The constitution gives him the powers to do anything necessary to maintain law and order in case of SOE. It doesn't have to be explicitly stated. Everything must not be written down, it's not ABC.

I served in Anambra during Willie Obiano tenure, my PPA was the ministry of youth and sports development, Awka. NOT A SINGLE CIVIL SERVANT THERE HAD ANY NEGATIVE REMARKS ON PETER OBI. In fact they attribute obiano's achievements to Obi prudence in handling and managing Anambra finance. He saved a lot of money for the state, cut down on frivolous expenses that doesn't benefit the state while embarking and completing many projects all around the state.
Obi doesn't need packaging and repackaging like Buhari, Tinubu and Atiku, Obi is out there for all to see and it's been 3 years since he declared his ambition to head the helms of the Nigeria government and not a single corruption cases have been brought against him, not one!
