If I may ask, how is the repentance of these terrorists measured or gauged? We all know what it is, and that a northern conspiracy. When ND people were given amnesty, they were given based on what they were fighting for. In BH's case, they want their own nation but are being given the opposite of that and money. It makes no sense.

Firstly, there is no northern conspiracy. You don't want to be a northerner or living in the north these days. Poverty in the north was higher than what we had in the south before Boko Haram and banditry problems emerged. North is far worse today, they need all the help. Only God knows how many deaths per day!

Secondly, militants were offered amnesty with pay packages. The issue of Boko Haram is different. FG is rehabilitating and de-radicalizing the repentant captured ones and those who willingly surrendered. That didn't stop the killing of unrepentant ones. The captured ones are in thousands, FG can't kill them and the cost of keeping them as prisoners forever is unimaginable! It's a dilemma
