Politics › Insecurity: We Need Berlin Kind Of Walls At Our Borders - Navy Tells Reps by BeeBeeOoh(op): 5:23am On Sep 28, 2021 |
ABUJA – To help stem the tide of insecurity and the proliferation of arms and ammunition in Nigeria, erecting the Berlin kind of wall between Nigeria and her neighbours is urgently required, the Nigerian Navy has said.
The Navy represented by Commodore Jemila Ababkar Sadiq stated this on Monday, while participating in a public hearing on four security related bills organised by the House of Representatives Committee on National Security and Intelligence in Abuja.
Commodore Sadiq said most of Nigeria’s neighbours lack basic armouries to store and keep proper record of the arms donated to them by foreign governments or regional bodies to fight insurgency.
She added that soldiers of countries such as Chad sleep with unregistered weapons under their beds and sell same to make ends meet whenever the need arises.
“I was in charge as member of fight against Boko Haram and I can tell you categorically, and I stand to be corrected that some of the countries that have borders with us have no armoury. They do not have armories so most of their arms that are being donated by the developed countries in the name of assisting us to fight our problems are compounding our problems in Nigeria because you find out that each average Chadian soldier has 20 to 30 arm sunder neath his bed. When he is broke he brings it out and sells it for $30, $20. I am here, I am standing here and I am saying it.
“Since we are going to collaborate with ECOWAS and other countries that are donating such arms to these countries, I think we should insist that they should either enact laws to govern the handling of these arms and ammunition or build armouries for these countries or else we would not see peace.
“The CCTV we are advocating in my opinion even though they say the Berlin wall has been knocked down, I think we should build walls between us and these neighbouring countries, or we should have a serious surveillance or else we would not see peace in this country, I am telling you this. I have been in that area for years, so I know what is happening,” she said.
The Navy also canvassed for the removal of the Foreign Affairs Ministry from the board of the proposed National Commission for the Control of Small Arms and Light Weapons, and replace it with the Ministry of Internal Affairs.
“We are contributing on small arms. The Ministry of Internal Affairs instead of Foreign Affairs should handle this same transaction. Internal affairs again should chair this commission.
“In addition to the listed agencies, we are suggesting that the armed forces be included and the immigration be included also,” she said.
Also speaking at the hearing, the Defence Intelligence Agency (DIA) expressed the need to regulate the activities of local blacksmiths who it said have become sophisticated in the art of fabricating firearms.
Represented by Air Commodore F. G. Okoyi, the DIA commended the proposed establishment of the commission, saying that it “would go a long way to ensure the coordination of concrete measures for effective control of small arms and light weapons in the country.”
While suggesting the appropriate supervising ministry for the commission, the Air Force officer stressed the need to regulate and integrate black smiths for effective control of small arms and light weapons in Nigeria.
“The Ministry of Defense should oversee the affairs of the commission. The cautionary attachment to blacksmith skills as well as the traditional weapons manufactured for hunting, ceremonial and ornamental purposes have remained the symbol of power and prestige in some traditional communities in Nigeria.
“However, in recent times, blacksmiths have advanced their skills and now possess the capability to manufacture assorted and sophisticated rifles such as AK-47, revolvers, pistols, improvised explosive devices, among others. This development has created the need to identify, monitor and regulate their activities. Thus, the need to scout for blacksmiths that could be integrated into the Defense Industrial Cooperation (DICON) to enable all defense industry complex exploit their talents,” he said. https://independent.ng/insecurity-we-need-berlin-kind-of-walls-at-our-borders-navy-tells-reps/

Politics › Ngige: Lack Of Decent Paying Jobs Huge Incubators Of Insecurity In Nigeria by BeeBeeOoh(op): 10:35pm On Sep 27, 2021 |
The Minister of Labour and Employment, Chris Ngige, has warned that unemployment and lack of decent-paying jobs in Nigeria are huge incubators of insecurity in the country, urging employers of labour and labour unions to pay greater attention to the formalisation of workers in the informal sector.
According to a statement issued by his spokesperson, Charles Akpan, Ngige made the call while addressing a joint visit by the leaders of the Independent Petroleum Marketers Association of Nigeria(IPMAN) and the National Pension Commission (PENCOM) Monday in Abuja.
‘Insecurity as you rightly pointed out is caused by people who feel cheated by society. They carry arms and weapons to vent their anger on the elites. So, the elites in Nigeria are in danger, including me, all of us. Hence, the sooner we start talking to elites in employer organisations like yours (IPMAN) the better. So we can curb this malady and prevent it from escalating,’ the minister said.
‘When you refer to the nexus between job vulnerability and insecurity, you hit the nail on the head. A lot of insecurity problems we have today is caused by unemployment and underemployment. In underemployment, people are not making up to the National Minimum Wage or working up to 8 hours a week which is the ILO standard for full employment. There is a lot of danger if we fail to effectively tackle this. But we are doing our best.’
The minister commended IPMAN for putting its house in order and for being thoughtful of the condition of workers in its employ through decent jobs and formalisation.
