Prof Corruption: IS she not a permanent secretary in Bayelsa? She's a public figure and her actions answerable to Nigerian people. If She could fly presidential jets, order road closure to allow her commission hairdresser saloon then why can't she be scrutinized as a public figure more so when there is federal allocation to her "Ministry"? Is Patience paying Ayo Osinlu from her pocket?

TUKUR HAS NOT RESIGNED- AIDE

Aide denies rumour of the ruling party’s chairman currently
on national assignment in Canada.

There was anxiety at the national secretariat of the ruling
Peoples Democratic Party, PDP, in Abuja on Tuesday over
rumours of the resignation of its national chairman,
Bamanga Tukur.

Mr. Tukur, was alleged to have thrown in the towel over his
ceaseless battles in the recent past with other some
stakeholders in the party, including some of its governors.

However, his Special Assistant, Special Duties, A.Y. Ahmad,
debunked the resignation rumour, saying his former
principal is currently in Canada on a national assignment.

According to Mr. Ahmad, the PDP boss is attending an
official function on the invitation of the Nigerian
Ambassador to Canada, Ojo Maduekwe, and would return
to Nigeria as soon as he concluded his assignments.
He explained that Mr. Tukur left the shores of Nigeria in
peace with nothing whatsoever to give credence to any
rumour about resignation.

Mr. Ahmad attributed the speculation to the machinations
of some faceless, treacherous and wicked individuals who,
according to him, want to profit from misleading innocent
members of the party and Nigerians in general for no sane
reason.

“The national chairman is an national and international
figure. He has been working hard to ensure the
repositioning of PDP to cope with the future challenges and
so had no plan to resign as being suggested by some
sworn enemies of the party,” he stated.

Politics › Sahara Reporters Demonizing First Lady - Presidency by awodman(op): 10:57pm On Apr 30, 2013
The First Lady’s spokesperson claimed Sahara Reporters is trying to demonise her.

The Presidency has refuted allegations that the First Lady,
Patience Jonathan, was dropped from a State visit
delegation to Namiba and South Africa due to ill health.

The Special Assistant (Media) to the First Lady, Ayo Osinlu, said this is a statement released on Tuesday.
“This morning, we woke up to the latest in the series of
deliberate efforts by Sahara Reporters, both to mislead the innocent public and demonize the First Lady of the Federal Republic of Nigeria, Dame (Dr.) Patience Goodluck
Jonathan.

“This time, it is about the First Lady being “dropped from
President Jonathan’s upcoming official visit to Namibia and South Africa” for, according to their evil imagination,
reasons of “deteriorated” health,” the statement by Mr.
Osinlu said.

The First lady’s spokesperson claimed the “report is
absolutely untrue and a creation of the wicked
expectations of Sahara Reporters and those who pay their
bills”.

According to Mr. Osinlu, for the avoidance of doubt, “the
First Lady is not an official of the Federal Government of
Nigeria, and is therefore not under obligation to join every
foreign trip made by her husband, in perfect expression of his statutory duty to foster both bi-lateral and multi-lateral advantages for the country”.

He also said that the First Family is at liberty to determine
what trips they make together.

Part of the statement reads: ” The mischief behind this
online medium’s sudden worry that the First Lady is not on the President’s trip abroad is betrayed by the fact that the same medium led its allied choristers to belly-ache in the past about the frequency of her presence by her husband’s side on official engagements outside the country.

“The question therefore is, what exactly does Sahara
Reporters and its sponsors want?”

Mr. Osinlu said “the First Lady effectively participated in
the tasking National Conference on 100 years of the
Nigerian Woman, which she hosted as a component of the Centenary Celebration of the country in Lagos, April 18-19,2013.”

“Those who attended or watched the event on live
television (NTA and AIT) will confirm that we saw a healthy and active First Lady in attendance during the Conference.

“Only last Friday, she also presided at the Official
Commissioning of the Nigerian Prisons Staff School, built in the Federal Capital by the Prisons Officers’ Wives
Association (PROWA). Media reports of the event were still
trickling as at yesterday.

“Meanwhile, the First Lady is also billed to be the Keynote
Speaker at a Religious, Traditional and Adolescents Leaders Conference, as part of the launching of the National Strategy for the Prevention of Teenage Pregnancy in Sierra Leone next week. Her preparation for this is well advanced.

“It certainly does not appear that someone with this sort of schedule is suffering deteriorating health or has been
under close medical observation.

“We are however grateful to the “medical gurus” at Sahara Reporters, whose original diagnosis that the First Lady was experiencing a “terminal ailment” has now improved to one that “may be manageable!”

