PoliticsFACT CHECK: How Correct Is Melaye’s Claim That APC Borrowed N11tr In Three Years by Aslawish(op): 1:07pm On Mar 13, 2018
Dino Melaye, the senator representing Kogi west, recently said the APC administration has incurred N11 trillion debt in three years as against N6 trillion borrowed by the PDP in 16 years.

“About $5.5bn was borrowed from euro bond; what part of it will the youths of this country benefit from? About $1bn is to be spent on security and how does this affect the youth of this country?” the senator said reacting to the rejection of the Peace Corps bill by the president.

“The Peoples Democratic Party, in 16 years, borrowed N6 trillion and this government in three years, has borrowed N11 trillion but there is no specific programme that will empower the youth.”

Using data from the Debt Management Office, which coordinates the management of the debts owed by all tiers of government, TheCable sought to verify the authenticity of these claims.

Claim 1: PDP borrowed N6 tr in 16 years

From the senator’s statement, it is difficult to ascertain if he was referring to state debts or federal government debts or both.

The PDP was in power between 1999 and May 2015 when Muhammadu Buhari, APC candidate, assumed office.

Using figures made available in the National Debt Management Framework, Nigeria’s external debt peaked at N4.77 trillion in 2004 — but these includes debts owed from the 1970s.

This was before the Obasanjo-led administration negotiated an $18 billion relief with Paris Club.

These figures coincide with this statement by Ngozi Okonjo-Iweala, coordinating minister for the economy and minister of finance, in 2013.

“In 2004, prior to the Paris Club debt relief, Nigeria’s overall debt stock was very high. External debt stood at US$35.9 billion while the stock of the domestic debt amounted to US$10.3 billion resulting in a total of about US$46.2 billion or 64.3% of GDP excluding contractor and pension arrears,” she wrote.

“In August 2006, when I left office, Nigeria’s foreign and domestic debts amounted to US$3.5 billion and US$13.8 billion respectively – a total of US$17.3 billion or 11.8% of GDP.

“By August 2011, when I resumed for the second time as finance minister, the domestic debt stock had grown substantially to US$42.23 billion, while the external debt was still a modest US$5.67 billion. This implied a total debt stock of US$47.9 billion.”

From these figures, external debt increased by $2.17 billion between 2006 and 2011.

“Following the debt write off, external debt fell to $3.5 billion, while domestic debt rose to $13.8 billion in 2005, giving a total public debt of $17.3 billion and a debt-to-GDP ratio of 11.8%,” a 2013 document, Understanding Monetary Policy Series, by the CBN reads.

“Nigeria’s public debt stood at $58,643.18 million as at September 2013.”

This means that between 2006 and 2013, Nigeria’s external debt stock had risen by $2.36 billion.

Using the 2007 exchange rate (N116.80/$) used by the DMO in the figure above, the external debt stock increased by N275 billion during that period.

This means that Nigeria’s external debt between 1999 and 2013 was N5.05 trillion.

From this above, it can easily be calculated that the federal government added a debt of N8.04 trillion between 1999 and 2015.

An addition of both external and foreign debt will result in N13.09 trillion.

Conclusion: Melaye’s claim that the PDP-led government borrowed N6 trillion in 16 years is not supported by data.

Claim 2: APC borrowed N11 trillion in three years

The last debt stock released by the DMO accounted for debts up to September 30, 2017.





According to these DMO tables above, both federal and state governments added N8.2 trillion between June 2015 and September 2017.

The federal government added N4.1 trillion in domestic debt and together with states added N2.6 trillion in external debt leading to a total debt stock of N6.7 trillion.

Conclusion: Melaye’s claim that the APC government has borrowed N11 trillion in three years is not supported by facts. Perhaps, the senator is adding the CBN overdraft of N4.7 trillion naira to the federal government in 2017, in which case the total would be N11.4 trillion. But overdrafts are usually temporary — like an advance — and normally offset from government revenue. The TSA balance more than offsets the overdrafts and no interests are charged.

Rivers State Governor Nyesom Ezenwo Wike has declared 32 suspected cult gang leaders spread across the State wanted and is offering N20 million reward for anyone who can provide useful information that will lead to their arrest of any of them.

