REGULAR COMBATANT COURSE (RC)

This is a 5 year course, comprising 4 years of academic program and one year of military training culminating in the award of a BACHELOR DEGREE and a presidential commission to the rank of second lieutenant, or equivalent in the Navy and Air Force.Until 2011, this course used to be exclusively for males. The first set of females commenced training in September 2011.

Eligibility for Entry into the NDA Regular Course

To be eligible for ADMISSION into the regular course in the Nigerian Defence Academy, a candidate must meet the following requirements:

Minimum of 5 credit passes with English and Mathematics at the Senior Secondary CERTIFICATE Examination conducted by the West Africa Examination Council or National Examination Commission or General Certificate of Education Ordinary Level or Grade II TEACHERS CERTIFICATE obtained in not more than 2 sittings relevant to the Faculty of their choices.

At least one supporting relevant credit to the compulsory credits in Faculty of Arts and Social Sciences and Faculty of Science.However, only one supporting relevant credit is required in the Faculty of Engineering.

Be at least 17 years old and not more than 21 years old at the time of entry into the Academy. Nigerian Air Force candidates must be between 17 and 18 years old at entry.

Must not be less than 1.68 metres tall for male and 1.50 metres for female.

Must be MEDICALLY and physically fit and must be of good moral character.

Must be single male or female without legal obligation to support any child or other individuals.

Present a certificate of origin obtained from a Local Government. A certificate of State indigeneship from the Office of the State Governor is desirable.

In addition to the foregoing, candidates awaiting results are not qualified and only examination results of not more than 5 years before the date of APPLICATION are acceptable.

How to Join the Nigerian Army
Who is eligible to join the Nigerian Army?
To join the Nigerian Army, you must meet all the following requirements and conditions:

You must be of Nigerian origin by birth. What this means is that you must be born in Nigeria to Nigerian parents. If you’re from another country or you’re a Nigerian by naturalization (and not by birth), then you are not qualified to join the Nigerian Army.
You must be between 18-22 years of age at the time of application. If you are not yet up to 18 years old, you will have to wait a bit longer. However, if you are already older than 22, then you are no longer eligible to join the Nigerian Army.
You must be fit medically, physically, and psychologically. That is, you must not have any persistent health issues or suffer chronic conditions like asthma. Neither must you have any physical or mental disabilities.
You must not be less than 1.65 meters tall (men) and 1.56 meters tall (women). Yes, your height alone can truncate your dreams of joining the Nigerian Army. So, check your height now. If you are shorter than the values stated, then your dream dies here.
You must be free of any criminal conviction. That is, you must not have been convicted of any crime – major or minor – at any point in the past. If you have been charged with an offence before, then you cannot join the Nigerian Army.
You must attend the zonal screening exercises at the designated zonal centre for your state. Note that the zonal screening centre may not be in your own state, but in one of the neighbouring states. Only one zonal screening centre will be available for applicants from all states within a designated zone. So, get ready to travel if the screening centre isn’t in your own state.
You must duly complete all forms and submit them at the examination venue on the date fixed for the screening examination.
What are the required educational / academic qualifications?
To join the Nigerian Army as a non-tradesman or woman, all you need are at least 3 credits including English Language in not more than two sittings (in WASSCE/NECO/GCE).

The Military can only have photocopies of certificate you provided to them at the point of recruitment also he would have records with the Nigerian military but what is in question here is his certificate prior his military career, the certificate that earned him entrance into Nigerian military.


Now I am not sure what the lowest entry requirements is or was for the Nigerian military in 1962, assuming it is senior school certificate, then the military has no obligation to provide the photocopies he must have submitted prior entry.
It's is GMB's duty to contact the secondary he had attended in 1962 to ask for replacement, in a situation where the school doesn't exist anymore, the ministry of education should have it.
In the case where he provided an affidavit, such affidavit should detail the institution, the type of certificate and the year obtain.
With such the organization being presented with the affidavit could proceed to appropriate ministries for investigation.

Reminds me of when Orji uzo kalu came to my school in 1999, while addressing us he mentioned that he was a labor captain the crowd went awol, with students running to the prefects board room to search through the prefects board from 1929 till we found his own.
Lo and behold his name was there.

