A chieftain of the Peoples Democratic Party and a key participant in the Williams Jefferson bribery scandal, Oyewole Fasawe, has described Governor Ayodele Fayose’s accusations against President Muhammadu Buhari’s wife, Aisha, as “fallacious, baseless, misinformed and defamatory”. In a statement on Wednesday, Mr. Fasawe said Mrs. Buhari was not connected “in any way” to the transaction. Mr. Fasawe is the Nigerian businessman mentioned in the scandal involving Mr. Jefferson, an ex-U.S. Congressman. “We were the ones in government, and she was never a member of our party or my business associate. So, how could she have been involved in the first place,” Mr. Fasawe said. The PDP chieftain said he had a business venture with Mr. Jefferson – who is now serving a 13-year jail term in the US – which went awry “based on misplaced trust”. “I was convinced the Triple Play Cable Television Network was the future of home entertainment in Nigeria,” said Mr. Fasawe. “I invested considerably in the business – even having to approach my bank for further investments. “Unfortunately all went down the drain having been dealing with a fraud and a dupe in the person of Jefferson who used his office and the image of his nation to convince me iGate was a reputable Telecommunication Equipment Vendor Mr. Fasawe said he petitioned the Economic and Financial Crimes Commission under then President, Olusegun Obasanjo, at the time of the incident but no action was taken. “My monies are still tied up in the US,” he said. “It is high time the Nigerian Government liaised with the government of the United States to help me repatriate my monies running into tens of millions of dollars. “The matter is in court as I speak, with AMCON joined as a party to the suit. This is an opportunity for President Buhari to look into the matter and bring all connected to book. Since the matter is in court, I may not be able to say much.” Mr. Fasawe said the failed business venture landed him in detention for nearly a year. “The sad incident caused me money, time and honour,” he said. “So it is very upsetting to have anyone trying to open this old wound and spicing it up with further controversy. “I, therefore, advise Governor Fayose and his handlers to please desist from this unprovoked attack and unsolicited defamation to the person of Mrs. Aisha Buhari. “No one should hide behind immunity clause to trample upon the rights and reputation of others with impunity.” |

The Minister of Power, Works
and Housing, Mr Babatunde Fashola, says the
Federal Government is committed to completing the
second Niger Bridge and Zik's Mausoleum.
Fashola gave the assurance on Monday when he
visited Onitsha, the commercial city of Anambra, to
inspect the progress of work on the second Niger
Bridge and other major projects.
The minister said when completed, the bridge
would bring an improvement and accelerate the
economic prosperity, transportation and exchange of goods and services
across the country.
“I came here in pursuant of the commitment of the
Federal Government and that of President
Muhammadu Buhari to complete the bridge.
“It will give relief to the first Niger Bridge and also
help in ensuring that it is now kept in a good state
of repair and maintenance.”
Fashola said that the Federal Government would
compensate appropriate land owners and ensure
that the Environmental Impact Assessment (EIA)
was taken care of.
According to him, the bridge is the Federal
Government’s first measure towards a Public
Private Partnership with some investors.
The minister also described the project as one of
the largest infrastructural work being embarked
upon by the Federal Government.
Fashola called for commitment on the part of host
communities and urged them not to interrupt the
progress of the project or engage in hostilities.
He urged them to dialogue with the government as
work was in progress in the larger interest of the
country.
On the late Nnamdi Azikiwe’s mausoleum in
Onitsha, the minister said that the abandoned
project would be completed, adding that it was one
little way to appreciate those who had served the
country.
In his remarks, Gov. Willie Obiano of Anambra
stressed the importance of the second Niger Bridge
and expressed the hope that the project would be
completed in good time.
Obiano commended the Federal Government for
refunding about N43.8 billion expended by the state
government to reconstruct and rehabilitate some
federal roads.
The governor appealed to the Federal Government
to consider the completion of the Umunya axis of
the Enugu-Onitsha Express Way, to guard against
accidents.
