President Goodluck Jonathan has re-appointed the Director General of the Nigerian Maritime Safety and Administration Agency, Mr. Ziakede Akpobolokemi, for another four-year term.

A statement by the Deputy Director and Head of Public Relations, Mr. Isichei Osamgbi, said the re-appointment, was conveyed in a letter dated October 13, 2014 and signed by the Secretary to the Government of the Federation, Senator Anyim Pius Anyim. The re-appointment is expected to become effective from December 23, 2014.

It read, “Akpobolokemi’s re-appointment has been widely acclaimed as a recognition of his outstanding performance as the DG/CEO of NIMASA in the past four years.

“In his first term, he has repositioned the maritime sector and made it an important pillar in the nation’s economy. This has resulted in a new wave of improved maritime safety and security, creating an enabling environment for maritime business as a great contributor to the nation’s economy to thrive, a remarkable development that has been widely acknowledged by the International Maritime Organisation.

“Under his leadership, NIMASA achieved full maritime domain awareness through enhanced surveillance of the maritime environment with the introduction of a satellite surveillance system which covers the entire Gulf of Guinea and beyond.”

The statement said the agency had procured various platforms and electronic surveillance equipment through a Public Private Partnership arrangement for a round-the-clock monitoring of the Nigerian maritime domain.

As the nodal agency for the implementation of the International Ship and Port Facility Security code, NIMASA is also said to have successfully ensured adequate compliance towards safe and secure port facilities in the country.

The Speaker of the House of Representatives, Aminu Waziri Tambuwal and his new party All Progressive Congress (APC) have filed a suit against the Federal Government and six others over attempt to declare his seat vacant and withdrawal of his security aides.



The suit was filed at the Federal High Court in Abuja on Friday.

Tambuwal in the suit filed at the registry of the court through his counsel, Jubrin Okutepa asked the court to declare that the attempt to declare his seat vacant as a member and Honorable speaker is unlawful and unconstitutional.

Cited as defendants in the suit are Peoples Democratic Party, its National Chairman, Adamu Mu’azu, Deputy Speaker of the House of Representatives, Inspector General of Police, Independent National Electoral Commission (INEC) and the Attorney General of the Federation AGF as first to seventh.

He asked the court to declare “that he remains a member and the speaker of the House of Representatives until the expiration of his current term of office on June 5, 2015″.

Tambuwal asked the court to declare that withdrawal of his security details when he has not been removed from office as speaker and member of the House was illegal and unconstitutional.

He, however, prayed for an order of perpetual injunction restraining the defendants from taking any steps to interfere or infringe on his rights and privileges as the speaker of the House of Representatives and as a member of the House before the expiration of his term.

He asked the court to give an order of perpetual injunction, restraining INEC from accepting any nomination of candidates or organising a bye-election for the purpose of replacing him.

Tambuwal asked for an order of mandatory injunction compelling the IGP and the AGF to restore his security details and all other rights, benefits and privileges appurtenant to members of/and the office of the Honorable Speaker.

In a separate suit filed by one Dr. Tunji Abayomi on behalf of Tambuwal, Abayomi prays for a temporary order of court directing the return of the security aides of the speaker pending the determination of the suit.

Abayomi prayed the court for an order restraining the defendants from interfering with the rights and privileges whatsoever attached to the office of the speaker, pending the determination of the suit.

FIFTEEN Generals have been retired from the Nigerian Army School of Electrical and Mechanical Engineering (NASEME) Auchi, Edo state.

Ten out of the 15 are Brigadier Generals while five are Major Generals. The Major Generals are Edem Ekwo, Thompson Oliomoghe, Richard duegbunam, Friday Airende and Abass Adekanye, while the Brigadier Generals includes Idi Adamu, Patrick Oviaghase, Samuel Ayo, Peter Aremu, Jacob Amao, Joshua Ibilaye, Ibrahim Alawode, Samuel Adesogan, Chukwuka Ani and Abel Okpeki.

Speaking at a pulling out parade held in honour of the retiring Generals in Auchi yesterday, the Corps Commander of NASEME, Major General S Labaran said that the retired officers served the country meritoriously.

“They have served the nation meritoriously and they deserve our respect. The Nigerian Army will always fulfil its commitment in the defence of our fatherland. Your services are well appreciated and I want to wish you well in your various future endeavours” he stated.
One of the retired Generals, Thompson Oliomoghe who spoke on behalf of others thanked the Nigerian Army for the opportunity to serve the nation.

A steady shift from the development of residential to hotel apartments in Dubai, riding on the back of the huge tourist and business traffic, is likewise seeing a significant paradigm shift in the investment portfolio of Nigerian property investors who today account for 60 percent of hotel apartment purchases in the burgeoning Dubai hospitality market.

During the property market boom which suffered a crash in the world economic recession of late 2008 to 2010, Nigerian investors accounted for well over 40 percent of Dubai’s residential market, such that a significant number of houses on Palm Jumaireh—one of Dubai’s exclusive locations—belong to Nigerian home buyers.

