Politics › 2016 Audit Report: Presidency Illegally Moved N14bn To Establish Army Barracks.. by BeeBeeOoh(op): 5:10am On Jul 25, 2018 |
DPR, FIRS overpaid N837.082bn
324 MDAs fail to submit their accounts for auditNdubuisi Francis in Abuja The audited report of the federal government for the 2016 financial statement from the Office of the Auditor-General for the Federation (OAuGF), Mr. Anthony Mkpe Ayine, has revealed that the presidency illegally withdrew N14 billion from the Stabilisation Fund for the establishment of an Army barracks.
The report, which is posted on the OAuGF’s website also indicated that one of the flaws among the agencies of government pointed was poor book keeping practices, especially in the oil mineral sector, in the management of revenue generation and expenditure, and described it as a major challenge in the anti-graft war in public finance expenditure.
The audit report cited one case of discrepancy by the relevant government agencies, which culminated in the over-payment of two revenue generating agencies, including the Department of Petroleum Resources ( DPR) and the Federal Inland Revenue Service ( FIRS).
According to the report, the overpayment stood at N837.082 billion as cost of revenue collection by the two bodies. It said: “Our examination of the Accountant-General’s Transcript and FAAC figures revealed that the FIRS and DPR were over paid cost of collection in the month of August 2016 in the amounts of N305,922,200.48 and N531,160,436.78 respectively totaling N837,082,637.24.
“ It was observed that what was captured in the Accountant-General’s Transcript as payments for the month of August for FIRS and DPR as cost of collection differs from what FAAC approved in the FAAC file. It is expected that only figures approved by FAAC are to be paid by the Accountant-General of the Federation. The difference resulted in overpayments of N837,082,637.24 by the Accountant-General to the two collecting agencies.”
Also contained in the report was the fact that joint venture (J V) cash calls ( funds injected into JVs by the NNPC on behalf of the Federation could not be accounted for in the books of the OAGF and the FAAC.
“These funds are obtained out of revenues accruing to the Federation that would otherwise have been paid onto the Federation Account for allocation to the three tiers of government. Firstly, it is unclear how and where the asset values of these investments in Joint Ventures on behalf of the Federation are determined and reported.
“Secondly, from the analysis and review of the Revenue and Account documents presented by the Crude Oil Marketing Department (COMD) of the NNPC in respect of Sales of crude oil and gas and payment of JV Cash Call funding, it was observed that only a marginal sum was returned as revenue from Export of Crude Oil and Gas revenue inflows to the Federation Account for January to December, 2016,” the report said.
“From the total receipts by NNPC of $2,399,642,012.90 (N569,143,803,033.21 from export sales of crude oil and gas for the year, a total amount of $2,348,880,056.93(N517,354, 153,159.77) was paid out to fund JV Cash Calls, leaving only $72,875,099.00 (N22,423,859,671.82) which was paid to the Federation Account. “It should be noted, that the above JV Cash Calls deducted from the proceeds from export oil and gas sales did not include an amount of N355,173,305,887.21 also paid from the receipts from Domestic Crude oil sales as JV cash calls,” the report stated.
It also pointed out is that the “examination of records and documents presented to the Audit Team in respect of the Excess Crude Account (ECA), revealed that a sum of N361,230,422,517.15 summarised below and classified as PPT/Royalty was deducted from total oil and gas revenue collected before the balance was paid to the Federation Account. “These deductions would appear to contravene the provisions of Section 162 (1) of the Constitution of the Federal Republic of Nigeria, 1999 which states as amended,” it stressed.
There was also the issue of zero collection of oil revenue for some period. According to the report, “ It was observed from the CBN Components Statements that no collections were reported into the Federation Revenue Account by some revenue collecting Agencies for certain months of the year. It was not clear from available records why these months recorded no revenue collections and no explanation was provided for this.
“The Accountant-General has been requested to obtain an explanation from the Group Managing Director of NNPC and Director DPR for the non-collection of revenue during these relevant months,” as well as “ensure that any revenue found due for these months is remitted to the Federation Account, and evidence forwarded for audit verification.”