LAGOS—WORRIED by the dwindling economic fortunes of the country, the Federal and 31 state governments of the country have proposed what has been termed as ‘austere’ budgets to contend with the challenges.
According to Vanguard investigations, the 31 states and the Federal Government, barring supplementary appropriations, will spend N9.626 trillion in 2015 as against N12.188 trillion spent in 2014 (see table).
States that are yet to present their 2015 budget proposals are Ondo, Abia, Rivers, Yobe, Jigawa and the Federal Capital Territory, Abuja.
If the remaining states and FCT were to spend exactly what they spent last year, their total expenditure will be N10.6 trillion, still a far cry from the N12.188 trillion spent last year.
The prevailing free fall of crude oil price, refusal of US (Nigeria’s major oil importer) to patronise the country and discovery of oil by many countries and alternative energy sources are already hurting Nigeria’s finances. This accounts for why many states owe their workers two to six-month salary arrears.
Recently, the term ‘austerity measures’ crept back into Nigeria’s lexicon on account of the brewing hardship. The last time austerity measures dominated the air waves was in the early 80s when Nigeria’s Naira lost value in quantum leaps against the US Dollar and other leading world currencies.

To worsen the matter, most of the governments at all levels apart from spending less than what they spent last year, have also allocated lower sums to capital expenditure. Collectively, only N3.342 trillion (47.63 per cent) is allocated to capital expenditure (provision of infrastructure and amenities among others), while N5.041 trillion or 52.37 per cent is to be spent on recurrent expenditure (salaries, emoluments of public servants and political office holders, running costs, among others).
The worst culprit is the Federal Government, which allocated N634 billion (14.55 per cent) of its N4.358 trillion proposed budget to capital expenditure. The central government spent N4.962 trillion last year.

Among the states, Imo is worse off. Governor Rochas Okorocha proposed N141.22 billion and allocated N119.70 billion (84.43 per cent) to recurrent expenditure. Capital projects got a miserly N21.5 billion (15.57 per cent).
While presenting the budgets, the governors cited dwindling collectible revenue from the Federation Account as the main reason for scaling down the budgets. They promised to improve on their Internally Generated Revenue (IGR) to augment the budgets. And they hope to boost their IGR through taxation among other sources, which will boil down to the citizenry and businesses paying more.
Those to spend more
States that proposed to spend more in 2015, though marginally, are Ogun, Taraba, Kwara, Anambra, Katsina, Kaduna, Enugu, Adamawa, Kebbi and Imo.

Among the states only Lagos State has proposed to spend N489.69 billion, the exact sum it spent last year.
While presenting his N141.778 billion 2015 budget proposal tagged ‘Budget of Repositioning’ in Oyo State, Governor Abiola Ajimobi, who is seeking re-election, pledged that no new taxes would be imposed on the people, notwithstanding the poor financial situation of the state occasioned by sharp drop in oil revenue. The state spent about N190 billion last year.
He said rather than impose new taxes on the people of the state a strategy had been put in place to enhance the level of cost effectiveness of revenue collection, especially with respect to existing fees and levies.
However, the governor said priority would be given to expanding the state’s taxable base through accelerated gainful employment generation by private investors in the state. Of the N141.8 billion budget the sum of N86.72 billion (61.17 per cent) is allocated to recurrent expenditure while N55.05 billion (38.83 per cent) will be for capital expenditure.
In Ekiti state’s N80.78 billion “budget of reality”, which represents 77.7 per cent of the 2014 budget of N103.8billion, Governor Ayodele Fayose said N48,717 billion was allocated to recurrent expenditure while capital expenditure would gulp N31. 956 billion.
According to him, the size of the budget was informed by his government’s desire to live within its means and go with an achievable estimate rather than “decorate the budget with unrealistic figures.” The governor, who called for “expeditious passage of the bill,” explained that the budget would be funded by revenue from the federation allocation, internally generated revenue and other sources. He also explained that his government would access N5billion internal loan contrary to his earlier stance that he would not borrow to run his government.

Capital expenditure: FG allocates 14.6%
Presenting the budget to the National Assembly on behalf of President Goodluck Jonathan, the Finance and Co-ordinating Minister of the Economy, Dr Ngozi Okonjo-Iweala, said the budget has an aggregate revenue target of N3.602 trillion made up of oil revenue (N1.918 trillion) and non-oil revenues (N1.684 trillion).
This expenditure figure is made up of N412 billion for Statutory Transfers, N943 billion for Debt Service, N2,616 billion for Recurrent (Non-Debt) and N634 billion for Capital Expenditure (inclusive of SURE-P). In other words, only N634 billion will be spent on infrastructure and provision of direly needed amenities.

