How did OBJ and Yar'Adua manage to grow our reserves but Jonathan couldn't despite unprecedented higher earnings?

Even if he was too dull to grow the reserves, must he be irresponsible to have depleted what sensible leaders before him worked hard to store up?

Even if he was too irresponsible to deplete the treasury, must he be an enemy of the state to have borrowed so much money with only 2nd hand trains and the same 4000MW electricity that OBJ already achieved, as evidence of all the monies expended?