Meanwhile, no fewer than 324 Ministries Departments and Agencies (MDAs) of the federal government failed to submit their accounts for audit in 2016, according to the report.
This figure contrasts with the 215 MDAs which did not submit their accounts in 2015. There are over 900 MDAs at the federal level. The Auditor-General pointed out that the extensive violation of statutory financial reporting obligations by parastatals is of great concern. According to the report, as at April 2018, 109 MDAs had not submitted their accounts beyond 2013, while 76 agencies submitted last for the 2010 financial year even as 65 others never submitted any account since inception. The report was however silent on culpable agencies. “The extensive violation of statutory financial reporting obligations by Parastatals is of great concern.
Only 51 audited financial statements for 2016 and 149 for 2015 were submitted to the office of the Auditor-General as at December 27, 2017.
The report noted that the development runs foul of the Financial Regulation 3210 (v), which mandates the chief executives of agencies to submit audited accounts to the Office of the Auditor-General of the Federation, OAuGF “not later than 31st May of the following year of Account.”
Section 85 (5) of the Constitution of the Federal Republic of Nigeria 1999 (as amended), empowers the Auditor-General to submit a report on the audit of the Accountant-General’s Financial Statements to the National Assembly within 90 days of receipt of the statements from the Accountant-General of the Federation. However, the Auditor-General observed in the 2016 audit report that the financial statements of the federal government for the year ended December 31, 2016 were first submitted to him by the Accountant-General of the Federation on June 30, 2017.
“Following my preliminary observations,” he noted, “the Statements were significantly amended and resubmitted on 29th September, 2017. Further amendments to the Financial Statements led to another re-submission on 29th December, 2017 and 16th January, 2018 before the final version was eventually submitted on 20th March, 2018. “The Financial Statements of Government Statutory Corporations, Companies, Commissions, etc, otherwise called Parastatals are not audited by my Office, in line with Section 85(3) (a) of the 1999 Constitution. However, in accordance with Section 85(3) (b) of the Constitution, their Annual Accounts and Auditor’s reports thereon shall be submitted to me for comments.
“Most of the government Corporations, Companies and Commissions have not submitted their audited accounts for 2016 to me. Only 51 audited Financial Statements for 2016 and 149 for 2015 have been submitted to my Office as at 27th December, 2017, despite the provision of Financial Regulation 3210(v) which enjoins the Chief Executive Officers of these bodies to submit both the Audited Accounts and Management Report to me not later than 31st May of the following year of Account,” the Auditor-General added in the report.
Many Killed as Soldiers Repel Boko Haram Ambush
The Nigerian Army yesterday said its troops successfully repelled an attack on a military patrol team coordinated by Boko Haram insurgents at Sasawa community in Yobe State. The Director, Army Public Relations, Brigadier General Texas Chukwu, said this in a statement issued in Maiduguri, the Borno State capital.
According to Chukwu, the gallant troops at the weekend repelled an ambush by the insurgents and killed many of them in gun battles at Sasawa in Babbangida Local Government Area (LGA) of Yobe State. He said the insurgents were planning to attack the Babbangida market to steal food items and laid ambush for the troops on patrol.
“Troops of 233 Battalion deployed in Operation Lafiya Dole have neutralised scores of Boko Haram terrorists today, July 21, along Sasawa Road in Babangida Local Government Area of Yobe State, while countering an ambush staged by element terrorists.
“The troops encountered the ambush during a fighting patrol to clear the general area of the fleeing elements of Boko Haram terrorists who have been on rampage for food and logistics. “The gallant troops overpowered and neutralised the insurgents in the fierce fight that ensued and successfully extricated themselves from the ambush,” he said.
He added that the insurgents, whose original plan was to attack and loot Babangida market, aborted the mission and laid ambush for the troops on patrol. He, however, disclosed that the troops recorded some casualties but that the situation was under control.
