Misplaced priorities. In a sane and serious environment you won't find government constructing leisure parks, that's the role of the private sector, let the government provide basic infrastructure (roads, light, water, health care, housing, security) and let private investors come in, provide incentives like tax exemption/reduction to encourage them. A leisure park needs proper management & maintenance and that is something government has proven to be incompetent about.
That money should be used to renovate and equip a school or two with modern learning infrastructure or it should be used to build a hospital/clinic.

Now naira is around 700 to the dollar, so just what can 2.4 billion achieve? It’s better not to build anything at all than build some pretentious and cheap ‘Rochas-type’ project that wouldn’t stand the test of time and rigorous use!
