warripekin: From what I know, the two contending candidates now are senator Ifeanyi okowa and tony obu. Ifeanyi okowa has always been the preferred candidate since he is part of the ibori political family but obu is an emergent dark horse. UPU as a social cultural group is trying to negotiate for position. In may or also they have had meetings with some of the candidates from delta north. I am aware that Ifeanyi okowa, ndudi elumelu and some others have had meetings with them. Again if, u look at it carefully, how many candidates are there from delta Central campaigning for gubernatorial election apart from ogboru in labour party. Come to warri , ask any PDP steward he tell u that it's delta north turn. Besides ibori has already endorsed his candidate and he is Ifeanyi okowa. The Ibori machine is too weak to deliver for Okowa, they lost out big time in ward congress, last week. Also, the GOV is up against Senator manager for his seat, never underestimate the fallout of that show down. Utuama has the support of political leadership of the central zone. The only zone with many hats in this race is the northern zone. It will come down to divide and conquer. The Northern zone should settle for one candidate and present him alone. Obuh is not a dark horse, but the front runner for most deltans. |

This is an open primary election, unfortunately the Northern senatorial zone has not done a good job with the number of candidates in this race. The Southern zone has Orubebe as the only major player and the central zone has the current deputy Gov in this race. I will advise the northern zone to work out an arrangement within themselves. You have too many candidates in this race.If this is not done, you will lose an open primary in delta state. It has always been a coalition game. |

