Career › Hijab & Law School: Muslim NSCIA To Protest, Threatens Legal Battles by BeeBeeOoh(op): 10:58am On Dec 19, 2017 |
The umbrella body of Nigerian Muslims, the Nigerian Supreme Council for Islamic Affairs (NSCIA), has vowed to embark on a nationwide protest against the Nigerian Law School over its law against the use of hijab.
In a statement issued on Tuesday morning, the Deputy Secretary General of the organisation, Salisu Shehu, a professor, accused the Nigerian Law School of lawlessness and Islamophobia.
The group threatened nationwide protest and a fierce legal action should the law school fail to rescind its decision of not calling the affected graduate, Firdaus Amosa, to the bar.
“There is no doubt that Abdulsalam Firdaos Amosa has been victimized, humiliated and traumatised by the Nigerian Law School, the Body of Benchers and the Council for Legal Education on account of her faith,” the statement said.
“She has been denied of rightfully joining her professional colleagues just because of her religion. She has been exposed to ridicule and opprobrium by standing for her religious rights. It begs the question that she is not the only Muslim lady among those concerned as no one will stand for her when she appears before her Creator to defend the correctness and otherwise of her actions. We reiterate that she has not violated any law.
“The NSCIA demands that the Federal Government, through the Ministry of Justice, call the Council for Legal Education and the Nigerian Law School to order so that they will not stoke religious crisis in the country.
“Our Council patiently waits for what the Ministry will do as it puts other options on the table including litigation and nation-wide protests.
“Those who think they can ride roughshod on the rights of Muslims just because their co-Christian colonialists did it successfully will have to wake up and realise that Muslims are equal stakeholders in this country.”
“Our Nigerian Law School would rather be glued to the archaic tradition of the colonial past being jettisoned by the British themselves and punish a second upper graduate for wearing a headscarf that the Nigerian Constitution guarantees her than toe the path of rationality. Who legislated on professional attires that we cannot question when such attires are inconsistent with our values?

“That the United States of America allows even female military personnel to use hijab and male Muslims to grow their beard as part of their religious rights is worthy of note. If Muslim female police officers in Britain that so desire use hijab without let or hindrance, what is the problem in Nigeria? What is wrong with the Islamophobic Nigerians who assume that Muslims must abandon their religion to co-exist with them in the Nigerian space? How does wearing hijab infringe on anybody’s right in Nigeria? Enough is enough of this chronic hatred and bigoted intolerance! Yours is your religion and ours is ours.” http://dailypost.ng/2017/12/19/hijab-controversy-muslim-body-threatens-nationwide-protest/

Politics › N16bn Double Budgeting Discovered In Power Ministry's Budget.. by BeeBeeOoh(op): 6:21am On Dec 19, 2017 |
....Senate C’ttee queries N205m surplus in NEPZA budgetDamilola Oyedele in Abuja The Senate Committee on Power, Steel Development and Metallurgy has discovered a double allocation of N16 billion in the budget of the Ministry of Power, Works and Housing after the allocation for the same item appeared in the budget of the power ministry, and that of the Transmission Company of Nigeria (TCN).
A budget item of N4 billion allocated for Kashminbilla transmission, and N12 billion as counterpart funding for transmission lines and substation projects, appeared in the ministry and the TCN budget estimates for 2018 Appropriation bill.
Senator Adamu Aliero (Kebbi APC) who pointed out the double allocation, queried the Minister of State, Power, Mr. Mustapha Baba Shehuri, on why he was also presenting items on TCN budget.
“The N4 billion and N12 billion appeared on TCN budget when they came to defend their budget. On the transmission, you have a lump sum of N4 billion and another N12 billion. There seems to be a correlation between these two and the projects currently undertaken by TCN.
Is the ministry delving into what the company is doing or are you presenting the budget for the company? The TCN came and defended their own budget and these figures appeared on their budget estimates. Why are you presenting the same now?” he queried Shehuri explanation that the budgets were the same, and that all the budgets presented by power agencies are contained in the power ministry’s budget estimates, did not assuage the senators.