Politics › Defence Hq Preliminary Report On Baga Incident by awodman(op): 10:29pm On Apr 30, 2013
President Goodluck Jonathan has commended the Military
High Command, the National Emergency Management
Authority (NEMA) and the Ministry of Lands, Housing and
Urban Development for their swift response to his order for
immediate action to investigate the incident in Baga, Borno
state, assist and rehabilitate the victims, and make all
necessary findings available to the government.

President Jonathan gave the commendation after receiving
preliminary reports of the investigations carried out by the
Military High Command and NEMA into the incident.

President Jonathan also welcomed the plan by the National
Human Rights Commission to carry out independent
investigations. .

Thanking the Military High Command and NEMA for the
reports, President Jonathan said that investigations must
continue, and assured them of his fullest support. He
further reiterated his earlier position that where any kind of
misconduct is established, the Federal Government will not
hesitate in ensuring that due sanctions are enforced and
that justice is done.

The President said that what happened in Baga, was most
regrettable and unfortunate. He reaffirmed his full
commitment to doing all within the powers of the Federal
Government to speedily end the intolerable threats to
national security which have necessitated such
confrontations.

President Jonathan will continue to work with the Borno
state Governor, Alhaji Kashim Shettima whom he conferred
with last week, to ensure that the people of Baga receive
every possible relief and support to facilitate their speedy
rehabilitation.

In its preliminary report to the President, the Defence
Headquarters stated as follows:
(a) That the military team involved in the
confrontation with Boko Haram elements was the
Multinational Joint Task Force. The MNJTF’s initial mandate
was to conduct military operations in the Lake Chad Region
and to facilitate free movement of the member states of
the Lake Chad Basin Commission across their common
border. The mandate was expanded in April 2012 to
include the fight against terrorists. The Task Force’s
activities are therefore legal and needs to be sustained.

(b) That whereas media reports averred that the
incident of the alleged confrontation between the MNJTF
and the Boko Haram Terrorists occurred on April 19, 2013;
the incident actually occurred on Tuesday, April 16

(c) On April 17, MNJTF troops carried out mop up
operations at the scene of the attack and recovered the
following items abandoned by the fleeing Boko Haram
terrorists: rocket-propelled grenade launchers, rocket-
propelled grenade bombs, AK
47 rifles, assorted ammunition, several improvised
explosive devices and damaged Land Cruiser jeeps.

(d) That whereas it was alleged that 185 people
were killed by the soldiers of the MNJTF in Baga, Borno
state; the assessment team received a briefing from the
Commander of the MNJTF on April 24, 2013, during which
he stated that 30 terrorists were killed in action. However,
six bodies were recovered in Lake Chad about 3 km away
from the action spot.

(e) Furthermore, some locals were asked if they
could take the assessment team to the mass graves ωнεяε 185 people were allegedly buried, but the people denied
knowledge of such graves. The Chairman of Kukawa LGA
was approached on the same issue, he also did not know
of such graves.

(f) The Chairman had earlier informed the team
that Muslims do not bury more than one body in a grave.

(g) The media also announced that about 3, 000
houses were burnt. However on the spot assessment
revealed that though some houses were burnt, but they
were certainly not up to the number quoted. It is pertinent
to note that the houses in question are mostly thatched
roof houses that could easily catch fire. It is on record that
the terrorists employ the tactics of arson wherever they
attack.

(h) There was also the allegation that aid workers
were denied access to Baga. This is incorrect as the Red
Cross and NEMA officials were already in the town before
the Defence Headquarters team arrived. The officials of the
two organizations interviewed by the team confirmed that
no one prevented them from moving into Baga.

The National Emergency Management Agency (NEMA), in
response to the President’s directive, sent a team to Baga
to pave way for immediate humanitarian relief. It reported
as follows:

(a) That the agency identified and set up an
Internally Displaced Persons (IDPs) camp in Baga where
642 persons were registered as at April 25, 2013. More
people who had earlier fled the community are returning
due to improved security and the establishment of various
IDPs by the Agency.

(b) To provide immediate succor to the affected
persons, the agency distributed relief materials.

(c) That the 185 deaths being speculated in the
media cannot be substantiated.

(d) The NEMA team visited the two graveyards in the
town, and could only identify in both places, a total of 32
fresh graves.

(e) That a number of buildings and business
premises were destroyed in the affected area, but the total
number of houses in the town is far less than 1,000.

(f) That there is a lot of misinformation being
peddled about the situation in Baga.