The army spokesman added that additional men had been deployed to reinforce the patrol troops, while the Air Task Force was on aerial surveillance to track the fleeing terrorists. Chukwu called on the people of the affected communities not to panic over the development which is under control. https://www.thisdaylive.com/index.php/2018/07/25/2016-audit-report-presidency-illegally-moved-n14bn-to-establish-army-barracks-2/

Christianity Etc › Bishop Oyedepo Asks Buhari To Resign, Get Out Of Office Over Herdsmen Killings by BeeBeeOoh(op): 5:05am On Jul 24, 2018 |
The founder and presiding bishop of the Living Faith Church Worldwide, aka Winners’ Chapel, David Oyedepo, has asked President Muhammadu Buhari to resign over persistent Fulani militant herdsmen killings.
In a YouTube video posted by the church’s official page, the cleric made this call on Sunday at its headquarters in Ota, Ogun State.
With this development, Oyedepo has joined other notable clerics – including the Archbishop of the Roman Catholic Church, Abuja, John Cardinal Onaiyekan; and a former Archbishop of the Catholic Church in Lagos, Cardinal Anthony Olubunmi Okogie – who have asked Buhari to quit his position over failure to secure the lives of Nigerians.
The cleric told his congregation that although he was not partisan, he would not be alive and not talk about the massacre of Nigerians, especially in the Middle Belt, by suspected Fulani herdsmen.
Speaking on the theme, “Enough is enough,” he said, “When I was talking in 2015, people were saying my own was too much, now everybody can see what’s happening. What has moved forward in anybody’s life? You don’t know it’s war. Why are they attacking the Christian communities? Why has nobody been arrested? I can tell you this, the authorities and the powers that be are behind them.
“I will never be partisan; Jesus got me out of it in 1984. But I will not be alive to see innocent people massacred.
“We must wake up and push this evil back. Not one of those so-called herdsmen – they are jihadists – has been brought to book till date. Herdsmen don’t shoot; they have been here all along. They are just taking cover under the herdsmen to assault innocent citizens. They wake up in the night and slice innocent children to pieces. Yet, you have a government in place. What!
“The most honourable thing for any non-performing leader to do is to resign. The most honourable thing is to resign. That’s my own for Mr President. Resign! Get out of office! Even our Islamic friends in the North are calling on him (Buhari) to resign. Because that’s the noblest thing to do. Or are we going to look at one system destroy a whole nation?”
Oyedepo also warned Nigerians against the ceding of land to the Fulani herdsmen for ranching, as proposed by the Federal Government.
He said, “I’m going to say this and I’m not going to be tired. This (Nigeria) will never be a Fulani republic. That is not our terms of agreement. It will remain a secular nation till Jesus returns. It’s not just (about) land, it’s (about) heritage.
“Forever, I stand on the fact that no government has the authority to collect land from those who own it and transfer it to another person because on the other side (presumably the north), it never happens.” http://punchng.com/oyedepo-to-buhari-resign-get-out-of-office/

Politics › Saraki, Dogara, NASS Members May Leave APC Thursday - New Telegraph by BeeBeeOoh(op): 7:20am On Jul 23, 2018 |
After months of anticipation and consultations, President of the Senate, Dr. Bukola Saraki and Speaker of the House of Representatives, Rt. Hon. Yakubu Dogara and other aggrieved members of the All Progressives Congress (APC) might defect from the party on Thursday.
Last week, President Muhammadu Buhari and other leaders of the party, failed to persuade the Senate President to reconsider his decision to leave the ruling party. Saraki met with Buhari and Vice President Yemi Osinbajo at the Presidential Villa in Abuja.
A source at the meeting revealed that Saraki was presented with the offer to choose any position of his choice in the future APC government, but he declined.
“He told them that he has been humiliated and dehumanised by the party in the past three years, and that their intervention was too late,” the source revealed.
He recalled that the Senate President was arraigned before the Code of Conduct Tribunal (CCT) and put in the dock like a common criminal.
