INEC registers 73.2 million voters for elections in 2019

The Independent National Electoral Commission (INEC) has registered 73.2 million voters for the 2019 general elections while the exercise continues.

The commission which gave the figure as what it realised in April this year said it projected to register over 80 million voters for the polls, and promised to ensure that the 2019 general elections are better than those of 2015.

INEC also revealed that about eight million Permanent Voter Cards (PVCs) are yet to be collected by their owners.

Addressing a delegation of European Union Electoral Follow-up Mission to Nigeria, civil society organisations and other stakeholders during a roundtable organised by the European Union Delegation to Nigeria and West Africa, Chairman of INEC, Prof. Mahmood Yakubu said the credibility of elections depends on the credibility of the voter register.

Conflicting deficit figures may worsen housing crisis beyond 2050

With Nigerian cities becoming new homes to rural migrants every day, many of who are without a roof over their heads, experts have questioned the 17 million estimated housing deficit in the country.

The figure which has been in circulation since 2012 is attributed to the World Bank and the National Bureau of Statistics (NBS).

Nigeria is expected to overtake the United States to become the third most populous country in the world by 2050, according to a United Nations report.

President Muhammadu Buhari on Thursday, October 19 admitted that he was disturbed and surprised by the claim made by members of Boko Haram sect about the support they have been receiving from the Islamic State of Iraq and Syria. Vanguard reports that Buhari however said he was happy that his administration had been able to prove that it could contain the insurgents.

The statement by his senior special assistant on media and publicity, Garba Shehu, revealed that the president at a joint press conference he held with President Recep Tayyip Erdogan of Turkey after their talks in Ankara.

“We were very surprised and disturbed by the claim made by Boko Haram on what they have been getting from ISIS. “We know we will be able to contain them and we have proven that we can do it. “We are very pleased that Turkey is in a position to assist us and has been strengthening our educational and health institutions,” Buhari reportedly said at the press conference.

According to the statement, the two leaders agreed to strengthen cooperation between the security agencies of both countries to counter terrorism. Buhari said he was ‘‘very pleased’’ that the defence ministers of both countries held extensive discussions on developing new strategies for counter-terrorism.

He said: “We are very pleased with the progress of the meeting so far and we are going to wait for the details of meetings between the two countries. “We will as a result of the meeting between the ministers and officials of both countries strengthen rapidly whatever their recommendations are.”

Commenting on the degradation of Boko Haram in Nigeria, the President said the improved security situation in the North East was an eloquent testimony to the efforts of his administration in combating terrorism since he came into office in May 2015 Buhari said the two leaders also discussed the prospects of increasing their bilateral trade, which has exceeded $779m in the first eight months of 2017.

“There are a lot of potentialities in terms of investments and a lot is being done in the educational and health sectors in Nigeria. “These will be strengthened and I assure you that Nigeria is prepared to accept Turkish business people to come and explore more of Nigeria’s potentialities,” the Nigerian leader said. In his remarks, Erdogan said Nigeria had great potentials and remains “a global actor in terms of economy, demographics and its peacekeeping records.”

He indicated that Turkey was interested in investing in Nigeria’s electricity, refineries and gas sectors, adding that increasing the flights between Turkey and Nigeria would further improve commercial and people-to-people relationships. On the fight against terrorism, the Turkish leader said: “There is no difference between Boko Haram, Fethullah Terrorist Organisation or Daesh , which have all killed, inflicted pain and hardship on innocent people.

All of these organisations are hordes of murderers that feed on the innocent people, and in the fight against terrorism, we will stand with our Nigerian friends, and we are ready to share our experience and provide all kinds of support. “We also expect the same cooperation from Nigeria in fighting against Fethullah that murdered 250 Turkish citizens last year.”

Former President Goodluck Jonathan has revealed why he held a closed-door meeting with the former military Head of State, Ibrahim Babangida, on Wednesday, October 18. Premium Times reports that the meeting was held at IBB’s uphill residence in Minna, Niger state.

The meeting started some minutes after 10.00 a.m. and did not end until about 12.14 p.m.

When journalists asked of details of the meeting by journalists, Jonathan declined, saying it was “private and personal”. After he was pressed further, he said he was in Minna to “empathize with the former military leader on his safe return from a medical trip abroad.”

“I have not seen General Babangida since he returned from medical vacation and I felt it was the right time to do so,” the former president said. When asked to speak on the political and economic situation in the country, Mr. Jonathan said he had retired from active politicking.