The Chairman of the Committee, Senator Enyinnaya Abaribe, maintained that the ministry’s budget is completely different from that of the TCN. “No minister, the figures are separate. We have the budget of TCN,” Abaribe said.
Senator Mustapha Bukar (Katsina APC) said the Kashimbilla budget has nothing to do with the ministry. The lawmakers also queried other items in the budget estimate including a proposed N100 million for movement and standardisation of files in the Ministry of Power, a N284million estimate for programmes for promoting investment and development in the power sector, and a N250 million estimate for international and local forums investments. Senator Clifford Ordia (Edo PDP), observed that N448 million was proposed for the purchase of motor vehicles, while another N200 million and N120 million, were also listed for vehicles, under different sub-headings.
“Which kind of vehicle are you purchasing? Are you saying you don’t have vehicles?, Ordia said. Abaribe, also frowned at the absence of the Minister of Power, Works and Housing, Mr. Babatunde Fashola, and ruled that the minister must appear during the defense of his ministry’s budgets. “I would say that the absence of the Minister of Power, Works and Housing, Babatunde Fashola to today’s budget defence is deliberate. Now you can see the reason because what it means is that most of the information that we need to be able to properly scrutinize this budget was not provided,” he said.
“All that we are saying is just make it simple for clarity sake. For every budget item that you have for any of the project, it is necessary for us to know the cost of the project because merely, just saying we are putting certain amount of money does not give us any sense of pleasure. If there is variation then you can add that then we can know. So that we can track every money spent on that and all these things can be made clear by giving us addendum at the bottom of every presentation you are making,” Abaribe added. Based on what it said were conflicting information, the committee rejected the budget of the ministry, and directed the officials to go and reconcile their figures before the next defense session.
Meanwhile, the Senate Committee on Trade and Investment yesterday also queried a N205 million surplus discovered in the 2018 budget estimates of the Nigeria Export Processing Zones Authority (NEPZA), which the agency could not explain. The surplus was included in the personnel cost of the agency.
The Managing Director of NEPZA, Mr. Jim Emmanuel, told the committee that the money is to be deployed towards salary arrears of some of the agency’s staff, but upon further queries, said the surplus was from the Office of the Accountant General of the Federation. “The surplus was not created by us but rather what was approved for us by the AGF office,“ Emmanuel said. The committee members however disagreed with him on grounds that the OAGF makes its projections from the approvals submitted to it for personnel costs.
Senator Usman Bayero Nafada (Gombe APC) noted that while the agency has an appropriation of N638 million for its personnel cost in its 2017 budget, but has expended N505 million on the same item as at November 2017. Nafada further observed that the agency had already proposed to increase its personnel cost in its 2018 budget estimates to N710 million, even though there is an obvious surplus of N122 million in its 2017 budget. The committee members resolved to peg the personnel cost of the agency to N516 million for the 2018 budget, and moved the N205 million surplus to its capital budget. http://www.thisdaylive.com/index.php/2017/12/19/n16bn-double-budgeting-discovered-in-power-ministrys-budget/Lalasticlala, Mynd44 |

Politics › Buhari's Overseas Medicare Shows Inequality In Nigeria - Falana Says by BeeBeeOoh(op): 4:57am On Dec 15, 2017 |
....Says FG must pay ransom for kidnapped NigeriansVictor Ogunje in Ado Ekiti Lagos lawyer, Mr. Femi Falana, has said President Muhammdu Buhari’s medical treatment abroad constituted a gross abuse of the rights of the less-privileged and underscored the pervasive inequality among Nigerian citizens
Falana, who however, said the president deserves the best treatment to sustain his mental ability and competence, posited that it constituted an abuse of rights and class differences, if such privilege can’t be enjoyed by other Nigerians.
The lawyer was of the opinion that the federal government should henceforth pay the ransom demanded by kidnappers for any kidnapped Nigerian, saying “the responsibility of government is to protect our lives and property.
“Let me say, if I am kidnapped today and I pay ransom to secure my freedom, I will surely take FG to court to refund my money because it is the responsibility of government to secure my life,” he said.
