West African Examinations Council

The West African Examinations Council (WAEC) is an examination board that conducts the West African Senior School Certificate Examination, a University entry examination in West African countries. Established in 1952, the council has contributed to education in Anglophonic countries of West Africa (Ghana, Nigeria, Sierra Leone, Liberia, and the Gambia), with the number of examinations they have coordinated, and certificates they have issued. They also formed an endowment fund, to contribute to the education in West Africa, through lectures, and aid to those who cannot afford education.

Dr. Adeyegbe, HNO of WAEC Nigeria (2004) said "the council has developed a team of well-trained and highly motivated staff, and has administered Examinations that are valid and relevant to the educational aspirations of member countries".[1] In a year, over three million candidates registered for the exams coordinated by WAEC.[2] The council also helps other examination bodies (both local and international) in coordinating Examinations.

[b]The University of Cambridge Local Examinations Syndicate, University of London School Examinations Matriculation Council and West African Departments of Education met in 1948, concerning education in West Africa.[3] The meeting was called to discuss the future policy of education in West Africa. At the meeting, they appointed Dr. George Barker Jeffery (Director of the University Of London Institute Of Education) to visit some West African countries, so as to see the general education level and requirements in West Africa. At the end of Jeffery's three month visit (December 1949- March 1950) to Ghana, the Gambia, Sierra Leone, and Nigeria, he tendered a report (since known as Jeffery report) strongly supporting the need for a West African Examination Council, and making detailed recommendations on the composition and duties of the Council.[3] Following this report, the groups met with the governments of these countries, and they agreed on establishing a West African Examination council, fully adopting Jeffery's recommendations.

The Establishment of the Council[edit]
The legislative assemblies of Nigeria, Ghana, Sierra Leone, and the Gambia passed an ordinance (West African Examinations Council Ordinance NO. 40) approving the West African Examination Council in Dec 1951.[4] The Ordinance agreed to the coordination of exams, and issuing of certificates to students in individual countries by the West African Examination Council. Liberia later issued their ordinance in 1974, at the annual meeting held in Lagos, Nigeria.[4] After the success of forming an examination council, the council called a first meeting in Accra, Ghana on March 1953. In the meeting, the registrar briefed everybody about the progress of the council. In that same meeting, five committees were formed to assist the council. These committees are: Administrative and Finance Committee, School Examinations Committee, Public Service Examinations Committee, The Professional, Technical and Commercial Examinations Committee, and the Local Committee.[3] The total number of people present for this meeting was 26.[3]

The tactful extension of the date for this coming election was crucial to avert an elaborate and dubious plans of Buhari, APC and Jega collaboration to disenfranchise the electorates by rigging. After the council of state meeting which ended without members reaching an agreement on the possible extension of the election date, INEC was asked to seek advice and consult with stake holders, especially the military who will be tasked with providing security on the election date. The result of these consultations was obvious because, the stake holders made it clear that they were not ready for the election yet. They said, should INEC decides to go ahead with the election without waiting for a conducive time then, the consequences will be on their head alone. Hence the postponement of the election date of which APC is not happy because of how it will disrupt their evil plans to massively rig the election.
Meanwhile, Jega and Buhari have carefully developed and commenced their rigging plans even before the election happened. They have developed more than 7 core strategies to use to ensure that the outcome of this election goes their way. Here are some of their plans.


1) Buhari and Jega in collaboration with some INEC officials and APC members of Hausa/Fulani Muslims origin in the north have successfully registered THOUSANDS of their people from the neighbouring countries. There are over 100,000 registered voters who are not Nigerian citizens, these people were registered in their native countries of NIGER, CHAD and CAMEROON. It is a fact that Jega and Buhari are well aware and approved of many illegal registration centres situated outside the territories of Nigeria. Their sole intention is to use this FAKE registered voters to increase Buhari’s votes and chances of winning. This strategy has been used many times in the past by the same group in both census and elections in that regions. Buhari and Jega are guilty of these crimes and they are fully aware that what they are doing is against Nigerian and International law. In fact, the most annoying part of the whole issue is that they ensured that these non-Nigerians received their PVC even before Nigerian citizens started collecting theirs.


2) Buhari and Jega also worked together to ensure that more illegal voters were registered in the Northern Muslim populated areas of Nigeria. Children as young as 4 years old have been seen parading their PVC in those areas. From the report gathered by witnesses, all the Alimagirins and every child of school age in most of the Northern Muslims populated areas have been registered and also given their PVC. There are estimated over 3 million under aged voters registered to vote in those areas with a few thousands registered across the border in Chad, Niger and Cameroon. Jega is aware of this and specifically instructed his men to go ahead with the plan. Buhari also encouraged his members to supervise this illegal activities in order to use them to secure victory at the polls.