Obiano called for the completion of the Nnewi Sub-
power station, saying that it would benefit the
industrial town and neighbouring Imo communities
economically.
Also speaking, Igwe Nnaemeka Achebe, the
Chairman, Anambra State Traditional Rulers’ Council
and Obi of Onitsha, assured the Federal Government
that host communities believed in the project.
“We only ask for fair play and due attention to the
host communities’ interest.
“Consultation of community stakeholders have been
negligible; we have complained and expressed our
concern for compensation.”
He called for the completion of the Zik's
Mausoleum, saying it is a great embarrassment to
the country that 20 years after, the project had not
been completed.
In a remark, the Division Manager of Julius Berger
Nigeria, Mr H.D. Bley, explained that the company
had been on site since 2014 and had set up
several yards to make the project possible.
He explained that the project was more of road
construction than bridge, adding that the road on
both sides of Anambra and Delta were 10 kms
while the bridge was 1.5 kms.
Bley, however, expressed the readiness of the
company to move back to site as soon as finance
was made available.
The minister, accompanied by Obiano, some
traditional rulers and other state functionaries, later
visited the second Niger Bridge and Zik's
Mausoleum.
Other projects visited were the Umunya axis of the
Enugu-Onitsha Express Way and the Nkpor Fly-over
bridge near Onitsha, among others. |

Senators urge Buhari to stop Attorney-Gen. I’m innocent, says Dep. Senate President pparently shocked that the stage is set for the trial of its key officials for alleged forgery, the Senate has launched a battle to stave off a major crisis. It yesterday accused the Executive of attempting to force out its leaders and named Attorney General Abubakar Malami leader of the plot. President Muhammadu Buhari, the Senate said, should tell Malami to pull the brakes on the plot. In a statement, Media and Public Affairs Committee Chairman Senator Sabi Abdullahi said the reopening of the case by the police posed a danger to the autonomy of the legislature. Senate President Bukola Saraki and his deputy have been charged with alleged forgery of the Senate Rules to pave the way for their 2015 election. They both deny any wrong doing. To the Senate, charging the officials is “unconstitutional” because the matter has been dealt with at plenary. The statement reads: “After reading in the national newspapers and online platforms of the planned charges of forgery and conspiracy preferred against the Senate President, Dr. Abubakar Bukola Saraki, his Deputy, Senator Ike Ekweremadu, immediate past Clerk of the National Assembly, Alhaji Salisu Maikasuwa and the Clerk of the Senate, Mr. Ben Efeturi and reviewing the circumstances leading to the filing of these charges, we are compelled to alert the good people of Nigeria and the international community, that our democracy is in danger and that the attempt by the Executive Arm of the Federal Government to muzzle the legislature and criminalise legislative processes in order to cause leadership change in the National Assembly is a return to the era of impunity and lack of respect for due process which we all fought to abolish. “We urge President Muhammadu Buhari to please call his Attorney General and Minister of Justice, Mr. Abubakar Malami, to order. The Senate of the Federal Republic voted freely to elect its leadership into office and continuing attempts to change that leadership through the wanton abuse of judicial processes cannot stand in the eyes of the world. “It is clear that the Attorney General and party leaders behind this action either lack the understanding of the underlining principles of constitutional democracy, the concept of separation of powers, checks and balances and parliamentary convention or they just simply do not care if the present democracy in the country survives or collapses in their blinded determination to get Saraki and Ekweremadu by all means necessary, including abuse of office and sacking the Constitution of the Federal Republic of Nigeria. “The Nigerian people have enough economic hardship at this time requiring the full attention and cooperation of the three arms of government, instead of these attempts to distract and politicise governance. “We are in a state of economic emergency such that what the National Assembly needs at this time are executive bills and proposals aimed at resolving the crises of unemployment, currency depreciation, inflation, crime and insecurity. “What the National Assembly needs now are executive bills to build and strengthen institutions to earn revenues, fight corruption and eliminate waste. Instead, we are getting hostile actions aimed at