He then told journalists, “you people are doing a nice job.” Earlier, former Ogun state governor, Gbenga Daniels, had led a delegation on a visit to Mr. Babangida’s residence in furtherance to his nationwide consultation to contest for the office of national chairman of the opposition Peoples Democratic Party, PDP. It was also reported that Daar Communications boss, Raymond Dokpesi, also vying for the position visited Minna earlier to seek IBB’s blessings and that of a former ruler, Abdulsalam Abubakar.

Despite being in retirement, IBB is believed to still command a lot of prestige in political circles. Other persons vying for the chairmanship position of the PDP are former education minister, Tunde Adeniran and a former deputy national chairman of the PDP, Olabode George.

Crocodile Smile II: Soldiers arrest over 50 persons in Lagos

Soldiers attached to the 174, 243 and 65 battalions and operating under the “Operation Crocodile Smile 11,” have arrested no fewer than 50 suspected criminals in Ikorodu, Badagry and Lekki areas of Lagos State.
The suspects, Daily Sun learn, were arrested in hideouts and notorious drug dens in the areas, after a raid by soldiers.

I won’t tolerate kidnapping of policemen, IGP warns

The Inspector General of Police (IGP) has declared that he would no longer tolerate the indiscriminate kidnapping of policemen across the country.
Speaking, during a meeting with top police officers, from the rank of commissioners, the IGP said a situation where policemen allowed themselves to be kidnapped like fowls was unacceptable.
He said the spate of kidnapping of police officers across the country was not only worrisome but also becoming an embarrassment to the police, who are supposed to be providing security for the country.

Idris said state commissions of police would now be held responsible for the kidnap of any police personnel under their commands, even as he urged them to be more conscious of their movement and environment.

The 55-year-old nurse, who was accused of murdering her househelp by setting her alight was on Wednesday discharged and acquitted by an Ikeja High Court.
The court discharged and acquitted Nkese Iroakasi due to the failure of the prosecution to prove its case beyond reasonable doubt.

Iroakasi, was facing a charge of murdering Eno Bassey 9, at her residence located at No.7, Adeniran Ogunsanya St., Surulere, Lagos at 2.30pm on July, 27, 2013.
Justice Raliatu Adebiyi said “the prosecution failed to prove beyond reasonable doubt that the deceased died as a result of the defendant’s action.

“The defendant, Nkese Iroakasi, is hereby found not guilty of the one-count charge of murder against her.
“She is hereby discharged and acquitted and shall be released forthwith from custody.”

The prosecution had alleged during the trial that Iroakasi had set Bassey alight over an allegation that she (Bassey) stole a piece of meat.
According to the prosecution led by Mrs R.O Ahmed-Muili, Bassey, after being set ablaze had run outside on the streets and the flames on her body were doused by passersby whom she allegedly told that her boss set her alight because of theft.
She succumbed to her burn injuries 10-days after the alleged incident at the Gbagada General Hospital, Gbagada, Lagos.

Five witnesses-a security guard, an architect who was a passerby, two police officers, and a medical doctor while testifying during the trial, claimed that the child kept on muttering “mummy”, indicative of the fact that she identified Iroakasi as her assailant.

Iroakasi, however, while testifying in her defense on March 20, denied the claims of the prosecution.
According to her, Bassey had set herself alight while playing with the kerosene stove in the kitchen.
“I was lying down and resting in the living room because I was due for the night shift at work.
“I heard a loud noise from the direction of the kitchen and Eno who was on fire, ran into the living room and into the streets,” she said.

Adebiyi in her judgment, noted that that the evidence of the prosecution was not strong enough to secure a conviction.
She said: “All the prosecution witnesses were not eye witnesses to the murder, so none of them saw how the deceased sustained her injuries,” the judge ruled.

The trial of over 2,000 Boko Haram suspects has begun in Nigeria. The trial will be held before judges in Kainji, a town in north central region of Nigeria.

BBC reports that some civil rights activist have raised concerns about the federal government's decision to carry out a secret trial for the suspects. It was also gathered that four different judges begun trial on the cases at a military centre in Kainji.

he minister of justice, Abubakar Malami, in a previous statement had said that 1,670 people will be tried in different courts across Nigeria. Also, the trial of 651 other suspects being held at Giwa Barracks in Maiduguri, the capital city of Borno will commence later. Reuters reports that a former US state department analyst and a specialist on Nigeria matters, Matthew Page said the trial process is a very small step in a positive direction.