Politics › Implications Of Presidential Seal On Power Transactions by awodman(op): 12:03pm On Apr 27, 2013
The quest to have the private sector as the driver of
electricity power delivery in the country received a
presidential seal on April 22, 2013, with the issuance of
certificates of transactions to successful private bidders for the PHCN unbundled companies. The certificates
represented the 25 per cent down payment of the bid
price.

By personally supervising the process, President Goodluck Jonathan signalled that the deal was done and there was no going back. The significance of such a confidence-building measure was evidently not lost on the private investors. An elated Tony Elumelu, representing Trancorp Plc, one of the preferred bidders, stated that, with the commitment shown by the Government, his company was ready to pay the outstanding bid price immediately, if required to do so.

Perhaps the reason for his elation can be better
appreciated when viewed in the light of some of the
concerns that serve as a disincentive for private sector
participation in the privatisation exercise. These concerns
include fear of breach of obligations and/or agreements by government, and the need for a predictable and consistent policy.

As part of events marking the issuance of the power
transactions certificates were two other significant
businesses, which also signal government's determination to ensure that its power sector reforms succeed. One is the signing of the World Bank's partial risk guarantee for gas supply to Egbin Power plant, while the other is the execution of the template on Power Purchase Agreement.

For the uninitiated, these may not seem to mean much.
But not so for those who have being schooled and
toughened in the dynamics and complexities of the
electricity market.Past experiences along the value chain had recorded instances of PHCN's inability to pay for either gas supplied by the oil companies to power plants or distribution companies inability to pay for power supplied by generating companies. It was a vicious cycle of huge debts as gas suppliers considered PHCN to be a non-credit worthy gas off-taker. PHCN also claimed it was not making enough returns from its DisCos, which were considered non-credit worthy power off-takers. When you consider that this was happening in an era when the price of gas in the domestic market and that of electricity generated by power plants was lower than commercial rates, then it is better imagined what would have happened if the current measures are not carefully put in place.

Today, there is no gainsaying that the newly privatised
market is yet to be fully in force and would require
between five and 10 years to be adequately stabilised
through market forces. Investors therefore require either
credit worthy off-takers or risk guarantees to recover the
cost of business at a reasonable rate of return during this
unsteady period.

As it is for gas supply agreements, so it is for power
purchase agreements. Hardly will the private sector invest in power plants without assurances of credit worthy off-takers for generated power. No wonder Azura Power, an independent power producer with a licence to build and operate a 450 MW Greenfield power plant, would need to execute the template Power Purchase Agreement with the Nigerian Bulk Electricity Trading Company, as was done during the presidential outing.
The role of the bulk trader in the mix is strategic as it is vested with the sole authority to purchase generated electricity for onward re-selling to distribution companies and other major industrial off-takers during a given period of time needed to ensurestability in the electricity market.

The import is in the reason for setting up the bulk trader -
elimination of cut throat competition amongst the GenCos
and the provision of an interim buffer for power producers, which prior to this were unwilling to deal with non-credit-worthy DisCos. Of course, the bulk trader would not have been able to effectively perform this role without drawing its market credit worthiness from government's sovereign guarantees further strengthened by the World Bank's partial risk guarantee. These guarantees give investors enough confidence to sign power purchase agreements that guarantee a market for their supply as well as serve as an instrument for raising long-term financing for their business.

As commendable as government's determination to get it
right in the power reforms implementation is, it must also
endeavour to plug all loopholes that may threaten
envisaged success. It is therefore welcome to hear the
news from the Power Minister, Prof. Chinedu Nebo, that
government intends to do a mid-term review of the power reform roadmap, to plug observed gaps, re-strategise and re-invigorate the process. It must be said that he has shown an uncanny insight about the reform process and a capacity to face the challenges therein.

Lagos Lawyer, Femi Falana met with President Goodluck
Jonathan Friday for about thirty minutes at the
presidential Villa.

Mr Falana told state House Correspondents after the
meeting that it was a private visit to the President that
has to do with the state of the Nation.

Asked whether the visit had anything to do with the case
instituted by the Nigeria Police Force against Leadership
Newspapers, he said it has nothing to do with that.

Femi Falana is the counsel to Leadership Newspaper and
two of its reporters who are being prosecuted for
allegedly forging the signature of the president.

The brief encounter between Falana and state House
Correspondents went thus:
You are not a regular visitor to the Villa. Why are you
here?
It is a private visit, it is a private visit

You are the counsel to Leadership newspaper and two of
her reporters that are being prosecuted. Has your visit
got to do with any negotiation?
It has nothing to do with that at all, on a very serious
note. It has nothing to do with that.