‘The good news here is that workers you seek to formalise are in the informal sector. You intend to do a micro pension for them and bring decency to their work. Of course, the ILO principles of decent work enjoin member states to do stage by stage formalisation of the informal sector. But I must tell you that it is very difficult here, because a lot of workers in our informal sector are not in unions. They are not unionised. IPMAN has therefore taken the bull by the horn.
‘Here we are talking of pump dispensers, cashiers and others doing mechanical work like vulcanisers, those doing wheel balancing and alignment, among others. They are informal but with them being captured and formalised gradually, the nation is aligning with the ILO decent work agenda, requiring all nations to work towards the total actualisation by 2030. I, therefore, commend IPMAN for this good step forward,’ Ngige said.
The minister reminded IPMAN that formalising these category of workers comes with an attendant burden of compliance with the payment of the N30,000 National Minimum Wage.
‘You must comply with the National Minimum Wage of N30,000 for each of those persons dispensing fuel, those who are doing allied works there. The Minimum Wage Act gives a number of persons in an organisation that draws such an organisation into the Act. It is 25 or so. Any place where you have more than 25 persons, the Act says you must formalise. It is in your own interest and in the interest of the workers, too.’
Ngige called on private school proprietors in the country to formalise the teachers in their employ and pay them decent wages.
‘I use the instance of your effort and this visit to call on private school proprietors to come forward and formalise their teachers. Those teachers are neither formalised, protected nor have pensions. As a matter of fact, their salaries at times are below the Minimum Wage and that is wrong. In these schools, you see people earning N20,000, N25,000 yet they are teachers. You ask yourself: what is the quality of teaching and the quality of pupils, students therefrom?’
In his speech, IPMAN National President Elder Chinedu Okonkwo said their visit was to seek the collaboration of the Ministry of Labour in keying into the Federal Government’s Micro Pension Plan for millions of workers in its employ, hence the place of the National Pension Commission in the visit.
‘We want to get the drivers, depot representatives and other ancillary workers enrolled into this scheme so as to add value to their welfare and enhance the status of their employment. If achieved, it will help the country curb insecurity, reduce restiveness through creation of wealth and its reductive effect on poverty,’ he stated. https://www.sunnewsonline.com/lack-of-decent-paying-jobs-huge-incubators-of-insecurity-in-nigeria-minister/

Politics › Ahmed Lawan: Buhari Diversified The Economy More Than Any Previous Leader by BeeBeeOoh(op): 9:32am On Sep 27, 2021 |
Senate President Ahmad Lawan said at the weekend that President Muhammadu Buhari has committed more resources to diversify the economy than any previous leader.
Lawan said no past government had invested as much resources particularly in agriculture as the Buhari government has done.
He made the claim on Saturday at the commissioning of a Poultry Farm Center which the National Agricultural Land Development Authourity (NALDA) established in Gasamu, in Jakusko Local Government Area of Yobe State.
The Senate President said: “We have promised to diversify the economy of this country. For more than 50 years, our economy had been dependent on one single commodity and that is oil.
“Oil does not provide so much employment opportunities. There could be revenues but definitely not the mainstream opportunities in terms of employment.
“But when you diversify into agriculture, you would have much more people engaged, especially our youths who today are largely unemployed or under employed.
“So we are diversifying the economy of Nigeria through agriculture and we have done so much as a country, as a government, in the last six years or so.
“No previous administration in Nigeria has committed as much fund, resources in agriculture than this administration.
“And I stand to be contradicted, that if not because of resources that we have put in agriculture sector, Nigeria would still have been importing the food that we eat.
“But everyone knows that the rice import bill had gone so low, almost to nothing today. We used to spend billions of dollars every year to import rice but we have been producing the rice that we eat.
Of course we still have to work to stop smuggling of rice into Nigeria.
“But I want to assure you that the APC administration at all levels of government, from the local government, to the state and federal government, will continue to work for diversification of Nigerian economy.
“Only last month, the National Bureau of Statistics released the report that our economy has grown by 5.01 percent in GDP. That is to show that we are making progress. We are not yet there but we will be there by the Grace of God and all indications are there that we will be there.”
Lawan thanked Buhari for giving the approval for the farm. This, he said, was in fulfilment of the promise made by the President on behalf of APC in 2015, to provide employment opportunities for the youths.
“This is one way of doing that and this is a very practical way of doing it. We have our youths who will be engaged. Presently, 30 youths will be engaged to manage the farm.
“This is only the direct employment on this farm. When you look at the indirect opportunities, when you establish poultry farms across this zone, you would have brought in many youths to manage the poultry farms.
“Gasamu, because of this project, is now going to be prominent in the Nigerian map. And this is something that is very important for us as a community here.
“If someone will come from Kano. If someone will come from Imo. If someone will come from Akwa Ibom to buy chicks here, to go and grow them and sell them to make money, why can’t we in this community do the same.
“That means we should be able to have poultry farms coming up across this zone particularly in Jakusko Local Government.
“This is one of the immediate benefits and I will urge our people not lose the opportunity and I want to seize this opportunity also to appeal to NALDA that we want the capacity to go beyond 250,000 per annum. I want to assure you that our people will exhaust the 250,000 and they will need more,” Lawan said.