Page said it is important to know that many of the suspects who have been held for years in military custody without access to lawyers have also never appeared before a judge or court for arraignment. He said: “There are good reasons to believe that large numbers of the detainees have very little or no connection at all to the group." Also, the Amnesty International in a recent report said military forces have succeeded in detaining suspects arbitrarily.

The international agency in its 2015 report said over 20,000 Boko Haram were being held in different military facilities in the northeast.

The Movement for the Actualization of a Sovereign State of Biafra (MASSOB) has described the recent military invasion of the home of Eze Israel Kanu, the father of the leader of the Indigenous People of Biafra, Nnamdi Kanu as primitive and cowardly.

The pro-Biafra group in a statement on Monday, October 9, by its national director of information, Samuel Edeson, said Biafran agitators would not be coward by the violent attacks from the Buhari administration on harmless agitators.

It described the attacks on Biafra agitators as an act of ethnic hatred by the Nigeria security forces which it said was dominated manly by persons from the north.

The statement read in part: "MASSOB and other pro-Biafra agitators are not cowed or intimidated by this sheer acts of overzealousness and ethnic hatred of the people of Biafra by Hausa Fulani dominated Nigeria security apparatuses.

“Even in these persecutions, arrests, extrajudicial killings, subjections and detentions of nonviolence, pro-Biafra agitators, we shall continue to maintain our non-violence principles. “MASSOB and other pro-Biafra groups are the political masquerades of Ndigbo.

We shall continue to be the pride of Ndigbo, upholding the vision of Dim Chukwuemeka Odumegwu Ojukwu.” The group advised governors in the southeast region to be sensitive on Biafra issues in order not to fall into what it described as the political trap of President Buhari.

I must thank my friend, Daniel Hannan, a Member of the European Parliament, who invited me to the 2017 Conservative Party Conference in Manchester. It was a beautiful and mind expanding experience attending the conference as an official delegate and my democratic experience and temperament is all the better for it.

One of the best parts of the experience was that on Monday October 2, 2017, I met and was photographed with Prime Minister Theresa May and I must say that she is the epitome of simplicity and a specimen of good upbringing and class.

Prime Minister May gave me audience, listened to me and took a picture with me and then sat directly behind me without a single noticeable security aide for the entire Monday session where the Chancellor of The Exchequer, Philip Hammond, gave his inspiring speech.

Imagine if this were in Muhammadu Buhari's Nigeria, would such a honour have been done to a person without much status in Nigeria? Would the security detail around the President even allow that? I leave you to answer that question.

But that was not even the best part for me. After meeting Prime Minister May on Monday, I was interviewed by a BBC crew and I informed them point blank that democratically unseating President Muhammadu Buhari is my greatest human ambition other than making it into God's kingdom when I die.

President Muhammadu Buhari is President of Nigeria for now, and I will respect that, but when the time comes (and it is coming soon), I will do all that is legally and humanly possible to democratically unseat a man who I believe has taken Nigeria more than a decade backward.

By now, my readers must have either heard of or read the letter by the minister of state for petroleum resources, Mr. Ibe Kachikwu, to his senior minister, who also happens to be President Muhammadu Buhari.

In that letter, Kachikwu states that not only has he, as chairman of the board of the Nigerian National Petroleum Corporation, been sidelined by the Group Managing Director of the NNPC, Maikanti Baru, but the entire board has, allegedly been made redundant.

Appointments that are heavily lopsided in favour of the North have been made by Baru without recourse to Kachikwu or the board of the NNPC.

But perhaps most troubling is the fact that, according to Ibe Kachikwu, contracts worth $26 billion have been awarded by Baru, without recourse to due process.

$26 billion. Imagine that!

Of the 55 senior management positions recently made by Baru at the NNPC, only 19 of those appointments went to Southerners while 36 of those appointments went to the North, a region that produces no oil.

Does this not corroborate what Malam Nasir El-Rufai said about President Muhammadu Buhari on October 6, 2010, to wit that Buhari's "insensitivity to Nigeria’s diversity and his parochial focus are already well-known."

The above is a direct quote from El-Rufai.. Today, his words almost seem prophetic.

Never in the history of Nigeria have we had an administration so openly partial to one group of Nigerians against other groups.