He said it sounded so unfathomable that the president and other top Nigerians like the late Vice President, Dr Alex Ekwueme could be hurriedly flown abroad for medical treatments while Nigerian hospitals were being ill-equipped thereby causing death of poor Nigerians who suffer lesser afflictions.
The lawyer spoke on Thursday at Afe Babalola University, Ado Ekiti during the launching of a book entitled: ‘Financing Universal Health Coverage in Nigeria’ written by Dr Olaofe Ogundipe.
Falana, who presented a lecture titled: ‘The Justiceability of Health
As a Human Right’, said Section 17 of the constitution and National Health Act 2014 made it a matter of imperative for government to foot the medical bills of poor Nigerians, regretting that these are not being implemented.
The human rights activist added that the level of ignorance among Nigerians are still very high and this he said accounted for why vast majority of them don’t take governments to courts on issues of abuses of rights.
“In the last couple of years, President Buhari has been flown abroad for medical treatment at public expense . In the same vein, the
federal government recently announced that it would pick up the medical bills of the late former Vice President, Dr. Alex Ekwueme in a London hospital.
“While the nation’s leaders deserve the best medical treatment for the preservation of their lives, it is our submission that the federal government must bear the medical bills of all citizens without discrimination.
“This submission is anchored on Section 42 of the constitution which
has guaranteed the fundamental right of every citizen to freedom from discrimination in a manner that no citizen shall be accorded any special advantage over and above others.
“While it is correct to state that section 17(3) of the constitution which has imposed a duty on state to ensure that there are adequate
medical and health facilities for all persons is not justiceable, it is submitted that the fundamental right to health which is inseparable to the right to life is enforceable,” he said.
Falana urged the federal government to ensure the effectiveness of the National Health Insurance Scheme (NHIS) by making it affordable for every citizen.
“Instead of the healthcare providers to do the right thing, they were only using the opportunity to cheat the subscribers by giving them undeserving patronage for them to make more money,” he alleged. http://www.thisdaylive.com/index.php/2017/12/15/falana-buharis-overseas-medicare-confirms-inequality-in-nigeria/ |

Politics › $2.7b Illegal Contract:Kachikwu Present Same Contract To FEC After Accusing Baru by BeeBeeOoh(op): 9:20pm On Dec 14, 2017 |
The Minister of State for Petroleum, Ibe Kachikwu, on Wednesday presented to the Executive Council of the Federation for approval the controversial $2.7 billion (about N827 billion) gas pipeline contract he accused the Group Managing Director of the Nigerian National Petroleum Corporation, NNPC, Maikanti Baru, of awarding two months ago.
Mr. Kachikwu told State House correspondents at the end of the meeting in Abuja that the Council approved a memo for the award of the pipeline contract he earlier said was awarded by Mr. Baru to a Chinese firm.
The contract is for the installation of the new Ajaokuta-Kaduna-Kano, AKK, gas pipelines under a public-private partnership basis.
Nigerians first heard of the contract after a memo by Mr. Kachikwu dated August 30, 2017 to President Muhammadu Buhari was leaked to the media.
In the memo, Mr. Kachikwu accused Mr. Baru of insubordination and of breaching contracting process in awarding the contract.
He said Mr. Baru refused to involve him, as the chairman designate of the NNPC Board and minister in charge of the Ministry of Petroleum Resources, in the processes of the award of the contract. He also said the board of the NNPC was not carried along.
But on Wednesday, Mr. Kachikwu said he presented the contract to FEC for approval again to correct the infringement of due process by the initial approval.
The controversy that followed the revelation of friction between the two most powerful figures in the country’s oil and gas industry raised tension that threatened the stability of the Nigerian economy.
When the two officials later met at the Nigerian Economic Summit in Abuja made a show of reconciliation by embracing before media cameras and pledging to work together for the overall interest of the industry, Nigerians thought the issues had been resolved.
But Mr. Kachikwu’s decision on Wednesday to present the same contract to FEC for approval triggered fresh public curiosity.