“As if that was not enough, the Inspector- General of Police, Ibrahim Idris, said Saraki and Governor Abdufatah Ahmed of Kwara provided arms for armed robbers who robbed banks in Offa.
He was invited to force headquarters to make a statement. Are these not humiliation enough? “And now, they are begging him not to leave APC because the president is interested in second term,” he noted.
Other aggrieved lawmakers have been approached as well, by the party, persuading them not to defect, including Governor Samuel Ortom of Benue State who had earlier said APC has given him ‘red card.’ https://newtelegraphonline.com/2018/07/saraki-dogara-nass-members-may-leave-apc-thursday/

Politics › 2019: PDP Resolves To Change Name After String Of Governorship Losses - This Day by BeeBeeOoh(op): 6:39am On Jul 22, 2018 |
Ekweremadu heads committee on new designation, announcement expected Sunday
Atiku declares for president, says APC has failed NigeriansOlawale Olaleye in Lagos and Daji Sani in Yola In a move widely believed to be pre-emptive and designed to prevent the ruling All Progressives Congress (APC) from exploiting issues from the recent political realignments in the country, the main opposition Peoples Democratic Party, (PDP), has finally resolved to change its name ahead of the 2019 general election. THISDAY learnt that PDP, which planned to announce the decision to change its name today, had also pencilled in Deputy Senate President Ike Ekweremadu as the one to head a committee that would walk the party through the procedure.
That was as former Vice President Atiku Abubakar said Saturday in Yola that the federal government led by the APC had failed Nigerians and the people were yearning for change. Atiku stated this at Ribadu Square, in the capital of his home state of Adamawa, at a rally where he formally declared his intention to contest next year’s presidential election on the platform of PDP. He decried the killings in different parts of the country and blamed the APC for visiting insecurity, tragedy, division, and economic misery upon the citizens. Atiku promised to restore national unity, security of life and property, and economic prosperity if elected president.
THISDAY gathered last night that the decision by the PDP to change its name might have stemmed from last Thursday’s meeting between President Muhammadu Buhari and Senate President Bukola Saraki. Though, details of their discussion were not made public, many in PDP believed that with such sessions, the chances of bringing Saraki back to the PDP could be hampered.
The opposition party had long mooted the idea of name change, but had slowed down on the decision because a majority of its members were not disposed to it, and those who wanted it could not convince the others.
Besides, it was thought that even though the party had switched positions and had become an opposition party, PDP was still the only party with membership in the remotest parts of the country, and the name resonated with a majority of its members and admirers, particularly among the teeming illiterate populations.
But this very thinking had since changed, especially with the prevalent narrative of the ruling party, which is always attacking the PDP as a corrupt party. PDP believes the corruption allegation is the main defence APC has found to justify its continued stay in office, despite widespread belief that it has mismanaged the affairs of the country.
Leaders of the opposition party are, therefore, of the opinion that since the ruling APC may be unable to campaign with a good record on economy and security, the only thing it has going for it is the attempt to de-market the opposition by constantly alluding to corruption allegations. However, once the name changes, leaders of the party reckon, PDP would naturally die with the corruption tag and the engagement would shift to issues-based debate. Many PDP members feel that APC would be unable to sustain such a debate owing to its poor performance in the last three years.
It is also believed that in the run up to 2019, PDP has gained many sympathisers, some of who are, however, uncomfortable with the name because of the baggage that comes with it. The party’s leaders are, therefore, of the view that with the old name gone, PDP’s sympathisers would not only openly identify with it, but most of them would also attract more members, thus putting it in a position of advantage to effectively take on APC in the next election.
Therefore, the assignment before the Ekweremadu committee would be to come up with a name that best suits the party, considering the short time between now and 2019, and also not forgetting that such a name must be easily recalled by illiterate citizens. Meanwhile, Atiku was well received at his declaration ceremony in Yola, which took place in a carnival-like atmosphere.