destabilising the National Assembly, distracting senators from their oversight functions and ensuring good and accountable governance. “We must make it clear here to the individuals in the Executive arm and party leadership behind these plots not to mistake the maturity and hand of co- operation being extended to the Presidency by the legislature as a sign of weakness. “The National Assembly bent backwards to accommodate various infractions and inefficiencies in pursuit of inter-arms co-operation and national interest. We did not follow up the various infractions because we believe there are bigger issues which the government has to attend to in order to ensure that every Nigerian have food on his table and live comfortably in a secure environment. We know that the country is actually in a state of economic emergency and all hands must be on deck. “This latest plot is directed at forcing a change of leadership in the Senate or, in the extreme case, ground the Red Chamber of the National Assembly. Or how do one (sic) interpret a move in which the two presiding officers are being set up to be remanded in Kuje Prison or incapacitated from sitting at plenary through a day-to-day trial on a matter that is purely an internal affair of the Senate. “This obviously is a dangerous case of violation of the independence of the legislature, undue and unnecessary interference in the internal affairs of the Senate and blatant abuse of the judicial process. The matter now being criminalised was brought to the plenary of the Senate in session, over a year ago. “And because it had no support, it was overruled and roundly defeated in chambers. To now take a matter that was resolved on the floor of the Senate to the police and then make it form the subject of a criminal prosecution of freely elected legislators beats all imagination of free thinking men all over the world. “The implication is that any matter that fails on the floor of the National Assembly will now be taken to the Police, thereby endangering every Senator and House member. “This current move clearly runs contrary to the Doctrine of Separation of Powers and Checks and Balances which are fundamental to the successful operation of the Presidential System of government. “It runs counter to the principle outlined by the Supreme Court in the Adesanya Vs Senate case where it was held that nobody should seek to use the courts to achieve what he or she has failed to push through on the floor of the National Assembly. “This present effort, therefore, is clearly a coup against the legislature with the ignoble aim to undermine its independence and subject the law making institution to the whims and caprices of the executive. It is a plan to return Nigeria to the dictatorial era which we have, as a nation, voted to reject. “It is a dangerous trend with grave implications for the survival of our democracy and the integrity of the component institutions. This rule of men as against the rule of law is also the reason why the war against corruption, one of the cardinal objectives of the present administration, is losing credibility because people perceive it to be selective and, in most cases, aimed at settling political or partisan scores. “The Rules of the Senate and how the institution elects its leadership are internal affairs. The Rules of a new Senate are provided by the National Assembly bureaucracy. It has always been so since 1999. “After the inauguration of the Senate, if Senators have objections to any part of the Rules, they can follow the procedure for changing it. Ekiti State has the highest number of residents,
among Nigerian states, who defecate openly, two
agencies have said.
The United Nations Children’s Fund and the
European Union state that two in three Ekiti
residents engage in open defecation.
This is contained in a report jointly presented by the
organizations at a two-day media networking and
alliance building workshop on Water Sanitation and
Hygiene held at Ijero Ekiti.
The programme, which ended on Saturday, was
sponsored by both foreign organisations; and also
featured Open Defecation Free, ODF, campaign.
The report stated that of the state’s 2.7million
population, 1.8million engage in the unhygienic
practice. It said the Ekiti figure represents 60.8% of
Nigerians who defecate openly.
The organisations said over 2.5 billion people
lacked access to improved sanitation globally, out
of which one billion were engaging in open
defecation.
The UNICEF/EU delegation, led by Mohsena Islam,
a Water Sanitation and Hygiene specialist from
UNICEF, had earlier embarked on a field trip with
Ekiti Media WASH group to Asasa and Temidire
Olojofi farm settlements in Aramoko Ekiti, to
assess compliance with the campaign against open
defecation.