The Governor had also announced that the State Anti-kidnapping Law will be amended to prescribe death sentence for criminals involved in cultism, robbery and kidnapping.

The Governor who stated this in broadcast on Monday on the killing of Johnson Igwedibia alias Don Wanny, stated that the Rivers State Government has zero tolerance for crime and criminality, hence it will continue to take measures to protect lives and property.

He said: “We reiterate our zero tolerance for all forms of criminality and reassure all residents of our determination to be tough with those who choose to violate our criminal laws and undermine peace and security in the State.

“To underscore the seriousness we attach to the fight against violent crime, we shall be amending the Anti kidnapping law to prescribe the maximum sentence for engaging in cultism, robbery and kidnapping”.

Governor Wike stated that the amnesty programme of the state government led to peaceful atmosphere in the state and was largely successful before it was compromised by the immediate past Governor of Rivers State, Chibuike Rotimi Amaechi who prevailed on the Federal Government and the security agencies to sabotage it.

He claimed that APC leaders in Rivers State worked against the Amnesty Programme.

He said: “Our decision to offer amnesty to all repentant cultists, militants and criminals was done in good faith and in the best interest of the State. Regrettably, while the programme was on course, some opposition leaders in our state, especially the former governor, unhappy with the successes recorded, dissuaded some armed militants and cultists from sincerely embracing the amnesty.

“Indeed, they also persuaded the Federal Government not to support the programme and other security measures we had recommended. This is the reason why we must thank the President for doing things differently and with the support of all, a different result has been achieved.

“Even now, instead of showing respect for the dead and genuine sympathies to the bereaved families of this dastardly act, the former Governor prefers to further exploit the unfortunate incident for political ends by making wild, unguarded and inciting statements against the State Government. However, we leave him to the judgment of God and posterity.”

Governor Wike said contrary to Amaechi’s false claims and posturing, the security challenge in Omoku predated the current administration. He said Rivers State was never peaceful when Amaechi held sway as Governor, noting that the same Don Wanny tragically killed 32 persons in Omoku on the 14th of December 2014 under Amaechi , who failed to bring Don Wanny to justice.

Governor Wike said: “For years the security situation in Omoku in particular, and Ogba/Egbema/Ndoni Local Government area in general, has been most challenging because of the criminal activities of Don Wanny and his gang.

”We therefore wholeheartedly thank President Muhammadu Buhari for rising to the occasion and not politicking with the issue of security. We also commend the security agencies, particularly, the Nigerian Army and the Department of State Security, for swiftly rising to the challenge in the most professional manner.

“There is no doubt that this heroic success has proven what is possible when our security agencies are willing to discharge their constitutional duties with unadulterated commitment and professionalism.”

The governor stated that the position of the state government on the amnesty offer was clear as those who genuinely embraced the offer are bound to fully, completely and perpetually renounce all forms of criminality to enjoy terms of the amnesty or face the full weight of the law when they deviated from the programme.

He said: “Consequently, based on reliable information by the security agencies, I hereby direct them to immediately arrest and prosecute the under-mentioned persons who have either reneged on the terms of the amnesty and or refused to embrace same by continuing with cultism, kidnapping, and armed robbery in the State.”

The governor listed 32 cultists from 12 local government areas to be arrested and prosecuted by the security agencies.

While reassuring the security agencies of the support of the Rivers State Government as they discharge their responsibility of maintaining law and order.

“The Rivers State Government will pay N20 million to any person who volunteers useful information that would lead to the arrest and prosecution of any of the afore-mentioned persons.

“Since 2015, we have been calling for tackling security issues devoid of political considerations in Rivers State in order to achieve maximum result. This level of commitment and professionalism as demonstrated in the Omoku case is exemplary. Therefore, we will continue to demand no less from our security agencies to keep our State safe and secure for residents, visitors and investors.

“As a government, we have invested heavily on the security of the State and will continue to do everything within our powers to guarantee the security and safety of lives and property throughout the State. As a fact, we will spare no cost in ensuring that nobody will have peace if the lives and property of our people make no meaning to them”, the governor said.

