Politics › Why We're Yet To Remove Dead Persons From Voter Register - INEC by BeeBeeOoh(op):
The Independent National Electoral Commission has linked its inability to expunge dead Nigerians from the nation’s voter registration to the absence of adequate data of dead people.

INEC chairman, Prof. Mahmood Yakubu stated this when he received chairman of the National Population Commission (NPC), Nasir Kwarra, at the headquarters of the commission in Abuja on Friday.

Currently, 84,004,084 Nigerians are registered to vote but there are fears that the INEC register is grossly inaccurate due to the failure of the commission to remove dead persons from it.

INEC and the NPC had in 2018 signed a Memorandum of Understanding that would see the NPC providing information of dead voters to the electoral umpire but not much has been achieved.

Yakubu explained that the commission had been conducting a periodical cleaning of the voter register by removing ineligible persons or multiple registrants from it using a combination of technology.

He, however, regretted that technology cannot assist the commission to identify and remove dead persons from the record.

He maintained that although INEC has the largest biometric register of citizens in Nigeria complete with photographs and fingerprint information for voter authentication, there is a need to further enhance the credibility of the voter register.

The INEC boss, therefore, called on the NPC to periodically avail the electrical umpire data of deceased Nigerians for a proper clean-up of the register.

“Perhaps you may wish to start by availing us with the list of prominent Nigerians who have passed on, civil and public servants compiled from the official records of Government Ministries, Departments and Agencies and other Nigerians from hospital and funeral records across the country,” Yakubu told Kwarra.

“We appreciate that this is a herculean task but that is partly why we have a NPC. We are confident that NPC has the capacity to do so. This information is critical for INEC to enhance the credibility of the National Register of Voters,” he added.

Yakubu noted that the two commissions had embarked on one of the most imaginative and extensive inter-agency collaborations in Nigeria, which he said was in the area of delimitation of boundaries of electoral constituencies.

He recalled that officials of both agencies undertook a joint project to demarcate the boundaries of INEC’s Registration Areas (RAs)/Wards with NPC’s Enumeration Areas (EAs).

According to Yakubu, the idea of RA/EAD Project was to enable INEC easily delimit and periodically review electoral constituencies based on NPC’s figures whenever there is a new population census.

“This cannot be achieved without accurate population data. This is partly why no constituencies have been delimited in Nigeria since the last exercise was carried out 25 years ago in 1996 by the defunct National Electoral Commission of Nigeria (NECON).

“Working together with the Population Commission, we are determined to make a difference this time around, just as we solved the problem of voter access to Polling Units in Nigeria.”

He said the electoral umpire had. prepared and produced a discussion paper on Electoral Constituencies in Nigeria looking at the issues more broadly, including the imperative of a new population census.

“So far, within the framework of the RA/EAD project, we have jointly covered 261 LGAs nationwide. I am aware that NPC has covered more LGAs. Going forward, we are finalising a Memorandum of Understanding (MoU) which will be signed very soon”, he said.

Earlier, Kwarra said the visit was to cement the existing cordial relationship between the two agencies.

He said the NPC is awaiting President Muhammadu Buhari’s approval to conduct a national census by the first quarter of 2022.

According to him, the Enumeration Area Demarcation (EAD) exercise which is a prelude to a National census was still ongoing, adding that the commission was targeting to complete the enumeration by October.

He said, “For the past 16 years we have not been able to conduct any national census but recently we got the nod of the president and we are likely to conduct census in 2022.

“We are have been working towards enlarging our objectives by demarcating the entire landscape of this country. We started right from 2014 and so hopefully by end of October we will complete the demarcation of all the Local Government Areas (LGAs) in Nigeria and the 36 states including the FCT.”

Phones › Pantami: FG To Deploy 5G Network By January 2022 by BeeBeeOoh(op): 10:22pm On Sep 23, 2021
Isa Pantami, minister of communication and digital economy, says the fifth-generation (5G) cellular networks will be deployed in January 2022.

The minister made the announcement at a town hall meeting in Maiduguri, Borno state, on Thursday.