Mr. Mohsena disclosed that several achievements
had been recorded through UNICEF/EU WASH
programme in Ekiti, using Gbonyin and Ekiti West
as pilot councils in advocacy for open defecation
Free and WASH.

Corruption and the civil servant

The tide may be beginning to turn and the fight
against corruption would seem to have started
yielding some results. A statement on this was
made the other day when a former accountant with
the Federal Civil Service Commission (FCSC) was
convicted and imprisoned for six months without
option of fine, for crimes that included stealing,
abuse of office and forgery. Nigeria needs more of
such convictions for the anti-corruption train to
move full-steam!
The convict, Babatunde Abisuga who was reported
to have fraudulently helped himself to the tune of
N109 million from pension funds was prosecuted in
a High Court in the Federal Capital Territory, Abuja
by the Economic and Financial Crimes Commission
(EFCC). Nailing the accused with clear evidence and
proof of his culpability, Abisuga who had earlier
pleaded not guilty to the charges against him turned
to a ‘plea bargain’ that earned him not only six
months imprisonment but also loss of all the
proceeds of the crime. This came after four years
of prosecution, as the case commenced in April
2012.
Although the judge who sentenced the culprit was
said to have stated that his conviction was not just
to punish but to reform offenders and deter the
public from get-rich-quick syndrome, there is hardly
any doubt that the jail term was a mere slap on the
wrist. Such a conviction is impotent as a tool for
reforming the culprit or anybody else for that
matter. It was also meaningless as a deterrent to
others. If anything, it could encourage weak-minded
and valueless individuals to embark on similar
escapades knowing, as it were, that the penalty for
such abhorrent behaviour involving multiples of
millions naira of the people’s funds would be a
mere tap on the head.
The judge may not be blamed for the insignificant
penalty imposed on the culprit because he must
have been guided by what is provided in the
nation’s laws, most of which are no longer in tune
with current realities. But the statements that
followed to justify the less than acceptable penalty
on a civil servant that should be trusted beyond all
reasonable doubts, especially if he is a
professionally qualified and certified accountant, is
an evidence of lack of appreciation of the weight of
duty such a fraudster owes to his employers and
the entire nation. He has not only betrayed the trust
reposed in him by the nation, he has given a bad
name to the institution of the civil service,
disgraced his profession and brought odium upon
his family.
Nonetheless, the fact that a civil servant has,
through the legal system, been made to pay for his
criminal, unethical and unprofessional behaviour, is
a good sign that quest for zero-tolerance of
corruption in the civil and public services is
beginning to yield dividend. When people realise
that once they violate the laws of the land, they
would be confronted with the full force of those
laws, circumspection and discipline would reign.
The most powerful restraints will even come from
the realisation by people that they will be caught,
thoroughly investigated as well as speedily and
diligently prosecuted, if involved in any crime. Most
assuredly, punitive and deterrent sanctions will
further serve as excellent influencers to better
behaviour by all citizens.
The EFCC, all the institutions and individuals that
legally facilitated the jailing of the dishonourable
civil servant, Babatunde Abisuga, deserve
commendation and encouragement to do more to
rid Nigeria of all forms of corruption.
The professional bodies to which Abisuga may
belong should further subject him to their
disciplinary procedures with a view to ensuring that
he pays direly for the disrepute into which he has
brought the accounting profession and the civil
service. In this wise, the least expected is that
Abisuga will be de-listed as a member of the
accountancy profession and never again to practise
as an accountant in any part of this country, if not
globally, when he regains his freedom from prison.
Many lessons are likely to be learnt from his
experience by other professionals who may be
contemplating indulging in corruption.
The government should also leverage on this
successful prosecution to review the nation’s laws,
especially the Evidence Act and Penal Code, with a
view to ensuring that suspects are thoroughly
investigated, diligently and speedily prosecuted.
Those found guilty should be subjected to the
severest of sanctions to serve as deterrent to
intending corrupt persons. |
