So during development, the default state is the female external Instruments, if the foetus contains XY chromosome, the gonads secrete testosterone which is converted to a more active form DHT, which induces the embryo to start developing male external Instruments.

So if the enzyme that converts testosterone to DHT is absent or the body does not respond to it, the baby is now born with female external genitals or ambiguous Instruments (i.e there may be a vagina but it will be blind ending) but there is an absence of ovary or uterus.

The baby also have a testes but it will be in the abdomen.
This baby may be brought up like a girl. However due to being biologically a male, during puberty, the body will still produce high amounts of testosterone which will effect the changes in body mass one density and lung capacity that are usually seen in males.