The meeting discussed ways to address the vandalism of power and telecommunications infrastructure.

In May, the Nigerian Communications Commission (NCC) signed an agreement with the Nigerian Communications Satellite Limited (NigComSat) on the use of the C-band spectrum for 5G services in the country.

Two weeks ago, the federal executive council (FEC) authorised the deployment of 5G networks for Nigeria’s digital economy.

The minister was represented by Ubale Maska, NCC commissioner for technical services.

He said that the 5G technology would boost surveillance against criminal elements vandalising public assets across the country, adding that other measures should be put in place to arrest them and bring them to book.

Pantami explained that the need to deploy the modern system was due to the over 50,000 telecommunications sites across the country and about 16,000 outages recorded by mobile network operators (MTN, Glo, Airtel, 9mobile) between January 2021 and July 2021.

He said the outages were caused by fibre cuts, access denial and theft, leading to service disruption in the affected areas.

He condemned situations where telecoms installations were destroyed in terrorist attacks which had not been replaced as a result of the intense security issues and tensions in north-east states.

Pantami asked the national assembly to speed up the passage of the Critical Infrastructure Protection Bill for onward submission to Muhammadu Buhari for assent.

Secondly, you cannot fight terrorism when terrorists chose you to mediate between them and the government.

Thirdly, you cannot fight terrorism when you give terrorists presidential pardon and reintegrate them into the society.

Fourthly, you cannot fight terrorism when you are a sharia convener because BHT's and sharia conveners has same ideology.

Lastly, you can't say an attack on boko haram is an attack to the North and you expect me to believe that you are fighting insurgents.

Politics › Reps Seeks Identification, Release Of Nigerians In Foreign Prisons by BeeBeeOoh(op): 8:06pm On Sep 23, 2021
The House of Representatives has called for the identification and release of Nigerians imprisoned in other countries across the world.

The House particularly urged the Federal Government to “intervene and secure the release of Nigerians who are being detained illegally in prisons abroad,” while mandating the Committees on Foreign Affairs, Justice and Inter-Parliamentary Relations to ensure compliance with the resolution.

At the plenary on Thursday, the House unanimously adopted a motion moved by Mr Dennis Idahosa, which was titled, ‘Need to Ascertain the Number of Nigerian Citizens Being Detained in Foreign Prisons.’

Moving the motion, Idahosa noted that Nigerians are in almost all countries of the world, making exploits in sports, technology, business, education and politics and have been ranked as one of the highest educated immigrants in foreign countries.

According to the lawmaker, due to the large population of Nigerians in the diaspora, the Nigerians in Diaspora Commission was established to provide engagement and participation of Nigerians in the Diaspora in the development of Nigeria.

He also noted that the international conventions and treaties prescribe that anyone charged with a criminal offence is entitled to a fair hearing within a reasonable time by an independent and impartial tribunal established by law.

Idahosa stressed that the World Bank estimated remittances of around N24.3bn per year and 6 per cent of the country’s GDP, thereby making Nigeria one of the highest-ranking countries of the world in remittances inflow.

According to him, the remittances of Nigerians living abroad have been of significant impact in the development and economic growth of the country.

However, he said, “The House is concerned about reports that many Nigerians are languishing in foreign prisons, some of whom are being illegally detained, while some are exposed to labour exploitation, poor living conditions, discrimination, sex exploitation and other forms of dehumanizing treatments.

“The House is worried that from a 2019 survey report by the Legal Defence and Assistance Project, about 16,500 Nigerians who are in prisons outside the country were convicted without legal representation and not knowing why they are in jail.

“The House believes that the Federal Government needs to employ diplomatic means to assist Nigerians who were wrongly convicted and are being detained in various prisons abroad.”

Politics › Malami: Naming Boko Haram Sponsors Now Can Affect Investigations by BeeBeeOoh(op): 7:53pm On Sep 22, 2021
The Attorney-General of the Federation, Abubakar Malami, has defended the decision of the government not to name terror sponsors at the moment.

