Because I've never in my life seen a soldier forcefully trying to withdraw on another person's turn. They'll always take permission to do so, and I'm sure many haven't seen a soldier intimidate someone in an ATM queue before.

The fact that you haven't witnessed this specific form of intimidation doesn't mean it doesn't happen. An uncle of mine had the balls to POLITELY ask a soldier -(who overtook him at an ATM with every sense of entitlement) to join the queue. Uncle chop slap and was threatened with even more violence.
