During G.E.Js administration, you could get killed within the nation's capital, northern cities, towns, villages and arms funds were squandered. Boko haram were the main enemies and they had a field day killing citizens, soldiers and bombing many locations.
During Buharis administration, you can get killed or kidnapped on roads and remote areas but arms funds were well spent. Boko haram have been restricted to Lake Chad area but bandits and Kidnappers operating in ungoverned spaces are the main enemies now.

That makoko might even be generating more IGR than some of these Igbo towns.