In fact, so obvious has the Northernization agenda been that TY Danjuma, a retired Lieutenant General and former chief of army staff was forced to publicly call out the President.

TY Danjuma, whom many call the President's godfather, on July 14, 2017 accused the Buhari administration of "deliberately disregarding the constitution and federal character."

But back to Ibe Kachikwu.

Ibe Kachikwu obviously did not get the memo. There is no Nigerian National Petroleum Corporation any more. It is now Northern Nigeria Petroleum Corporation.

And it is very sad that even the Minister of state for Petroleum resources cannot even see the President who is the minister of Petroleum resources! However, Kachikwu was naive for writing that letter to Buhari! He does not know that Baru was brought in to do exactly what he is doing!

The first time Muhammadu Buhari was Petroleum Minister in the 1970s, Fela sang '2.8 billion Naira missing'. Now he is Petroleum Minister again and Kachikwu is singing '$26 billion missing'! Why is it that huge billions tend to go missing or spent without due process whenever Buhari is Minister of Petroleum?

If President Buhari truly has integrity and if his anti corruption war is not a cover for an anti PDP war then Baru must be investigated. Just imagine what would have happened if a minister accused Goodluck Jonathan's government of awarding $26 billion contracts without due process! Anti corruption government my foot! We will not know the extent of the Muhammadu Buhari administration's corruption until they leave office!

In fact, the new definition of a fool is as follows: Noun used to describe anybody who expects a government that returned Sylva's 48 mansions to him to investigate Baru for the $26 billion oil mess.

Babachir Lawal is still enjoying his grass-cutter money because under this administration it is a case of guilty unless you are covered by the broom. If your covering is the umbrella, then you are guilty until proven innocent!

I mean, with Nigeria's security challenges, one would have thought President Muhammadu Buhari would have appointed himself as Defense Minister instead of Petroleum Minister. I always felt it was an odd choice for an ex general who was elected majorly because the electorate thought he could handle the security challenges facing the nation. Yet he left security to others and personally chose to handle the Petroleum ministry. Now we know why!

President Buhari told Nigerians that his government came to fix Nigeria. But thanks to Kachikwu we now know that in reality, this administration came to STEAL, KILL and DESTROY!

$26 billion corruption exposed in NNPC. Who knows what is going on at the Nigerian Ports Authority, the Nigerian Communications Commission and the Nigerian Electricity Regulatory Commission. You and I won't know the extent of President Muhammadu Buhari's corruption until he leaves power!

And finally, let me say that though Buhari is President, the buck does not stop at his table. In as much as he still blames Jonathan, the buck stops at Dr. Goodluck Jonathan's table.

What the President fails to understand however is that when a government repeatedly and consistently blames the opposition for their failure to fulfill their campaign promises, what they are really saying to the people is that they are no longer useful!

The Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, yesterday declined comments after emerging from a closed-door meeting with President Muhammadu Buhari, which lasted over one hour.

When State House Correspondents approached him and sought to know what transpired during his meeting with the President, following the controversy generated by his recent letter to the President, Kachikwu only responded: “No comment.”

Prodded further as he walked past via the alleyway leading to the exit, in the company of an unidentified aide and Buhari’s Special Adviser on Media and Publicity, Mr. Femi Adesina, the minister simply maintained his silence.

The main issues and outcome of the meeting remained unknown at press time, although it may not be unconnected with his letter to the President regarding the alleged sidelining of the Board of the Nigeria National Petroleum Corporation (NNPC) by its Group Managing Director, Maikanti Baru.

Kachikwu arrived at the Presidential Villa about 11:34 am and proceeded straight to meet Buhari in the office.

The meeting came barely few days after Kachikwu was said to have written to the President, accusing Baru of sundry administrative misdemeanor, including the alleged fraudulent $25billion contract he said was capable of jeopardising the administration’s policies aimed at repositioning the petroleum sector.

In the letter dated August 30, which was leaked to the public, Kachikwu had complained to the President over what he considers as insubordination by the NNPC boss.

A copy of the letter trending on the social media indicates that the minister is also unhappy with the manner recent changes in the NNPC were handled and accused Baru of humiliating the Board.

Dated a day after the NNPC announced a massive shakeup, which affected 55 management staff, the minister said it was not the first time changes would be made without the Board’s input.

“It is in the spirit of service and absolute belief in your leadership and integrity that I have, after one year of tolerating these disrespectful and humiliating conducts by the GMD, decided to bring these to your attention,” the minister wrote.