Is it about 2015?
No, No, No, it’s about the affairs of our country. I am a
stakeholder, you know that.

Politics › Exxon Mobil Signs To Provide 500mw Of Electicity To The National Grid by awodman(op): 6:42am On Apr 25, 2013
Mobil Producing Nigeria
Unlimited (MPN), operator
of the Nigerian National
Petroleum Corporation
(NNPC) and MPN Joint
Venture, has signed a Seller’s Representative Agreement
(SRA) for the Qua Iboe Power Project, located at Mobil’s
Qua Iboe terminal in Akwa Ibom State.

The proposed power project includes the construction of
a 500megawatt-capacity power plant as well as a 56-
kilometre transmission line connecting the plant to the
national grid at Ikot Abasi, also in the state.
MPN’s General Manager in charge of Public and
Government Affairs, Mr. Paul Arinze, confirmed this last
night when he said that the signing of the SRA was “a
critical part of the overall commercial framework that
enables MPN to undertake power activities and facilitates
the sale of power by MPN to Nigerian Bulk Electricity
Trading Plc for itself and on behalf of the NNPC.”

Also speaking on the agreement, the Managing Director
of Mobil Producing Nigeria, Mr. Mark Ward, said the
project “is a tangible demonstration of MPN’s
commitment to Nigeria and supports the president’s
priority of providing electricity to the country.”

According to the statement, Front End Engineering
Design (FEED) and Environmental Impact Assessments
(EIAs) for the project had been concluded, while
commercial tenders for Engineering, Procurement and
Construction (EPC) were near completion.
Mobil Producing Nigeria awarded the Front End
Engineering Design contract for the project in September
2009 and performed the ground-breaking in March
2010.

FEED is the conceptual process of development and
design for large industrial projects such as power plants.
The Power Plant will provide 330kV export power to the
national grid.

Phones › What You Need To Know About Mobile Number-Portability by awodman(op): 12:31pm On Apr 24, 2013
Here are 15 things you need to understand how the
service can better work for you:

1. MNP allows subscribers to migrate from one mobile
service provider to another without changing their mobile
phone number. It empowers subscribers to terminate their relationship with their current network service provider if they are dissatisfied with the quality of services provided.

2. The service is provided by all GSM mobile operators in
Nigeria- MTN, GLOBACOM, ETISALAT, and AIRTEL- free of
charge. This, however, does not apply to Fixed Number
Portability, FNP, or any other form of number or service
portability.

3. All mobile phone users, no matter the type of your
subscription or plan – pre‐paid/pay-as-you-go, post‐paid/
contract, simple/single number or complex/multi number –can take advantage of the service. Individual numbers are ported separately as separate transactions using the same procedure as for a single number account except that the numbers may share the same porting request form.

4.Subscribers must visit the customer care office, retail
shop or outlet of their chosen new service provider to
request to port their number. Porting cannot be done via
telephone calls, text messages, online or other electronic
means. Deferred or delayed porting is not permitted. Only
real-time porting of numbers is allowed.

5.You must present valid identification documents-
passport, driver’s license or an official identity card that has your picture on it- as for proof of identity. A webcam is used to capture your image in the absence of proper
identification documents.

6.Your new network needs to check for credit worthiness to ensure that the request to port a number or numbers is not malicious.
7. To port your number, you would be asked to complete a Port Request Form. You would then be asked to send a text message with the word “PORT” to a short code “3232”.Porting is completed within 48 hours.

8. A new SIM card is issued every time you port your
number to a new service provider. Your old SIM card ceases to be useful once the porting process has been completed.

9. Subscribers to any network can port at any time and as many times as they like in a given year. However, porting to a third operator or back to your original operator is restricted within 90 days of a previous port. You would need to follow the same procedure each time you decide to port your number or return to your previous service provider.

10. Information on the progress of your porting request is
sent via SMS. You can change your mind at any time
before you receive confirmation SMS is sent. Cancellation of porting request or porting process is not acceptable once you receive confirmation.

11. Service from the old service network operator may be
lost within an hour of notification by SMS of completion of
porting request.

12. Your call charges may change to reflect the tariffs of
the new network operator.

13. Voicemail, SMS, MMS and ancillary services would need to be reset with the new service provider. Messages sent to you prior to porting may be lost.

14. Pre‐paid subscribers cannot take outstanding credits
while switching to the new service providers.

15. Post‐paid subscribers must settle outstanding bills to
their previous service provider, including any early
termination fees, before the porting process can
commence. A final bill for usage up to the time the number is ported would be sent to the new operator.
