by Azubuike Ishiekwene If success were measured in panels, committees and task forces, President Goodluck Jonathan’s administration would be a master class. Of course, he did not invent the idea and governments before him used it for all sorts. In the three years since he became president, however, Jonathan appears not only to have rediscovered the utility of panels and committees, he has, in fact, reinvented this bureaucratic tool in a way that would make Max Weber burn with envy. Former military president Ibrahim Babangida used to be the official Nigerian record holder. He created dozens of panels and committees during his eight- year military presidency. There were panels, committees or bureaus on everything from assets investigation and local government to civil service reforms and from state creation to the number and type of political parties. If there was a dispute over a market stall, Babangida would suborn a committee to find out the “immediate and remote causes” of the dispute. What happened after that was a different matter. If it was OK for a military government, which desperately needed legitimacy, I can’t, for the life of me, understand why an elected government already weighed down by its bloated size finds nothing wrong in compounding its obesity. Why, at a time when government’s recurrent expenses gulp N3.4trillion with a legislature that is the world’s most overpaid and underworked, does Jonathan think that we need another presidential committee on a national conference? The committee is coming two years after Jonathan set up the Justice Alfa Belgore committee to review the report of the 2005 National Political Reform Conference. The committee is coming about one year to the general elections and less than six months left for the National Assembly to even take a look at it. Most of all, the committee is coming at the most damning time for its nuisance value – it’s coming when we need proof of performance, not recommendations. Records from the Office of the Secretary to the Government of the Federation show that we have passed through this road 24 times in the last three and a half years. We had the presidential advisory committee chaired by TY Danjuma, which not only helped stabilise the government but was also supposed to provide alternative views to the government on the economy, power, security, infrastructure, the electoral process and the fight against corruption, among others. The government single- handedly killed the committee. There was the presidential project assessment committee chaired by Ibrahim Bunu that was supposed to assess all ongoing federal projects and offer suggestions on the optimum choices. The government single-handedly frustrated the committee. There was the Stephen Oronsaye committee to restructure and rationalise federal government agencies and parastatals. The committee was given eight weeks in August 2011 to submit its report. The report has since been submitted, but the same government that set up the committee unleashed its own demons against any sensible implementation of the report. During the last “Media Chat”, the president tried to say something was being done about the report. Whatever is being done may be progress in Ijawspeak, but, in fact, it is malicious rigmarole. In December 2011, the government set up a national task force to carry out a forensic study on the state of the country’s three refineries in Port Harcourt, Warri and Kaduna and to audit the refineries. The plan, it was said at the time, was to bring the refineries to “world-class status.” Well, nearly two years after, there is nothing being said about the audit or anything. In fact, the refineries are now being threatened by extinction – and the poignant irony is that Aliko Dangote, the man once blocked from buying the Port Harcourt refinery, is building a refinery that will make existing ones look like museum pieces. Iliyasu Abba, made the disclosure when he briefed newsmen in Kano on Wednesday. Abba said the discovery was made on Tuesday around 2 a.m., during an operation by a combined team of the JTF troops and the Department of State Services (DSS) operatives. ``At about 2 am on Oct. 8, a combined team of the JTF troops and Department of State Services raided two Boko Haram terrorists’ hideouts at Gunduwawa village in Gezawa Local Government Area. ``The raid, which was conducted following a lead on intelligence reports, made no arrests as the terrorists fled the village on the approach of the JTF troops and DSS personnel,’’ he said. He, however, said one person who was believed to be the son of the owner of the house was killed during the operation. According to him, the deceased is said to have rented the house to the fleeing terrorists. He said the team was also able to recover weapons, working tools and materials used for making improvised explosive devices (EIDs). He added that they recovered one assault rifle, two AK58 rifle magazines with 193 rounds of 5.56mm ammunition, and one AK 47 rifle magazine with 107 rounds of 7.62mm (Special) ammunition and bows and arrows. Others are: three primed cylinders of IEDs, one primed explosive suicide back pack, 18 empty IED cylinders, 24 detonators, and small bag of fertiliser and IED timers. The rest are: cortex wires and three remote control devices, five Motorola hand held radios, four communicators, six alarm clocks, two cartons of 9-volt batteries, a scale, one external hard drive and one heavy duty charger/battery. ``These weapons, ammunitions and other dangerous materials were meant to wreak havoc on Kano during the Eid-el-Kabir and other festivities before the end of the year.’’ He urged members of the public to continue to cooperate with the JTF operatives in its effort to curb the activities of terrorists in the state. The Movement for the Emancipation of the Niger Delta (MEND) has dismissed President Goodluck Jonathan’s inauguration of an Advisory Committee on the proposed National Dialogue, describing it as “another deceit, a distraction, waste of public funds and time” which has “absolutely nothing else to offer.” In a statement today, it called on members of the National Assembly to rise up to their responsibilities and justify their huge salaries and fringe benefits. “Reversing the injustice meted out especially from the General Yakubu Gowon and Olusegun Obasanjo military regimes on the people of the Niger Delta, is one of such responsibilities,” the statement said. It argued that in Nigeria's return to democratic governance, the unjust distortion of the Nigerian Constitution by military dictators has been widely acknowledged. “This mutilation of the pre- independence constitution laid the foundation for militancy in the Niger Delta. Military dictators on account of oil, stripped the indigenes of the Niger Delta of their land and God given mineral resources which have for 53 years been used to develop other parts of Nigeria while the people of the Niger Delta survive in abject poverty without basic necessities such as potable water, electricity, roads, schools, habitable shelter to mention a few.” On the part of civilian administrations, MEND said that understanding the illegality of the constitution mutilation by the military, they have been quick to amend convenient sections of the constitution carefully avoiding areas to do with the theft of the land of the people of the Niger Delta by individuals hiding under the cloak of the "Federal Government" in collusion with Western governments and their accompanying oil companies, thus attempting to legitimize an obvious crime. “The fact that this crime has continued unchallenged for more than four decades does not make it more palatable to the indigenes of the Niger Delta who have endured a terrible crime which the world has found convenient to ignore,” the movement said. “Instead of wasting time to rant over what can be expressed in the opinion columns of newspapers, or radio and television talk shows at a reduced cost, our National Dialogue should focus on Corruption: The Mother of all terrors which is tantamount to this government,” MEND stressed. In the absence of this constitutional step, the group said it agreed with the late Otto von Bismarck who once remarked, “The great questions of the time will be decided, not by speeches and resolutions, but by iron and blood”. |

Governor Rabi’u Musa Kwankwaso of Kano state has condemned the call for a national conference, saying the conference will be a Pandora’s Box that will create disunity among the Nigerians. During a media chat in Hausa, that was broadcast live by Radio Kano, Freedom Radio and Rahma Radio in Kano, to mark the 53rd anniversary of the Nigeria’s independence, Governor Kwankwaso explained that the conference is not only unconstitutional but also a waste of time and resources. He said that with the presence of the National Assembly there is no need of such a conference, as members of the two chambers have the constitutional mandate to deliberate on national issues and take action accordingly. “In my opinion the national conference is a colossal waste of resources that ought to be utilized to solve the socio- economic problems clogging the progress of our country”, governor Kwankwaso said, adding that the resources that will be wasted in organizing the conference will be channeled to improve other sectors. He added that such conferences were held during Obasanjo and Abacha regimes and nothing happened after that asserting that “anybody who thinks that Nigeria will breakup is wasting his time as the nation will remain one no matter the pressure”. On the current dilemma facing the PDP, Governor Kwankwaso said the crisis is associated with agitations for good governance obtained in real democracies, pointing out that the meeting between two contending factions of the party, slated for 7th October, 2013, will be crucial. He said that the G7 governors will attend the meeting and they are ready to defend their positions in whatever action they take during the agreed cease fire period, emphasizing that if consensus was not reached, Nigerians should wait and see what will happen. Speaking on local government elections in Kano state, Governor Kwankwaso assured people of the state that government is ready to hold the elections explaining that plans are being worked out to create good environment for credible local government elections. |

Staff of the Corporate Affairs Commission, CAC, on Friday shut down their offices at the Abuja headquarters to protest what some described as illegal deductions of their salaries by the management of the commission. The CAC is the agency responsible for company registrations in Nigeria. Lawyers who besieged the commission’s office in the Maitama District of Abuja to incorporate new firms, conduct corporate searches and conduct other businesses left disappointed. “The workers said they will not work until the management stops deducting their pay illegally,” one lawyer said. The spokesperson for the commission could not be reached for comments as he did not answer or return calls made to his telephone. |