While recalling his visit to the families of the victims of the ugly Omoku Violence on January 1, 2018 where he pledged a N200million bounty for information on the perpetrators, Governor Wike said the death of Don Wanny and his murderous gang is a welcome development.

He said: “Although we would have wanted Mr. Don Wanny and his gang members to have been arrested alive and put to trial for their numerous crimes and atrocities against his own people, his death, nevertheless, is a huge relief to the entire State, and therefore, most welcome development.”

The Governor regretted that some cult leaders have either reneged on the terms of the amnesty and or refused to embrace same by continuing with cultism, kidnapping, and armed robbery in the State:

Consequently, he declared 32 alleged cult leaders in 12 local government areas who, he alleged had refused to embrace state amnesty programme or initially embraced it but are back to criminal activities.

One of the three kidnapped Catholic reverend sisters, Aloysius Veronica Ajayi, has been released after being abducted by gunmen from the Sisters of the Eucharistic Heart of Jesus convent in Iguoriakhi, in the Ovia South-West Local Government Area of Edo State on November 14, 2017. The Reverend sisters were kidnapped along with three aspirants for the convent as their abductors reportedly demanded N20m for their release.

According to reports, Sr. Veronica Ajayi was released yesterday and is currently in good condition.

The kidnapped sisters were identified as Aloysius Veronica Ajayi, Frances Udi and Roselyn Isiocha, while the other three females, identified only as Vivian, Mariam and Anna, were aspiring to join the convent before the incident occurred.

It was gathered that the kidnappers stormed the religious community at about 11pm and forcefully took their victims away.

The victims were said to have been taken away in a speedboat.

The governor of Rivers state, Nyesom Wike, has placed a N200 million bounty on the perpetrators of Monday, January 1, killing in Omuko, Rivers state. The governor urged anyone with useful information that will lead to the arrest of the killers to help the state government.

Speaking during a visit to the families of the deceased, Wike, who led the Rivers state security council on a fact finding mission in Omuko condemned the act in the area by some hoodlums.

Sympathising with families of the deceased and victims of the attack, the governor said anyone or group of people connected to the crime would have their house forfeited to the state government.

Former President Goodluck Jonathan on Monday asked the Federal High Court sitting in Abuja to set aside the subpoena ordering him to appear in court as a witness to testify in defence of a former National Publicity Secretary of the Peoples Democratic Party, Olisa Metuh.

In the alternative, the ex-President sought an order directing Metuh to deposit with the court for and on his behalf the sum of N1bn to cover travelling expenses for himself and his security personnel from his home town, Otuoke, in Bayelsa State, to Abuja.

The money, according to the former President is also to cover the time that he might spend appearing before the court as President of Nigeria between 2010 and 2015.


The Jonathan contended that his request was in line with the provisions of Section 241(2) of the Administration of Criminal Justice Act, 2015.

Following separate applications by Metuh, Justice Okon Abang had issued two separate subpoenas ordering Jonathan and the detained former National Security Adviser, Sambo Dasuki, to appear in court on Tuesday.
Justice Abang had while ordering Jonathan to appear in court directed the court bailiff to ensure the service of the suboena on him within five days.

Jonathan and Dasuki were summoned by the court upon applications by Metuh requesting that they be ordered to testify in his defence with respect to the sum of N400m which he was said to have received fraudulently from the Office of the NSA in 2014.

The Economic and Financial Crimes Commission is prosecuting Metuh and his company, Destra Investments Limited, for allegedly receiving N400m fraudulently from the NSA office and on charges involving cash transaction involving $2m.

Among the grounds of the motion filed on Monday by Chief Mike Ozekhome (SAN) on behalf of Jonathan was that the evidence sought to be obtained from the Jonathan would amount to an invasion of his privacy, and family life as provided for in Section 37 of the Constitution.
In addition, the ex-President contended that the evidence sought to be obtained from him was likely to expose him to a criminal charge, penalty or forfeiture.

He further argued that the subpoena was vague and obtained on frivolous ground.

Jonathan added that the subpoena was obtained in bad faith as it was meant to embarrass him.

He argued that Metuh was not his personal aide or an appointee and so could not have dealt with him (Jonathan) directly under any circumstance to warrant the invitation of the applicant to testify in the charge.