To fund the budget, Okonjo-Iweala said IGR “actual receipts have continued to grow from about N182 billion in 2011 to N274 billion in 2013 and then, N328 billion as at October 2014” and decried leakages and non-remittance of funds to the treasury by some agencies.
She said President Jonathan has “subsequently issued an unequivocal directive to all revenue agencies to ensure remittance of their obligations to treasury and all relevant government bodies are now working with banks to ensure strict compliance, and so we have projected IGR receipts of N450 billion for 2015”.
She continued: “In 2015, the federal government will be ramping up the Federal Inland Revenue Service (FIRS)/McKinsey initiative to contribute an extra N160 billion in tax receipts and an aggregate of about N460 billion over and above the 2014 levels in the 2015-2017 period.”
On taxation, the minister hinted of a possible but gradual increase in Value Added Tax (VAT) as a long term measure. In the medium term, she said focus will be on tax policy to see where opportunities lie to streamline and rationalize certain taxes and levies while looking to boost others.

An Abuja based fraudulent land dealer who has swindled many people millions of naira, has been arrested by the Federal Capital Territory Police Command. Dangote, Others Generate 15,000MW Of Electricity From Private Plants


VENTURES AFRICA – BUA Group, Honeywell and Dangote Group in conjunction with similar manufacturing plants across Nigeria are generating more than 15,000 megawatts of electricity used by the companies off the national grid, Dr. Lazarus Angbazo, President and CEO of General Electric (GE) Nigeria disclosed at the weekend.

According to him, the captive power of 15,000mw is sufficient for the private companies to operate.

“When I say they are captive, I am talking about consumer industrial groups that are self-generating, like the Dangote Cement, Bua Cement, Lafarge Cement and others,” explained Angbazo.

He said due to inefficient power supply, these groups are constructing private power plants to ensure their operations are not affected by epileptic supply of electricity in the country.

“We are in partnership with Dangote, for example, on Obajana, Ibese, Shagamu and Gboko and we are the one providing the power,” local news platform, local daily ThisDay quoted him as saying.

Honeywell also gets power from GE, as well as other companies producing food and making use of GE engines.

Angbazo said further that the groups have been able to continuously produce the quantity of electricity required for their operations due to their financial muscle, citing Dangote, which is Africa’s largest producer of cement as an example.

According to him, the companies are taking the same step in the generation of captive power to ensure smooth operations.

93% Northern girls lack secondary education – Sanusi

The Governor of the Central Bank of Nigeria, Mr. Lamido Sanusi, on Thursday, decried the low literacy level in the North saying that 93 per cent of female children in the region lacked secondary education.

The apex bank boss, who said this at this year’s Isaac Moghalu Foundation Leadership Lecture and Symposium held in Abuja, said the situation, if left unchecked, was detrimental to the economy.

The governor sited Jigawa State, where school completion rate among female is as low as seven per cent as an example.

Net enrolment of girls in schools in the country, according to him, is 22 per cent.

He said, “In the North-West, 70 per cent of women between 20 and 29 are unable to read, compared to 9.7 per cent in the South West.

“Only three per cent of females complete secondary education in the Northern zone. Now how do you build the country when 93 per cent of the girls in the most populous region of the country do not complete secondary schools?

“We are only treating the symptoms and not the ailment. We are spending so much on security compared to education and healthcare services. We cannot succeed in security without fixing the original problems

“If the women are sent to school and they have access to proper healthcare services, there may not be need to spend so much on security.”

He described illiteracy among women in the region as frightening, adding that senior female officials in the country had not done enough to assist the women folk.

Sanusi said, “The problem we have is that women are their own enemies. If you are a female minister or hold an important public position and after four years you cannot say what you did for women, shame on you.

“Many of these women secure these positions on the platform of gender, ethnicity among others and when they get there, they forget the ladder on which they went there.

“They become the queen bee and do not want to share the limelight with other women.”

He charged women to hold their counterparts, in leadership positions to account, adding that such move would help to reduce neglect.

Also speaking at the event, the Executive Director of IMoF, Mrs. Maryanne Moghalu, said the foundation would continue to focus on key areas to assist the society.

The areas, she said, include human capital development through education for under privileged children, strategic learning infrastructure support for educational institutions, vocational skills training, and public policy advocacy.

Moghalu added that the foundation would also examine the success of the country in developing women to leadership positions.

She expressed the need for women to be well trained and prepared for leadership roles in the public, private and non-profit sectors.

Moghalu stressed that the absence of women in leadership position had been identified by many countries including Nigeria as a major challenge in the process of economic and social development.

The foundation was founded in 2005 in memory of Mr. Isaac Moghalu, one of Nigeria’s pioneer diplomats and a former permanent secretary.