He told correspondents that the meeting, presided by Vice President Yemi Osinbajo, approved his memo for the award of the controversial contract.
When completed, he said, the project would allow holistic movement of gas from the southern corridor to the northern hinterlands for increased gas utilization and power generation.
“We presently have trapped power, trapped gas, all in the southern corridors that is going nowhere because of lack of infrastructure. So, that contract has now been awarded,” he told the journalists.
“But, remember that was partially done. This is a contract that has lasted over 13 years. So we got approval for that today (Wednesday), and so that is going forward very nicely,” he said.
Asked why he had to present the contract again to FEC for approval, Mr. Kachikwu told PREMIUM TIMES it was to correct the irregularity he pointed out in his leaked memo to the President.
“What I wrote to the President in my memo, which was presented to FEC, was to remind him that these were some of the contracts he had already approved,” Mr. Kachikwu said.
“What I complained about was about due process not being following in the initial approvals, obtained without seeking my concurrence or input.
“The due process is that before contracts go to FEC, they should go first to the Board of the company, in this case NNPC, to give everyone the opportunity to make their inputs,’ he explained.
He said before he took the latest memo to FEC, he had followed due process, by taking the details back to the Board, briefed members and obtained their buy-in.
“What I did was an inverse approval process, which is post-the-fact, by taking it to the Board before the FEC. After the NNPC Tenders Board, the right thing to do should be for the contracts to go to the minister, who should even have an input before the Tenders Board finishes its work.
“But because the contract value exceeds the $20 million threshold, the minister has the obligation to take it back to the other Board members for them to review it. Whatever is their opinion would be included in the recommendation by the minister to the President, to guide his decision.
“Based on the President’s input as the full Minister, then the contract would go to FEC. That is the due process of how things should be done,” he said.
Mr. Kachikwu said at the point he wrote to the president in October, approval had already been given, without his involvement in the process and without the input of everyone who should contribute to the process.
The minister, who said he was reluctant to talk about the issue again, said he agreed to speak with PREMIUM TIMES to afford Nigerians the full benefit of what happened.
“I don’t want to go through the whole controversy again. It took a lot out of everybody. We managed to calm things down. All what I did was to correct the wrong in the process inversely by taking it to the Board members to enable them be aware of it and make their inputs,” he said.
When contacted for his reaction, NNPC spokesperson, Ndu Ughamadu, said he preferred not to comment on the issue, since all parties in the controversy had since learnt their lessons and moved on “to allow everyone focus on the bigger picture of ensuring a stable growth of the oil and gas industry and the economy.”
Meanwhile, Mr. Kachikwu said apart from the AKK pipeline contract, the FEC also awarded a contract to a consortium “for the Odidi Pipeline Project from Warri and the Southern marshlands, to move about 364 million cubic meters of additional gas to be produced through the Niger Delta, to be fed into the AKK pipeline. He said the contacts were all part of the government’s gas gathering system.
“So the two contracts taken together, basically will boost gas delivery in Nigeria, for power generation and for the first time begin to take very definitive steps towards the movement of Nigeria from being a crude oil nation into a gas environment,” he said. https://www.premiumtimesng.com/news/headlines/252490-after-accusing-baru-of-illegally-awarding-2-7b-contract-kachikwu-presents-same-contract-to-fec.htmlhtmlLalasticlala, Mynd44 |

Politics › Ibrahim Tumsah To Forfeit 86 Vehicles, Four Houses To FG by BeeBeeOoh(op): 4:49am On Dec 14, 2017 |
The High Court of the Federal Capital Territory in Apo, Abuja, has ordered that 86 luxury vehicles, together with four houses and a quarry plant in Abuja, belonging to a civil servant, Mr. Ibrahim Tumsah, be temporarily forfeited to the Federal Government.
The luxury vehicles were allegedly seized from Tumsah, a director in the federal Civil Service.
Tumsah is said to be the Director of Finance and Account in the Federal Ministry of Power, Works and Housing.
All the 86 vehicles, 23 of which were said to be armoured, linked to him, were described by detectives as brand new.