Have we all forgotten that as commissioner (minister) of petroleum, 2.8 million dollars (billions in today’s currency) went missing under his watch. Till date they say he was not the thief. Others stole it. Okay oh! At this juncture, I think it is imperative that we discuss his chairmanship of PTF:
Gen. Buhari was Executive Chairman of the Petroleum (Special) Trust Fund from its inception in 1994, to its disbandment by the Obasanjo administration in 1999. According to the report of the Interim Management Committee, which was set up in that year to investigate the affairs of the Fund, the total income accruing to the Fund from mid-1994 to July 1999 was in excess of[b] N181 billion[/b]. There were six major areas in which the PTF intervened directly during the period. They were: roads and waterways; supply of educational materials and rehabilitation of educational infrastructure; food supply; health; water supply; and what was curiously termed other projects.
The management structure of the Fund was so capricious, from start, as in retrospect to suggest that the executive chairman was far more impressed by his position as an alternate Head of State, an Interventionist Czar who was answerable to no one, not even the Head of State himself, than anything else. First, he unilaterally appointed a single consultant, Afri-Projects Consortium, as the sole adviser to the Fund. Then he delegated virtually all his powers to this agency. Afri-Projects Consortium was given the exclusive power to initiate projects, assess their probable cost, approve the costs, execute the projects, and assess the quality of execution, all alone. The Consortium's decisions could not be questioned by anyone outside the Fund. Even the statutory members of the Fund's Board of Trustees found themselves helplessly watching as huge sums of money were paid out for questionable projects. And not surprisingly, the three professional management firms recruited by the Interim Management Committee to audit the performance of Afri-Projects Consortium came up with the unanimous conclusion that APC had over-charged the Fund for its services to the tune of over N2 billion.
APC directly managed the HIV/AIDS Intervention Programme of the Fund. Its managerial incompetence was found to be staggering. It knowingly imported sub-standard, poorly packaged, poorly stored, expired, or soon to expire treatment kits and drugs. And in the end, the auditing firms that investigated APC's performance concluded that it had cost the government N579 million by stocking huge silos of useless drugs and kits, purchased at inflated prices.
PTF's intervention in other areas of the health sector was equally atrocious. For instance, under the supervision of the omnipotent APC, PTF purchased large quantities of spectacle frames which were at the time costing only N800 a piece locally, for N1,900 a piece. This cost the public treasury over N45 million in inflated charges.
Ambulances whose going price at the time was N3 million each were found to have been purchased for N13 million each, leading to a loss to the treasury of N900 million.
PTF, through APC, purchased general drugs at the cost of N3 billion. The Interim Management Committee's consultants concluded that the Fund had been cheated by as much as N1.5 billion through inflated charges, and because most of the drugs had already expired before they could be safely used.
The Interim Committee's consultants also discovered that PTF had decided, without approval from the government, to build a residential estate in Wuse, Abuja, a project which was clearly outside the scope of its intervention mandate. The project purportedly cost PTF N703 million. But the consultants concluded that a realistic valuation of the project could not exceed N328 million. The project cost was inflated by more than 100 per cent, at N375 million.
In virtually every other area of PTF activity, three separate consultants engaged by the Interim Committee, and working independently, concluded that there had been massive fraud or criminal mismanagement of funds belonging to Buhari's empire. The Headquarters Extension and Renovation Project of the PTF cost the Fund N461 million. The consultants determined that it should not have cost more than N326 million. The Fund had been defrauded by N135 million.
The PTF had three main bank accounts. The independent consultants concluded that the Fund had been short-changed by as much as N3.6 billion by way of short payment of interest accruals from deposits, or excessive charges on Cost of Turnover by preferred banks.
The Rural Water Supply Scheme was another funnel from which huge sums of money were siphoned away. The independent consultants determined that as much as N1 billion was recoverable from inflated costs and mobilisations for work that was never done. They discovered, also, that the Fund had lost as much as N900 million in the Educational Materials Supply Scheme, through inflated charges and non-performance of contracts duly paid for.
The Rural Telecommunications Development Scheme was another such scheme from which money was cynically carted away by favoured clients. The scheme was designed in two parts: a Pilot Phase, and the Main Phase. The Pilot programme was intended to determine the viability of the project. But this did not deter PFF, under Gen. Buhari, to award contracts for the main programme to the tune of N1.6 billion, without any contracts signed, and before any conclusions could be drawn from the Pilot project.
It is a horrendous story of criminal negligence, cynical fraud, and unprecedented disregard for all civilised standards of prudence and transparency in the disbursement of public funds. In the end, the independent consultants concluded that of the N181 billion that accrued to PTF in the four and a half years of its existence between July 1994 and July 1999, as much as N25 billion was either stolen or improperly expended.
The great man's defence
Sources from within the PTF Interim Management Committee assert that when Gen. Buhari was invited to comment on the findings of the committee's consultants regarding the conduct of the empire over which he presided, he coyly retorted that he was not aware that such massive fraud went on his watch, but that in any event, he could not have benefited personally from the hideous purloining of the treasury.
That may be true, but it does not detract from the fact that he delegated to this outfit the sole and exclusive power to initiate projects, assess those submitted by other companies, approve variations on contract sums, and determine the quality of work done. He also, by his own admission, according to our sources, approved in writing all recommended payments from the Fund. But he did not know, he claimed, that those to whom he had delegated virtually all his powers were stealing the country blind. And no one has a right to call him to account, since to do so would be to question his famous reputation. So much for a clean slate, no nonsense leader. I just wanted to make a quick correction. It was not $2.8M but N2.8B which was more than $3 Billon back then. Also in 1999 N181b was almost $9 Billion. So, the man was dealing with some serious cash. |

Manufacturing, trade contribute 27 per cent to GDP
Olusegun Aganga, the Minister of Industry, Trade and Investment, on Friday, said that manufacturing and trade contribute at least 27 per cent to the nation’s Gross Domestic Product (GDP).
Aganga stated this at the 4th Annual Seminar for Industry, Trade and Investment Correspondents and Editors in Abuja.
According to him, Micro, Small and Medium-Scale Enterprises account for 46 per cent of the GDP and industry accounts for 25.9 per cent of Nigeria’s GDP.
“This actually tells you how the Ministry of Industry, Trade and Investment contributes significantly to the Nigerian economy.
“In 2011 when we took over, there was no comprehensive and coordinated industrial policy for the country. There was no strategy to diversify our economy and revenue base.’’
The minister said that the contributions of the manufacturing sector to the GDP was very low; capacity utilisation was also low, while massive jobs lose were prevalent.
He added that there was no emphasis on value addition, noting that “for decades, our country specialised in exporting raw materials. We had weak industrial structures and depended on importation of most of our products.
“That was the situation in 2011 before President Jonathan’s administration came on board.
“In order to reverse the ugly trend, President Goodluck Jonathan in February 2013, launched the Nigeria Industrial Revolution Plan (NIRP) as a major game-changer.
“This was based on the principle that no nation had successfully moved from being a poor to rich nation without a robust industrial and services sector.’’
Aganga said the country had no comprehensive automotive policy in 2011 “but today, over 22 companies have signed technical commitments to manufacture or assemble cars in Nigeria and by early next year, some of them will be in the country.’’
The minister said that the number of investments that went into the automotive industry in the last 10 years was 62 million dollars “but in less than one year, we attracted about 150 million dollars and over 300 million dollars coming up 2015.’’
He added that the country had no automotive test laboratories in 2011, “but today, we have three of such laboratories, with about four universities offering automotive engineering courses.’’
He said the manufacturing capacity utilisation for the automotive sector had also gone up by 40 per cent.
“In the sugar industry, the number of jobs in 2011 before President Goodluck Jonathan’s administration was 3,860 but today, we have about 180,000 jobs.
“Investment in sugarcane was 100 million dollars before President Jonathan came on board but today, it has hit N3.2 billion.’’