He also submitted that there was no nexus between him and Metuh and the charge for which Metuh is standing trial.

He said he knew nothing about the charges preferred against Metuh.

An affidavit filed in support of the motion read in part, “That he (Jonathan) as the then President of the Federal Republic (2010-2015), appointed ministers and different persons to carry out the day-to-day running of the government activities and such appointees are those who directly related with the President and not third parties, such as the 2nd respondent.
That it is such appointees that can explain daily government’s transactions which they directly supervised and not the President who was the overall boss.

“That the 2nd respondent, Olisa Metuh, was never at any time a personal aide or appointee of the applicant.

“That he (Jonathan) knows nothing about the seven charges for which the 1st defendant/ 2nd respondent is standing trial before this court and has absolutely nothing to testify about before this court.

“The he, as a former President of the Federal Republic of Nigeria, in the event that this honourable court refuses prayer one on the motion paper, shall require the sum of N1,000,000,000.00 (one billion naira) only, to cover travelling expenses for himself and his security personnel, from his home town Otuoke, in Bayelsa State, to Abuja, and also for logistics, and provision of tight security to cover any period of time that he might spend appearing before this court as President of Nigeria between 2010 and 2015.

“That Chief Mike Ozekhome, SAN, OFR, the lead counsel in this matter, informed me under the same circumstances stated in paragraph 4 above, and I verily believe him, that by virtue of the provisions of section 241(2) of the Administration of Criminal Justice Act, 2015, the applicant is not bound to attend to court except the 2nd respondent herein (Olisa Metuh), who applied for the issuance of subpoena ad testificandum on him, pays for his travelling expenses.”

Early this morning i rushed down to pick my colleague who came from Lagos to train some of our staff. I was to take him to the Airport.

On our way to the Airport, at Aluu Junction checking point the police man who was on duty directed me in for search which I obeyed. One Corp. FRIDAY OKAFOR was the one who was mandated to search my car. On searching he discovered that there was nothing in my car and immediately he demanded for my car particulars which I provided and he checked and also discovered that everything was OK.

He now demanded money from my colleague and insisted to delay us which I ask for what reason.

Then he asked me to follow him to their office in to see their boss, on getting there he narrated what happened and all was lie. Then it was my turn to narrate my own side to his boss and before I said a word He FRIDAY OKAFOR landed hot slap on my face as if he knew me from elsewhere.

After the slap the boss now collected the paper from him and gave it back to me and started begging me and also started quarrelling him.

Bothered by the dearth of potable drinking water faced by residents of Kedum, Kaani ward, in Ogoni community of Rivers State., the MMM-Nigeria’, a community of mutual financial aid and donations, Port Harcourt chapter, Sunday, commissioned a borehole in the community, saying it’s its own little way of ameliorating the plights of residents in Kedum area and other neighbouring communities.

Member of the MMM-Nigeria, Port-Harcourt chapter during the commissioning of the Bore-Hole project in Ogoni, Rivers State. A Guider in the ‘MMM Community’, Ndukwe Joseph Ndukwe, said the project was motivated by the desire of the group to affect the society positively especially now the country is faced with excruciating recession induced hunger and poverty.

That is what defines us as a community of people providing financial help to each other on the principle of gratuitous, benevolence and reciprocity,” Ndukwe stated. Present at the commissioning of the project were the MMM Nigeria, PH chapter number one man,Abiye Johnson (100k+ Guider); Nonso Onwuneme (100k+ Guider), other MMM Guiders participants, Kedum community leaders and members of the community who could not hide their joy. It will be recalled that in June this year, Vice President Yemi Osinbajo, launched the “Clean-Up of Ogoniland” at Bodo, Gokana Local Government Area of Rivers State. Ogoni-land. However, since flag-off, the project had experienced hiccups. But the MMM-Nigeria Port Harcourt, in less than a month constructed and handed-over the borehole to members of the Ogoni community. The community head, who could not hide his joy, stated that when some delegates from MMM visited him and informed him of the project they intend bringing to their community and that they needed a land space for the project to be done, he was thinking that it was normal political promises but to his greatest surprise after three days, the work started and did not last up to a month to be completed.