3) Buhari and Jega have also successfully encouraged the registration of non-existent voting amputees. In Fact, only in the northern region alone, there are more than a million registered amputees. In one local government area alone in Zamfara state, there were reports of about 70 thousand registered amputees. One would begin to wonder how that is possible and how many people actually live in Zamfara state for them to have such numbers of amputees concentrated in one area. These fake amputees will be used to stack up votes for Buhari as they will be voting by proxy.



4) Jega and Buhari ensured that there are thousands of new polling stations created in the Northern Muslims dominated regions. These polling stations are mostly located near the border of Nigeria with Chad, Niger and Cameroon with the aim of granting easy access to all those illegal non Nigerian registered voters and for the Terrorist group (Boko Haram) members to vote. They expect those areas to be under the control of the insurgence during the election period so that they can easily manipulate the votes and stuff the ballot boxes with pre thumped ballot papers. Buhari has been in communication with the insurgence ever since he declared his intention to run for presidency through many secret sources that is why he is so confident that should he win, insurgency will be a thing of the past.


5) Jega and Buhari have also made sure that millions of fake PVC and Ballot papers are made available to be distributed to their supporters in some southern states. These materials are currently in the custody of some of the Northern Muslim traditional rulers. They plan to use official INCE personnel and vehicles to transport these materials to where they will be used. Jega has ensured that this plan will go ahead without any difficulties. Amechi will be instructed on using these materials to manipulate the Rivers and Bayelsa states election results.


6) Jega and Buhari also made sure that there are less voters registered in all PRO Jonathan states especially the south eastern and south southern states. They also ensured that Lagos state has similar problems. They did this by employing fewer staffs to conduct the registration, hoarding materials, deliberately delaying and slowing down registration process, instructing their (special) supervisors to destroy valid registration forms, disrupting and slowing the PVC distribution and making it hard for anyone that looks younger than 18 to register. Their aim is to ensure that most Pro Jonathan eligible voters are denied their rights to vote.


7) Jega and Buhari in their last stroll to ensure victory at the polls have made sure that more than 75% of INEC officials are Muslims from the Northern region. All the key INEC positions are occupied by Muslims that were ordained by Buhari and handpicked by Jega for the sole purpose of rigging this election. There was nothing like applying the federal characters in the selection and employment process of INEC senior officials. This fact is public knowledge as you can see the heads of INEC in most states are Muslims and the majority of INEC officials are also Muslims.

There are many other dubious plans put in place by Buhari's special team and the APC to massively disenfranchised Nigerians and to massively rig this election that are yet to be exposed.. Jega’s decision to not disqualify Buhari despite all the evidence of forgery of certificate among others, is indicative they the two men are working together. Nigerians should thank God for this postponement and keep vigilant to ensure that when this election finally holds, that there will be Zero Tolerance for rigging and manipulation. They should also demand that Jega and Buhari comes out clean with these allegations and a call for a vote of no confidence on INEC boss Jega is most appropriate at this stage. Remember, your vote is your right, don't let anyone rob you off it.

The Supreme Court of Nigeria has dismissed the appeal filed by a chieftain of the Peoples Democratic Party (PDP), Mr Umar Ardo, challenging the decision of the Court of Appeal that stopped him from joining in the appeal challenging President Goodluck Jonathan’s eligibility to contest in the 2015 election.



The court dismissed the motion after it was moved by Ardo’s Lawyer, Mr Amuda Kannike, seeking to withdraw the appeal.

In dismissing the appeal, the panel of seven justices led by the Chief Justice of Nigeria, Justice Mahmud Mohammed, said the appellant had no business joining in the appeal challenging Jonathan’s eligibility, stating that no law stopped him from participating in the just concluded convention of the party.

A PDP member, Cyriacus Njoku, had approached an Abuja High Court to stop Jonathan from contesting in the 2015 election.

Justice Mudashiru, now elevated to the court of appeal, who presided over the matter at the high court of the Federal Capital Territory, had dismissed the suit, saying the court lacked jurisdiction to entertain it.

After the case was dismissed, Njoku approached the Court of Appeal to challenge the decision of the lower court.

It was at the appeal court that Umar Ardo sought to join but was denied. “He did not show show a reasonable interest that could have warranted his joinder,” the court said.