He called on the President to intervene and “save the office of the Minister of State from further humiliation and disrespect by compelling all parastatals to submit to oversight regulatory mandate and proper supervision,” which he is supposed to manage on the President’s behalf.

He also called on the President to “save the NNPC and the oil industry from collapse arising from the above non-transparent practices and empower the Board” to do the needful.

Meanwhile, Baru was later sighted in the Presidential Villa, where he had gone to join Buhari and other Muslim faithful to participate in the Friday Juma’at prayer session in the mosque located in Aso Rock.

Hate speeches seem to be the order of the day in Nigeria. What is the Ebonyi State Government doing to curb the menace?

We have a very important law we are going to make and that will be on hate speeches. You will have to prove henceforth whatever allegations you put forward, whether it is on the social media or on the pages of newspaper. We are going to make the law so that when you are accusing anybody you will have to prove it. We will create a department that will be in charge of that so that we regulate hate speeches in the state.

Already, Kaduna state did it and I told the Governor, please export whatever you have in Kaduna and bring here. What is pulling this country down is our mouths and mindset. People just sit down at one corner and start to destroy people and cook up all kinds of things you cannot prove. We know that this is democracy but he that comments must prove his or her point and we must insist on that. The courts are there to prove our points and strengthen democracy. Anybody who stays at the corners of his/her house to accuse you, that person must be fished out to prove it.

From all indications, the country will soon be restructured in view of the clamour all over the nation. How prepared are South East states?

Very soon, there will be no more money coming from Abuja, it will happen just suddenly. If they just say okay let us do restructuring and of course the North is doing greatly very well, how do we survive? North has a lot of opportunities, they are moving into agriculture.

And so some people see restructuring as a dream that may not come to pass. If they say we must restructure and let every region harness its resources and keep it, bring 50% of it to the centre, 30% to common pocket to be redistributed and 20% to the federal government. The question is: what are we going to bring to the centre? But this is one of the aspects of restructuring and so we must wake up. I will continue to shout it, we must hear that and I am happy the President commended Ebonyi state in agriculture and fertilizer. One of my fights in this state is such that the Abakaliki rice would not be dimmed because it is known all over the world. But we have to do different things if we must excel. We have improved in agriculture actually but we have not reached our destination and we must get to the destination in rice production in this country.

What can you say about the ongoing agitations in the South-East region for the actualization of Sovereign State of Biafra and the recent proscription of IPOB?

I want to thank the Governors of South-East and the North for their efforts in ending the ugly incident that occurred recently. Let me assure Nigerians that Mr. President has heard you and he is going to address all the issues raised. There is no need to continue insulting our leaders and abusing other tribes. No need trying to pose danger to the existence of our people. We are not untrustworthy people. We are very, very trustworthy. We are hardworking and well cultured people and so, we have made our points.

I had private discussion with Mr. President in New York and I want to assure the South-Easterners that the President will address all our problems. Nigeria is going to see peace. We are stronger when we are bigger. Let me also tell our people that we are playing too much politics. It is only in the South-East that you see petitions that they are piling in the EFCC. Everything is now about politics and we left our hard work for politics.

As the incumbent and 3rd civilian Governor of Ebonyi State since its creation 21 years ago, what efforts have you made in living up to the dreams of the founding fathers?

In our efforts to create a new Ebonyi State of the dreams of our founding fathers, we christened the platform upon which God brought us to leadership and raised us so high above distractions through the divine mandate. We remain grateful to God. We can humbly say that we have achieved a lot through God’s divine mandate within the two years of our administration. We have kept hope alive and delivered on our campaign promises despite obstacles that have stirred us and still stirring us in the face, but we are surmounting most of them.

Undoubtedly, this year’s celebration for us as a people is an important juncture in the annals of our statehood; because, we have worked hard to bring development to our state.

In the previous years, we have devoted this celebration to enumerating our collective challenges in which insecurity had formed the major challenge. But today, we have modified this annual event such that it has become a convention for our collective achievements. We have kept hope alive and tackled our challenges as a people who are destined to succeed.

Let me emphasize that the dream of our founding fathers was that should Ebonyi State be created; it will survive based on the human and mineral resources that God endowed us with. It is important that we know how far we have harnessed these resources that God gave to us.

Barring any last minute change in plan, President Muhammadu Buhari will, on Friday (today), hold a crucial meeting with the Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, at the Presidential Villa, Abuja.