The Executive Secretary of NALDA, Paul Ikonne said the farm center was established on the mandate of President Buhari to empower the youths and get the country closer towards achieving food security.
Mr President has directed NALDA to make agriculture attractive for our youths and for NALDA to produce what we are to eat and for Nigerians to eat what we produce.
“So we are here today for the commissioning of this 30,000-bird capacity which is specially made to produce Noiler.
“This center is like a reproduction centre that will be producing our locally improved birds that will be distributed across the country,” Hon Ikonne said.
He said the farm had the capacity of generating 850 eggs daily and N1.1 million daily from the sales of birds only.
Ikonne said the birds also had incubator centre in order to produce day old that would be used to establish or sent to other poultry houses across the country.
He said the revenue projection is that the farm center with capacity to have 250,000 birds would generate not less than N400 million annually.
“NALDA Integrated farm estates are meant to empower the community, to develop the land within the community, empower the youths, create employment and reduce hunger in our land.
So communities within the country are expected to donate land. Mr President has directed NALDA to establish Integrated Farm Estates in all the nooks and crannies of Nigeria. So these lands are developed for the immediate communities and for the empowerment of the communities,” he said. https://pmnewsnigeria.com/2021/09/27/buhari-diversifies-economy-than-past-leaders-lawan/

Politics › Wike: National Assembly Is A Mere Rubber Stamp by BeeBeeOoh(op): 9:16pm On Sep 26, 2021 |
Rivers Governor Nyesom Wike has carpeted the National Assembly for approving anything for the Presidency without minding the consequences of their actions.
The Governor also said the nation’s judiciary had succumbed to intimidation because its judges abandoned their responsibilities out of fear and wondered what the future held for ordinary people.
He said: “We cannot do the right things. Other countries are talking about how their elections will be transparent, we are talking about how we will rig the election in 2023.
“Simple thing, transmit election results electronically to show transparency, that really that the person you’re declaring won the election but we are afraid.
“Where is the legislature? A legislature that cannot think, a legislature, anything they bring is right, a legislature that cannot say that Nigeria has nothing to regret from conducting free and fair election.
“A legislature that you’ll close your eyes, anything they bring, about borrowing, you say borrow. A legislature that cannot say that this money we are borrowing where is it, where are you applying it? You have no confidence to ask questions.
“The courts have been intimidated. The judges have abandoned their responsibilities out of fear. You’re seeing something that is wrong, but because you will be summoned in the night, you abandoned your responsibility.”
Wike spoke at the Interdenominational Church Service organised in commemoration of the 61st Independence Anniversary of Nigeria at the St. Paul’s Anglican Church in Port Harcourt on Sunday.
The Governor said it was regrettable that 61 years after independence Nigeria was still grappling with leadership challenge.
Wike said there was hardly anything for Nigerians to celebrate as the country marked 61st Independence anniversary because its leadership continued to entrench hatred, mediocrity, promote ethnicity and religion.
He said the only thing Nigeria could boast of was the existence of the name Nigeria.
He said: “This is the time that Nigeria needs God more. The country is gone. Insecurity everywhere. Everyone needs to say God, we need you because man’s leadership has failed this country.
“At 61 years, Nigeria is full of enmity, full of divisions, hatred, ethnicity. A country that cannot put themselves together. Everybody has responsibility, so ask yourself questions, have I done my own part?” https://thenationonlineng.net/national-assembly-mere-rubber-stamp-wike-alleges/?amp=1Lalasticlala, Mynd44

Politics › National Assembly Only Blockade To e-Transmission Of Electronic Result - INEC by BeeBeeOoh(op): 8:30pm On Sep 26, 2021*. Modified: 9:17pm On Sep 26, 2021 |
Nigeria’s electoral umpire, INEC, has again said it has put all structures in place for electronic transmission of results.he Independent National Electoral Commission (INEC) says it would electronically transmit elections results “if the choice was up to INEC”, reiterating that it has over the years put adequate structures for such in place across Nigeria.
INEC’s submission comes as it pushes against a gag on its processes by the National Assembly.
Giving its stance in a position paper titled “Electronic Transmission of Election” released on Saturday, in Abuja, the commission said that the country has adequate infrastructures to successfully transmit election results electronically.
It disclosed that it will prefer to transmit election results electronically once necessary legal frameworks have been put in place, adding that e-transmission will improve the quality of election result management.
“The technology and national infrastructure to support this are adequate. Consequently, if the choice was up to INEC, the commission prefers to transmit election results electronically once the necessary legal framework is provided,” it said.
Citing pilot tests from previous elections conducted previously, the commission said it was convinced that “that electronic results management will add great value to the transparency and credibility of elections in Nigeria.“
In July, INEC spokesperson Festus Okoye said the commission has since 2018 proven to the National Assembly its capacity to electronically transmit election results across all parts of Nigeria, including from remote areas.
He admitted that the process of physically transporting election materials, especially from remote communities with infrastructure or security challenges, was dangerous and often linked to ballot thefts and other irregularities. https://gazettengr.com/national-assembly-only-blockade-to-e-transmission-of-election-results-inec/Lalasticlala, Mynd44
