Now to answer your question, i would first talk about immigration. There would be no immigration officer across the boundary. So igbos from Onitsha can cross over to asaba or even go all the way to lagos.

Look the man from abuja or kano or Sokoto or borno can come to lagos or cotonou without a visa or even see an immigration officer to buy and trade.

if you minus from 100% , you get about 69% that your people would have in oil,  which is nearly 70% of the oil of nigeria. if you remove Ondo, bayelsa and delta state and put them into Benin republic, 

So your people are going to make alot. 70% of the oil is okay for you people.  So it is the best interest of the north to pass the bill and make themself majority.

notice the constitution in the second line did not refer again to the governor , but it refered to a PERSON who was first elected as governor under this constitution( 1999 constitution).

Nigeria law says Uba is the governor elect because the constitution says that an election should hold on may 2007, which they claim Uba won. But was remove because of tenure extension of Obi. which is unconstitutional. Obi tenure extension is unconstitutional. I remember one of my very good friend , who went to nigeria to marry a high profile bro, in one of the big redeemed churches. Bro who claim to be anioted with speaking in tougues. Look when bro got here. He disappear into thin air. While we later discovered that bro family in the USA who were pastors in the USA church of the redeemed were the one who help in deciet of our wonderful sister. You can imagine ordain con. By the end of the day, our sister mother and other contact the so called redeemed minister to find out the truth after several contact. Of phone slam me, the ordain redeemed so called anioted minister and her husband inform our sister family. Are they the first one who people would 419.

Please note they are still minister in the redeemed church. They live in texas. And I hope they read this story. Your brother have a baby in his less than 2 weeks over here. Who looks exactly like your brother.