This is the first one-on-one meeting Buhari will be having with the minister since a letter Kachikwu wrote to the President on the conduct of the Group Managing Director of the Nigerian National Petroleum Corporation, Dr. Maikanti Baru, was made public.

It will also be the first time the minister will be meeting the President, who is the substantive Minister of Petroleum Resources, since Buhari returned from his medical trip on August 19.

Kachikwu had stated in the letter that he resorted to writing the letter after several unsuccessful attempts to meet the President personally since he returned to the country.

The minister accused Baru of insubordination and sidelining him and the board of the NNPC in the award of contracts as well as failing to follow due process.

“Hopefully, the President will be meeting the minister on Friday. The meeting is scheduled to hold before Juma’at service. The meeting will hold between 11.30am and noon,” a source in the Presidency told one of our correspondents on Thursday.

Another government official, however, told The PUNCH that the meeting was originally conceived to afford Kachikwu the opportunity of briefing the President of general developments in his ministry.

The source added that although the meeting could have been scheduled before the content of the letter was made public, there was no way the President and the minister would meet and the issue would not come up.

“You can see that the Minister of Transportation met with the President today (on Thursday) to brief him (the President) on the activities in his ministry. The Minister of Mines and Steel Development also had his turn recently.

“That’s the same way Kachikwu was scheduled to have his turn. But of course, there is no way this burning issue will not be discussed at the meeting,” he said.

The source said he was not aware if Baru had been scheduled to meet the President any time soon.

Baru is one of the top government officials who regularly participate in Juma’at service in a mosque located inside the Presidential Villa, Abuja.

The National President of Rice Farmers Association of Nigeria, Aminu Goronyo, on Wednesday, disclosed that in the next few months, a 50kg bag of rice would be sold at the rate of N6000.

Goronyo made this known during a meeting between rice farmers, processors and the minister of agriculture, Audu Ogbeh, at the ministry’s headquarters in Abuja.

According to the Farmers’ boss, the anticipated crash in prices is due to wet season bumper harvest by farmers, adding that operators have resolved to reduce the price of a 50kg bag of rice, which is currently priced within the range of N15,000 to N17,000, to N13,000.

“This is just the beginning. The actual price will still come down because we are expecting a bumper harvest this year; we have sat down with the millers and agreed that we will work together for the interest of Nigerians,” he said.

“At one time, people were buying a bag of rice at the cost of N18,000 but they are now buying it at between N13,000 and N15,000. The price is coming down.

“In the next few months, God willing, the price of a 50kg bag will come down to N6,000. It is achievable, it will be a reality,’’ he said.

Mohammed Abubakar, chairman, Rice Processors Association of Nigeria (RIPAN), said the associations had signed a memorandum of understanding (MoU) to slash the prices of both paddy and processed rice.

“We have agreed at N110,000 per tonne of paddy. In the market, rice will come around N13,000 to N13,500 per 50kg bag,” he said.

“Before now, we were buying paddy at N140,000 and N150,000 per tonne and we are selling our products at N16,000 per 50kg bag.

“If this MoU works, we hope to sell a bag of rice at N13, 000 to N13, 500, depending on where you are in the country.”

Ogbeh commended the associations for their decision to slash the price of locally produced rice.

The minister, who noted that the biggest challenge facing rice farmers in the country was smuggling, said the move would aid efforts to stamp out rice smuggling into the country.

“Let me express the appreciation of President Muhammadu Buhari and the Vice-President, Prof. Yemi Osinbajo, to both farmers and millers because nobody can calculate what you have done to rescue our country that was very close to disaster,” he said.

“What you have done is going to save us from a lot of difficulties. What we want to promise you is that we will help you ease the burden of rice farming.

“Last year, we procured 80,000 threshers; this year, we will procure another 2,500 threshers and we are bringing in small reapers for distribution to rice farmers.

“The equipment will enable them to cut the rice, thresh it, winnow it and put it in sacks; It will take away all the stress which makes rice farming very difficult so that you can keep to the price of N110, 000 per tonne of paddy that we agreed.

“If we are able to keep these prices stable and we are able to contain smuggling, I hope you will keep us informed when there are any challenges confronting you because no country can claim to be strong if its citizens are hungry.

“Let everybody know that the price of rice for this Christmas will be good enough for us to eat rice, chicken and fish.”

The federal government had banned the importation to improve local production and some states like Lagos and Kebbi have jointly produced rice for commercial activities in their states.