The court’s forfeiture orders also affected four houses, two of which are located in Wuse II; one in Wuse Zone 7, and the other in Jabi, all in Abuja.
Also to be forfeited to government by the court’s orders, is a quarry in Kuje, Abuja, which was said to have been seized from Tumsah.
Eight containers, with household items, also seized from Tumsah, are affected by the court order.
The 86 vehicles, the landed assets and the other items were said to have been found on November 17, 2017, in a warehouse located on the premises of the house at 22 Igbani Street, Jabi, Abuja.
Court papers obtained by our correspondent on Wednesday showed that Justice Muawiyah Idris of the FCT High Court made the interim forfeiture orders on December 6, 2017.
The judge made the orders following an ex parte application filed on November 23, 2017, by the recently constituted Special Investigation Panel on the Recovery of Public Property on behalf of the Federal Government.
The panel is chaired by the Special Assistant to the President on Prosecutions, Chief Okoi Obono-Obla.
The judge granted the interim forfeiture order after the panel’s lawyer, Rimamsomte Ezekiel, argued the ex parte motion on December 6, 2017.
The court, in its ruling, granted the orders authorising the panel “to freeze” all the items listed in the schedule attached to the ex parte motion “pending full investigation on the serious criminal allegations that were brought against the respondents” – Tumsah and brother, Tijjani Tumsah.
But the judge also ordered that the panel’s ongoing investigation must be completed within three months.
He then adjourned until March 6, 2018.
Some of the 86 cars listed with their chasis numbers and colours in the schedule attached to the panel’s ex parte motion include Wrangler Jeep (black), Audi ASL (ash), Toyota Hilux (white), Taurus Ford (red), Mercedez Benz S550 (red), Mercedez Benz GL 550(black), Toyota Land Cruiser V6 (black), Toyota Prado Jeep (white), Jaguar (ash), another Toyota Hiluz (white), Toyota Highlander, and another Mercedez Benz S550 (black).
Also on the schedule are two Golf GTI cars (both black), Hyundai Veloster (red), Wrangler (red), Chevrolet (ash), Mercedez Vaneo (ash), Infinity FX50 (ash), Honda 2008/9, Jaguar XF (silver), Sahara Jeep (grey), BMW 7 Series (dark ash), Mercedez E550 (silver), Toyota Avalon (dark ash), Mercedez CLK 550 (ash), Cayenna Porche (black), Toyota Camry 2009 (sky blue), Jeep SRT Chirokee (silver), BMW GT550 (white) and BMW R8 2 Series (black).
Others on the list are Hyundai Velager (red), Camry 2013/14(white), Mercedez C300 (black), Ford Taurus (golden), Lincoln Niks (dark ash), Equus 2013 (dark ash), Toyota Sequoia (black), Audi A7 3.OT (black), Toyota Prado (black), another Mercedez C550 (black), KIA 900 (black), Avalon 2014(dark ash), Fiat 500 (silver), Acura RNX 2013, Lexus 15 3500, another Ford Taurus (Maroon), Caridac XT54 (red), Fiat; Turbo; Ford Excursion; Honda V6 Tourine, Audi Q 736, Ford BW, Lexus LS430 and Infinity QX705.
They also include Maserati, Ford Super Duty, Toyota RAV4, Ford 4X4 Super Duty, Land Rover VIE 1155, Land Rover VIE 1265, Ford Taurus Limited, Ford SHD, Audi 55, Roya Turbo and 20 other luxury cars.
The seized houses are located at 34 Euphrate Street, Wuse II, Abuja; 5 Siraso Crescent, Wuse Zone 7, Abuja; 27 Cairo Crescent, Wuse II, Abuja; and 22 Igbani Street, Jabi, Abuja.
The quarry, said to have been seized from the civil servant, was said to be located in Kuje.
Of the eight “containers” also allegedly seized from him, one was said to be empty, while the rest were said to have contained items like mattresses, cables, Honda Bike 4 Wheel, among others.