Olusegun Aganga, Minister of Industry, Trade and Investment, on Friday said the Federal Government has attracted new private sector investment worth $7 billion into the cement sector in the last three years.
Aganga stated this at the 4th Annual Seminar for Industry, Trade and Investment Correspondents and Editors in Abuja.
According to him in 2011, the installed capacity in the cement sector is 16.5 million metric tons per annum.
“Today it is 39.5 million metric tons. When we came in, there were about $9 billion investment in the cement sector, but today it is more than $15 billion.
“In 2011, the direct and indirect jobs from the cement sector was less than 600,000 today the sector provides about 2.2 million direct and indirect jobs,’’ he said.
He said the federal government spent at least $5.2 million in the importation of cement, but since 2013 the present administration has not issued any import license.
“Our main focus for the cement sector, going forward, is to improve the standard of cement and to bring the price down. Cement manufacturers must do it because we do not do price regulation.
“There was announcement a few days ago that one of the cement manufacturers is bringing down the price of its 32.5 by 40 per cent from N1,700 per bag to N1,000.
“The 42.5 is coming down from around N1,800 to about N1,150 per bag,’’ said the minister.
He said there have been complaints about what was happening in the sector, urging Nigerians not to worry because the government was aware of its policies.
The minister said that a new anti competition policy that would provide a level playing field for all investors in the Nigerian economy would soon be rolled out by the federal government.
“We have a competition policy, we have anti-trust law that we are looking at and we have competition Bill that is going to the National Assembly.
“We will make sure that industrialists and investors across the country continue to have the confidence that everyone will play on a level playing ground,’’ he added.
Aganga noted that President Goodluck Jonathan had initiated and implemented far-reaching industrial policies which have helped to diversify the nation’s economic and revenue base.
“The policies are also to attract fresh foreign direct investment, create employment and increase the capacity utilisation of key manufacturing sectors of the economy.
“When the name of the Ministry was changed from Commerce and Industry to Industry, Trade and Investment the emphasis was for us to focus on industrialisation, trade and attracting investment across all sectors,’’ he said.

Eziachi: George Bush will be lynched on the street of America, not asked to resign if Alqeada had taken a metres of U.S territory, never mind 16 local government areas, never mind renaming U.S cities with some Arab names, never mind hoisting some strange flags and never mind sharing sovereignty with Shekau. If some of you takes the toga of Nigeria poisonous ethic politics off your eyes for even a second, you will realise how indefensible Jonathan presidency has been on just insecurity alone. Don't even go to corruption. If you understand that word, then you should understand why Alqeada will never survive 24hrs in America. Shekau is welcomed in some parts of this country. They even see him as a hero. Never compare Nigeria and America, when it comes to terrorism. What we have is a local in house war, between Nigeria and Nigerians. |

But the FG and those who defend it have refused to make the info available to all Nigerians in a clear and unambiguous format. Is this for sinister reasons? Is it because most Nigerian roads that are in a poor or bad state are federal roads? Is that the reason?  I can boldly tell you the federal roads in my state, benin-warri, warri-asaba, npa expressway, east-west road. Are the best roads in my area of the state. We don't have that many federal roads, most of our village and small town roads are state and local wahala. NNDC helping many local governments improve their roads, does not make them federal. This is my personal experience. |