Data made available by the National Bureau of Statistics show that export activities in the agricultural sector has been on the rise in 2017.

The Ebonyi State government has begun data capturing and registration of members of the Indigenous People of Biafra, IPOB, living in the state.

The government said the youth ”were misled to join the agitation of the group.”

The State Commissioner for Economic Empowerment and Job Creation, Uchenna Orji, said this in Abakaliki.

He said the exercise was going on simultaneously in the 13 local government areas of the state.

He said the initiative by the state government would make the IPOB members economically independent and help in reducing social vices and other forms of criminality currently plaguing the society.

The commissioner, who said that the state government had extended its empowerment schemes to Ebonyi youth in other states of the federation including Sokoto, Kaduna, Anambra and Lagos, added that over 3000 youths had so far been empowered in the State.

According to him, the state government was set to create 12,000 jobs through the empowerment of these youths, including women as they are currently being given N250, 000 each to start up any business of their choice so that they will become economically self-sufficient.

Mr. Orji further added that the reason for the numerous empowerment programmes of the Governor David Umahi-administration was to increase the per capita income of Ebonyi citizens and ensure the boosting of the economic status of the state.

“These IPOB youths are being registered in the Department of Education and Social Welfare in the LGAs. After the process, the state government will create a programme to train them in their chosen career,” he said.

“Those of them that have taken to the streets due to lack of job will be empowered so that they can be usefully and meaningful to the society. Those who are living and staying outside the state are equally undergoing our empowerment programmes.”

IPOB, a group seeking for a secession from the rest of the country, is led by Nnamdi Kanu, whose whereabout is currently unknown after a military onslaught on his community in Abia last month.

The group had clashed sporadically with soldiers who were there on an exercise tagged Python Dance.

The Federal Government later declared the group a terrorist organisation while the South-east governors also banned the group.

“The Swedish Academy has decided to announce the name of this year’s Nobel Literature Prize laureate on Thursday, October 5, at 1:00 pm” (1100 GMT), the Academy wrote on its website on Monday.

The announcement will enable the 18 Academy members to draw a line under the Dylan debacle.

Not only was he the first singer songwriter to win the prestigious award, he also didn’t comment on his win for several weeks and snubbed the formal prize ceremony in Stockholm in December.

The choice sparked the type of publicity the discreet Academy is normally keen to avoid.

“We shouldn’t expect anything sensational” this year, predicted Clemens Poellinger, literary critic for Swedish daily Svenska Dagbladet, suggesting the Academy will make a more conservative choice.

The Academy is known for its cloak-and-dagger methods to prevent any leaks, resorting to codenames for authors and fake book covers when reading in public.

Speculation is therefore always rampant about possible winners, and the same names make the rumour mill year after year.

Among them are Italy’s Claudio Magris, Kenya’s Ngugi wa Thiong’o, Canadian author Margaret Atwood, Syrian poet Adonis, Philip Roth and Don DeLillo of the US, Israel’s Amos Oz and David Grossman, Albania’s Ismail Kadare and Haruki Murakami of Japan.

A newcomer dominating the buzz this year is Chinese novelist Yan Lianke.

The prize comes with nine million Swedish kronor (around $1.1 million or 937,000 euros).

Soldiers in Cameroon shot dead at least seven people during independence protests in the English-speaking parts of the country, a local mayor says.

Rallies were held in several towns on the anniversary of the incorporation of the regions into Cameroon.
The mayor of town of Kumbo told the BBC that five of the dead were prisoners who were shot after a jail caught fire.
Activists had called for the release of prisoners who had been arrested in a series of protests over the last year.

Cameroon is split between English and French-speaking regions after colonisation by Britain and France following World War One.

The country was unified 56 years ago - but English-speakers accuse the Francophone majority of discrimination.
The mayor of Kumbo, Donatus Njong Fonyuy, said the flag of a secessionist movement had been put up in symbolic places in the town.
There were several other demonstrations in other parts of English-speaking Cameroon.

Demonstrators made a symbolic proclamation of independence as part of their protest, AFP news agency reported.

Counter-demonstrations in support of the government and a unified Cameroon also took place in the city of Douala.
Earlier in the week, Cameroon banned public meetings and travel in the English-speaking regions.

Protests from the English-speaking minority began late last year over concerns they were often excluded from top civil service jobs, and that the French language and legal system have been imposed on them.