Investing in hotel apartments in Dubai is fast becoming a new investment lifestyle, particularly for Nigerians and Arabs, and this, according to close watchers of the market, is driven by the United Arab Emirate’s (UAE’s) duty free environment and increasing demand for hotel rooms and apartments in the city touted as the cynosure of the Arab world.

Abdulraham Kadiri, the CEO of Ark Gold Properties, a Dubai-based property vendor, had explained to BusinessDay that the attraction to this market also arises from the country’s land policy, which allows non-citizens to own properties without much encumbrances from native laws.

Kadiri added that the market was mature and offering levels of return on investment hard to ome by in other markets. “Again, property transfer processes here are done in less than 72 hours”, he stressed.

“Dubai, like Nigeria, is a trading economy, but unlike our dear country, it is the biggest tourism market in the world, with its tallest building in the world, the only 7-Star hotel in the world, among many other monuments”, Johnson Chukwuma, a real estate consultant, explained to BusinessDay.

Chukwuma added that this accounts for the huge influx of tourists and businessmen to the country and the corresponding huge demand for hotel rooms, which is growing steadily.

The Dubai Department of Tourism and Commerce Marketing (DTCM) data obtained by BusinessDay shows that in 2013, 11.01 million guests lodged in hotel establishments, compared to the guest number of 9.96 million in 2012.

The data estimates that with the rising guest figures, by 2020, when Dubai will host the World Expo , it will indeed achieve its target of attracting up to 20 million hotel guests.

Riding on this growing demand and the expected guest explosion that would go along with the World Expo in 2020, Dubai property developers, notably, First Group, the British property development company based in Dubai, are undertaking hotel apartment projects.

An official of the company who did not want to be named, told BusinessDay that investor-contributions towards owning a one-bedroom apartment, range from $350,000 to $600,000 spread over a two-year period, advising that forward-looking investors should tap into the growing opportunities.

Investment in the Dubai property market by Nigerians is not an isolated case, as a recent report by the Daily Mail Online—an online property portal anchored by Olufemi Babalola—reveals that Nigerians dominate the list of Wealthy Africans spending almost four million pounds on London property every week.

According to the report, these super-rich Africans look to buy luxury property in the ‘platinum triangle’ made up of Mayfair, Belgravia and Knightsbridge, quoting Gary Hersham, the managing director of Beauchamp Estates—a London-based real estate firm—as saying that he had had three super-rich Nigerians enquiring about homes in just one week.

“While war, disease and terrorism in West Africa grab media headlines, actually, for super-rich Africans, its domestic wealth, cultural ties to London, general safety and education for their children are the key attractions for buying homes in central London”, the report submitted.

The report estimates that 80 per cent of these super-rich spend between £15 million to £25 million on a residential property, with 10 per cent of them spending more than £30 million, pointing out that “if they are not buying, they are renting luxury homes for up to £15,000-per-week and staying for between six weeks and three months per year”.

“London’s reputation for having a residential property market, which is secure and a stable investment, is one of the main reasons wealthy Africans are buying”, Hersham notes, adding that historic cultural and community ties are other reasons.

WARRI— THE Chairman of Peoples Democratic Party, PDP, Warri South-West Local Government Area, Delta State, Chief Boro Opudu, yesterday, said the replace-ment of the party’s candidate, Mr. Weyimi Omadeli, with Mr. George Ekpemupolo in last Saturday’s local government election in the state, was to avoid a looming ethnic crisis in Warri.
Chief Opudu, who spoke to Vanguard in Warri, said: “I am the chairman of the party in Warri South-West. The insults being thrown at Governor Emmanuel Uduaghan is uncalled for and grossly unnecessary.
“The fact and events that led to the replacement of Omadeli with Ekemupolo was done in the best interest, not only of the party, but the entire local government.
“This is to avoid ethnic crisis that was imminent as a result of some political imbalances that were not taken into cognizance at the time of the primaries conducted by our great party.
“However, if there is any grievance resulting from this decision of our great party, the Itsekiri and Ijaw leaders will meet again to take a decision as it concerns that earlier decision. We will not allow external body or bodies to truncate the existing peace in the local government area.
“The Ijaw and Itsekiri must continue to live in peace. It is on this note that I appeal for calm and urge everyone to stand by the decision of the party.
“As a party, we do have issues, especially in this period of elections. But all such issues were resolved in the best interest of the party and the local government area. It is on this note that I must say that any claim by any person or group of persons as to conflict in the party is non- existent.
“We shall not allow any external influence from any-where to cause a breach of the peace in the local government area, be it legal or political.
“It must also be noted that the governor of the state is the leader of PDP in the state and the three Warri Local Government areas and he had taken certain decisions as it affects Warri South-West Local Government.
“We believe that the decision is in the best interest of the local government.”