The Obono-Obla-led panel had alleged that Tumsah, from whom the multi-million naira assets were seized, was merely on a monthly salary of less than N500,000, yet acquired all the assets between 2016 and 2017.
Muhammed Kabiru, a police officer and a prosecutor seconded to the panel, informed the court in a supporting affidavit filed along with the ex parte motion, that the panel, earlier in the year, received a petition against Tumsah, who was accused of “official corruption and abuse of office.”
According to the panel’s investigators, Tumsah acquired the seized assets in the name of two of his companies registered with the Corporate Affairs Commission –Integrated Service Insurance Limited and Integrated Bureau De-Change Limited.
It was alleged that Tumsah used his brother, Tijjani Tumsah, as front, to act as the Chairman and Managing Director of the companies.
Both Tumsah and his brother were joined as respondents to the application marked M/873/17.
Alleging that the seized assets were proceeds of crime, the panel said both Tumsah and his brother, when invited for interrogation, could not explain or justify their sources of wealth and how they acquired the assets.
The investigator also alleged that both of them could not remember the number of bank accounts they were operating on behalf of their two companies.
He stated, “That the items listed above in our schedule were acquired in 2016 and 2017.
“The second defendant (Tumsah’s brother) is not into any business, and neither a retired civil servant in any office.
“That our investigation into this matter, when the respondents (Tumsah and his brother) visited our office, could not explain, and remember the number of their bank accounts which they are operating under the name of their two companies.
“That our investigation reveals that the first respondent, who is a civil servant and a director in the federal ministry, uses his office to acquire those vehicles, the houses, landed properties, those containers and the rest of those items listed in our schedule.
“That the first respondent and the second respondent could not explain or justify the sources of their wealth regarding how they came about those items in our schedule above.
“That our investigation reveals that those items in the schedule are proceeds of crimes, abuse of office and official corruption against the first respondent, Ibrahim Musa Tumsah.
“That those items in our schedule are exhibits which can be used against the respondents in their criminal prosecution in the court of law.
“That those vehicles from numbers 1 to 86 in our schedule are expensive in market value.
“That we need an interim order of this honourable court to keep those vehicles, the houses, containers and other items in their preserved position (the status quo) pending the completion of our investigation and to charge the respondents to the court of law.

Politics › Why Nigerian Youths Are Not Ready For Leadership And Change - Amechi Reveals by BeeBeeOoh(op): 9:28pm On Dec 13, 2017 |
Rotimi Amaechi, Minister of Transportation, has said Nigerian youths are not ready to embrace change.
The former Rivers State Governor said this while stressing that Nigerian youths are copying the wrong leadership model, an act which he alleged may jeopardise their future.
Speaking with journalists in Lagos, the Minister said youth were not ready yet to embrace a corrupt-free society because they were wrongly orientated by those using them for their interest.
According to Amaechi, “The problem with Nigerian youths is that they just want to take over from the elite but they are not ready to embrace change, they don’t want reform.
“They say that the roles being played by the elite are not satisfactory, but they must be ready to upset the leaders of this country through their ingenuity.
“For example, during our days of activism, we engage government over unfavourable policies and we get headlong even during the military administration.
“Now, student union presidents want a vehicle and a driver to be driving him about to attend meetings. During our time, who dares have a car? We all struggle on the street.”
Amaechi urged youths to rise up to the fight against corruption instead of supporting those that they feel were their benefactor.
He said, “I will advise the youths to fight against corruption with all their energy instead of giving tacit support to those they think are their benefactors.
“During our time in the student union struggles, we rose against impunity and organised protests; but what happens today, the government of the day announces the money siphoned but the youths keep quiet.
“Such astronomic stolen amount government announced wouldn’t have happened during our time, all the street would have been filled with youths protesting and seeing that the culprits were punished.
“Today, we have some of our youths dancing behind the corrupt politicians for a pot of meal that will not last long thereby mortgaging their future.’’ http://dailypost.ng/2017/12/12/amaechi-reveals-nigerian-youths-not-ready-leadership-change/Lalasticlala, Mynd44