“Fellow Nigerians, the government of APC has failed, it has failed to unite Nigerians,” Atiku told a capacity crowd of jubilant supporters and party leaders, which included PDP National Chairman, Prince Uche Secondus, and other members of the party’s National Working Committee as well as leaders from the six geo-political zones of the country. “Today we are more divided than in any other time in the history of this country.”
He said the APC government had failed to rescue Nigeria from destruction, “Rather, it has destroyed the economy, security, and ensured more poverty and starvation in the land.”
Atiku stressed, “The APC promised us three million new jobs a year. In government, the APC has lost three million jobs a year.
“The APC promised us peace and unity. Under the APC, Nigeria is now more divided and acrimonious than at any time since the civil war.”
The former vice president said, “Nigeria’s major problem is insecurity. More people are killed in Nigeria than people in Afghanistan because Nigerians are no longer secure in their country due to the insensitiveness of the current leadership of the APC.”
According to Atiku, “The APC government has destroyed our economy. They took over an economy with a growth of seven per cent and brought it down to less than two per cent. Today, we are witnessing the most insecure situation in Nigeria ever since APC took over.”
He said, “Today, we have the highest unemployment rate in this country. More than 10 million of our people have been made unemployed under the watch of the APC administration.”
Atiku said he would work with other compatriots in the PDP to secure the party’s nomination for the presidential election. He explained that rebuilding the economy and reuniting the country will be his major priorities if elected president. “What the PDP is going to do is to restore our economy, restore hope of a greater Nigeria and ensure that we have security of lives and property.
“I, therefore, appeal to all of you wherever you may be that it is time to now re-embrace the party that has given us unity, prosperity and security in this country,” he stated.
Atiku, who returned to PDP from APC last year, said PDP maintained an “unequalled record of growing our economy for the benefit of all.” He vowed to reclaim the state for PDP, saying, “l took this state to the PDP, today, l have come to reclaim what belongs to PDP.”
He said he was overwhelmed by the reception by his people and their support for his ambition, recalling similar events in 1998, when was received by mammoth crowds of supporters before the 1999 election, when he was running mate to former President Olusegun Obasanjo.
In his own comments, Senator Ben Bruce, who spoke on behalf of other senators, said, “The turnout is one of a kind. Never been anything like this. Indeed, power is returning to the people, let’s join hands to get Nigeria working.” Bruce said the country needed a detribalised leader like Atiku.
“We cannot continue to live in a country where people are being killed every day. We need someone who can salvage and move the country forward like Atiku. We need to keep hope alive. With people like Atiku, we have hope.”
The event, which had in attendance about 400 Atiku support groups from across the country, also witnessed the defection of people from APC and other parties to PDP. Secondus and chairman of PDP in Adamawa State, Barrister Tahir Shehu, received the new defectors, which included commissioners in the incumbent government of the APC in the state under Governor Mohammed Jibrilla Bindow, Assembly members representing Lamurde , Michika , Leko-Coma state constituencies, and Guyuk local council boss and all his councillors.
THISDAY spotted two commissioners sitting among the dignitaries – the Commissioner for Land and Survey, Hon. Maigiyawa Yayaji, and Commissioner for Commerce, Alhaji Umar Daware. The two men were recently reported to have resigned from Bindow’s cabinet, as confirmed by the state secretary of the PDP, Abdullahi Peramb. https://www.thisdaylive.com/index.php/2018/07/22/after-a-string-of-governorship-losses-pdp-resolves-to-change-name/amp/Lalasticlala, Mynd44

Politics › Solomon Dalung's Convoy Involved In Accident, 1 Dead, 19 Injured by BeeBeeOoh(op): 6:21pm On Jul 21, 2018 |
A convoy conveying the Minister of sports and youth development, Bar. Solomon Dalung, was involved in a ghastly motor accident on Gombe-Bauchi highway, at about 12 noon on Saturday.
The accident, which occurred in Akko, about 22kms to Gombe town from the Gombe state airport Lawanti, reportedly left one person dead, while several others sustained various degrees of injuries.
