COMMUNIQUE OF THE 75TH NATIONAL EXECUTIVE COUNCIL (NEC) OF THE ACADEMIC STAFF UNION OF POLYTECHNICS (ASUP) HELD AT FEDERAL POLYTECHNIC, BIDA NIGER STATE, FROM 24 – 28TH SEPTEMBER, 2013 PREAMBLE: The National Executive Council (NEC) of the Academic Staff Union of Polytechnics (ASUP) met for her 75th NEC Meeting at the Federal Polytechnic Bida, Niger State where the following national issues were observed, discussed, and resolutions on them were reached: OBSRVATIONS: 1. The frustrating inertia of the Federal Government to convincingly fulfill any of the promises and agreements reached with the union before the suspension of the strike on 17th July, 2013 on CONTISS 15 Migration for Lower cadres, Needs Assessment of Polytechnics, release of Whitepaper of visitation to Federal polytechnics, discrimination between polytechnics and university graduates in job placement and career progression and the constitution of Governing Councils to Federal polytechnics earlier omitted. 2. The anti-labour stance of the National Assembly as exemplified by the recently proposed removal of minimum wage from the exclusive legislative list of the constitution to the concurrent list; as well as the proposed legislation against declaration of Industrial Strike by unions in the tertiary sector; 3. The growing tension in the nation’s polity as a result of the volatile comments and activities of politicians and interest groups; 4. Government’s abuse of the laws establishing TETfund; 5. The culpable lack of commitment of the National Board for Technical Education (NBTE) to meeting the needs and demands of polytechnic education in Nigeria. 6. Appointment of rectors/provosts from within polytechnic/monotechnics sector RESOLUTIONS: In the light of the above, NEC resolves: 1. That Government should without delay address all the outstanding standing issues including the NEEDS Assessments of the polytechnics and the corresponding funding, constitution of the Governing Councils of the remaining Federal polytechnics, CONITSS 15 Migration of the Lower Cadres, the removal of disparity between HND and Degree certificates, establishment of the National Polytechnics Commission (NPC), release of the Whitepaper of the visitation panels to polytechnics; 2. That the National Assembly should rescind from its current anti-labour posture in the interest of industrial peace and our desperate move to rescue the endangered soul of the tertiary institutions in the country; 3. That the National Assembly should expedite action on the review of the Polytechnic Act; 4. That a vote of no confidence be passed the NBTE and further calls for the immediate establishment of a National Polytechnics Commission (NPC) to proactively cater for the needs of the sector; 5. That the Nigerian political class and other interest groups should exercise restraint on their utterances and activities in the interest of peace, unity and security of the nation; 6. That the Federal Government should desist from abuse of TETfund laws; 7. That stakeholders in the education sector such as parents, students, religious leaders, the press, members of States and National assemblies to rise to their responsibilities of rescuing the (polytechnic) education sector from imminent collapse; 8. That the position of ASUP on the need to appoint the rectors from within the polytechnic system remains irreversible; 9. That in view of the continued insincerity of Government to honour the agreement reached with ASUP, NEC resolves that the union will resume the suspended strike with effect from 4th October, 2013. NEC sincerely appreciates the good people of Nigeria and all other stakeholders in the education sector for their sustained support in its struggles to save the polytechnic education from total collapse in Nigeria. The Academic Staff Union of Polytechnics, ASUP, announced on Saturday that it has resolved to resume its suspended nationwide strike from next week, following failure of the federal government to fulfil its agreement with the union. The union had been on several weeks of strike, but suspended it on July 17 following the intervention of federal lawmakers in its negotiation with the federal government. The National Publicity Secretary of the union, Chirman Clement, in a statement on Saturday said the union took the decision at her 75th National Executive Council (NEC) meeting held at the Federal Polytechnic Bida, Niger State and resolved to resume the suspended strike on October 4. “In view of the continued insincerity of Government to honour the agreement reached with ASUP, NEC resolves that the union will resume the suspended strike with effect from 4th October, 2013. The lecturers also lamented the decaying standard of polytechnic education and solicited the assistance of the National Assembly, parents, and other notable groups to assist in revamping polytechnic education in Nigeria. They passed a vote of no confidence on the National Board for Technical Education, NBTE, and called for the immediate establishment of a National Polytechnics Commission (NPC) to proactively cater for the needs of the sector. |
Reports from Saminaka in Lere local government area of Kaduna State indicated that there were a series of bomb explosions and shootings throughout the night and till the early hours of today. The explosions and shootings were reportedly carried out by suspected gunmen believed to be insurgents while other versions has it that it was an armed robbery attack on two commercial banks in the area. Saminaka shares boundaries with Bauchi, Plateau and Kano states. It lies in a heavily forest said to be a terrorists den, the area has served as a safe passage for insurgents and violent criminals crossing from Bauchi to Southern Kaduna and other parts of northern Nigeria. A source told Saharareporters that soldiers have been deployed to the town to fight the attackers. |

