From the data above you can easily notice that with proper accreditation, the core north Voting strength is just a myth. The region suffered the most difference in Total valid votes cast across the two elections. North Central does not necessarily follow the voting patterns from the Core north, an example can be seen in 2011 elections, where GEJ performance in the core north was poor, but performed better in NC.

It's stupidity to think the president declared state of emergency without the input of the NA.

He doesn't have to consult them first, but he is obligated by law to send the gazette to them afterwards. The assembly upon a resolution can either rectify by a 2/3 majority or reject such declaration.
It's all contained in section 305 of the constitution.

The Chief Judge's role in the impeachment process is not by choice, but constitutional. He or she is required by law to set up the panel to investigate the allegations once he has been notified by the House of Assembly.
There's a time frame for which he is expected to act, within 7 days. If the chief judge refuses to comply, a petition to the NJC follows and he will be investigated for violating the provisions of the constitution he swore to uphold.