The appeal court also noted that he was not a party at the lower court, hence he could not join in the appeal.

Not satisfied, Ardo approached the Supreme Court to challenge the decision.

President Goodluck Jonathan is the presidential candidate of the Peoples Democratic Party and he is running for a second term in office.

The Presidential election earlier scheduled to hold on February 14 was shifted to March 28 by the electoral body.

The claims by the Independent National Electoral Commission (INEC) in Nigeria that it is ready for the elections has been dismissed by a member of the Post-Election Violence Committee set up by the President after the 2011 elections, Peter Esele.



Mr Esele told Channels Television on Tuesday that the insecurity in the north-east was not enough reason to postpone the elections, insisting that the issue of the Permanent Voter Cards (PVC) distribution and other logistic challenges were enough to cause a shift in the date of the elections.

The INEC had told reporters on Saturday, after series of meetings with stakeholders in the political sector, that the commission was advised by security operatives to postpone the elections, as they could not guaranty the security of lives and property in the north-east region during the elections.

Inadequate Training

The elections were rescheduled to hold on March 28 and April 11.

“I was surprised that the reason given to the postponement of the election was security situation. I think in Iraq, they still go ahead and conduct elections.

“But if you ask me, I think that INEC was not ready,” he said.

Mr Esele also cited the inadequate training of INEC ad-hoc staff as another key factor that showed the electoral body’s unpreparedness.

“You have 120,000 polling units and you need eight persons to man each of the polling unit because of the new technology that they will be using.

“Multiply that by 120,000 polling units you have 960,000 persons that you need to train. Have they been trained? No!” he stressed.

Pushing his claims further, Mr Esele said that the entire number of PVCs expected are yet to be delivered to the INEC.

“Seventy million PVCs expected in the country are not all in the country. INEC said most of the cards are in the country, but as at yesterday they still received some cards.

“The dictionary definition of ready is completion. What we should have been doing four weeks to the election is trial-runs. We have not had any trial runs.

“Has INEC come around on television to show Nigerians how things work?” He questioned.

According to him, handling the process adequately and efficiently would help guard against violence.

Build Strong Institutions

He expressed optimism that the INEC should be able to sort out all challenges before the end of the six weeks.

“I have confidence that at the end of the six weeks the materials needed for the elections will be here.

“Nothing stops the INEC from doing a weekly briefing about the developments as they progress.

“They need to build the confidence of the people that nobody is trying to use INEC to scuttle this election.

“To guard against violence again we must look at the process and make people see that the system is foolproof and that the election cannot be rigged,” he emphasised.

Mr Esele further stressed the need for Institutions in Nigeria to be strengthened, saying that strong Institutions would guarantee continuity and would make it impossible for powerful men to interfere with their activities.

“In whatever way we can, we should ensure that our institutions are strengthened,” he added.

Chadian leader Idriss Deby answered present at the Ndjamena International airport to receive the bodies of the 17 Chadian soldiers killed in Cameroon and Nigeria by the Nigerian Islamic sect Boko Haram. The Chadian servicemen were killed in Fotokol and Gambaru. The 17 were buried on Friday at the Ndjamena Military Cemetery. The international opinion matters , world diplomacy and relationship with Nigeria would be different from now on, you can be sure Kerry or Obama , Cameron and co would have rang GEJ by now.
Like I said, people are free to galvanise and vote PDP out or stay home. The international community reaction is laughable. What was Kerry and Cameron relationships with Nigeria before the postponement? Leave that side alone. What I find funny are people crying and barking in the APC, a party led by Buhari. The man who sent a democratic elected government parking. Just the postponement of an election is bring all these tears. Imagine generals kicking out a civilian government in the name, of knowing what was better for Nigeria.

They were never prepared, Feb 14th was just too early to start with , but to change the date at the last minute is much worse.
The international community would now doubt our resolve at ensuring a successful democratic process.

I think APC have the most to gain from this, If the security chiefs come through with their promise FG would have done their job not gone above and beyond. APC have more time and I think they need to reconsider that debate.

PDP and GEJ have lost public trust , given it was reported GEJ was trying delaye and most people thought he can't be that stupid and he went ahead and shot himself in the foot.

APC can campaign more while GEJ would spend six weeks doing less campaigning and more trying to complete/commission long overdue projects to satisfy Nigerians but most smart people already see that game-plan and can't be fooled by it.
Whatever the international community thinks is inconsequential here. If PDP has lost the public trust, vote against them on election day. I am sure the public is more interested in having a free and fair election, a six weeks extension will make no difference.