He said this had become imperative in order not to jeopardise investigations.

The AGF said this while addressing journalists in New York, according to a statement by his Spokesman, Umar Gwandu, on Wednesday.

The Federal Government has come under fire in recent days for failing to name terror sponsors despite the assistance given to Nigeria by the United Arab Emirates and other countries.

The President’s Spokesman, Femi Adesina, had also said the government was not interested in naming and shaming suspects but would rather prosecute them.

Reacting to the raging controversy, Malami said the Federal Government of Nigeria had been vigorously and intensively working to leave no stone unturned in the prosecution of Boko Haram financiers and the fight against terrorism in the country.

According to the statement, the position, as it stands, is that investigation has reached an advanced stage and the government would make a statement in that direction in due course.

He said, “Time is not ripe for holistic disclosures so as not to pre-empt the investigation process.

“The prime object remains the attainment of peace and security of our dear nation.

“As per as terrorism funding and financing is concerned, we have succeeded in identifying those that are allegedly responsible for funding same and we are blocking the leakages associated with funding while embarking on aggressive investigation that is indeed impacting positively in terms of the fight against terrorism.

“The truth of the matter is that investigation is ongoing and advancing. For the purpose of investigation, I would not like to be pre-emptive in terms of making disclosures that will have effect of undermining the successes we are recording,”

Malami said whatever the government does in terms of detention and arrest is indeed backed up by judicial processes.

He added that the COVID-19 pandemic and the two-month strike embarked on by the Judicial Staff Union of Nigeria earlier in the year affected the proposed prosecution of Boko Haram sponsors.

Malami stated that the Federal Government through the Complex Case Group of the Department of Public Prosecution of the Federation in the Office of the Attorney General of the Federation and Minister of Justice reviewed over 1,000 Boko Haram case files out of which 285 have been filed before the Federal High Court based on prima facie cases of terrorism against them.

Politics › Anti-Grazing Law Unrealistic, I Can Implement Ranching With N114bn - El-Rufai by BeeBeeOoh(op): 9:22pm On Sep 21, 2021
THE Kaduna State Governor, Nasir El-Rufai has described the anti-grazing laws being signed by some of his colleagues as unrealistic noting that while ranching was the ideal solution to the problem, it cannot be done overnight.

El-Rufai also said Kaduna State would require at least N114 billion to put together 14 ranches to fully settle herders and their families.

The governor said this while speaking to newsmen during a visit to the National Secretariat of the All progressives Congress, in Abuja, on Tuesday.

He said, “The northern state governor’s forum has already taken a position that open grazing is not a sustainable way of livestock production. And we must move towards ranching.

“But moving towards ranching cannot be done overnight. We have to have a plan; we have to have resources and we have to implement it sensibly. It is not a matter of populist legislation or saying tomorrow this or that. It is not a solution. We have taken a position as northern state governors and we are implementing that.

“And in my state, for instance, we are developing a huge ranch to centralize the herders. And that is the solution, a long time. But can it be done overnight? No.

“This project we are doing will cost us about 10 billion naira. The CBN is supporting us with about 7.5 billion. And it will take about two years to do.

“We will be settling about Fulani herd families. And I hope that they will see that there are alternative ways of producing livestock instead of running up and down with cattle going to people’s farms to cause all kinds of problems. We want to solve the problem.

“What is unhelpful to politicize the situation and pass legislation that you know that you cannot implement. So, we have taken a position and we are working round the clock to implement that position.

“These herders emanate from the north and we are going to centralize them. We cannot do it overnight. We need billions of naira. This is just one ranch that is causing 10 billion. I have 14 grazing reserves in Kaduna state and I would like to convince them into ranching. Do I have 14 times 10 billion naira? I don’t have.

“If the federal government will give me a hundred and fourteen billion, I will convert the other thirteen into ranches and make sure that nobody comes out with a cow or sheep in Kaduna state because I will have enough ranches to take care of everybody. That is the solution. You can legislate but let us wait and see. And I wish them the best of luck.”