Mr. Asari-Dokubo says Jonathan is unreasonably shielding Amaechi. The leader of the Niger Delta Peoples Volunteer Force, NDPVF, Mujahid Asari-Dokubo, has demanded the immediate arrest and prosecution of former President Olusegun Obasanjo and his former deputy, Atiku Abubakar, for his alleged role in the raging crisis within the Peoples Democratic Party, PDP. He also asked President Goodluck Jonathan to deal decisively with the members of the “New PDP” led by Kawu Baraje, especially the seven governors in its fold, by arresting their associates. Mr. Asari-Dokubo, who stated this in an interview with PREMIUM TIMES on Tuesday in Abuja, however, refused to speak about former military president, Ibrahim Babangida, who he said had not taken sides with either the breakaway group or the mainstream PDP led by Bamanga Tukur. Atiku and the PDP governors of Jigawa, Kano, Sokoto, Kwara, Rivers, Adamawa and Niger States belong to the Baraje faction of the party. They announced the birth of the faction last August 31. Mr Obasanjo headed the PDP elders team that mediated unsuccessfully in the crisis, though some of the governors are believed to be his political associates. “’Obasanjo should be arrested and detained, yes and Atiku (Abubakar),” Mr. Asari-Dokubo said. “They are ordinary citizens of this country they are nobody. They are nobody. I don’t know about Babangida, he has not come out to talk about where he belongs.” The NDPVF leader said there was no need pampering members of the Baraje faction, noting that with their action, they had shown that they were miscreants. According to him, members of the faction fouled of the Electoral Act by setting up a secretariat for a party that was not in existence. According to him, “Those political miscreants; the president should use a hammer against them. There’s no basis indulging these miscreants; they should be treated as such. “There’s only one registered PDP known to INEC and Tukur is the chairman of that PDP. For the president to indulge them is a slap on the face of politics. He should have hit them if they go against the law. “If you set up a secretariat for a party that’s not ready, then they should be arrested and detained. There’s no party called new PDP. They should be treated as a lawbreaker.” Reminded of the constitutional immunity of the governors from arrest, Mr. Asari-Dokubo said, “(Since) the governors enjoy immunity, they should pick people around them, then they will know.” He described the Rivers State Governor, Chibuike Amaechi as “a traitor” even as he alleged that Mr. Jonathan was shielding the governor by his frequent visits to Rivers State. “Amaechi is a traitor to all people, traitor to the interest of all members of the South-South and the South-East. The Kenyan shopping mall where Islamic terrorists are holding shoppers hostage is on fire as and a fierce gun battle is underway as the special forces try to bring an end to the three day siege. Witnesses say they have heard four large explosions at the Westgate Shopping Centre in Nairobi and it is feared gunman inside may blown themselves up in a suicide bomb attack. Security forces say they have freed some but not all of the hostages. Thick clouds of dense black smoke billowed from the complex after a series of loud explosions and heavy gunfire. The area around the mall was teeming with Kenyan soldiers and armoured personnel carriers, as emergency workers and reporters were told to take cover. Ambulances were also seen accelerating towards the scene as aircraft flew overhead. A Kenyan special forces officer said troops had moved in to end the siege with force. ‘I saw them only once, I could not see them much,” he said. “It was hide-and-seek, hide-and-seek, hide-and-seek. In the end we had to use full force, we had to finish with these guys.’ This morning it emerged that a British man had lost his wife and daughter in the massacre while a prize winning architect, who had joint British and Australian nationality was also among the dead. The Foreign Office confirmed today that four Britons have now been killed in the atrocity. Ross Langdon, 33, was killed alongside his heavily pregnant Dutch partner Elif Yavuz. The malaria specialist was just two weeks away from giving birth. Kenyan troops have moved in to end the siege but spokesman for terror group Al Shabaab Ali Mohamud Rage said in a statement posted on an Islamist website that those held inside will ‘bear the brunt of any force’ used by soldiers against the militants.

It was a gruesome scene in the early hours of today as unknown gunmen in army uniform opened fire and killed eight occupants of an uncompleted building in Apo Legislative quarters Abuja. Eyewitnesses said the incident occurred around 3 a.m. in an uncompleted building owned by an army general. A source said the victims were squatters in the building, and said they included truck pushers, scavengers and water vendors known as “mai ruwa.” The source added, “Those people living inside the building had been told to vacate the building on the orders of the Army General who owns the house, but they refused to leave. But it was unfortunate to see some men in army uniform come in the midnight and open fire on these innocent people. I personally counted eight dead bodies this morning lying in the pool of their blood. I saw bullets everywhere in the building.” Saharareporters could not authoritatively confirm that the shooting was carried out by Nigerian soldiers. But a resident of the area told our correspondent that the dastardly act was likely ordered by the officer who owns the building. The name of the officer could not be ascertained at the time of this report. Meanwhile the scene of the bloody assault has been cordoned off by the men of State Security Services (SSS), soldiers and police. The police public relations officer in Abuja, Altine Daniel, confirmed the attack to SaharaReporters, but said the police had no further information about those responsible for it. He added that investigations had begun on the matter. |

He said members of the Nasarawa state PDP Concern group led by former governor, Abdullahi Adamu, will key into the faction of the party led by Mr. Abubakar and eight serving governors. When contacted Mr. Adamu, a serving senator, confirmed his membership of the Atiku-led group. Mr. Adamu said the formation of the group was to revive the party and bring about cordiality and strengthened democratic norms in line with accepted practice that will bring the people closer to their political fate. The new faction emerged on Sunday at the party’s special convention in Abuja. The former vice president is the most senior member of the group that has a former acting chairman of the broad party, Abubakar Baraje, as chairman. The group said they now represent the legitimate PDP and accused the Bamanga Tukur-led party of violating party rules and hijacking the party. Mr. Iliyasu said as members of the original party, they will strive to ensure sanity in the party and called on members to be law abiding for the party and the country to move forward. Also speaking, a former House of Representatives member, Ahmed Wada, representing Keffi – Karu – Kokona, confirmed his acceptance of the new leadership and promised to ensure that the party moves with the people. Mr. Wada, who is a member of the concern group, said their leader, Mr. Adamu and teaming members of the group have accepted the new National leadership of party and will work together assiduously to remove the party from the shackle of bondage. |
