by the spokesman of the Asset Management Company of Nigeria, AMCON, Jude Nwauzor, on Tuesday in Lagos. The News Agency of Nigeria reports that AMCON had on February 9 taken over the airline following its huge indebtedness to the company and other creditors, both local and foreign. Mr. Nwauzor said the suspension would enable Arik Air to find a permanent solution to problems facing its passengers and carry out a thorough assessment of its situation. He said, ”The strategic business decision is meant to realign our operations and refocus on satisfying our domestic and West Africa and other international passengers. “It will also present Arik with excellent opportunity to engage and discuss with creditors who have become restive since the intervention and have also understandably exhausted their patience due to non-payment of accumulated debt and non-performance on services and contracts.” Furthermore, Mr. Nwauzor said, "consequent upon this, arrangements were being made to refund all international passengers of the airline that were affected by this decision". “To our international creditors, Arik is most grateful for your patience and understanding. “We reassure them that all pending issues with the airline will be duly addressed as a matter of priority as we plan to engage them in this regard,” he added. According to him, the international route is very critical for the strategic turnaround, growth strategy and stability of the airline. Mr. Nwauzor said the airline intends to revisit the routes immediately it addresses all the problems inherited, which was affecting and creating more dissatisfied passenger base. Following the closure of the Nnamdi Azikiwe International Airport, Abuja for repair works on the runway for 6 weeks, with effect from March 6th, the foreign Airlines have started giving notifications to the Federal Government of their intention not to operate from Kaduna airport. The foreign airlines had earlier told the Minister of State, Aviation, Senator Hadi Sirika, during the stakeholders meeting the minister called in Abuja to address all issues relating to the proposed closure, that they will not operate from Kaduna Airport due to security issues in Kaduna State. Despite the government frantic efforts to allay the fears of the airlines, British Airways has just notified the federal government that it will not operate from the Kaduna Airport during the closure of the Abuja Airport, likewise other airlines like South African Airways, SAA, Lufthansa, KLM-Air France had earlier said they would not operate from Kaduna due to safety and security challenges. British Airways Country Manager, Mr. Kola Olayinka, had said the airline plans to assess its best options for its customers during the closure period of the runway. Olayinka said, “I can confirm that BA will not be operating to Kaduna during the planned closure of the Abuja Airport. “Many factors were considered before this decision was reached, major ones are concerned about the safety and security of our passengers as well as difficulties around some key operational issues. We are currently evaluating all options for our customers planning to travel at that time and we will be reaching out directly to them for information about their trip”. He further explained that catering services as well as “adequate technology were not in Kaduna including simple technologies like the Common User Terminal Equipment among others”. The pictures below show the adverse effect of public urination on our streets and roads. This is the foot of a new bridge yet to be completed, along Bata road, Kano State, Nigeria. Apart from this dirty, irritating scene displayed above, the area smells a lot due to this bad act and can lead to transmission of diseases, as the road is close to the popular Sabon -gari market. Public urination can be stopped on our street if Government places a strict punishment on anyone caught in the act. Also, sign post should be mounted on some parts of the streets, with the inscriptions, prohibiting public urination.
